HomeMy WebLinkAbout2020-02-12 CC Minutes - Approved CITY OF CENTERVILLE COUNCIL MEETING February 12, 2020 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled City Council Meeting on February 12, 2020 at City Hall, 1880 Main Street. COUNCIL I. CALL TO ORDER Mayor Paar called the meeting to order at 6:30 p.m. ROLL CALL PRESENT: Mayor Jeff Paar Council Member Russ Koski Council Member Michelle Lakso Council Member Matt Montain ABSENT: Council Member D. Love STAFF: City Administrator Mark Statz City Attorney Kurt Glaser II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Mayor Paar provided an opportunity for others to add or delete any items. Administrator Statz stated that Staff would like to add Item #10. Shake Your Shamrock Run under Consent Agenda. Mayor Paar stated that Council received the associated packet via email and hard copies were placed before them for this evening. Council Member Lakso requested that the Fire Steering meetings be listed on the Agenda. Motion by Council Member Montain, seconded by Council Member Koski to Approve the Agenda with the Above Stated Modifications. All in favor. Motion carried. IV. APPOINTMENTS/PRESENTATIONS 1. None. V. PUBLIC HEARINGS 1. None. VI. APPROVAL OF THE MINUTES City of Centerville Council Meeting Minutes February 12, 2020 1. December 11, 2019 City Council Meeting Minutes Council Member Montain requested that on page 5 a “$” be added before the 150,000 Motion by Council Member Montain seconded by Council Member Koski to Approve the December 11, 2019 City Council Meeting Minutes with the noted correction. All in favor. Motion carried. 2. January 8, 2020 City Council Meeting Minutes Council Member Lakso requested that on page 6, under the Parks & Recreation Committee Report it reflect “Angela” rather than “Angel”. Motion by Council Member Montain, seconded by Council Member Lakso to Approve the January 8, 2020 City Council Meeting Minutes with the noted correction. All in favor. Motion carried. 3. January 22, 2020 City Council Work Session & Meeting Minutes Council Member Koski requested that on page 8, the last sentence in his report given regarding the Planning & Zoning Commission it read “Council Member Koski thanked Council Member Montain for his diligence regarding Storm Water.” Motion by Council Member Montain, seconded by Council Member Koski to Approve the January 22, 2020 City Council Work Session & Meeting Minutes with the noted correction. Special Event Permit Application – Shake Your Shamrock (Use of Trails for Upcoming Run) Mayor Paar provided an opportunity for Council to add or remove any item(s) to the consent agenda. Council Member Koski briefly discussed Item #5 and stated that he felt the program was a great value to the City and he agreed that the EDA should fund the agreement with Anoka County Regional Economic Development Partnership. He thanked Anoka County and Ms. Jacquel Hajder for their diligent work. Council Member Koski expressed his appreciation for Mr. Sawyer’s donation (Item #6). Motion by Council Member Montain, seconded by Council Member Koski to Approve the Consent Agenda as presented. All in favor. Motion carried. Mayor Paar congratulated Mr. James Huisenga on his successful performance review as a Public Work Maintenance Technician. VIII. OLD BUSINESS 1. None. IX. NEW BUSINESS 1. Conditional Use Permit Revision – Bay View Villas Administrator Statz stated that a public hearing was held at the Planning & Zoning meeting regarding revising the existing CUP for PUD. He stated that previously there had been a revision allowing swimming pools for certain sized parcels. He stated that the developer is again asking for a revision of the addition of five (5) boat slips to be utilized by the nine (9) upland homes. He stated that there is a culvert nearby and the slips would not interfere with its operation. Administrator Statz stated that he had received several written comments along with telephone calls from concerned citizens regard size and environmental impacts of boat usage. He stated that he spoke with the Department of Natural Resources who stated that in this instance there were no real restrictions on the number of docks/slips. He explained that they do have regulations on marinas where individuals rent docks to individuals that do not reside on the lake. Lengthy discussion was had regarding the diagrams included in the packet, resident concerns, length of dock needed to achieve navigable water, wind, damage to structure, etc. Administrator Statz stated that the DNR regulations allow the length of dock to extend far enough in the water to be in navigable water. Administrator Statz explained that the previous builder was acting as the developer and felt that there would not be demand for the boat slips and there was push back from concerned residents so the original CUP for PUD did not include enough dock spaces for all homes. The developer has Page 3 of 7 City of Centerville Council Meeting Minutes February 12, 2020 since changed from that time to the property owner who has received requests for dock space and it is felt that sales of the homes would be hindered by the inability to fully utilize the lake. Administrator Statz stated that there is concern that docks could be placed across Main Street/CSAH14 as the current property owner owns property on Peltier Lake. If was felt that placing docks on this property was cause public safety issues for individuals crossing Main Street and that the City is allowed to negotiate/regulate exceptions for granting a PUD. Council Member Koski stated that several residents appeared at the public hearing held at the Planning & Zoning Commission regarding their concerns for water quality, pollution, maintenance of the sections, and installation of the dock itself with the ability to tie a watercraft to it. Discussion ensued regarding maintenance of the dock. Administrator Statz stated that the Home Owner’s Association is responsible for the maintenance of the dock surface with lakeshore owners removing/installation of the dock. Mr. Don Skelly stated that he felt that the property owners would have a personal interest in taking care of the shoreline and improving the area. Discussion ensued regarding possible signage placement by the HOA as numerous individuals are familiar with the site being open to the public versus private property at the current time, home values and legal notices being forwarded to residents/property owners that are within a 350’ radius of the site. Motion by Council Member Montain, seconded by Council Member Koski to Adopt the Revised Conditional Use Permit for Planned Unit Development Utilizing Option B – Utilizing the Linear Option (HOA May Construct and Maintain a Dock Complex on Outlot B. The Dock Complex May Have No More Than Nine (9) Slips for Docking a Single Watercraft in Each Slip. The Docks are for the Exclusive Use and Enjoyment of Residents Living in Block 2 and Watercraft Moored in Slips Must be Registered to an Address Within Block 2 of the Bay View Villas Development). The HOA May Not Grant Right of Access to Residents for Any Property on Peltier Lake. All in favor. Motion carried. 2. City Council Work Session Schedule Administrator Statz stated that Council’s consensus at their recent retreat was that work sessions were a valuable tool and the possibility of expanding the sessions by extending the start time or having them more often should be explored. He stated that the current schedule of work sessions has been the second meeting of the month, 5:30 – 6:30 p.m. Lengthy discussion was had regarding start/end times, frequency, items of discussion, meeting day of the week, modifying Council meeting dates, the intent of shortening the length of the actual Council meeting due to discussions being addressed at the work session level, if no items of discussion then no need for session, and the possible need for continuation of work sessions following the regular Council meeting. Page 4 of 7 City of Centerville Council Meeting Minutes February 12, 2020 Consensus was that Council would commence their Work Session at 5:00 p.m. allowing for an additional half hour per month. Council agreed to contact the Administrator if they were unable to attend as soon as possible. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1. Administrator’s Report Administrator Statz stated that there was not an Administrator Report but Century Link would be ending their delivery of TV services. He stated that they would continue to deliver internet services. He stated that the Festival Committee has decided on the theme of Makin’ Waves. The committee is also discussing adding new attractions and the inclusion of hiring a DJ for Friday evening of the Festival. nd Administrator Statz reminded the audience that the Parks & Recreation Committee’s 2 Skate Night was scheduled for February 15 at 6-9 p.m. at Laurie LaMotte Memorial Park. Council Reports a. Lakso i. Parks and Recreation Committee – Council Member Lakso reported that the Parks & Recreation Committee and Volunteer Coordinator for the Main Street Market & Waterski Show which will take place from mid-June to mid-August have been organizing activities and policies for the event. Council Member Lakso also reminded the audience of the upcoming Skate/Sled Night and stated that there would be skating/sledding/Fat Tire bikes, a bonfire, free popcorn, hot cocoa and s’mores. She stated that the event started at 6 p.m. ii. Centennial Fire District Steering Committee – Council Member th Lakso stated that there would be a Special Meeting on the 18 of February. iii. Anoka County Fire Protection Council – Council Member Lakso stated that she did not attend this meeting. b. Love – Absent i. Police Governing Board – ii. Economic Development Authority – iii. Planning & Zoning Commission – Council Member Koski reported that the public hearing was held for the Bay View Villas CUP revision and discussions regarding the downtown road project and parking. ii. Council Member Koski reminded the audience of the Lions annual Fishing Contest scheduled for February 15, 2020 commencing at 11 a.m. on Centerville Lake. He hoped that the weather would be good for them. d. Montain i. North Metro Telecommunications Commission – Council Member Montain stated that the Executive Committee discussed Century Link, their transition to delivering internet services only and the FCC’s ruling. The Committee appointed board members and their next meeting will be the upcoming Wednesday. e. Paar – Reported that Council held their retreat at the Hugo City Hall on February 1, 2020 and he felt that it was a more casual setting where Council accomplished many things. He stated that Council takes their positions very seriously, discussed expanding work sessions, attempted to get staff and all Council Members on same page and thanked Administrator Statz for organizing and leading the session. He reported that the Centennial Fire District held their annual Fire Awards Ceremony at the newly renovated library in Circle Pines. He stated that several members of Council attended. He stated that he had a lot of pride in the department and that Assistant Fire Chief Bruder received a retirement award following 29 years of service. Mayor Paar thanked him for his dedicated service to the communities that he served. i. Police Governing Board – Mayor Paar stated that He also reported that the Centennial Lake Police Department recently hired officer Eric Odmark who is EMT certified. He also reported that they recognized Mr. Mark Peterson, State Farm Representative, as he assisted and finding suitable housing for an individual living in substandard housing. He stated that Mr. Larry Hutchinson received an award as he had been serving the Police Department for 20 years as their IT consultant. He stated that Chief Coan was anticipated in retiring shortly and the board has hired consultant Baker Tilly search firm to assist in the recruitment of a new chief. ii. Other Mayoral Reports – Mayor Paar reviewed all upcoming events and stated that he had hoped the public would come out and participate in all of them.
