RESOLUTION #06 - 035
DEAD BROKE SADDLE CLUB
WHEREAS, the Centerville City Council has discussed the renewal process for the Dead Broke Saddle Club
and their operations for the period of time from October 1, 2006 through September 30, 2008 at the Trio Inn,
7082 Centerville Road (paddlewheels and Pull-Tabs) and Wiseguys Pizza & Pub, 7095 - 20th Avenue South
(paddlewheels and Pull-Tabs); and
WHEREAS, the City ofCenterville has conducted the necessary investigation of the Dead Broke Saddle Club;
and
WHEREAS, the Dead Broke Saddle Club is in compliance with City Code, Chapter 130; Section 130.15-
130.99; and
WHEREAS, the Dead Broke Saddle Club appears to take into consideration the best interest of the City of
Centerville; and
NOW TIIEREFORE, BE IT RESOLVED BY TIIE CITY COUNCIL OF CENTERVILLE, MINNESOTA
approves the charitable gambling activity of (paddlewheels and Pull-Tabs) at the Trio Inn, 7082 Centerville
Road and (paddlewheels and Pull-Tabs) at Wiseguys Pizza & Pub, 7095 - 20th Avenue South by the Dead
Broke Saddle Club.
PASSED AND ADOPTED by the City Council this 12th day of July, 2006.

I have received quotes through the state's vendor bid system for the replacement of the
1985 Ford plow and sander unit. The new truck would be a 2006 Sterling, similar to our
2001, but with many new updates. The ph\-v, box and }ighting would be an enhanced
system including a belly scraper, an elliptical box and a new LED lighting system,
eliminating the blinding effect of the current strobe system on the driver. Other upgrades
include a rear mounted wing plow verses a front mounted wing, relocation of the
hydraulic valve bank in a seal exterior box with the hydraulic tank mounted in front of
the box above the frame. The electronic controls of the sander will aut~matica\\:r ';',top
sanding when the truck comes to a stop. An aluminum fuel tank instead of steel and an
LED strobe on the end of the wing plow.
Both the new truck and components are much more user friendly and more reliable for
extended life of the vehicle. The total costs are below and the cost to repJace this same
truck in 2007 will be $18,000.00 - $20,000.00 due to the new pollution control devices on
the truck and a scheduled 15% increase for all of the body and plow components form J-
Craft. The other issue is that 2007 vehicles will only be able to run on new fuel, which is
not yet available, and will have higher maintenance costs associated with the new
pollution exhaust system.
I would recommend to that the Council approve the purchase of the new truck and
components as listed. The truck will take about 4 months for its build and the body, plow
and lighting another month. This would leave us with a deliver date in December if we
order by August 1 st. I would also like to change out the two front strobe lights 0,"1 the
2001 Sterling with the new LED lights due to the blinding glare of the strobes in the
mirrors of the driver (usually they drive with them off now due to this issue). This would
add another $1,500.00 to the final cost.
The total cost of the new truck without tax or delivery is $116,565.00, of which $5%,943-
is for the Sterling and $57,622.00 for the body, plow, sander and lighting components.
Total anticipated costs are about $120,000.00. The 2001 Sterling was about
$105,000.00.

6. Old Water Tower Demolition. (000616-06145-0). A first andjinal pay request will be issued

7. 2006 Storm Water Analysis (000616-06146-0). A summary of ollr proposed BMPs for fllture
street project areas has been sent to the RCWD for review. We lvill schedule a follow up
meeting with them to discuss our options.
8. Old Mill Road Improvement (000616-06147-0). An option to construct sewer alld water
Withollt immediately reconstructing Old Mill Road is being added to the Feasibility Report.
9. Fairview Street Improvements (000616-06148-0). Easements are being worked on. We
received comments from Anoka County Highway Department regarding a right turn lane and
additional right~of~way along the Royal Oaks plat. The developer is hoping to build Fairview
Street this summer.

I appreciate the conoerns that you have regarding the condition of Cedar Street and its
dust problems as related in your letter of July 7, 2006. I talked to Mr. Shudy, owner of
CentervilIe Ready Mix, who has committed to putting chloride on the street as often as
needed to control dust until we can figure out what the long-term answer is for this street.
The City of Centerville previously approved Mr. Shudy to connect to city water and
sanitary sewer within easements north of the section line, which would put the work in
Centerville. His services will consist of a two-inch force main sanitary sewer and a six-
inoh water service. For obvious reasons, we want Centerville properties to be serviced by
our utilities.
I will share your concerns about the street, with our City Council. However, the long-
term solution to the street would likely involve a joint powers agreement for construction
of a properly designed street pavement, much as we are doing for 21 st Avenue. We would
be more than happy to sit down and discuss how that might happen and how the costs
would be shared between Centerville and Lino Lakes. If you would schedule a meeting,
we are prepared to work toward the solution.

Cedar Street
Dear Mr. Larson:
The City of Lino Lakes has been receiving complaints regarding increased truck traffic
and dust control problems along Cedar Street associated with the new cement plant being
constructed. On April 28, 2004, the City sent a letter to Kim Moore-Sykes expressing
our concerns regarding the inadequacy of the existing gravel road for the specified use.
We requested that consideration be given to improving the roadway as part of the
development.
It has become apparent that no such improvements are currently being contemplated.
The City has only received assurances from the cement plant owner, Dennis Shudy that
he would gravel and water down the roadway as needed. This is not acceptable. We
respectfully request that the City of Centerville provide us with your plans to maintain
and/or improve this section of roadway. We recommend, at a minimum, that the
roadway be paved to accommodate the increased truck traffic. As an alternative, access
to Cedar Street from the site could be eliminated and redirected to existing roadways
internal to Centerville's industrial park.
The City of Lino Lakes is currently providing temporary municipal water to the cement
plant. Please be advised that we will tenninate such service within seven (7) days from
the date of this letter if there is no resolution to this issue. We will also be considering
modification and/or termination of existing street maintenance agreements between the
two cities unless this issue is satisfactorily resolved.
Additionally, it was recently brought to our attention that sanitary sewer and water main
are proposed to be constructed along Cedar Street from CR 54 to the construction site.
Please be advised that our records show that Cedar Street does 110t lie On publicly
dedicated right-of-way. It exists as a prescriptive right for street purposes. [n these
instances the right-of~way for street purposes is generally considered to be 66 feet based

on the centerline of the roadway. We are also aware, from survey information, that the
existing roadway does not uniformly straddle the municipal boundaries. In some areas
the roadway is entirely within the City of Lino Lakes.
