Home My WebLink About2020-03-25 CC Minutes - Approved CITY OF CENTERVILLE COUNCIL MEETING March 25, 2020 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled City Council Meeting on March 25, 2020 at City Hall, 1880 Main Street. COUNCIL I. CALL TO ORDER Mayor Paar called the meeting to order at 6:30 p.m. ROLL CALL PRESENT: Mayor Jeff Paar Council Member Russ Koski Council Member Michelle Lakso Council Member D. Love Council Member Matt Montain ABSENT: None. STAFF: City Administrator Mark Statz City Attorney Kurt Glaser II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Mayor Paar provided an opportunity for others to add or delete any items. City Administrator Statz added Republic Services/COVID-19 under Consent Agenda Item #6. He stated that due to the COVID-19 virus and large amount of trash being collected, Republic Services has requested that yard service and bulk item pickup be discontinued temporarily. He stated that Republic’s primary concern is that garbage and recycling services are essential as the other services are additional. Council Member Lakso had concern regarding the length of temporary suspension and Council Member Love clarified that all trash needed to be included within the container. Administrator Statz stated that the length was currently undetermined and concurred with Council Member Love. Motion by Council Member Love, seconded by Council Member Lakso to Approve the Agenda with the Above Stated Modifications. Council Member Lakso, Love, Koski, Montain & Paar voted in favor. February 12, 2020 City Council Meeting Minutes Motion by Council Member Montain seconded by Council Member Koski to Approve the February 12, 2020 City Council Meeting Minutes as presented. Council Member Lakso, Love, Koski, Montain & Paar voted in favor. Motion carried. VII. CONSENT AGENDA 1. City of Centerville Claims through March 11, 2020 (Check #33362-33378) & (1493E-1497E) 2. Centennial Lakes Police Claims through March 18, 2020 (Check #13103, 13105-13114,13117-13119, 13120-13133-13021) & (Check #13134-13138) 3. SEASAC, LLC License for Municipalities – Music in the Park 4. Construction Engineering and Surveying Services – Downtown Street & Utility Improvements – Stantec Proposal 5. Revised Site Plan – Centerville Storage 6. Republic Services/COVID-19 (Suspend Yard & Bulk Pickup) Mayor Paar provided an opportunity for Council to add or remove any item(s) to the consent agenda. Motion by Council Member Love, seconded by Council Member Montain to Approve the Consent Agenda as presented. A roll-call vote was taken. Council Member Lakso, Love, Koski, Montain & Paar voted in favor. Motion carried. VIII. OLD BUSINESS 1. None. Due to cablecasting/streaming technical difficulties, Council recessed at 6:39 p.m. The issue was corrected and Council resumed the meeting at 7:04 p.m. IX. NEW BUSINESS 1. Resolution #20-0XX – Accepting the Resignation of Mayor Paar Mayor Paar asked City Attorney Glaser to outline the process for the agenda items in front of the City Council. Glaser stated that once Mayor Paar submits a written resignation and it is accepted Page 2 of 6 City of Centerville Council Meeting Minutes March 25, 2020 by Council, it becomes effective. He stated that the order of succession would prevail and Council Member Love would assume his position of Vice Mayor, running the meeting, as normally occurs in the absence of the Mayor. Mayor Paar stated that he is experiencing some personal challenges, desired to thank his family, neighbors, the public, staff, previous staff and previous Council Members for their hard work and advice. He also thanked all Committees/Commissions, the Centerville Lions, the Centennial Lakes Police Department and Centennial Fire District for their outstanding delivery of services and friendships that have been made over the years. He stated that without all of these people and organizations, the City and the direction that Council desires to take it would not be possible. He also stated that the Centennial School District are wonderful and residents should be grateful that they are progressive and parent oriented. He also thanked the local papers and North Metro TV for the opportunities that they provide the residents. Mayor Paar thanked all Council Members individually for their various qualities that they have brought to the Council and have learned over the years of serving their community. Mayor Paar encouraged future Councils to research issues diligently before they make decisions in the future and look back at what other Council have considered. Council Member Love read an email from Centennial Lakes Police Chief Coan stating that Mayor Paar had served as a dedicated public servant, thanked him for his support and he stated that he felt that Mayor Paar left a legacy in community service and that he was a great steward of the City. All Council Members thanked Mayor Paar for his recognition of their attributes and shared their appreciation for him and his dedication to the community. They also wished him the best in his future endeavors. Motion by Council Member Paar, seconded by Council Member Love to Adopt Res. #20- 0XX – Accepting the Resignation of Mayor Paar as Submitted. A roll-call vote was taken. Council Member Lakso, Love, Koski, Montain & Paar voted in favor. Motion carried. 2. Appointment of New Mayor Administrator Statz stated that Council did not have to appoint a new Mayor this evening and had the option of appointing someone from the public or someone from the Council. Council Member Lakso had no thoughts that she desired to share, Council Member Koski stated that he could think of several individuals that would fulfill the role well and stated two (2) Council Members Love and Montain if they desired. Council Member Montain stated that both he and Council Member Love have expressed their interest in serving in the capacity. Ex-Mayor Paar commented that Council Member Love would be well suited for the position with his professionalism, experience and leadership skills. A roll-call vote was taken. Council Member Lakso, Koski & Montain voted in favor. Council Member Love Abstained. Motion carried. Administrator Statz administered the Oath of Office for Mayor to Council Member Love. D. Love assumed the duties of the office of Mayor. 3. Res. #20-0XX – Declaring a Vacancy on the City Council City Attorney Glaser stated that now that Mr. Love had assumed the position of Mayor, the Council should formally declare a vacancy for Mayor Love’s previously held City Council seat. He stated that the person appointed to the seat would serve until January 2021 and there would be a special election concurrent with the regular election with the seat being for two (2) years allowing for the staggering of seats to continue. Administrator Statz explained that the position could be filled using any process the Council desired. Motion by Council Member Montain, seconded by Council Member Koski to Adopt Res. #20-0XX – Declaring a Vacancy on City Council as Submitted. A roll-call vote was taken. Mayor Love and Council Members Lakso, Koski & Montain voted in favor. Motion carried. 4. Appointment of New City Council Member City Attorney Glaser stated that individuals that are eligible may be appointed and that there are no set rules for appointment. Administrator Statz stated that the City has received a letter of interest from former Mayor Wilharber for the vacancy. Council discussion ensued regarding filling the position this evening, the receipt of one (1) candidate letter of interest, application period, process for interviews/letters of interest, opportunity to serve without campaigning, the use of the Personnel Committee for interviews, Administrator Statz receiving applications and candidate submittals will determine the process going forward for appointment. Consensus was that the application deadline will be April 2, if more than three (3) candidates the Personnel Committee will meet to narrow the candidates to three (3) with the remaining candidates to appear at a work session on April 8, 2020 for an interview. Motion by Council Member Montain, seconded by Council Member Lakso to Allow for the Application Process and if More Than Three (3) Applicants the Personnel Committee Will Be Utilized to Narrow the Candidates to Three (3) Who Will Appear Before Council On April 8, 2020. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS Page 4 of 6 City of Centerville Council Meeting Minutes March 25, 2020 1. Administrator’s Report Administrator Statz stated that there was not a written Administrator Report. Mayor Paar provided the audience with an overview of an Emergency Meeting of Council that was held on March 18, 2020 due to the COVID-19 pandemic. He stated that Council adopted an Emergency Declaration and placed actions for operations of City Hall and the Public Works Department. He stated that City Hall will be closed to the public, telephones will be answered during normal business hours and all permits will be accepted via online or can be dropped off in a tote in the vestibule. He also stated that utility payments will be accepted via online or in the Utility Payment Drop Box entering the parking lot to City Hall. Mayor Paar stated that the Public Works staff will be staggering their work schedules to refrain from the possibility of infection of each other, (two (2) employees at a time) with the other two (2) working from home. Offices would be decontaminated following every work day and employees with capabilities to work from home do so. He also stated that emails would be accepted through info@centervillemn.com. He reported that other than this meeting all meetings would be provided to the public via Zoom and live streaming through North Metro TV. Public participation remains a high priority. Montain – No Report Given i. North Metro Telecommunications Commission – City Attorney Glaser stated that the Mayor needed to be appointed to the Personnel Committee. He stated that he felt that this was the intent of Council previously but no ordinance was adopted. He also stated that at Council’s next meeting appointments should be made to EDA and the Centennial Lakes Police Governing Board. Mayor Love stated that alternates and order of succession would prevail until such time as the appointments would be made. Page 5 of 6 City of Centerville Council Meeting Minutes March 25, 2020 Mayor Love ended the meeting with a story of a 17 year old senior high school student’s perception who is faced with not having a graduation, senior prom or sporting events. The senior is to attend the U of M upon graduation and he quoted P.J. Fleck and an analogy of keeping your boat’s oar in the water, rowing and rowing continuing to push forward through difficult times. XI.
