Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled
Economic Development Authority meeting on June 17, 2020. .
I. CALL TO ORDER
President Hanzal called the meeting of the EDA to order at 6:30 p.m.

III. APPROVAL OF AGENDA
President Hanzal presented an opportunity to add any items to the agenda.
Executive Director Statz asked that a presentation by Mr. Vannelli on this proposal to install
loan program be presented at the beginning of the meeting.
Motion by Commissioner Love, seconded by Commissioner Wilharber to approve the
agenda with changes. A roll call vote was taken. All in favor. Motion carried.
IV. APPROVAL OF MINUTES
1. April 29, 2020 EDA Commission Meeting Minutes
President Hanzal provided an opportunity for modifications to be made to April 29, 2020
meeting minutes.
Commissioner Love requested that the meeting minutes reflect that President Hanzal provided
the opportunity for modifications to be made to the meeting minutes rather than he on page 1 of
4.

Discussion ensued regarding the use of titles (i.e. President, Treasurer, Council Member, Mayor
and Commissioner), consensus was to be consistent and to use the title of Commissioner for all
members going forward.
Motion by Commissioner Love, seconded by Commissioner Weatherhead to approve the
April 29, 2020 EDA meeting minutes with above stated amendments. A roll call vote was
taken. All in favor. Motion carried.

Motion by Commissioner Love, seconded by President Hanzal to approve the May 20, 2020

Discussion took place regarding the feedback businesses shared while providing their email
addresses. Ideas were discussed such as grants to help pay for a sign that was suggested, and to

(b) Email from A Home Enhanced
Discussion took place regarding an email from Laurel McGinnity, owner of A Home Enhanced
at 7095 Centerville Road. Michele Koch had contacted her about doing an ad through the
CenterStage program and learned that Ms. McGinnity was about to close her business. Executive
Metropolitan Consortium of Community Developers (MCCD). Ms. McGinnity has spoken with
her landlord regarding better lighting and other improvements. A line in Ms. McKinn email
was discussed, as she had noted that a lot of her customers asked why there was not more done
and an example of what their current initiatives were trying to accomplish. Ms. McGinnity has
decided to keep her business open as an occasional store, opening one weekend per month.

(This item was handled out of order. Roger Vannelli was introduced directly after
approval of the agenda and before approval of the minutes.)
Executive Director Statz introduced Roger Vannelli of M&M Endeavors, managing owner of the
former Vincenzo Catering building at 7085 and 7087 Centerville Road.
Mr. Vannelli explained that he had decided to repair the driveway and remodel the front of his
building with concrete. His new renter, was going to open as a catering and café business and
Mr. Vannelli was informed that they would need to bring the front of the building up to code and
add a wheelchair ramp. He stated that the interior of the building was already up to code because
he had remodeled approximately 18 months ago, and he would like to add a patio seating with
wrought iron and stamped concrete, but the cost of a wheelchair ramp was really expensive. He

an emergency meeting of the EDA to discuss a grant if Mr. Vannelli could provide sketches.
Mr. Vannelli stated that he would get some drawings together and turn them in the following
week.

VI. Reports
1.
Parks: Governor Walz announced on June 10, 2020, that outdoor entertainment could have up to
250 people, and the committee is going to try to have Music in the Park. Bald Eagle Waterski
Shows are starting to practice for likely shows this summer. They pthe
market they were planning due to time frames and reluctance to kick off a new event with all the
restrictions in place.
City Hall is closed to the public until June 26, 2020, at which time there will be a limited
opening for in-person voting. Permits and other items are still encouraged online or in the drop
box.
Bayview villas has two lots left.
Old Mill estates has six homes out of 14 under construction.
Mini Storage has submitted an application and we are days away from issuing.

Downtown street reconstruction started back up on June 17, 2020, and water mains are being
installed downtown.
Executive Director Statz and Commissioner Love met with the school district today to discuss a
potential expansion. They do not anticipate expansion of the building footprint that will
necessitate land acquisition or parking lot expansion
There is a ribbon cutting ceremony on June 24, 2020 at 4:00 p.m. at Midwest Best Water and
Triplex Systems.
1. Review of Presentation to Parks & Recreation Commission (6/3/2020)
Commissioner Weatherhead gave a review of his presentation to the Parks and Recreation
Committee. He thought that it was well received and that there were areas identified where the
two boards could assist each other, and where there was overlap of their duties.
VII. OLD BUSINESS
1. CenterStage Review Program Progress to Date
There have been three videos so far and reaching businesses has been difficult because they are
either busy, or skeptical of the program. Discussion took place regarding the timing of posting
videos on YouTube and posting them on Facebook or other social media. The media expert that
was hired felt that running the videos at different times on the platforms would be a better way to
get maximum exposure.
VIII. NEW BUSINESS
1. Resolution #EDA 20-03 Establishing an Interstate Blue Logo Sign Pilot
Program
Discussion took place the cost of the signs, the types of businesses that could be advertised on
the sign, and how much the commission was going to contribute.
An idea was put forward to include the Wargo Nature Center, as it was partially in Centerville,
and visitors on their way to a campsite might stop at other local businesses along the way.
Considerations were discussed regarding how much the Commission would contribute and how
much they would ask businesses to contribute to the cost. The possibility of paying 100% of the
cost for the first year, and if the business got positive results from the program, we would ask
them to pay 50% the following year. Final consensus was to have the EDA participate at 75% of
the costs for the first year.
Motion by Commissioner Love, seconded by President Hanzal to adopt resolution EDA
#20-003 to establish the Interstate Blue Logo Sign Pilot Program, with the change to a 75%

EDA share of the costs. A roll call vote was taken. All in favor. Motion carried; Resolution
adopted.
2. Resolution #EDA 20-
Program
There was discussion on different ways to structure grants programs for businesses, and whether
to offer a 3:1, 2:1 or 1:1 match.
There was discussion on cutting the 3:1 to 2:1, keeping the $5000 max and cutting down years
from 10 years to five years. Executive Director Statz stated that there was very little interest in a
low-interest loan, and suggested that we look for ways to get businesses into a grant program
instead of a loan program.
Finances were discussed and how much the commission could afford to contribute.
Commissioner Love asked if we could make it just a grant program instead of a loan and grant
program, since there was no interest in loans.

Resolution #20-004, revising the EDA revolving loan and grant program guidelines to a 1:1
match and reflecting all other revisions made by Executive Director Statz to retain the

difficult times. The EDA is offering a 75% cost share for placement of your logo on the blue logo signs on the interstate
directing motorists to your establishment. This offer is good for the first year of participation. About this time next year,
the EDA will evaluate the program participation and gauge its success, to determine whether or not to continue the
program and at what cost share percentage.
The costs, including off-ramp sign is around $720, so your cost would be about $180.

ADMINISTRATION
COVID-19 Response
Staff continue to monitor the daily executive orders and other guidance put out by the
Governor and other state and federal agencies with guidance on COVID-19 related issues.

City Hall
City Hall will continue to be closed to the public while community-based transmission of
most recent directives, we will also be
continuing to have staff work from home, as noted, even for Critical Sector employees,
those who can, must telework.
On June 26, City Hall will be open and staffed for in-person, early voting, activities only.
All other items such as permitting, bill paying will be completed online.
Public Works
Our public works crews are back to normal work schedules, with increased social
distancing measures in place to protect them and ensure the sustainable workforce needed
for our critical infrastructure.
Parks
Playgrounds are now open as encouraged
Meetings
Executive Order 20-56 states:
Legislative and other governmental meetings. The limits on gatherings in this Executive
Order do not apply to legislative and other governmental meetings. Remote meetings are
strongly encouraged whenever possible.
With this in mind, all Committee and Commission meetings (P&Z, P&R, EDA, and CC)
will continue to be held via Zoom, a videoconferencing application. The meetings are
also broadcast live on North Metro TV and streamed on their website. Additionally,
meeting connection information is being posted on the website and will be widely
for the public to be able to request an opportunity to be recognized by the chair. We are
making every effort to allow public viewing and participation of our meetings while
physical access to city hall is not available.
erville Elementary School Plat
The school has now received all releases and is having their surveyors draw the plat
accordingly and record it at the county. With this action, we should be able to official
close out this issue.
City staff and two City Council members also met with the School Superintendent and
staff to discuss their plans for a potential expansion of Centerville Elementary school to
accommodate the growth we are seeing in our city and the immediately surrounding area
(Lennar and other developments adjacent to our borders). Their draft plan does not
require property acquisition or expansion of their parking lot. The proposed plan would
utilize funds from a bond that is going to expire next year. This means, they would not
have to levy for this expansion.
Rebranding
With the onset of COVID-19, the rebranding effort has been put on hold. The City Council
will need to decide what an appropriate timeframe would be for a roll-out of rebranding
initiatives.
ECONOMIC DEVELOPMENT
Economic Development Authority (EDA)

Recent CenterStage featured businesses are:

A Home Enhanced
Business names are being randomly selected from our business directory. The initiative
hopes to feature 2 businesses a week, for the foreseeable future. The EDA is funding the
program with money previously earmarked for a rebranding effort in their 2020 budget.
2020 Strategic Plan
Representatives from the EDA presented their strategic plan at the Parks & Recreation
nd
Meetings on June 2. Also discussed, were ways the two committees can work together to
further the goals of the city.
The EDA will present their strategic plan to the Planning and Zoning Commission at the
August meeting.
1737 Main Street
A realty sign has now been placed on the site and Mr. Brass is free to market the site to
potential developers.
EDA Revolving Loan and Grant Program
The EDA recently met and reevaluated their Revolving Loan and Grant Program. In order
to attract more applications, the EDA reduced the matching requirement for the grant
portion of the program to a 1:1 match. Meaning for a $10,000 project, a property could
receive a $5,000 grant. The maximum grant remains at $5,000. Businesses may receive
one grant every 5 years.
Interstate Blue Logo Sign Program
The EDA recently established the Intersta
restaurants, gas stations and other qualifying attractions, can now apply for their
establishments to be featured on the blue signs you see on the interstate. The EDA will
more consumers to our area, from the freeway.
Quad Area Chamber of Commerce
Eat Local Campaign
The Quad Area Chamber of Commerce is teaming with the Lino Lakes Rotary Club to help
local restaurants by purchasing signs for them to place outside, letting folks know that they
are open for take-out and delivery options.
Minnesota Technology Corridor
The EDA voted to participate, financially, in a Data Center Feasibility Report, from
consultant Excipio. The assessment includes detailed financial analysis of state and other
tax incentives as well as an analysis of power and broadband availability. Having this
evaluation done, is much like certifying a site
much more marketable to the data center market. The Executive Director was given
parameters within which to negotiate
Small Business Relief Grants (DEED)
The Minnesota Department of Employment and Economic Development (DEED) will
oversee the Minnesota Small Business Relief Grants Program approved by the Minnesota
State Legislature and signed by Gov. Tim Walz on June 16, 2020.
This program will make available $10,000 grants to Minnesotan owned and operated
businesses that can demonstrate financial hardship as a result of the COVID-19 outbreak.
A total of $60.3 million is available for grant awards which will be selected through a
computer-generated, randomized selection process.
Awards will be disbursed and administered by qualified local and regionally based
nonprofit organizations. Grant funds received by individual businesses shall be used for
working capital to support payroll expenses, rent, mortgage payments, utility bills, and
other similar expenses that occur or have occurred since March 1, 2020, in the regular
course of business. These are grants and no repayment will be required.
Applications for the Small Business Relief Grant Program are now open and will be
accepted until 5:00 p.m. on Thursday, July 2.

Anoka County Regional Economic Development (ACRED)
The Marketing subcommittee continues to plan for scheduled events in the fall of 2020,
such as the MNCAR Expo, which is a gathering of real estate professionals.
North Metro Real Estate Summit
The North Metro Real Estate Summit, produced in conjunction with the Minnesota Real
Estate Journal, which was scheduled for September is being converted into a virtual event.
Business 4 Business
Greater MSP, the
Minnesota Consortium of
Community Developers
(MCCD) and Counties are
joining together with
other partners, like local
Chambers of Commerce
to develop a program
called Business 4
Business. The program
will rely on donations from businesses who are successfully navigating the current crisis.
Then, small businesses, of less than 20 employees, a non-home based location and less
than $1 M in annual revenue will be allowed to apply for grants of $7,500 and/or technical
assistance, funded through that pool of money.
FINANCE
Fund Balance and City Hall Renovation Financing Plan

COVID-19 Relief Programs
The State is distributing federal funds for COVID-19 relief to cities, through the CARES Act,
offsetting expenses related to the pandemic. Below, is a chart showing the potential funding
available to us. The city will first look to reimburse its own direct expenses, but if there are
leftover funds, they could go towards a business relief program. City staff will be evaluating
our expected expenses to determine if there will be available funds for such a program.
COMMUNITY DEVELOPMENT
Old Mill Estates
The developer is working on buttoning up the Phase I improvements. Work remaining, includes
the construction of trails and sidewalks, wear course paving and general site stabilization and
finish grading.
An extension to the time of performance for a few pieces of infrastructure on Phase I was
granted at the last City Council meeting. The extension goes to the end of 2020 and appears
to be a reasonable request. The city still holds a substantial letter of credit to ensure these
elements are completed.
A letter from the developer also outlines their approach to the timing of development for
Phase II.
Bay View Villas (Waterworks Site)
The developer continues to work on site clean-up, restoration and landscaping.
7241 Main Street
The prospective developer of this property recently contacted the city to reengage in the
process of subdividing the property into 2 or 3 lots. We anticipate a sketch plan in the
near future.
Block 7 Property
After the City Council Work Session in late April, regarding the Block 7 redevelopment
project, staff reengaged with the developer to discuss the possibility of approaching the project
without the use of Tax Increment Financing. The developer has said they will explore this
option and, if viable, bring back a new proposal. No recent activity.

Centerville Storage (20Ave. Mini Storage)
The developer has been doing some grading and tree clearing on site. A building permit
application has been received and reviewed. We are waiting on the corrected drawings to be
returned. Then, a building permit can be issued.
Atlas Villas Memory Care Project (1825 Main Street)
The developer has received bids for the project, but they were higher than expected. They
are attempting to rebid some of the elements of the project to get costs down and hope to
break ground in the fall. Meanwhile the developer is coordinating the necessary
administrative work to vacate a drainage and utility easement through the property. This
vacation was discussed during the development process, but the formality of completing
that task has not yet been done.

Driveway and Parking Ordinance Review
The Planning and Zoning Commission will be considering changes to the residential outdoor
storage rules, such as those governing how many, and what type of vehicles can be parked on
a residential lot at any given time.
Changes to the driveway portion of the ordinance was adopted by the City Council and has
been published and put into our code.
A first round of mediation tsidents of Cottonwood Court.
The results of that mediation were not immediately available.
The city and Cottonwood Court neighborhood also participated in a mediation session. The
City Council, subsequently voted to pursue installing a fence on the east and north property
lines of its water tower parcel.

The Planning and Zoning Commission upheld the decision of the Zoning Administrator on
the issue of nuisance lighting. The owner has been issued a notice to abate the issue.

andThisreducesthetotalnumberofpotentialparticipantsfrom8to5.

Revolving Loan and Grant Program Application - 7087 Centerville Road
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Attached, is an application for a grant through the EDA's Revolving Loan and Grant Program from the owner of
7087 Centerville Road. The project would add a decorative concrete patio area to the front of the building,
along with a handicap accessible ramp to the building's front entrance.

$5,000 - City's Housing and Redevelopment Authority Funds, administered through Anoka County

XVI. GRANT PROGRAM
In order to encourage building façade and streetscape improvements that are more aesthetic in
nature, grants between $2,000 and $5,000 are available provided there is a 1:1 match of private
investment. For example, to qualify for a grant of $2,000, a total of $4,000 must be spent. For a
$10,000 project, the maximum of $5,000 in grant money may be awarded.
Multiple grants are permitted consistent with the above outlined formula, but shall not exceed
$5,000 per project, or a total of $5,000 per property, in a 5-year period.
XVII. ELIGIBLE COSTS (GRANT PROGRAM)
The following are eligible expenses for either the public or private sector (matching) portion of
the grant.
Generally, all work on front and sides of business buildings facing public streets
Façade masonry repairs
Repairing, replacing and installing of cornices, entrances, exterior doors and windows,
decorative details, awnings and exterior lighting
New signage
Sign removal, repairing and replacement
Building identification
Streetscape costs on private property
Landscaping visible from the street
Decks or patios used for business purposes
The following may be funded with the private sector (matching) funds portion only;
Any of the items listed as grant-eligible, above.
Parking lot improvements
Handicapped accessibility improvements
Health and safety improvements
XVIII. INELIGIBLE COSTS (GRANT PROGRAM)
The following costs are ineligible:
Heating, ventilating and air conditioning improvements
Wall and floor finishes and tenant business fixtures
Roof repairs and replacement
Refinancing of existing debts
Non-fixed improvements
Working capital
Inventory

Resolution #EDA 20-05 Establishing a Newspaper Advertising Campaign to Support Local Businesses
BACKGROUND AND SUPPLEMENTAL INFORMATION:
The publisher of The Quad Community Press and The Citizen has offered a two for one deal, of sorts, on
advertisements in their papers. Previously, the committee decided not to pursue investments in newspaper
advertisements, but with the improved value offered here, there may be reason to reconsider.
Staff is suggesting one of two scenarios:
-eekly ads (2"x3") featuring recent "CenterStage" businesses. The art work would have
already beenproduced, making it an easy endeavor. (EDA Cost $112/wk for two ads/wk)

RESOLUTION #EDA 20-05
RESOLUTION ESTABLISHING A NEWSPAPER ADVERTISING
CAMPAIGN TO SUPPORT LOCAL BUSINESSES
WHEREAS, a primary purpose of the Economic Development Authority (EDA) is to promote
existing businesses within the city of Centerville.
WHEREAS, in support of this purpose, the EDA is working with the local newspapers to offer
affordable advertising for direct purchase and is pursuing agreements with the paper for EDA-
culture or advertisements run in conjunction
CenterStage program.
NOW, THEREFORE, IT IS HEREBY RESOLVED AND KNOWN TO ALL, that the Board of
Commissioners, of the Centerville EDA hereby Establishes a Newspaper Advertising Campaign to
subsequently authorize specific advertisement
purchases via simple motions or through delegation to EDA staff.
THE VOTE OF THE BOARD OF COMMISSIONERS FOR ADOPTION OF THIS

TITLE OF ISSUE:
Business Assistance Grant Program (CARES Act Funds)
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Centerville is slated to receive $304,000 from the Federal CARES Act, which goes to reimburse cities for
expenditures related to response to the COVID-19 pandemic. It is not yet clear what the city's total eligible
expenses will be. However, one eligible expense appears to be business relief programs administered by the
city. If there are funds remaining, after city expenses are reimbursed, a program could be considered.
At this point, our discussion on this item will focus on a few questions:
- Do we set a minimum grant amount and have a lottery system to qualify (like MN DEED)?
- Do we simply divide our available funds by the number of applicants and distribute evenly?
- Do we base grant on size of business? Demonstrated loss of revenue?
- What are eligibility requirements? We will need to follow federal guidlines, but could add extra guidelines.
