In the past, we have had 2 skate/sled nights. Last year, we substituted some fat tire bikes, kick sleds and snow shoes in place of the horse-drawn sleigh rides, due to the increased cost of the horses. CALL TO ORDER Committee Chair, Kevin Waeghe, called the September 2, 2020 Meeting of the Parks & Recreation Committee to order at 6:34 p.m. via Zoom. Results of the roll call are shown above. II. UNFINISHED COMMITTEE BUSINESS 1. mmittee Member Peterson th This community event, the showing of Toy Story 4, has been scheduled for September 19 at dusk. The cost of the movie is $450.00. The rental of the projector needs to be reserved. Social distancing needs to be observed and hand sanitizer will be provided. Due to Covid, attendees are being asked to provide their own snacks. Committee Member Waeghe will be making up the flier for this event and provide this information for the Friday Flash. Set up at 6:00-6:30pm for volunteers. There is a 10 day window in which to reschedule due to the weather and/or Covid restrictions. VI. NEW COMMITTEE BUSINESS 1. Adopt a Park Monument Flower Garden It was brought to the attention of the city staff that the City Hall gardens and the gardens by the entrance monuments of at least 6 of the parks are in need of tending and maintenance. Some areas may need new perennials and annuals; some other perennials could be utilized in other parks if there is a need to divide and remove them. Previously the maintenance of these garden areas, including weeding, planting of donated perennials and purchased annuals (with a minimal budget), was performed by a former staff member, by the Public Works seasonal staff and by some of the part time janitorial staff. Due to the non- hiring of seasonal staff this year, due to COVID-19, these gardens are in need of updating and general maintenance. Ideally, each committee member could be responsible for 1 to 2 parks to coordinate community volunteers. There should be a job description developed for each park, coordinators & volunteers and create a budget for each park. It was noted that it is important to have water available, possibly have a water truck utilized for accessible water. Hidden Spring Park needs a spigot, LaMotte could use recycled water, an assessment needs to be made of all the parks, including access and availability of water. It was suggested that this item be included on the agenda for the February, 2021 meeting, with a tentative launch of this project in the spring, 2021, with the spring park clean-up, planting and ongoing weeding. Include under volunteer opportunities on the website also. Committee Member Seeley volunteered to do some of the weeding. 2. Donation from Centerville Lions Motion made by Committee Member Waeghe, seconded by Committee Member Seeley to recommend to the City Council to accept the donation in the amount of $500.00 from the Centerville Lions. All in favor. Motion carried. The committee members are requesting that staff send a thank you letter or card to the Lions Club on behalf of the Parks & Recreation Committee. VII. APPROVAL OF AUGUST 5, 2020 MINUTES Motion made by Committee Member Waeghe, seconded by Committee Member Seeley to approve the minutes of the August 5, 2020 P & R Committe Business to correct the spelling of Ms. Hanson to Ms. Hansen. All in favor. Motion carried. VIII. UPDATES/ANNOUNCEMENTS 1. a. Recycle/clean-up day is scheduled for October 10 and is for Centerville residents only. b. Respectfully submitted by Linda Neudecker, Recorder October 28, 2020 ELECTIONS Anoka County picked up 254 ballots on Thursday, October 22, just one of several ballot pickups prior to Election Day. Of this number the City of Centerville staff assisted with and processed 199 and 55 were received from individuals that requested mailed Absentee Ballots and decided to drop them off at City Hall rather than mailing them. Each day, more and more people are stopping by to vote. We anticipate this consistent rise in early voting to continue through election day. Required accuracy tests for software and equipment have been performed and passed. A public notice of these tests is published in the paper to maximize transparency in our election process. General Election Opportunities to Vote are as follows: 7 days prior to Election Day Direct Ballotinot and place in the voting machine r 30, 2020, City Hall ovember 3, 2020, Church of St. p.m. CENSUS 2020 Congratulations to the Citizens of Centerville for having the second highest Census participation rate in the State at a 90.4% Self- Response Rate. Sobieski, we bow to your superior nature. Most importantly, we beat our good friends in Circle Pines despite the efforts of Census Man. ADMINISTRATION COVID-19 Response City Hall City Hall is currently open for in-person, early voting, only. Limited staff and/or election judges will be on-site through November 2, 2020. The City Council will be discussing a re-opening plan for city hall at their upcoming Work Session on October 28. Positive Case A city employee recently tested positive for COVID-19 and has now fully recovered and is back at work. The employee contracted the virus and was tested, all while on vacation and, therefore, did not return to work during the time they were contagious. The following protocols were followed in the handling of this instance, as outlined by the Anoka County Health Department: Meetings All Committee and Commission meetings (P&Z, P&R, EDA, and CC) will continue to be held via Zoom videoconferencing at least until the renovation work inside City Hall is complete. The meetings are also broadcast live on North Metro TV and streamed on their website. Additionally, meeting connection information is being posted on the website and will be widely distributed so that the public can join. The City Council will be discussing when and how in-person Council and Committee meetings might resume at their upcoming Work Session on October 28. City Council Meeting Schedule Please note the following changes to the regular meeting schedule. November 11 Meeting moved to Thursday November 12 due to Veterans Day November 25 Meeting cancelled due to Thanksgiving ECONOMIC DEVELOPMENT Economic Development Authority (EDA) CenterStage Some recent posts include: J. Everett Electric 1737 Main Street Information on 1737 Main Street was shared with several real estate investors and contractors who partner with developers to find viable sites. Minnesota Technology Corridor The Excipio Data Center Feasibility Study is nearing completion. Stakeholders were shown some preliminary drawings and cost estimates for a potential data center. The basis. Representatives from the City, Anoka County and Connexus Energy also recently toured a data center in Chaska to get a sense of what a data center might look like and to further understand their day to day operations. Small Business Relief Grants (DEED) Grant recipients are being notified, but a complete list of them is not yet available. Quad Area Chamber of Commerce Lunch & Learns The Quad Area Chamber of Commerce hosted another in-person lunch and learn event on October 20, where members gathered at the Lino Lakes American Legion to hear about the her advantages of membership. Anoka County Regional Economic Development (ACRED) Real Estate Development Summit Anoka County Regional Economic Development sponsored and attended a Real Estate Development Summit on October 13, at the Radisson Blu Hotel at the Mall of America. The event hosted about 50 people in-person and about another 75 online. Speakers generally held an optimistic view of the immediate future for development, across almost all sectors. Even retail developers felt that there were still emerging markets, while others waned. City staff who attended the meeting made several contacts with developers with both multi-family residential and commercial interests. ACRED Partner Meeting A meeting of all ACRED stakeholder, including, county and city elected and appointed officials, business leaders and staff members is scheduled for October 27 at 3:00 PM. Elected officials who wish to participate, should contact city staff of a link to the web- meeting. ACRED Events The Marketing Subcommittee continues to plan for scheduled events in the fall of 2020 in conjunction with the MN Real Estate Journal. Some events are being converted into virtual experiences. Those whose applications pass the vetting process will receive an intial check for $10,000 with the possibility of an additional $10,000 once the first round of grants are distributed. The program was widely undersubscribed, so it appears as though almost all grant recipients will have an opportunity to show additional expenses and recive the second grant. FINANCE COVID-19 Relief Programs The city has submitted qualifying expenses for approximately $200,000 our $304,902 of federal funds for COVID-19 relief. The funds came to cities, through the CARES Act, offsetting expenses related to the pandemic through November 15, 2020. Expenditures submitted include, but are not limited to: Direct expenses (hand sanitizer, PPE, remote work expenses, etc.) Construction project delay expenses Police and Fire Department direct expenses and diverted staff time Public works and city hall diverted staff time North Metro TV direct expenses Small Business relief, through EDA programs Anticipated expenses City Hall renovation costs to adapt to COVID Additional divert City Staff time. The deadline for expending these funds is November 15, 2020. 2021 Budget The Preliminary 2021 Budget was adopted by the City Council at its September 23 meeting. If adopted as a Final Budget, it would raise the levy by less than 1%. The City Council may reduce the budget and levies, but not increase them, prior to adoption of the final versions in December. COMMUNITY DEVELOPMENT Centerville Elementary School Centennial School District is in the early stages of planning an addition to Centerville Elementary. The addition would add classroom space to add one section to each grade. Architects working with the district are looking to fill in some of the courtyard space on the west side of the building and extend the building footprint to the north a bit, necessitating a move of the current playground equipment. With this configuration, the design will look to incorporate natural light into the classrooms that would otherwise have views to the courtyard. The expansion would not require any new work on the parking lot. The expansion will require a re-route of some city owned sanitary sewer lines. The re-route is being being reviewed by city staff. Any costs associated with this will be borne by the school district. Old Mill Estates Construction on Phase II utilities is now complete. Road work remains. With the recent cold snap and snow, it is not known whether or not the road and trail will be able to be paved. Apartment Complex Concept Plan The Planning and Zoning Commission was presented with a concept plan for a 3-story, 96- thst unit apartment complex sited on commercially zoned land between 20 and 21 Avenues, north of Main Street. The project would require a Comprehensive Plan Amendment and Rezoning. If the developer chooses to pursue these land use requests, a public hearing would be scheduled to receive community input on the proposal. th Centerville Storage (20Ave. Mini Storage) Building construction has begun. The trail along the county road has been patched. Atlas Villas Memory Care Project (1825 Main Street) A building permit has now been issued. Construction should begin soon. Bay View Villas (Waterworks Site) Sod has been laid on several lots, driveways to neighboring properties have been graded and miscellaneous clean-up work continues. 7241 Main Street The prospective developer of this property recently contacted the city to reengage in the process of subdividing the property. We anticipate a sketch plan in the near future. Block 7 Property A prospective developer is in discussion with city staff on a high-density townhome development of the site, which could include roughly 18 to 24 units on the 1.6-acre site. Other potential developers have contacted the city with various proposals, from apartments to single family homes. Driveway and Parking Ordinance Review The Planning and Zoning Commission continues to work diligently on issues related to what and where certain vehicles can be parked on residential properties. Both the existing ordinance and the one being contemplated by P&Z do not allow parking of any vehicles in the front yard (not on the driveway). Public Hearings Scheduled The Planning and Zoning Commission held Public Hearings on ordinances related to: Industrial District Outdoor Storage Requirements, Lawn Maintenance, Backyard Chickens and B-2 Commercial Allowed Uses at their meeting on October 20, 2020 meeting. The commission advanced suggested changes to each ordinance to the City Council for consideration. Planning and Zoning Commission Meeting Rescheduled The regular meeting of the Planning and Zoning Commission has been rescheduled to November 10, due to election day. Development Inquiries Developer looking for industrial building or land for truck wash and outdoor storage. Design Build Contractor looking for Grocery and Senior Living facilities. Developer looking for mobile home park land, multi-family or apartment opportunities. Developer looking at small parcel for subdivision (single family). Business Grant Info Clean-up Day Community Email List Comments & Concerns from Public North Metro TV Report from NMTV Administrator The issues dealt with in September include reaching a tentative agreement with Comcast over the Franchise Fee and PEG Fee Review settlement, meeting with Comcast to discuss the draft franchise renewal document, and following up on CARES Act grant requests from Member Cities. Franchise and PEG Fee Review Reviewed newest settlement agreement recommendation. Discussed recommended settlement agreement with Legal Counsel. Prepared memo for Operations Committee and Cable Commission recommending that the settlement agreement be accepted. CARES Act Grant Follow-Up Discussed including NMTV in CARES Act grant consideration by Cities at Operations Committee Meeting and Cable Commission Forwarded Commission agreement that NMTV should be included in consideration for grants to Operations Committee. Assembled invoices and send to Cities for reimbursement of COVID expenses from CARES Act grant funds. Franchise Renewal Reviewed community programming section of draft franchise document. Met with Comcast and NMTV Attorney to review the draft franchise document. Miscellaneous Received 90-day notification from CenturyLink that they are ending their Prism TV service as of December 16, 2020. General Yard Maintenance/Vermin City-wide Clean-up Day A City-wide Clean-up Day was held on Saturd (Noon) at Laurie LaMotte Memorial Park. A total of 2642 lbs of appliances (18 units), 7.39 tons of garbage, 2.53 tons of scrap metal, 5 tires and 31 bikes were taken in along with lots of other trash and recycling. A deadline has been set for the completion of a fence around the north and east side of the wer property. th 7129 20Ave. The owner has contacted the city and will be submitting information on the lighting fixtures he intends to use as replacements for the existing fixtures. Rehbein Black Dirt Operation Interim Use Permit The planning commission will further discuss future actions related to the Interim Use Permit which is set to expire at the end of the year for the Rehbein Black Dirt Operation. PUBLIC WORKS/STREETS City Hall Renovation The COVID-19 related office area improvements are nearing completion, with paint and carpet set to be done by the end of the week (10/30). From there, the contractor will move into construction of the renovation work in the City Council Chambers and front lobby area. This work should wrap up by mid-January. The City Council will be discussing a re-opening plan for City Hall at their upcoming work session on October 28. Trucks The new trucks we ordered almost a year ago are now in production and have anticipated ship dates in November. The two large plow trucks that were having work done on their dump boxes are completed and in service, just in time. Misc. Public works staff have been busy with preparing winter equipment and supplies of salt & brine. The water systems have been winterized and staff has assisted homeowner associations with winterizing their irrigation systems. Satellites will be removed from city parks next week. All staff are healthy and on a regular work schedule. STORMWATER/WETLAND LaMotte Park Stormwater Reuse System Expansion All directional drilling work is complete and most of the irrigation pipe is installed. Heads are being installed this week on the church property. Bases for the large spray guns in the park are scheduled later this week. Finally, control panel work and testing will be completed. SEWER AND WATER Wellhead Protection Plan A Public Hearing on the Plan was held on September 9. No significant comments were received. A draft of the Part II Plan will be sent to the Minnesota Department of Health for review and comment. 2020 Downtown Street and Utility Improvements Paving is now complete! Duty Crew In an effort to ensure there is an effective response force to respond during the daytime hours, the Centennial Fire District implemented a Applications for the position were posted and four candidates have been selected. The four who were selected are metro departments (Lake Johanna, Andover, Minnetonka, and SMB Fire) who currently have the same program. The Duty Crew will rotate from station to station within the district and respond to emergency incidents between The duty crew will also assist with duties assigned by the Administrative staff.
