ECONOMIC DEVELOPMENT AUTHORITY
MEETING MINUTES
February 19, 2020
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville’s Economic Development Authority
held a regularly scheduled Meeting on February 19, 2020 at 6:30 p.m.

III. APPROVAL OF AGENDA
1. Call for Changes to the Agenda
Motion by Commission Member Love, seconded by Commission Member Paar to approve
the agenda with changes. All in favor. Motion carried.
IV. APPROVAL OF MINUTES
1. January 15, 2020 Meeting Minutes
Motion by Commission Member Hanzal, seconded by Commission Member Giovinazzo to
approve the Minutes of the January 15, 2020 meeting as presented. All in favor. Motion
carried.

Executive Director Statz, noted that Northland has reached the EDA authorization limit of
$11,000. Therefore, future billings from Northland will be coded to the general fund of the city.
Motion by Commission Member Weatherhead, seconded by Commission Member
Giovinazzo to approve the expenditures as presented. All in favor. Motion carried.
VI. REPORTS
1. Administrator’s Report
Executive Director Statz gave a report on general development activities around the city.
VII. OLD BUSINESS
2. 1737 Main Street – Draft Site Layout
Executive Director Statz presented the draft site layout and renderings submitted by the city’s
consultant Site Design and Realtor Mike Brass. Mr. Brass has not yet completed his financial
analysis of the site, and did not attend the meeting. Mr. Statz felt, however, that a general review
of the site would be valuable. Mr. Statz also reviewed parking requirements for various
scenarios of building occupancy. Even in the less demanding scenario of office space for the
first floor, parking needs are not met by the site layout. With a retail or restaurant component on
the first floor, the parking situation is worse. Mr. Statz reminded the board that any development
in the M1 or M2 districts is done through a Planned Unit Development (PUD) process, which
allows for flexibility of zoning regulations, including parking requirements.
The board directed Mr. Statz to engage in conversations with adjacent property owners about
shared parking arrangements or other land acquisition that could help facilitate more parking.
No formal action was taken.
VIII. NEW BUSINESS
3. Rebranding Letter of Support
Mr. Statz reviewed, with the board, a draft letter of support for the rebranding effort. The letter
outlines the EDA’s intended roll in the implementation of effort.
Motion by Commission Member Weatherhead, seconded by Commission Member
Giovinazzo to approve the support letter. All in favor. Motion carried.
4. Main Street Revitalization

Mr. Statz reviewed the EDA’s proposed budget related to making capital purchases, mainly aimed
at a revitalization of Main Street. These purchases might include Banners, Signs, Other
Streetscaping Elements, etc.
Discussion ensued, with various potential items that could further the initiative. Mr. Statz was
directed to come to a future meeting with rough costs for various items.
No formal action was taken.
IX. ADJOURNMENT
Motion by Commission Member Paar, seconded by Commission Member Hanzal to Adjourn
the EDA meeting at 8:15 p.m. All in favor. Motion carried.
