Home My WebLink About2020-03-04 P & R Minutes - Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held a scheduled meeting on March 4, 2020 at City Hall, 1880 Main Street Present: Committee Member Kevin Waeghe, Chairman Committee Member Heidi Errickson-Grahek Committee Member Brian Peterson Committee Member Suzanne Seeley Committee Member Kathy Freiermuth Also Present: Michelle Lasko, Council Member Liaison Mark Statz, City Administrator/Engineer Linda Neudecker, Recorder Absent: Committee Member Chris Bettinger I. CALL TO ORDER Committee Member Chairman, Kevin Waeghe, called the March 4, 2020 Meeting of the Parks & Recreation Committee to order at 6:34 p.m. in the in the Council Chambers at City Hall. II. APPROVAL OF AGENDA Motion made by Committee Member Waeghe, seconded by Committee Member Freiermuth to approve the agenda with the following additions: Under New Committee Business add #3 Park Clean-up & #4 Music in the park. All in favor. Motion carried. III. APPEARANCES – Ms. Angela Conley Please see #1 under Unfinished Business. IV. PUBLIC HEARINGS - None V. UNFINISHED COMMITTEE BUSINESS 1. 19-014: Thursday Night Waterski Show/Vendor Event – CV Street Market A. Update from Ms. Angela Conley, Volunteer Event Leader  Mr. Statz had provided Ms Conley & the committee members a copy Lexington’s ordinance and a copy of the Minnesota Statues regarding a Farmer’s Market of Community Event. City of Centerville Park & Recreation Committee March 4, 2020  Goals: Finalize Rules & Regulations, revise/approve a vendor recruitment flyer & make a determination of a possible new city logo. A proposed vendor application was provided. th  Days and dates of the Main Street Market will be on Thursdays, July 9 th through August 13 to run from 5:00 pm to 7:00 pm. There will be no st cost to be a vendor, but a $120.00 deposit will be required by June 1.  Onsite Market Manager – Volunteer Positions: which include a position description, responsibilities & qualifications. A minimum of 2 volunteers will be needed on each of the 6 evenings of this event,  Additional details include: trash & recycling cans, benches, barricades, porta pottys, will need telephone number of PW on call staff & documentation of vendor attendance B. Reviewed Rules, Regulations & Other Documents Motion made by Committee Member Waeghe, seconded by Committee Member Freiermuth to approve the proposed Main Street Market Vendor rules and Regulations as presented with the following additions: under #9 add “Used/Resale………. And add #11 from Administrator Statz suggestion. All in favor. Motion carried. 2. 19-020: Basketball Court Rehab Grant Motion made by Committee Member Peterson, seconded by Committee Member Errickson-Grahek to have staff apply for the Minnesota Timberwolves basketball court rehab project by the deadline of March 6, 2020. If grant is approved, then the funds would be used in Tracie Joy McBride Memorial Park to upgrade/replace existing courts. All in favor. Motion carried. 3. 19-032: Fete des Lacs – Liaison Report/Update Mr. Brian Peterson  Sponsorship: Add a $2,000 super sponsor  Additional Outlets: Aid Electric $955 estimate includes two (2) 50 amp circuits  Signage: New signs are needed; funding to come out of Joint Account  Petting Zoo: wristband event?  Hand washing station: New to ensure there is a hand washing station  Game Truck: Approximate $800 at $200 per hour  Medallion Hunt:  Public Safety Night: K9, Anoka County Emergency Services Drones, Helicopter, SWAT, Wargo – bring 2 fat bikes  Thursday evening - Water Ski Show: Ski show, bike ride, Centerville Main Street Market Page 2 of 5 City of Centerville Park & Recreation Committee March 4, 2020  Friday Evening Music: DJ or Live Band?  Saturday Morning: runs, ice cream social at LaMotte  Sunday – Water Ski Show? need to confirm VI. NEW COMMITTEE BUSINESS 1. Anoka County Health-Focused Grant Opportunities: (SHIP-Statewide Health Improvement Partnership) (deadline 3-31-20) Mini-grants of up to $3,000 per project, proposal may be applied for until March 31, 2020. Projects discussed using funds, if approved, for the CV Street Market, Paddle Event during Fete des Lacs, fun run, canoe & paddle board locker, music, healthy eating, yoga, etc. Motion made by Committee Member Peterson, seconded by Committee Member Errickson-Grahek to ask staff to make application for one or more of the suggested activities as stated above.. All in favor. Motion carried. 2. City-wide Lighting Plan With the recent donation of six (6) street light heads, the Public Works Department recently completed a comprehensive evaluation of lighting needs around the city. One of the lights has been earmarked for the sledding hill. Some other possible locations include: around City Hall, by the ice rink, in LaMotte Park, Eagle Park, around the lake, by tennis courts. Also discussed a re-vamp of the downtown area and prioritize new lighting areas with new lights. 3. Spring Parks Clean-up The Parks Clean-up will be scheduled for Sunday, April 19 with Committee Member Peterson arriving around 1 p.m. with his Boy Scout Troop. Public Works will be asked to provide safety vests, bags & gloves. 4. Music in the Park Mr. Tom Lee, has coordinated this event for the past several years and has asked Committee Member Peterson to take over this event this year. Mr. Lee has agreed to help Mr. Peterson throughout the season. VI. APPROVAL OF PREVIOUS MINUTES – February 5, 2020 Motion made by Committee Member Waeghe, seconded by Committee Member Seeley to approve the minutes of the February 5, 2020 P & R Committee Meeting, as written. Staff Updates – Administrator Statz: Mr. Statz is very happy with the time, effort and skills that Ms. Conley has given as the volunteer Event Leader for the Main Street Market. 2. Council Liaison Updates – Council Member Lasko: Ms. Lasko gave the committee members information regarding a public hearing, the Park Dedication Fund and the Blaine Skating Rink, if they are still giving out free passes and if so, have staff contact them to obtain some. 3. 16-031: P & R Committee Vacancy – Status: NO APPLICANTS VIII.
