PARKS AND RECREATION COMMITTEE
MEETING MINUTES
Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee
held a scheduled meeting on June 3, 2020 via Zoom Meeting (ID: 173 583 122)
Present: Committee Member Kevin Waeghe, Chairman
Committee Member Heidi Errickson-Grahek
Committee Member Chris Bettinger
Committee Member Suzanne Seeley
Committee Member Kathy Freiermuth
Committee Member Brian Peterson
Also Present: Mark Statz, City Administrator/Engineer
Absent: Michelle Lasko, Council Member Liaison
I. CALL TO ORDER
Committee Member Chairman, Kevin Waeghe, called the June 3, 2020 Meeting of the Parks &
Recreation Committee to order at 6:38 p.m. via Zoom.
Results of the roll call are shown above.
Mayor D. Love appeared before the Committee to thank the members for their involvement and
commitment to the city. He informed them that he dropped off face masks at the city hall with the
city logo on them for each of the members and to share his vision of placing a sculpture in
Cornerstone Park which would serve as the focal point of the city.
II. APPROVAL OF AGENDA
Motion made by Committee Member Seeley, seconded by Committee Member Waeghe to
approve the agenda as published. All in favor. Motion carried.
III. APPEARANCES
1. Mr. Jim Weatherhead, EDA Vice-President – EDA Strategic Plan
EDA Vice-President Weatherhead was present and provided the Committee with an overview of
the Economic Development Authority’s Guiding Principles and Scope, a recap of the 2019
Accomplishments and Objectives for 2020 and beyond. Objectives included marketing, retention
and promotion for potential new businesses and current businesses. Each member received a copy
of the EDA’s strategic plan.

IV. PUBLIC HEARINGS - None
V. UNFINISHED COMMITTEE BUSINESS
1. Music in the Park
Discussion ensued regarding the viability of the Music in the Park program for 2020.
Motion made by Committee Member Waeghe, seconded by Committee Member Errickson-
Grahek, to postpone Music in the Park until such time as the Governor’s Orders allow such
events. All in favor. Motion carried.
To be placed on the July Agenda to determine whether to proceed or cancel event for 2020.
2. Request for Use of Laurie LaMotte Park Baseball Fields
The Centennial Little League submitted their COVID-19 Operations Plan and requested the use
of the ballfields for practices only; no games allowed at this time.
Motion made by Committee Member Waeghe, seconded by Committee Member Peterson
to approve the request of the Centennial Little league for use of the Laurie LaMotte Park
ballfields for practices, under COVID-19 restrictions. All in favor. Motion carried.
VI. NEW COMMITTEE BUSINESS
1. Bald Eagle Water Ski Show
The Bald Eagle Waterski Club requested to use Trailside Park for conducting practices, under the
COVID-19 restrictions.
Motion made by Committee Member Peterson, seconded by Committee Member Seeley to
Recommend to City Council the use of Trailside Park by the Bald Eagle Water Ski Club for
Practices, Adhering to the Submitted COVID-19 Operations Plan. All in favor. Motion
carried.
VI. APPROVAL OF PREVIOUS MINUTES
1. April 1, 2020 Parks & Recreation Committee Meeting Minutes
Motion made by Committee Member Waeghe, seconded by Committee Member Errickson-
Grahek to Approve the April 1, 2020 P & R Committee Meeting Minutes, with 2 corrections:
Item I. Call to Order, remove “Member” between Committee & Chairman, and Item V.
Unfinished Business, 3.b. reverse the words “not to” to “to not” between “was” &
“encourage”. All in favor. Motion carried.

Motion made by Committee Member Waeghe, seconded by Committee Member Bettinger,
to Approve the May 6, 2020 P & R Committee Meeting Minutes with Following four (4)
corrections: Item I. Call to Order, remove “Member” between Committee & Chairman,
Item II. Approval of Agenda – add “Member” between Committee & Freiermuth, Item V.
Unfinished Business, 2.a. add “of the Covid-19 Pandemic” at the end of the sentence after
the word “concerns” and Item V. Unfinished Business, 2b. add the words “logo for the”

between “place” & “first” on the second to the last line of the 2 motion after NOTE. All in
favor. Motion carried.
VII. UPDATES/ANNOUNCEMENTS
1. Staff Updates – Administrator Statz
a. City Hall will continue to be closed to the public during the COVID-19 virus. However,
will be opening on June 26 for absentee voting.
b. Public Works - has been staggering shifts so that at least two (2) staff members are available
and not to potentially infect each other.
c. Parks – playgrounds are open; porta-potties have been placed and Staff will be placing
social distancing signage in the parks.
d. Meetings – The City Council, Committee & Commission meetings will continue to be held
via Zoom. The meetings are cablecast live on North Metro TV and streamed on their
website.
e. Park & Recreation Activities:
Fete des Lacs - cancelled for 2020, every effort will be made to have the 2021’s
festival be one to remember. City Administrator Statz coined the phrase
“Doublethe Fun in 2021”.
Thursday Bald Eagle Waterski Club Shows & Street Market – will resume practices
and the Street Market has a good foundation for implementation in 2021.
Music in the Park – see V. 1. Unfinished Committee Business
f. Street Light Donation - New street light(s) in city hall parking lot (to be complete in
conjunction with the City Hall renovation).
g. Drinking Fountains by warming house (LaMotte): Exterior - obtained parts and has been
repaired by Public Works; Interior – was able to be cleaned.
h. Graffiti – the offender was identified and subsequently removed the graffiti, however there
has been additional graffiti found and the police are investigating.
i. Committee Vacancy – There is one open seat
2. Council Liaison Updates – Council Member Lasko
Due to Council Member Lasko’s absence, no update was given.
