CALL TO ORDER Commissioner Weatherhead called the meeting to order at 6:37 p.m. II. ROLL CALL PRESENT: Commissioner Jim Weatherhead Commissioner D. APPROVAL OF AGENDA 1. Call for Changes to the Agenda Administrator Statz asked to add a proposal from a consulting firm named Excipio as a new item under New Business as item #4. Motion by Commissioner Love, seconded by Commissioner Weatherhead to approve the agenda with changes. All in favor. Motion carried. 2. Call for Changes to the Agenda Commissioner Love suggested that Motion by Commissioner Weatherhead, seconded by Commissioner Giovinazzo to approve the agenda with changes. All in favor. Motion carried. City of Centerville EDA Meeting Minutes April 15, 2020 IV. APPROVAL OF MINUTES 1. None V. BILLS AND COMMUNICATIONS 1. Bills a. None VI. REPORTS 1. Mr. Brass introduced drawings for a building on the site and presented short-term and 20-year analyses on rates of return for the first floor retail and office space and the second floor apartment space. There were discussions regarding the color scheme and overall look of the building and parking issues in the neighborhood. Motion by Commissioner Hanzal, seconded by Commissioner Weatherhead to recommend that Council enter into an agreement with Mr. Brass to list the property with the concept layout shown at $50,000, or assign the property to the EDA and allow the EDA to do the same. All in favor. Motion carried. 1. Administrator Statz gave a report on general development activities around the city. Administrator Statz emailed the developer on the downtown redevelopment project and intended to have the project on next council agenda as a workshop item to discuss general direction of the project to get a feel for the council as a whole based on the fact that we have a new council member and have had significant public input. The city is continuing to work with Atlas Villas Memory Care on design issues with their kitchen, and their concrete encased storm shelter. Mini-Storage anticipates they will be moving soon. They have moved to a three building layout and eliminated the northern building. We have received architectural plans and should see a permit application soon. Old Mill Estates pulled their item from the agenda to approve Phase II. They would like to look at building more this fall, but may look at a smaller investment. Other discussion Administrator Statz stated that he would like to get the downtown redevelopment, rebranding and City Hall renovation on the next agenda, but said that they coul without the support of Council. The Commission discussed ideas to help local businesses in equitable ways such as utility discounts and advertising dollars. They also discussed putting together a list of business emails so they could send out information regarding different programs when they became available. Fete Des Lacs was discussed, and different ways the Commission could redirect the $3,000 that was set aside for branding support to help local businesses advertise during the festival. VIII. NEW BUSINESS 1. Community Video The person who created the first promotional video no longer does drone work. Administrator Statz has tried to contact her but she has not responded. He said that they had hoped to make a more community based video with people from Fete des Lacs. The Commission decided to table the discussion until the May, 2020 meeting. 2. Naming Depository Finance Director DeJong explained that State law requires EDA expenditures and City expenditures to be kept separate, and right now they are joined together in the General Fund. He asked for authorization to establish a checking account separate fr ask Council to do so at next regular meeting. Administrator Statz explained that we are essentially asking Council to deposit money in the EDA account and not take unexpended funds back at the end of the year. Motion by Commissioner Hanzal, seconded by Commissioner Weatherhead to adopt the resolution as presented. All in favor. Motion passed. 3. Business Recycling Grant Program Page 3 of 4 City of Centerville EDA Meeting Minutes April 15, 2020 Administrator Statz stated that Centerville has finished at the bottom of the list for recycling in the business community, and The Minnesota Chamber of Commerce has a business recycling program that has not run out of money for two years. Businesses can get free recycling bins and trash bins, signage, box crushers, etc. The Commission discussed ideas about how to get this information out to the public, such as social media, email blasts and developing an overarching communication strategy. Commissioners Hanzal and Giovinazzo volunteered to put together an elevator speech for staff to make phone calls and make lists of email addresses. 4. Excipio Proposal Administrator Statz defined the Minnesota Technology Corridor as a partnership between Anoka County and Washington County to promote the area from the south end of Centerville through Forest Lake along 35E as a technology corridor and a place that has a good source of power and broad band to attract high tech businesses such as data centers. The Rehbein property on Fairview Ave has been identified as a Prime Site by the MN Tech Corridor, meaning it is well positioned real estate for a data center the Tech Corridor group would like to help promote it as such. Excipio is a consultant that specializes in performing feasibility studies for data centers. Staff and MN Tech Corridor representatives find value in having Excipio complete a study of this site as a way to promote its development as a data center. The commission discussed contributing a portion of the $15,000.00 fee for the study, expressing that other partners and the land owner should shoulder most of the cost, but that participation by the EDA was appropriate as a way to further the goals of the MN Tech Corridor group which is helping promote high-tech development in Centerville and the surrounding area. Motion by Commissioner Weatherhead, Seconded by Commissioner Giovinazzo to contribute 15% of the study of the Rehbein property as part of the Minnesota Technology Corridor. All in favor. Motion carried. Administrator Statz gave an update on city operations. He said that City Hall is closed to the public, but there is one staff member there for accounts payable/receivable and payroll. All meeting are on Zoom, broadcast live, streaming and recorded on North Metro TV. Public Works are working two on/two off, and Police and Fire ae fully staffed. There are no confirmed cases of Covid-19 in Centerville. Playgrounds are shut down. The declaration allows flexibility in fiscal and personnel policy matters when needed to address needs related to the pandemic. It also affirms our ability to recover costs through state and federal programs. City Hall Access to City Hall has been closed to the public since March 19. All permit applications can be made on line. City staff has been updating the readerboard and website remotely. The City Administrator, Clerk and Finance Director are working from home. With the th recent extension of the Stay at Home Order to May 18, we continue our remote working arrangements, as the intent of the Order is for those who can work from home to continue ECONOMIC DEVELOPMENT Economic Development Authority (EDA) 2020 Strategic Plan th The EDA held a special meeting on April 29 to review ways in which they could help the business community during this difficult time. A business spotlight initiative is being developed to assist businesses with gaining exposure through a custom developed video about their business and a featured advertisement, both distributed through the web page. nd ways to better communicate with the City Council and other parts of the Cnd, a presentation was made, by EDA President Hanzal, to the City Council earlier this year. Similar presentations are now being contemplated for the C Recreation Committee. The hope is that a conversation between the two boards can be started to find ways each committee can work in tandem with the EDA towards a common goal. 1737 Main Street The City Council entered into a listing agreement with realtor, Mike Brass to market the property at 1737 Main Street, upon recommendation from the EDA. A concept sketch of a potential mixed-use building will be used as a tool to attract developers. Along with the concept sketch, a financial analysis of the property has also been done to show what typical rental income might be and how that might be able to offset payments on a construction loan. EDA Revolving Loan and Grant Program The EDA will review the Revolving Loan and Grant Program and make another push to find businesses interested in using the funds. Quad Area Chamber of Commerce Eat Local Campaign The Quad Area Chamber of Commerce is teaming with the Lino Lakes Rotary Club to help local restaurants by purchasing signs for them to place outside, letting folks know that they are open for take-out and delivery options. Minnesota Technology Corridor The EDA voted to participate, financially, in a Data Center Feasibility Report, from consultant Excipio. The assessment includes detailed financial analysis of state and other tax incentives as well as an analysis of power and broadband availability. Having this evaluation done, is much like certifying a site much more marketable to the data center market. The Executive Director was given parameters within which to negotiate Anoka County Regional Economic Development (ACRED) The Marketing subcommittee continues to plan for scheduled events in the fall of 2020, such as the MNCAR Expo, which is a gathering of real estate professionals. We continue to plan for marketing efforts in conjunction with the 3M Open Golf Tournament in July. FINANCE Audit The audit is substantially complete. Staff Is reviewing the draft financial statements. The good news is that we ended the year positively in the general fund, adding just over $10,000 to the fund balance. This means that there is $15,905 to $181,152 available for one-time expenditures over the 50-60% fund balance target range. FEMA We are setting up our Grant Portal through FEMA to allow us to make claims for disaster reimbursement. We have been actively coding various invoices to keep unusual expenses related to the pandemic separate from our normal costs. COMMUNITY DEVELOPMENT Comprehensive Plan The city formally adopted the 2040 Comprehensive Plan and sent notice to the Metropolitan Council. The plan document for all aspects of the development of our city. Old Mill Estates The developer is working on buttoning up the Phase I improvements and has requested a letter of credit reduction, which is on this agenda. Work remaining, includes the construction of trails and sidewalks, wear course paving and general site stabilization and finish grading. A Letter of Credit reduction was approved, for Phase I, at the last City Council meeting. The City Council accepted the performance for a few pieces of infrastructure including sidewalk and trail construction. The extension goes to the end of 2020. The city still holds a substantial letter of credit to ensure these elements are completed. The letter also outlines their approach to the timing of development for Phase II. Bay View Villas (Waterworks Site) Shoreline stabilization (rip rap) was completed recently and the developer continues to work on site clean-up, restoration and landscaping. Block 7 Property After the City Council Work Session in late April, regarding the Block 7 redevelopment project, staff reengaged with the developer to discuss the possibility of approaching the project without the use of Tax Increment Financing. The developer has said they will explore this option and, if viable, bring back a new proposal. 7241 Main Street No recent news. Peltier Estates No recent news. th Centerville Storage (20Ave. Mini Storage) The developer has been doing some grading and tree clearing on site. A building permit application is being completed along with other pre-construction requirements, such as recording the Conditional Use Permit, submitting fees and escrows, and obtaining various agency permits. rd Pheasant Marsh 3Addition Letter of Credit An easement agreement was approved by the city council. With this agreement recorded, staff will be issuing a letter to the developer, allowing a full release of the letter of credit. Atlas Villas Memory Care Project (1825 Main Street) The City Council approved an Interim Use Permit for the 16-room facility. The owner is seeking additional bids to try to lower the price of the project, which is over their initial budget. They hope to break ground this fall. A draft ordinance was on the last council agenda for a first reading. The ordinance could be adopted at the next City Council meeting on May 27. Parking ordinances will continue to be reviewed by the Planning and Zoning Commission at their next meeting. Mediation has been postponed due to the COVID-19 situation. reminding them of the need to keep their equipment and materials off of city property (around the tower), now that the lease for portions of the city property has been canceled. Items such as plow assemblies, large landscape rock, and general debris were found to be on site. th 7129 20Ave. The Planning and Zoning Commission upheld the decision of the Zoning Administrator on the issue of nuisance lighting. The owner has been issued a notice to abate the issue. With a further understanding of the specific tasks and timeline that the EDA was asking for, Lonni Olson respectfully bowed out, due to immediate family commitments. We then solicited a proposal from Michelle Koch and found her costs to be very reasonable at $50/business for the creation of an ad and the work associated with posting and promoting the ad on social media. The fee also includes similar social media tasks featuring the video to be made by North Metro TV. At this price, staff and the EDA President made the decision to move forward with the first few businesses, in an effort to kick the project off while the need is the greatest. The first businesses to be chosen randomly from the city's business directory, were: 1. Crista's Paw Spa 2. Corner Express 3. Asian to Go 4. Wise Guys Pizza. North Metro TV and Michelle have already begun their work and we anticipate having their work out on the city's social media accounts shortly. Michelle has worked with city staff to develop a logo and campaign name: CenterStage. The logo can be seen on the attached sample ad and proposed logo sheets. The next steps for the EDA will be to set an overall budget for the campaign and decide on an appropriate pace for the roll-out. North Metro has committed to at least one business a week and thought that two would probably be viable. Ms. Koch felt that she could easily accommodate that volume of work. There are about 80 businesses in our directory. At a rate of 2 businesses per week, we could get through the entire directory in about 9 months or so and at a total cost of around $4,000. With the kick-off of this campaign being in May, we would have about 7 months in 2020 and 2 months in 2021. So, the budget could be split between the two years, with Sincerely, Mark R. WHEREAS, during the COVID-19 Pandemic, many businesses have been forced to close, restrict access or have otherwise been hurt by the associated economic downturn. WHEREAS, in an effort to help local businesses promote their business through these unprecedented times, the EDA feels that providing professional assistance with social media advertising and promotion would be beneficial to the business and the local economy as a whole. NOW, THEREFORE, IT IS HEREBY RESOLVED AND KNOWN TO ALL, that the Board of Commissioners, of the Centerville EDA hereby establishes a business spotlight campaign to be h will be to provide professional marketing assistance to randomly selected businesses in the city on a rotating basis. The program will be constrained by the allocated budget and pace at which our partners can produce such materials to assist selected businesses. The campaign is open to those businesses operating in the city of Centerville during the duration of the program. Once a business is featured in the program, it will not, again, be featured until all other businesses in the city have been offered the same opportunity for assistance. Staff did recently send information out to a local business on the program after learning that the business was looking to expand. Staff would like to know if the EDA wishes to have another "grant application solicitation" or if we will simply continue to offer it on a first come first serve basis. Additionally, the EDA could consider the terms of the program to decide if making those terms more attractive is something that should be considered. COST AND SOURCE(S) OF FUNDING: N/A REQUESTED ACTION: Motion to set a deadline and solicit applications for the RLG program. Or... Continue accepting applications as they come in. Motion to amend the terms of the RLG program to entice more applications. The purpose of this agenda item will be to further detail what a program like this would entail, what rough budget expectations may be and what other logistical issues may arise? As a companion to this program, would a New Resident Welcome Package also be a viable endeavor? The Quad Area Chamber of Commerce is also looking to establish something like this, and our efforts should be coordinated with theirs to avoid redundancy and take advantage of partnerships. ACRED is hosting a booth at the MNCAR Expo and last year several cities also got a booth next to them to strengthen their presence. This is a big event an a great chance to get some exposure in the real estate community. Staff is encouraging the EDA to send at least one representative and to discuss the idea of co-hosting a booth with a few other cities. The event is in October, so we are hopeful it will be able to take place, much as it has before. COST AND SOURCE(S) OF FUNDING: $40 per attendee; $200 - $400 for co-hosting a booth, depending on other cities' participation REQUESTED ACTION: Motion to approve up to ___ attendees to the MNCAR Expo at a cost of $40 each. In addition to the county’s presence, some cities like to have a presence as well. Last year the cities of Coon Rapids, East Bethel, Ramsey and St Francis all participated. We had one large area where the branding was all consistent with ACRED and ACRED handouts plus each city had a retractable banner and one handout for their community. We are thinking a similar concept this year. We wanted to reach out to see if any other communities are interested in participating as well?
