HomeMy WebLinkAbout2020-08-05 P & R Minutes - Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held a scheduled meeting on August 5, 2020 via Zoom Meeting (ID: 173 583 122). Present: Committee Member Suzanne Seeley Committee Member Heidi Errickson-Grahek Committee Member Chris Bettinger Committee Member Kathy Freiermuth Also Present: Tom Wilharber, Council Member Paul Palzer, City Staff Mark Statz, City Administrator/Engineer Absent: Committee Chairman Kevin Waeghe Committee Member Brian Peterson ____________________________________________________________________________________________________________________ I. CALL TO ORDER Committee Member, Suzanne Seeley called the August 5, 2020 Meeting of the Parks & Recreation Committee to order at 6:41 p.m. via Zoom. Results of the roll call are shown above. II. APPROVAL OF AGENDA By consensus of the committee members, there were no changes to the agenda and there was no motion made. III. AWARDS/PRESENTATIONS/APPEARANCES - None IV. PUBLIC HEARINGS - None V. UNFINISHED COMMITTEE BUSINESS 1. Music in the Park The members of the Music in the Park committee have scheduled five Tuesday performances, beginning on July 28, 2020 through August 25, 2020. There were approximate 40 people in attendance on July 28, 2020. It is unknown at this time what the attendance was for the August 4, 2020 performance. 2. Parking Lot Design at Acorn Creek The committee members reviewed the formal drawing of the improvements to the new trail and the addition of approximately 10 parking spaces at Acorn Creek Park. There are 2 spruce trees that will need to be removed and discussed replacing them with pin oak trees which can grow up to 2 feet per year. The trail would connect from the Old Mill Estates Development and tie into the existing trail. City of Centerville Park & Recreation Committee August 5, 2020 There is currently a water service stub near the trail and it would be prudent to consider the installation of a drinking fountain. New designs include a bottle filling spout; this would need to be in compliance with any current or future Covid-19 regulations or restrictions. There was a consensus by the committee members to obtain a bid for a water fountain with a bottle filling spout. VI. NEW COMMITTEE BUSINESS 1. Donation from Ms. Judy Hansen The city has been offered a donation from Ms. Judith Hansen, in the amount of $1,250 for the purpose of placing a bench along the trail, near Meadow Count, in honor of her deceased husband, John. It was suggested to place it at least 2 feet from the trail so no damage would occur from the snow plow. Motion made by Committee Member Bettinger, seconded by Committee Member Freiermuth to recommend to City Council to accept the donation of $1,250 from Ms. Judith Hansen and direct staff to order & install the bench at the proposed location, near Meadow Court. All in favor. Motion carried. 2. Park Accessibility – Audit Report & Paving Quotes An accessibility audit of the parks in Centerville has identified 3 park areas that do not have accessible routes to the play structures, benches and/or satellites; they are Royal Meadows, Eagle & Laurie LaMotte Memorial Parks. The improvements would include 76 feet, 4.5 feet, 10 feet and an area at LaMotte of 8 x 12 for access to the building. Also included would be replacing 105 feet of trail along 20th Avenue that is broken with trees growing through the trail. Parks with a parking area do have ADA parking signage and curb ramps. By making these improvements, all of Centerville’s Parks will then be in compliance for accessibility to facilities. Three quotes for these improvements have been received. It was recommended by Administrator Statz that funds should come out of the street fund and possibly some from the Park & Rec trail fund. Motion made by Committee Member Seeley, seconded by Committee Member Bettinger to recommend to the city council to recommend awarding the contract to Muellner Asphalt for the construction of trail improvements in Royal Meadows, Eagle & Laurie LaMotte Memorial Parks, in the amount of $10,584. All in favor. Motion carried. VII. APPROVAL OF JULY 1, 2020 MINUTES Motion made by Committee Member Seeley, seconded by Committee Member Errickson-Grahek to approve the minutes of the July 1, 2020 P & R committee meeting as written. All in favor. Motion carried. VIII. UPDATES/ANNOUNCEMENTS Staff Updates – Centennial Softball Practice Schedule – Previously the Committee authorized the use of the city’s Page 2 of 3 City of Centerville Park & Recreation Committee August 5, 2020 Parks by the Centennial Little League, pending receipt of a schedule. They have since submitted their schedule. The committee would like them to notify the city if they will not be using the fields for the entire practice. Burial Mound Interpretive Sign – Anoka County previously presented their plan for an interpretive sign near the Native American Burial Mound, near Mound Court. This sign has been completed. Financials (January through June) – Currently are under budget due to cancellation of community events. Council Liaison Updates – Mr. Tom Wilharber, City Council Member - NONE VIII. ACTION ITEMS REVIEW 16-026 Website – add: City Council held workshop, planning on follow up at beginning of 2021 16-031 Committee Member Vacancy – no change 18-011 Interpretive Signs - to be installed at Hidden Spring & Trail Side Parks 19-011 Sledding Lights – to be installed at top of the hill, in the middle; irrigation work will begin soon 19-013 Master P & R Trail Plan – on hold until 2021 19-014 Main Street Market – on hold until 2021 19-020 Basketball Court – on hold until 2021 19-022 ADA Playground Equipment - Research for ADA adaptive play equipment should begin soon. 19-036 Centennial Lakes Little League – COMPLETED 20-002 Fete des Lacs – on hold until 2021 20-004 P & R Events Calendar – this project should be started soon in readiness of 2021 activities 20-005 add: remove & replace 2 oak trees in Acorn Creek Park, along new trail; X.
