HomeMy WebLinkAbout2020-09-02 P & R Minutes - Approved Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held a scheduled meeting on September 2, 2020 via Zoom Meeting (ID: 173 583 122) Present: Committee Chairman Kevin Waeghe Committee Member Suzanne Seeley Committee Member Brian Peterson Committee Member Chris Bettinger Committee Member Kathy Freiermuth Also Present: Mark Statz, City Administrator/Engineer Michelle Lakso, City Council Liaison Absent: Committee Member Heidi Errickson-Grahek ___________________________________________________________________________________________________________________ I. CALL TO ORDER Committee Chair, Kevin Waeghe, called the September 2, 2020 Meeting of the Parks & Recreation Committee to order at 6:34 p.m. via Zoom. Results of the roll call are shown above. II. APPROVAL OF AGENDA Motion made by Committee Member Waeghe, seconded by Committee Member Seeley, to approve the Agenda as written. All in favor. Motion carried. III. AWARDS/PRESENTATIONS/APPEARANCES - None IV. PUBLIC HEARINGS - None V. UNFINISHED COMMITTEE BUSINESS 1. Movie in the Park – Committee Member Peterson th This community event, the showing of Toy Story 4, has been scheduled for September 19 at dusk. The cost of the movie is $450.00. The rental of the projector needs to be reserved. Social distancing needs to be observed and hand sanitizer will be provided. Due to Covid, attendees are being asked to provide their own snacks. Committee Member Waeghe will be making up the flier for this event and provide this information for the Friday Flash. Set up at 6:00-6:30pm for volunteers. There is a 10 day window in which to reschedule due to the weather and/or Covid restrictions. VI. NEW COMMITTEE BUSINESS 1. Adopt a Park Monument Flower Garden It was brought to the attention of the city staff that the City Hall gardens and the gardens by the entrance monuments of at least 6 of the parks are in need of tending and maintenance. Some areas may need new perennials and annuals; some other perennials could be utilized in other parks if there is a need to divide and remove them. Previously the maintenance of these garden areas, including weeding, planting of donated perennials and purchased annuals (with a minimal budget), was performed by a former staff member, by the Public Works seasonal staff and by some of the part time janitorial staff. Due to the non- hiring of seasonal staff this year, due to COVID-19, these gardens are in need of updating and general maintenance. Ideally, each committee member could be responsible for 1 to 2 parks to coordinate community volunteers. There should be a job description developed for each park, coordinators & volunteers and create a budget for each park. It was noted that it is important to have water available, possibly have a water truck utilized for accessible water. Hidden Spring Park needs a spigot, LaMotte could use recycled water, an assessment needs to be made of all the parks, including access and availability of water. It was suggested that this item be included on the agenda for the February, 2021 meeting, with a tentative launch of this project in the spring, 2021, with the spring park clean-up, planting and ongoing weeding. Include under volunteer opportunities on the website also. Committee Member Seeley volunteered to do some of the weeding. 2. Donation from Centerville Lions Motion made by Committee Member Waeghe, seconded by Committee Member Seeley to recommend to the City Council to accept the donation in the amount of $500.00 from the Centerville Lions. All in favor. Motion carried. The committee members are requesting that staff send a thank you letter or card to the Lions Club on behalf of the Parks & Recreation Committee. VII. APPROVAL OF AUGUST 5, 2020 MINUTES Motion made by Committee Member Waeghe, seconded by Committee Member Seeley to approve the minutes of the August 5, 2020 P & R Committee Meeting with one correction – under New Business to correct the spelling of Ms. Hanson to Ms. Hansen. All in favor. Motion carried. VIII. UPDATES/ANNOUNCEMENTS 1. Staff Updates – City Administrator Mark Statz a. Recycle/clean-up day is scheduled for October 10 and is for Centerville residents only. b. An email list is being compiled for those interested in receiving information about Centerville activities. c. Committee Vacancy – There is one open seat available 2. Council Liaison Updates – None 3. Other – Committee Member Seeley a. Early voting in MN will be starting on September 18, 2020 IX.
