Home My WebLink About2019-09-04 P & R Minutes - Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held a scheduled meeting on September 4, 2019 at City Hall, 1800 Main Street. Present: Committee Member Heidi Errickson-Grahek Committee Member Kathy Freiermuth Committee Member Brian Peterson Committee Member Suzanne Seeley Also Present: Michelle Lasko, Council Member Liaison Mark Statz, City Administrator/Engineer Linda Neudecker, Recorder Absent: Committee Member Kevin Waeghe, Chairman Committee Member Chris Bettinger I. CALL TO ORDER Committee Member Suzanne Seeley (acting chair), called the September 4, 2019 Meeting of the Parks & Recreation Committee to order at 6:38 p.m. in the Council Chambers. Results of the roll call are shown above. II. APPROVAL OF AGENDA Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Peterson to approve the Agenda as presented. All in favor. Motion carried III. APPEARANCES 1. Mr. Pat Branch – Unfinished Committee Business, #1, 19-008. Fete des Lacs. 2. Mr. Doug Ship – New Committee Business #2, Winter Storage of Bald Eagle Water Ski Club, ski jump/ramp at Trailside Park . IV. UNFINISHED COMMITTEE BUSINESS 1. 19-016/08 Fete des Lacs Run Follow Up  Logo Art Contest – It was suggested it be run from January through March and stnd include 2 age groups: elementary school & middle school, with a 1 & 2 prize for each age group, possibly 2 separate logo contests – one for the Runs & one for the Paddle Boat Races. City of Centerville Park & Recreation Committee September 4, 2019  5K & 8K Runs – There were approximately 60+ participants; it was highly recommended that a professional Race Director be hired for 2020 to work with Mr. Pat Branch – the search for a Race Director should begin soon; it was also recommended to have the run course(s) be certified at an approximate cost of $225.00.  Paddle Boat Race – There were 19 boats & 50 participants in this event; Wargo supplied a canoe and there were 3 canoe paddles given as prizes.  Budgets – There need to be 2 separate budgets for the Fete des Lacs Festival: one specifically for the runs and the other for all other costs/aspects of the Festival. Motion made by Committee Member Peterson, seconded by Committee Member Seeley to recommend to the City Council to budget $12,000 for the 2020 Fete des Lacs Festival. All in favor. Motion carried. Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Peterson to recommend to the City Council to approve the Logo Contest for both elementary and middle school students with prizes up to $250.00. 2. 19-026 2020 Parks and Recreation Committee Operational Budget The Committee reviewed the most current financials for the P & R operations and programs which include Music in the Park, Movie in the Park, Skate Nights, Fete de Lacs 5K & 8K Runs, etc. Motion made by Committee Member Seeley, seconded by Committee Member Errickson-Grahek to recommend to the City Council to budget $15,000 for the 2020 Parks and Recreation Committee programs. All in favor. Motion carried. 3. 19-011 Lights for Sledding Hill After a bid of $14,000 was received for install a pole and lighting at the Sledding Hill, Mr., Mark Statz offered to check on the cost of a solar light(s). The cost notwithstanding, there could be a potential for light pollution to neighboring homes. This item was tabled to the October P & R meeting. 4. 19-022 Handicap Swing(s) for Wheelchair, Ms. Freiermuth Committee Member Freiermuth will report on the status of this item at the October meeting. 5. 19-023 Are all Parks Handicap Accessible? Page 2 of 5 City of Centerville Park & Recreation Committee September 4, 2019 This item was tabled to the October meeting to give Public Works time to evaluate each park. 6. 19-024 Movie in the Park The scheduled date is September 14 with a rain date of September 21. The movie selected is “Secret Life of Pets 2”. The approved budget for this activity is up $750. The movie license fee was $435, the projector rental is $156.13 and the purchase of three movie posters was $24.11. In addition Committee Member Peterson expended $21.38 for incidentals. Current supplies of popcorn, hot chocolate, etc. need to be checked and additional supplies purchased if necessary. V. NEW COMMITTEE BUSINESS 1. Request use of Laurie LaMotte Park – Cub Scouts Motion by Committee Member Errickson-Grahek, seconded by Committee Member Freiermuth to recommend to the City Council to approve the use of Laurie LaMotte Memorial Park, baseball fields 3,4,5 depending on wind direction, on October 5 from 9:00 am to 1:00 pm, (with a rain date of October 12 at the same times and location), for their annual Rocket Launch, if there are no conflicts. All in favor. Motion carried. 2. Storage of Bald Eagle Water Ski Club, Ski Jump/Ramp at Trailside Park Mr. Doug Shipp of the BEWSC was present to inform the committee members that they had really good attendance at their weekly shows and have been promoting this activity by doing more media promotion. He was also present to request permission for the club to store its ski jump/ramp next to its dock at Trailside Park over the winter. Mr. Shipp asked if there was any way possible that it could be pulled out of the water prior to approval of the City Council. He stated that the club would provide insurance coverage for both the dock and ski jump/ramp. Motion made by Committee Member Seeley, seconded by Committee Member Errickson-Grahek to recommend to the Centerville City Council to allow the Bald Eagle Water Ski Club to store their ski jump/ramp next to their dock, over the winter months, currently stored at Trailside Park. All in favor. Motion carried. Note: Mr. Mark Statz gave his approval for the club to remove the jump/ramp from the water, prior to the City Council meeting, to store it on shore. VI. APPROVAL OF PREVIOUS MINUTES – August 7, 2019 Motion made by Committee Member Freiermuth, seconded by Committee Member Peterson to approve the August 7, 2019 minutes with the following corrections: delete “Committee Member Chris Bettinger” from the roll call under Present and add the following verbiage “to the park dedication fund” under New Business, Park Capital Page 3 of 5 City of Centerville Park & Recreation Committee September 4, 2019 Fund Review motion on page 3 between “$5,000 per year & All in favor”. All in favor. Motion carried VII. UPDATES/ANNOUNCEMENTS 1. Council Update – Council Member Lasko None 2. Staff Update – Administrator Statz: Mr. Statz explained the Inter Fund Loan, Sewer Fund and the interest forgiven by the City Council and is now a 0% interest loan. VIII.
