At least one of these lights may best be used at the top of the sledding hill. Attached is a picture of one of the types of lights we were given and a map of LaMotte Park. The committee should discuss if placing a light at the top of the hill fits their needs for that area and discuss other potential uses for the donated lights. She has expressed interest in leading the organization and planning of the Thursday Night Waterski Show Vendor Events. She would coordinate signing up vendors, recruit and assigning volunteers, and deal with other event logistics and promotion. She will be on hand at the meeting to share her initial thoughts and hear your input. Then, as the event planning takes shape, she would report back to the Committee as appropriate. Wargo Nature Center will have staff on hand with Fat Tire Bikes, Kick Sleds and Snow Shoes. Our Public Works department hopes to have good ice on the pleasure rink but will likely not have enough cold weather to establish skatable ice on the hockey rink. CALL TO ORDER Committee Member Suzanne Seeley (acting chair), called the September 4, 2019 Meeting of the Parks & Recreation Committee to order at 6:38 p.m. in the Council Chambers. Results of the roll call are shown above. II. APPROVAL OF AGENDA Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Peterson to approve the Agenda as presented. UNFINISHED COMMITTEE BUSINESS 1. 19-016/08 Fete des Lacs Run Follow Up Logo Art Contest n from January through March and stnd include 2 age groups: elementary school & middle school, with a 1 & 2 prize for Paddle Boat Races. City of Centerville Park & Recreation Committee September 4, 2019 5K & 8K Runs participants; it was highly recommended that a professional Race Director be hired for 2020 to work with Mr. ector should begin soon; it was also recommended to have the run course(s) be certified at an approximate cost of $225.00. Paddle Boat Race supplied a canoe and there were 3 canoe paddles given as prizes. Budgets specifically for the runs and the other for all other costs/aspects of the Festival. Motion made by Committee Member Peterson, seconded by Committee Member Seeley to recommend to the City Council to budget $12,000 for the 2020 Fete des Lacs Festival. All in favor. Motion carried. Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Peterson to recommend to the City Council to approve the Logo Contest for both elementary and middle school students with prizes up to $250.00. 2. 19-026 2020 Parks and Recreation Committee Operational Budget The Committee reviewed the most current financials for the P & R operations and programs which include Music in the Park, Movie in the Park, Skate Nights, Fete de Lacs 5K & 8K Runs, etc. Motion made by Committee Member Seeley, seconded by Committee Member Errickson-Grahek to recommend to the City Council to budget $15,000 for the 2020 Parks and Recreation Committee programs. All in favor. Motion carried. 3. 19-011 Lights for Sledding Hill After a bid of $14,000 was received for install a pole and lighting at the Sledding Hill, Mr., Mark Statz offered to check on the cost of a solar light(s). The cost notwithstanding, there could be a potential for light pollution to neighboring homes. This item was tabled to the October P & R meeting. 4. 19-022 Handicap Swing(s) for Wheelchair, Ms. Freiermuth Committee Member Freiermuth will report on the status of this item at the October meeting. 5. 19-023 Are all Parks Handicap Accessible? Page 2 of 5 City of Centerville Park & Recreation Committee September 4, 2019 This item was tabled to the October meeting to give Public Works time to evaluate each park. 6. 19-024 Movie in the Park The scheduled date is September 14 with a rain date of September 21. The movie The approved budget for this activity is up $750. The movie license fee was $435, the projector rental is $156.13 and the purchase of three movie posters was $24.11. In addition Committee Member Peterson expended $21.38 for incidentals. Current supplies of popcorn, hot chocolate, etc. need to be checked and additional supplies purchased if necessary. V. NEW COMMITTEE BUSINESS 1. Request use of Laurie La Motion by Committee Member Errickson-Grahek, seconded by Committee Member Freiermuth to recommend to the City Council to approve the use of Laurie LaMotte Memorial Park, baseball fields 3,4,5 depending on wind direction, on October 5 from 9:00 am to 1:00 pm, (with a rain date of October 12 at the same times and location), for their annual Rocket Launch, if there are no conflicts. All in favor. Motion carried. 2. Storage of Bald Eagle Water Ski Club, Ski Jump/Ramp at Trailside Park Mr. Doug Shipp of the BEWSC was present to inform the committee members that they had really good attendance at their weekly shows and have been promoting this activity by doing more media promotion. He was also present to request permission for the club to store its ski jump/ramp next to its dock at Trailside Park over the winter. Mr. Shipp asked if there was any way possible that it could be pulled out of the water prior to approval of the City Council. He stated that the club would provide insurance coverage for both the dock and ski jump/ramp. Motion made by Committee Member Seeley, seconded by Committee Member Errickson-Grahek to recommend to the Centerville City Council to allow the Bald Eagle Water Ski Club to store their ski jump/ramp next to their dock, over the winter months, currently stored at Trailside Park. All in favor. Motion carried. Note: Mr. Mark Statz gave his approval for the club to remove the jump/ramp from the water, prior to the City Council meeting, to store it on shore. UNFINISHED COMMITTEE BUSINESS 1. 19-011 Lights for Sledding Hill The responsibility of the P & R Committee would be to cover the cost of a pole & light using a photo cell, timer or connect to the hockey rink. It was suggested to look into the cost of solar or other options. This agenda item will be tabled until January, 2020. 2A. 19-007: Bald Eagle Waterski Club Annual Permit Renewal After review of the permit dated June 11, 2014, it was recommended to approve another five year permit, with an annual permit fee of $1.00 per year. This permit would be dated from September 1, 2019 through August 31, 2014, with the following changes/additions: ~ continue to share the cost of an on-site porta-potty; ~ include storage for the ramp & possibly a small rental fee; ~ include language regarding them not blocking the sanitary sewer facilities; ~ include no annual fee to be charged; ~ request staff to reword document to be more concise; Motion made by Committee Member Waeghe, seconded by Committee Member Bettinger to include all of the above items in a revised permit to be presented to the BEWC for their signature. All in Favor. Motion carried. 2B. 19-014: Thursday evening Bald Eagle Waterski Show Vendor(s) Event After additional suggestions and discussion, the possibility of developing this event will be dependent on the Committee to coordinate this event. It would be preferable for a community volunteer(s) to head this event along with a liaison from the P & R Committee. ~ The venders would be included as part of the BEWC promotions with vendors set up by 6:00pm and the water ski show beginning at 7:00pm; ~ Event would be held each Thursday from June through August (outside of school year); ~ Block off Centerville Road, north of Main Street and host event on that block, with parking in CV Elementary parking lot; ~ Recruit food trucks, craft vendors and farmers market-type stands; at no cost to them, initially and no offer of payment from us; ~ Discuss possibility of music as part of offerings; ~ Determine budget to include temporary items such as dumpsters, porta-potty, etc. ~ Administrator Statz will provide a Plan of Action for the Committee to follow. This agenda item will be tabled until January, 2020. 3. Park Facility Permit Application Page 2 of 6 City of Centerville Park & Recreation Committee December 4, 2019 An application was received from Mr. Peter Schmitt on behalf of the Centennial Youth Hockey on 10-21-19 requesting the use of the LaMotte warming house and ice hockey rink for practices. On 11-26-19, a letter was received from Mr. Schmitt requesting access to the rink and warming house on Monday, Tuesday and Thursday nights from 7-6 pm, 7-8 pm and 8-9 pm during the months of January and February. Motion made by Committee Member Bettinger, seconded by Committee member Peterson to recommend to the City Council, to allow access to the hockey rink and warming house to the Centennial Youth Hockey during January and February as follows: use of the full rink on Monday, Tuesday and Thursday for one hour each evening and use of half of the rink on Monday, Tuesday and Thursday for the remainder of the time. All in Favor. Motion carried. They will need to provide a schedule to the city. The intention of using half of the rink on the requested days would be for the younger skaters such as the Mites, etc. as they would not need the entire rink. It is requested that the adults accompanying the skaters help to shovel the rink. 4. This event is scheduled from 6:00pm to 9:00 pm; and includes skating and possibly the following activities: Star Gazing, Snow Shoeing, Sledding, Fat Bikes and Cross Country Skiing. Motion made by Committee Member Peterson, seconded by Committee Member Waeghe to approve up to $500.00 from the P & R budget to cover the costs for the activities and supplies for each Skate Night. Committee Member Waeghe will continue to handle the promotion of the event and Committee Member Seeley will evaluate the current stock of supplies i.e. cocoa mix, etc. She will also contact Keven and Nancy Amundson to invite them to participate in both Skate Nights. There is still the possibility of hiring a skate sharpener to provide free skate sharpening at one or both Skate Nights. 5. The 2020 dates will be Tuesday, th July 14 through Saturday, July 19. The committee members were asked to consider the following: appointing a representative & alternate to the Fete des Lacs Committee, defining the role for that representative and confirming events the city should organize/fund in 2020. Motion made by Committee Member Waeghe, seconded by Committee Member Freiermuth to appoint committee members Bettinger and Peterson as co-liaisons to the Fete des Lacs committee. All in favor. The responsibilities of these liaisons are to be determined; it has been recommended that the committee members take a lead role in the planning of Fete des Lacs and consider it a Park & Rec activity. VI. NEW COMMITTEE BUSINESS 1. The committee members, by consensus, chose to reschedule the January meeting stth date from January 1 to January 8. 2. Centennial Lakes Little League, Park Facility Permit Application A request for the use of the Laurie LaMotte Memorial Park from, April 1 through September, 2020, Monday through Friday from 4:00 pm until dark, has been received from the Centennial Lakes Little League. Motion made by Committee member Waeghe, seconded by Committee member Seeley to recommend to the City Council to tentatively approve the Centennial Lakes Little League request contingent upon them providing a detailed schedule in the spring. All in favor. Motion carried. 3. Power in LLM Park for Fetes des Lacs Additional power is needed during Fete des Lacs; discussed using/adding outlets at the warming house, add a power distribution box, 50 amp plug, spider or octopus plugs etc. Bids need to be obtained for options for adding power & once approved and installed, the cost of said electricity would need to be shared the Lions & the City.
