CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION
Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regular
meeting on Tuesday, November 12, 2019 at 6:30 p.m.
PRESENT: Chairperson Darrin Mosher
Commissioner Mark Haiden
Commissioner John Krueger
Commissioner Darrell (DJ) Olson, Jr.
Commissioner Nick Twohy
Commissioner Linda Broussard Vickers
ABSENT: Commissioner Ben Fehrenbacher
STAFF: City Administrator/Engineer Mark Statz
I. CALL TO ORDER
The meeting was called to order at 6:31 by Commissioner Mosher.
II. PLEDGE OF ALLEGIANCE
III. APPROVAL OF AGENDA
Motion by Commissioner Mosher, seconded by Commissioner Olson to Approve the Agenda
as presented. All in favor. Motion carried.
IV. PUBLIC HEARINGS (6:30 PM or shortly thereafter)
1. Variance Request-1687 Sorel Street (Fence in Front Yard)
Chair Mosher opened the Public Hearing at 6:45 p.m.
Staff gave a brief report on the variance request, recommending approval. The applicant is
seeking a variance to the fence requirements which do not allow chain link fences in the front
yard, and do not allow any fence in the front yard to be higher than 3 feet.
The following people addressed the Commission during the public hearing:
Julie Lindsay (Applicant)
1687 Sorel Street
Miss Lindsay explained that she is seeking the variance so that she can erect a fence that will keep
dogs on the adjacent bike trail from coming into her yard and interacting with her dog. She is
proposing a modest variation from the standard (4’ vs 3’). She feels that this will be high enough
to deter dogs from jumping over the fence, but still allows bikes and pedestrians to be seen, since
the fence will be chain link.

Chair Moser asked for any further comments from the public. No further comments were offered.
Motion by Commissioner Haiden, seconded by Commissioner Twohy to Close the Public
Hearing at 6:48 p.m. All in favor. Motion carried

1. Variance Request-1687 Sorel Street (Fence in Front Yard)
The commission discussed the merits of the variance request and largely agreed with the thoughts
of the applicant.
Motion by Commissioner Haiden, seconded by Commissioner Twohy to Recommend to City
Council Variance Request Approval with the following findings of fact:
The adjacent trail was constructed after the home of the applicant; the condition was
not the result of an action by the applicant.
There are other homes in the neighborhood with front-yard fences (existing, legal
non-conformities), so the variance would not change the character of the
neighborhood.
The request allows a reasonable use of the property, given the small variance from
the standard requested (4’ instead of 3’ max height) and the fact that it will be chain
link, so there is still visibility of pedestrians and bikers.
All in favor. Commissioner Broussard Vickers Abstained. Motion carried.
VIII. APPROVAL OF MINUTES
1. September 3, 2019 Meeting Minutes
Motion by Commissioner Moser, seconded by Commissioner Haiden to approve the minutes
of the September 3, 2019 Planning and Zoning Commission. All in favor. Commissioner
Broussard Vickers Abstained. Motion carried.
