Home My WebLink About2020-05-06 P & R Minutes - Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held a scheduled meeting on May 6, 2020 via Zoom Meeting (ID: 173 583 122) Present: Committee Member Kevin Waeghe, Chairman Committee Member Heidi Errickson-Grahek Committee Member Chris Bettinger Committee Member Suzanne Seeley Committee Member Kathy Freiermuth Also Present: Michelle Lasko, Council Member Liaison Mark Statz, City Administrator/Engineer Absent: Committee Member Brian Peterson I. CALL TO ORDER Committee Chairman, Kevin Waeghe, called the May 6, 2020 Meeting of the Parks & Recreation Committee to order at 6:36 p.m. via Zoom. Results of the roll call are shown above. II. APPROVAL OF AGENDA Motion made by Committee Member Waeghe, seconded by Committee Member Freiermuth to approve the agenda as prepared. All in favor. Motion carried. III. APPEARANCES Ms. Angela Conley - Please see #1 under Unfinished Business Mr. Pat Branch – Please see #2b under Unfinished Business IV. PUBLIC HEARINGS - None V. UNFINISHED COMMITTEE BUSINESS 1. 19-014: Thursday Night Main Street Market – Ms. Angela Conley a. Discussion on Event viability related to COVID-19 Because so much groundwork has already been laid, it was determined that it would be more successful if this event was launched in 2021. City of Centerville Park & Recreation Committee May 6, 2020 Motion made by Committee Member Waeghe, seconded by Committee Member Bettinger to recommend to the City Council to postpone the 2020 Main Street Market, in conjunction with the waterski shows, to 2021 due to the Covid-19 Pandemic and the current state guidelines about social distancing. All in favor. Motion carried. Additional planning for this 2021 event should resume in January, 2021 with Ms. Angela Conley in the same position as lead volunteer. b. Vendor Sign-up A few vendors have shown an interest in participating in this event. Ms. Conley posted information on the “Next Door” application and has been in contact with Ms. Dorothy Radamacher of the Quad Chamber of Commerce. c. Volunteer Sign-up No information was presented on volunteer interest or commitment. d. Budget/Grant A “SHIP” (Statewide health improvement partnership) neighborhood mini grant application was submitted to Anoka County on March 31, 2020 for funding for the 2020 Thursday Night Main Street Market. A grant in the amount of $2,900 was awarded and will be used to purchase six (6) picnic tables and advertising i.e. printed signs, flyers, banners and newspaper ads with the grantor to purchase the picnic tables and advertising on behalf of the City. Due to the recommendation of postponing this event until 2021, Mr. Statz will contact the SHIP coordinator regarding this decision and also the three vendors who had showed an interest to participate. 2. 19-032: Fete des Lacs – Liaison(s) a. Discussion on Event viability related to COVID-19 This Fete des Lacs committee met just prior to the P & R meeting and they will be making a joint recommendation to the City of Centerville and the Lions club to cancel this annual event due to public safety concerns of the Covid-19. b. Logo Contest – Mr. Pat Branch A total of 99 entries were received from two school age groups – Elementary and Middle School. Mr. Branch and his volunteers named the winners from the Elementary category: First – Brianna Ghiloni, Second – Logan Yang and two honorable mentions – Brooke Twohy and Maret Clark. The winners from the Middle School category are: First – Hayden Johnson, Second – Frances Jung and Page 2 of 6 City of Centerville Park & Recreation Committee May 6, 2020 Honorable Mention – Lexie Herrick. First place winners will receive $125 each with the second place winners receiving $50 each. Mr. Branch will submit an article to the paper (Citizen/Quad Community Press listing the winners and an article will also be included in each of the schools’ newsletters. Thanks were given the Logo Sub-Committee Members – Mr. Pat Branch, Committee Member Heidi Erricksen-Grahek and Ms. Lonnie Olson and artists. There will be a new logo contest for 2021. Motion made by Committee Member Erricksen-Grahek, seconded by Committee Member Waeghe for the Park & Recreation Committee to accept the recommendation of the Logo Contest Judges for the winners. All in favor. Motion carried. Motion made by Committee Member Seeley, seconded by Committee Member Bettinger, to recommend to the City Council that the first place Elementary and Middle School winners be presented a t shirt with their winning logo at a cost not to exceed $100. All in favor. Motion carried. NOTE: Mr. Branch will see if he can place logo for the first and second place winners from each category on the shirts and present one to the second place winners also (total of 4 shirts). The Committee thanked Mr. Branch for his work on all of the activities that he has been planning for Fete des Lacs. c. Other updates A request for a mini-grant from SHIP for a Race Timing System for the Fete des Lacs runs did not meet the requirements of their funding scope. 3. City Wide Clean Up Day The Parks Clean-up was scheduled for Sunday, April 19, but was cancelled due to the Covid-19 pandemic. It was suggested to reschedule this activity for this upcoming autumn. In the meantime, it was suggested that residents could help keeping the parks and city cleaner by issuing a challenge to them to pick up items of debris when they are out in the community. Also, the parks are open, but the playgrounds remain closed. 4. Music in the Park a. Discussion on Event viability related to COVID-19 Page 3 of 6 City of Centerville Park & Recreation Committee May 6, 2020 The current schedule for this weekly event on Tuesdays is from June 9 through July 28. After discussion, it was determined to try to continue to have this event by starting a few weeks later and extend it by adding additional dates in August. Several alternative ideas were shared including doing something different each week such as have a simulcast on the radio by having a “drive in” concert experience. Another was to place the band on a wagon & drive them through the community. Motion by Committee Member Waeghe, seconded by Committee Member Erricksen-Grahek to recommend to the City Council to approve the expenditure of the budgeted monies for the P & R to continue, not cancel, these events in 2020. All in favor. Motion carried. b. Other updates Mr. Lee will continue to be available to help coordinate the 2020 event. VI. NEW COMMITTEE BUSINESS - NONE VI. APPROVAL OF PREVIOUS MINUTES 1. March 4, 2020 P & R Meeting Minute Motion made by Committee Member Waeghe, seconded by Committee Member Errickson-Grahek to approve the minutes of the March 4, 2020 P & R committee meeting, with 2 corrections: Add “Member” between Committee & Freiermuth under II Approval of Agenda (page 1) and under V1B (page 2). All in favor. Motion carried. 2. April 1, 2020 – via Zoom meeting; minutes were unavailable VII. UPDATES/ANNOUNCEMENTS 1. Staff Updates – Administrator Statz: a. Drinking fountains by warming house (LaMotte): Exterior - obtained parts and repaired by Public Works staff; Interior – unable to find parts, may need to be replaced. b. The parks are open; playgrounds are closed. c. Porta Potties: no porta potties have been placed in any of the parks at this time; Laurie LaMotte Memorial Park is used the most and placement of 1 to 2 units should be considered, perhaps just prior to park events & placing notification for use “at your own risk”; frequency of cleaning was a concern. d. Sledding Hill lights was on the City Council agenda. e. The development at Bay View Villas is almost sold out. Page 4 of 6 City of Centerville Park & Recreation Committee May 6, 2020 f. The Old Mill Estates Phase 2 has been placed on hold by the developer; they are still responsible for the trail leading to Acorn Creek Park. g. Memory Care Facility and Mini-Storage projects remain seeking permits although bids for construction on the Care Facility have slowed the process and a driveway/access easement has become a hurdle associated with the Mini-Storage facility and the neighbor. h. Block 7 modify proposal to not include TIF- waiting for their response. i. City Hall renovation will include an interior remodel, audio visual upgrades, carpet and desks, etc. j. New street light(s) in city hall parking lot (to be done in conjunction with city hall renovation). k. New City Logo – on hold for time being. 2. Council Liaison Updates – Council Member Lasko: a. Council Member Tom Wilharber attended this meeting and will be Council Member Lakso’s back up in the event she is unable to attend a future meeting. 16-031: P & R Committee Vacancy – Status: NO APPLICANTS VIII.
