HomeMy WebLinkAbout2020-07-07 P & Z Minutes - Approved CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regular meeting on Tuesday, July 7, 2020 at 6:30 p.m. via Zoom videoconferencing. PRESENT*: Chairperson Darrin Mosher Commissioner Ben Fehrenbacher (arrived at 6:45) Commissioner Jon Krueger Commissioner Darrell (DJ) Olson, Jr. Commissioner Mark Haiden Commissioner Linda Broussard Vickers Commissioner Nick Twohy ABSENT: None STAFF: City Administrator/Engineer Mark Statz Planning Consultant – Phil Carlson - Stantec Council Liaison Russ Koski *Note that “present” is construed to mean that the noted individuals were visibly and audibly present on the videoconference call. I. CALL TO ORDER The meeting was called to order at 6:30 by Chairperson Darrin Mosher. II. PLEDGE OF ALLEGIANCE The pledge of allegiance was recited. Chair Mosher recognized Mayor Love as a guest and gave him the floor for some comments. Mayor love expressed his thanks for the service of the members of the committee and reminded everyone that there are logoed face masks at city hall for staff and elected officials. III. APPROVAL OF AGENDA Chairperson Mosher called for changes to the agenda. Administrator Statz stated that the presentation by the EDA on their strategic plan will be pushed to the August Agenda. No further changes were offered. Motion by Chairperson Mosher, seconded by Commissioner Broussard-Vickers to approve the agenda with the noted change. A roll call vote was taken. All in favor. None VI. OLD BUSINESS 1. Driveway and Residential Parking Ordinance Revisions Administrator Statz outlined the progress made to date, by the commission on this ordinance. Discussion ensued regarding various aspects of the ordinances. A review of the term “yard” was given by Administrator Statz and Planner Carlson. A new term: “lot” was introduced to distinguish between the area defined in code as the “yard”. Additionally, a concept to categorize items as “large” or “standard” and to define vehicles as “passenger vehicles” versus “other vehicles and equipment”. Much discussion was had regarding the limitations on size, height and weight of allowed vehicles as well as restrictions on commercial vehicles. The commission reviewed several defined terms, such as “vehicle, passenger vehicle, etc.” Discussion ensued regarding all aspects of the ordinances. In summary, the proposed code does not allow a passenger vehicle to be parked anywhere except on the permitted driveway. It allows up to 3 other items to be parked anywhere except in the front yard or right-of-way. A discussion of temporary occupation of campers. Opinions were mixed. Options included issuance of permits. No formal action was taken. Specific code language revisions will be brought back to the commission at an upcoming meeting. VII. NEW BUSINESS 1. Backyard Chicken Ordinance Review Commissioner Fehrenbacher reviewed the comparison of Centerville’s ordinance vs. neighboring communities’. He is advocating for some revisions to our code. Namely: adding to the max number of hens allowed (perhaps moving from 4 to 6), extending the time limit for not having chickens to allow winter breaks without needing to remove the coop, and allowing additional “run” area under supervision. There was general support for the proposed changes. No formal action was taken. Specific code language revisions will be brought back to the commission at an upcoming meeting. VIII. Motion by Commissioner Broussard-Vickers, seconded by Commissioner Krueger to approve the May 5, 2020 Meeting Minutes as presented. A roll call vote was taken. All in favor. Motion carried. IX.
