Music in the Park was scheduled for Tuesdays, June 9 through July 28. It appears that the Governor's orders only allow drive-in events (starting June 1). Phase II of the Governor's plan seems to indicate that there will be an opportunity for events like this. However, there is no timeline for Phase II. It is staff's recommendation that we simply await an announcement of Phase II re-openings and try to schedule acts at that time. COST AND SOURCE(S) OF FUNDING: TBD REQUESTED ACTION: Motion to plan a drive-in style Music in the Park event. Motion to postpone Music in the Park until such time as the Governor's Orders allow such events. or Motion to cancel Music in the Park for 2020. Centennial Little League has submitted their COVID-19 Operations Plan and is requesting use of the LaMotte Park Fields. Because of the limitations of social distancing, there will be an increased need for fields, to keep practice groups small and spread out. Staff is recommending approval of their request, with the understanding that they will submit a full schedule of practices, once they become available. Additionally, we will ask that the league submit a new COVID-19 Operations Plan once game play is allowed. If there are observed problems with adherence to their COVID plan, the city would reserve the right to revoke their privileges. There was discussion regarding a roll call versus all in favor due to the zoom meeting and the lack of verbal input from the public or restricted access. UNFINISHED COMMITTEE BUSINESS City Administrator Statz stated that he had recently spoken with the Fete des Lacs Committee who has decided to wait to make a determination regarding events, etc. He stated that other City of Centerville Park & Recreation Committee April 1, 2020 communities have made decisions to cancel their events. He stated that several vendors have contacted the City, placed deposits and he has been in contact with Ms. Conley. Committee Member Seeley stated that the she was concerned about providing Ms. Conley with ample time to contact vendors, etc. if the Comm Waeghe had concern regarding the ski team and their intentions on whether they would be providing their shows or not. Chair Waeghe stated that revisiting the items in May would be suitable. Committee Seeley suggested that Mr. Doug Shipp, representative of Bald Eagle Water Ski Club and Ms. Conley attend the May meeting. Review of submitted grant applications Administrator Statz reported that two separate grants were submitted. He stated that one was for a timing system associated with the run with Mr. Pat Branch taking part in discussions. He reported that the grant was submitted with the most expensive option for purchase ($8,000) and it could be paired down if funding was available in a lesser amount. He also stated that the second grant was submitted for the Main Street Market with the purchase of picnic tables ($600), advertising and marketing ($2,000). He stated that he would provide the Committee with proposals/quote for marketing and advertising at their May meeting. Approval of Bid Costs Administrator Statz stated that the City has been successful in obtaining a grant associated with its irrigation system in Laurie LaMotte Park. He stated that funds have been secured through Metropolitan Council with an additional submission for grant funding from the Rice Creek Watershed District (RCWD). He explained that the City is one of the first to complete such a project in 2011 and was recognized for the project of utilizing stormwater run off for irrigation of areas of the park. He stated that this reuse system provided the City with credits which would offset required raingardens and construction of storm water ponds associated with road projects and the downtown project. He also stated that if these requirements were placed on the City, they would either have to fund the purchase of storm water credits or comply with requirements for construction of these items which could require the use of existing City owned property or purchasing property from private parties. He reported that with the Downtown road project it was felt that an expansion of the system would be instrumental for continued credits being generated. He stated that a bid has been obtained to install three (3) additional watering guns which would allow for additional watering in Laurie LaMotte Park, watering in Hidden Spring Park and watering of two (2) privately owned parcels near the area (St. Paul Water Department and Committee that private agreements would be secured for the two (2) individual property owners prior to installation of city infrastructure. City Administrator Statz stated that with this bid, staff included the suggested additional lighting that the Committee desired within the park. He reported that the bid included the installation of Page 3 of 6 City of Centerville Park & Recreation Committee April 1, 2020 the recently donated light for the sledding hill with additional wiring of areas near the skate park and along the trail being future goals of the Committee. He reported that the bid was for $7,110 for the services and felt that this was a viable bid from a responsible contractor. Discussion ensued regarding funding, Park Dedication Fees, Capital Equipment Funds, etc. City Administrator Statz stated that the funding would come from the Capital Equipment Funds. Several Committee Members had questions or comments: when work would be commenced, was the bid lower due to additional work on site, previous quote received for same work of $15,000, etc. Motion by Chair Waeghe, seconded by Committee Member Errickson-Grahek to Recommend to Council to Authorize the Electrical Services/Installation at Laurie LaMotte Park Contained in the Bid Associated with the Irrigation Project. All in favor. Motion carried. VI. NEW COMMITTEE BUSINESS 1. Port-a-Pots Administrator Statz reported that the City has received several request for these to be placed in the parks. He stated that upon discussions with Staff that it has been determined that proper sanitation cannot be achieved by the vendor which services the facilities once a week to properly protect the public from the spread of the COVID-19 virus. Consensus of the Committee was that they concurre aff and the Committee would review the item again for possible placement. It was also felt that many activities (organized soccer and baseball/softball) were also ceased so the usage would be minimal at this time. 2. Vandalism of Laurie LaMotte Drinking Fountain Administrator Statz stated that the drinking fountain in the park has been vandalized/broken two (2) or three (3) times in the last several years and suggested that the Committee consider alternatives to the existing fountain. He suggested either removing it or providing something that was more durable such as a metal ground mounted fountain. He also reported that an individual was found guilty of vandalizing play equipment who is now completing community service through the City. Committee Member Seeley had concern for the indoor drinking fountain located within the warming house. She stated that it is badly stained and unappealing to drink water from. The Committee discussed switching of the two fountains and replacement. City Administrator Statz stated that this funding would also be from the Capital Equipment Funds. The Committee requested that quotes/proposals be provided at their May meeting. 3. Zoom Conference Meeting Format Page 4 of 6 City of Centerville Park & Recreation Committee April 1, 2020 The Committee felt that the Zoom meeting was an amenity to meeting in public attempting to meet social distancing guidelines. One member of the committee was experiencing audio issues but it was felt that these could be overcome with the use of headphones or with the use of a cellphone for the audio part of the meeting. Committee Member Seeley stated that she had spoken with Minute Taker, Ms. Linda Neudecker who was unable to attend this evenings meeting. She stated that Ms. Neudecker apologize for her absence and offered to transcribe the minutes for the Committee. Administrator Statz reported all members receive a link with a meeting ID number that will be continually utilized for meetings, discussed the usage of Zoom and its capabilities, discussed the streaming of the meeting on cable TV and North Metro Cables ability to house the meeting on their web site for later retrieval by the public. VII. APPROVAL OF MINUTES Administrator Statz stated that the March 4, 2020 minutes were not contained in the packet but forwarded under separate email to Committee Members. Due to the recommendation of postponing this event until 2021, Mr. Statz will contact the SHIP coordinator regarding this decision and also the three vendors who had showed an interest to participate. 2. a. Discussion on Event viability related to COVID-19 This Fete des Lacs committee met just prior to the P & R meeting and they will be making a joint recommendation to the City of Centerville and the Lions club to cancel this annual event due to public safety concerns. b. A total of 99 entries were received from Middle School. Mr. Branch and his volunteers named the winners from the ret Clark. City Wide Clean Up Day The Parks Clean-up was scheduled for Sunday, April 19, but was cancelled due to the Covid-19 pandemic. It was suggested to reschedule this activity for this upcoming autumn. In the meantime, it was suggested that residents could help keeping the parks and city cleaner by issuing a challenge to them to pick up items of debris when they are out in the community. Also, the parks are open, but the playgrounds remain closed. 4. Music in the Park a. After discussion, it was determined to try to continue to have this event by starting a few weeks later and extend it by adding additional dates in August. Several alternative ideas were shared including doing something different each week such as have a simulcast on th experience. Another was to place the band on a wagon & drive them through the community. The most recent phase of the stat excerpts of which are shown below. The entire table of what is allowed and what is not during the various phases can be found here: https://mn.gov/covid19/for-minnesotans/stay-safe-mn/stay-safe-plan.jsp City Hall City Hall will continue to be closed to the public while community-based transmission of most recent directives, we will also be continuing to have staff work from home, as noted, even for Critical Sector employees, those who can, must telework. Public Works Our public works crews will be transitioning from a 2-on-2-off rotation to a new model which will have some work-from-home components as well as other social distancing measures. We feel this new model can still ensure that there are always 2 healthy public works staff members, while shifting to a more sustainable work schedule that allows all four of our staff to be fully engaged in work activities 40 hours per week. Parks recent COVID-related Executive Orders (see below) staff has recommended a June 1 opening of playgrounds and deployment of our normal set of porta potties. We cannot afford to have them all serviced more regularly than normal, so we will have the same service schedule as before. 8. Outdoor recreational activities and associated facilities. Notwithstanding paragraph 7.c, the below facilities are permitted to be open and do business, provided that they adhere to paragraph 6 of this (https://mn.gov/deed/guidance). This permission does not extend to facilities and activities that involve prohibited gatherings of individuals in groups of more than 10 or in close proximity. Indoor facilities associated with outdoor recreational facilities covered by paragraph 7.c of this Executive Order must comply with paragraphs 7.c and 7.e of this Executive Order, as applicable. I encourage public outdoor recreational facilities to be open for families and children, and direct all individuals utilizing such facilities to follow the Outdoor Recreation Guidelines. All outdoor recreational activities and facilities must comply with Minnesota law, including but not limited to license and permit requirements, invasive species regulations, and park rules. gather in close proximity. Staff will be placing social distancing signage in the parks. We will utilize Cases in our area seem to be holding steady. We still just have 2 active cases in our city. The new Gov order also spoke about Organized Youth Sports and it appears they are going to let that distancing, etc. Meetings Executive Order 20-56 states: Legislative and other governmental meetings. The limits on gatherings in this Executive Order do not apply to legislative and other governmental meetings. Remote meetings are strongly encouraged whenever possible. With this in mind, all Committee and Commission meetings (P&Z, P&R, EDA, and CC) will continue to be held via Zoom, a videoconferencing application. The meetings are also broadcast live on North Metro TV and streamed on their website. Additionally, meeting connection information is being posted on the website and will be widely distributed so that the public can join. PARKS AND RECREATION Fete des Lacs The Fete des Lacs Committee made the difficult decision at their meeting on May 6, to cancel Fete des Lacs, 2020. The strong conviction of the committee, however, was that there would s festival be one to remember. Thursday Waterski Shows and Street Market The Parks and Rec Committee previously voted to discontinue planning of this event for 2020. Even though some farmers markets are continuing with social distancing guidelines in place, it seemed wise not to try to kick off a new event with such cumbersome restrictions. With much of the groundwork laid, the committee feels that it will be something that they can jump into next year with a good head start. Staff is working with County staff to push our grant funding for this event to 2021. The Bald Eagle Waterski Show has developed a plan to resume practice in the near future. A copy of their COVID-19 Operations Plan is included in this packet for further review and approval. Music in the Park At the last meeting, the Parks and Recreation Committee decided to continue planning for a Music in the Park season, with a few sensible social distancing rules in effect. This event be worthwhile. Additionally, staff has communicated to event organizers Tom Lee and Brian Peterson, that a push back of the start of the season by two weeks, to mid-June would be necessary, at a minimum. It appears, that we Safe MN plan is implemented. There is no current schedule for when that will occur. On this Committee Meeting Agenda is a discussion of the viability of the MITP series through the COVID-19 pandemic. Staff has requested refunds for our annual licensure through ASCAP and SESAC in the event that Music in the Park is cancelled. Street Light Donation Parking lot lighting will be discussed in conjunction with the City Hall renovation project. The outdoor drinking fountain was repaired using new parts. The interior fountain was able to be cleaned and is again fit for use by the public (see pic). Graffiti Our parks had suffered some grafitti damage over the past few months, but the peritrator was eventually, found. Subsequently, the offender cleaned the graffiti off of public property. Unfortunately, we had again with similar verbiage, etc. The police are again investigating. Committee Vacancy The parks committee has one open seat and is looking for candidate.
