HomeMy WebLinkAbout2019-10-23 EDA Minutes - Approved CITY OF CENTERVILLE ECONOMIC DEVELOPMENT AUTHORITY MEETING MINUTES October 23, 2019 4:30 p.m. Pursuant to due call and notice thereof, the City of Centerville’s Economic Development Authority held a special Economic Development Authority Meeting on October 23, 2019 at 4:30 p.m. I. CALL TO ORDER II. ROLL CALL PRESENT: President Jeff Hanzal Treasurer Michael Giovinazzo Council Member D. Love ABSENT: Vice-President Jim Weatherhead Council Member Michelle Lakso STAFF: City Administrator Mark Statz III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda No changes to the agenda were requested. Motion by Commission Member Love, seconded by Commission Member Giovinazzo to approve the agenda. All in favor. Motion carried. IV. APPROVAL OF MINUTES 1. None V. BILLS AND COMMUNICATIONS 1. Bills (a) None VI. REPORTS 1. None City of Centerville EDA Meeting Minutes October 23, 2019 VII. OLD BUSINESS 1. None VIII. NEW BUSINESS 1. Building Façade Grant Application – Southern Rail Garage Administrator Statz presented the grant application received from JV Summit Corp, dba Southern Rail to assist with the construction of a garage on the site of the Southern Rail bar. The applicants were on hand to show a drawing of the proposed building. Its design included split face block, hardi-board lap siding in the gables, and architectural shingles. The garage would replace the existing garage on site and would be built in the same footprint. Because the garage would not expand the footprint, there would not be any expansion of a legal non-conformity. Therefore, there would be no requirement for the correction of other existing legal non-conformities such as an unpaved parking lot or other issues with the building itself. The new garage would need to meet current building codes. It would also be subject to the guidelines outlined in the Downtown Redevelopment Master Plan referenced in the M-1 district in city code. This means that the building would need to have architectural elements that enhance the character of the neighborhood. Motion by Commission Member Love, seconded by Commission Member Giovinazzo to award a $5,000 Grant from the EDA’s Revolving Loan and Grant Program (RLGP) to JV Summit Corp dba Southern Rail (7082 Centerville Rd) for the construction of a garage, conditioned on architectural approval by city staff and subject to the guidelines of the RLGP and city code, including the Downtown Master Plan and Development Guidelines. All in favor. Motion carried. IX. ADJOURNMENT Motion by Commission Member Hanzal, seconded by Commission Member Giovinazzo to Adjourn the EDA meeting at 5:16 p.m. All in favor. Motion carried.
