HomeMy WebLinkAbout2020-04-29 EDA Meeting Minutes - Approved Approved CITY OF CENTERVILLE ECONOMIC DEVELOPMENT AUTHORITY SPECIAL MEETING MINUTES April 29, 2020 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville’s Economic Development Authority held a special meeting on April 29, 2020 at 6:30 p.m. I. CALL TO ORDER President Hanzal called the meeting to order at approximately 6:30 p.m. II. ROLL CALL PRESENT: President Jeff Hanzal Vice-President Jim Weatherhead Commissioner D. Love Commissioner Tom Wilharber Commissoner Michael Giovinazzo STAFF: City Administrator, EDA Executive Director, Mark Statz III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda Commissioner Love proposed to change the agenda to add two new items under New Business: 1) EDA visitation of other City boards 2) City Statue Motion by Commissioner Love, seconded by Vice President Weatherhead to approve the agenda with changes added. A roll call vote was taken. All in favor. Motion carried. IV. APPROVAL OF MINUTES Commissioner Love provided an opportunity for modifications to be made to the February 19, 2020 minutes. Motion by President Hanzal, seconded by Commissioner Giovinazzo to approve the minutes as amended. A roll call vote was taken. All in favor. Motion carried. City of Centerville EDA Meeting Minutes April 29, 2020 V. BILLS AND COMMUNICATIONS 1. Bills a. None VI. REPORTS 1. Administrator’s Report Administrator Statz gave a report on general development activities around the city. Bayview Villas is still progressing and has approximately 2-3 lots left. Old Mill Estates has put Phase II on hold temporarily. We are working with them on some drainage issues and hope to resolve them shortly. We are anticipating permit applications from Mini Storage soon for building construction and utilities. We are still waiting to see permit applications from Atlas Villas Memory Care after they were informed by Anoka County of some design issues with their kitchen. The City Council had a workshop regarding the Block 7 project. More discussion is needed with the developer regarding the proposal, and should take place within the next week. The downtown street project is on hold right now due to COVID-19. CenterPoint Energy has issued a policy stating that they will not go into homes unless it is an emergency. Gas mains need to be moved, which cannot happen until CenterPoint Energy can get into homes to light pilot lights. VII. OLD BUSINESS 1. Strategic Plan Review – COVID 19 Adjustments a. Professional Web/Social Media Assistance (i) Michele Koch Proposal (ii) Lonni Olson Proposal Ideas were discussed involving how to help local businesses using social media and website assistance. It was decided that the first goal would be to help businesses during COVID-19 shutdowns and highlight two businesses per week by hiring Michele Koch and Lonni Olson to create ads for social media and the city’s website. b. Social Media Ads/Boosts Social Media Boosts were decided against until there was a chance to consult with Ms. Koch and Ms. Olson. Page 2 of 4 City of Centerville EDA Meeting Minutes April 29, 2020 c. Newspaper Ads The commission discussed the possibility of highlighting local businesses by taking out newspaper ads. d. Lowering Commercial Water Rates The commission decided that lowering water rates for commercial customers would not be well received by residential customers. e. Fete des Lacs Sponsorships The commission decided that it was too early to discuss this, since the Committee had not met yet. f. Centerville Bucks/Cougar Cash The commission decided to table this discussion until more research was completed. g. License Rebates (Liquor, tobacco, etc.) Motion by President Hanzal, seconded by Commissioner Giovinazzo to recommend to Council to prorate and rebate on-sale liquor license fees. A roll call vote was taken. All in favor. Motion carried. h. North Metro TV – Interview a Business There was discussion regarding asking North Metro TV to help create short ads highlighting local businesses by visiting them and interviewing them with a few short questions. VIII. NEW BUSINESS 1. Visitation of other City boards There was discussion on building a collaboration between EDA, Parks & Recreation and Planning & Zoning in order for each committee to help support the others and foster more community engagement. 2. City Statue The possibility of long rang plans was discussed for a statue or other fixture to be installed as an identity for the community, showcasing the city’s heritage. IX.
