The code asks for a letter of interest from each member. Attached, please find a sample "Letter of Interest" for you to sign if you are still interested in serving on the committee (which i assume everyone still is :) ). It is also required that the Committee elect a Chair and Vice Chair each year. The Committee should nominate candidates and vote on each position. COST AND SOURCE(S) OF FUNDING: No cost. No revenue. REQUESTED ACTION: Fill out and sign your letter of interest and submit it to the City. Elect a Chair and Vice Chair by majority vote of the Committee. (A) This section establishes a City Planning and Zoning Commission, and a Parks and Recreation Committee. The purpose of these Committees is advisory and they may make recommendations to the City Council for consideration regarding matters relating to this Committee. (B) For the purpose of this chapter, the terms Commission and Committee are used interchangeably. Policy refers to Commissioners and Committee Members alike. Ord. #72, adopted 12/19/2002, Ord. 2d #23, amended 12/10/2008 § 31.02 BYLAWS FOR COMMITTEES. (A) Authority. The Committee has the authority to conduct investigations and to make recommendations; however, it may not make decisions on behalf of the Council. Committees are subject to the same rules as the City Council under the open meeting laws. e may not enter into a contract, employ workers or authorize expenditures. (B) Eligibility. Any resident of the city is eligible to apply as a Committee Member. This individual is welcome to serve on one committee at a time. (C) Appointments. (1) Each member of the Committee will be appointed by the City Council via a letter of interest submitted to the City Administrator. (1) (a) The Chairperson shall preserve order, enforce the rules of procedure herein prescribed and determined without debate, subject to the final decision of the Commission/Committee on appeal, all questions of procedure and order. The Chairperson will also give leadership; sign reports; write correspondence to be signed by either the City Administrator or the Mayor; compile or assist in the preparation of the agenda as authorized by the Committee; and appoint task forces as authorized by the City Council. (a) The Vice-Chairperson shall support and assist the Chairperson; preside over the Committee meetings in the absence of the Chairperson; and fill the office of the Chairperson if a vacancy should arise. (2) Any Committee Member may appeal a decision of the Chair. To do this, a Committee Member mediately after the Chair announces the decision. Recognition from the Chair is not necessary when making an appeal. The appeal must be seconded, is debatable and cannot be amended. After the debate, the Committee votes on the the decision. A tie vote sustains the ruling. The Chair may vote to uphold his or her own ruling. If no one appeals a ruling as soon as the Chair makes it, it becomes the rule of the Committee. (F) Meetings. (1) Regular meetings. Regular meetings of the Committee shall be held on the same day of each calendar month at the same time, set by the Committee and approved by the Council. Any regular meeting falling upon a holiday shall be rescheduled by the Committee for an alternative date, with enough time to be properly noticed to the public. The Administrator shall maintain a schedule of regular meetings. This schedule shall be available for public inspection during ice. All meetings, including special emerge ncy meetings, shall be held at City Hall unless otherwise specifically noticed. (2) Special meetings. Any three members of the Committee may call a special meeting of the to each member of the Committee and Ad place of residence. CITY OF CENTERVILLEREQUEST FOR ACTION Agenda Item # Department: RequestedMeetingDate: January 6, 2021 Parks and Recreation V.2 TITLE OF ISSUE: Skate Nights BACKGROUND AND SUPPLEMENTAL INFORMATION: In keeping with the MN Governor's most recent executive orders, limiting outdoor gatherings to groups of 15 people, the January 8 Skate Night was canceled. The February 6 Skate Night remains on the calendar since the Governor's Orders are set to expire prior to that date. The Wargo Nature center's Staff is again asking to be given the latitude to cancel this event if further orders prohibit such a gathering. COST AND SOURCE(S) OF FUNDING: Costs previously approved. REQUESTED ACTION: Motion to allow staff to cancel February Skate Night if Governor's Orders prohibit such activities. With the roll-out of several vaccines for COVID-19, there appears to be great hope for a full-scale Fete des Lacs. Staff is asking that at least two members of the P&R Committee be assigned as liaisons to the Fete des Lacs Committee. Staff is seeking to have Fete des Lacs Committee meetings on the first Wednesday of the month, from 5:00 - 6:30 (right before the P&R meetings), via Zoom until further notice. COST AND SOURCE(S) OF FUNDING: Costs are budgeted and should be reviewed as planning proceeds. CALL TO ORDER Committee Chair, Kevin Waeghe, called the December 2, 2020 Meeting of the Parks & Recreation Committee to order at 6:32 p.m. via Zoom. Results of the roll call are shown above. II. APPROVAL OF AGENDA Motion made by Committee Member Waeghe, seconded by Committee Member Freiermuth, to approve the Agenda as written. All in favor. Motion carried. III. APPEARANCES 1. Mr. Emem Akpan, Candidate for the Parks and Recreation Committee was sworn in as a Parks and Recreation Committee Member by City Administrator Statz. 2. Mr. Peter Schmitt, representative from Centennial Youth Hockey (please see VI. New Committee Business) IV. PUBLIC HEARINGS - None V. COMMITTEE BUSINESS - UNFINISHED 1. The Adopt-a-Park Monument Flower Garden Program has adopted the guidelines and provided a list of gardens to be managed. Two additional issues to be resolved are the purchase of rain barrels and recruitment of additional volunteers. Currently the Scouts BSA (Troop #136) have committed to adopt City of Centerville Parks & Recreation Committee Meeting Minutes December 2, 2020 the LaMotte Park and Hidden Spring Park entrance monuments and Ms. Susan Love has committed to adopt the City Hall Reader Board sign and flagpole gardens. Rain Barrels: Committee Member Seeley Volunteers: Committee Members should actively be recruiting volunteers and information/advertising for volunteers could be accomplished through the utility bill, city wide email blast, social media, city volunteers. 2a. Skate Night - January 8, 2021 no gatherings and if these orders are extended to January, then the Skate Night will have to be cancelled. Motion by Committee Member Waeghe, seconded by Committee Member Peterson, to not cancel the January 8, 2021 Skate Night, to move ahead with the marketing/advertising and make this activity contingent upon the Covid restrictions, and to allow City staff to cancel this activity and cease marketing should the Covid restrictions be extended. All in Favor with one Nay vote from Committee Member Seeley. Motion carried. 2b. Skate Night - February 6, 2021 The Skate Night for February will remain scheduled dependent on the Covid-19 restrictions in place at the beginning of February. 3. A grant was secured during summer 2020, in the amount of $2,900, to help fund the kick-off of the Main Street Market, scheduled to have a 6 week run in July & August of 2020. Due to Covid-19, this activity was cancelled. With the grant only being valid through 2020, staff has applied for a similar funding source with no funding cycle timelines. The application has been completed and is awaiting approval. The new grant, in the amount of $3,500, covers the same items as the original grant including the purchase of 6 picnic benches, newspaper advertising and portable signage to promote the event. Motion by Committee member Peterson, seconded by Committee Member Waeghe, to approve the submittal of the grant application for $3,500 for the 2021 Main Street Market, as presented. All in favor. Motion carried. VI. NEW COMMITTEE BUSINESS 1. Centennial Youth Hockey Association Request Mr. Peter Schmitt appeared on behalf of the CYHA to request the use of the LaMotte hockey rink for an hour or two on a few nights of the week. Motion made by Committee Member Waeghe, seconded by Committee Member Seeley, to approve the following schedule and terms for the Centennial Youth Hockey Association: Use of the Laurie Page 2 of 4 City of Centerville Parks & Recreation Committee Meeting Minutes December 2, 2020 LaMotte Memorial Park hockey rink for up to 3 weekday evenings per week, from 6:00 p.m. to 7:00 p.m., with the option of requesting an additional day and based on adhering to the specific Covid-19 Guidelines in place and also providing a certificate of insurance to the City. All in favor. Motion carried. Mr. Schmitt will notify Administrator Statz which days they plan to use the hockey rink. VII. All permits and other city services may be accessed online or by calling 651-429-3232. The City is working towards a re-opening of City Hall to the public by February 1, 2021. Meetings All Committee and Commission meetings (P&Z, P&R, EDA, and CC) will continue to be held via Zoom videoconferencing at least until the renovation work inside City Hall is complete. The meetings are also broadcast live on North Metro TV and streamed on their website. Additionally, meeting connection information is being posted on the website and will be widely distributed so that the public can join. The City is working towards the transition back to in-person meetings by February 1, 2021. Meeting Schedule A 2021 Meeting Calendar has been produced and will be on the December 9 City Council Meeting Agenda for approval. SERVICE OPPORTUNITIES Planning and Zoning Commission ouncil and the resignation of another planning commission member, there are now two open seat Commission. The city has seen a lot of development pressure in the past few years and it continues to see interest in further development and redevelopment. The city scored a 150 on the statistical analysis test portion of the evaluation. A score of 80 or bett compliance can be found in the December 9 City Council Agenda Packet. ECONOMIC DEVELOPMENT Minnesota Technology Corridor The Excipio Data Center Feasibility Study is now complete. The report presents numbers which show our site as being very competitive on number of positive attributes including its proximity to two or more fiber providers, coming from different corridors, redundant power supplies, and low disaster risk factors such as our distance from airports, highways, and rail lines. Minnesota Technology Corridor stakeholders will now begin using this document to market the property to prospective developers. Small Business Relief Grants (DEED) Grant recipients are being notified, but a complete list of them is not yet available. Quad Area Chamber of Commerce Holiday Party The Quad Area Chamber of Commerce will be hosting a virtual holiday party on December 21 from 11:30 to 1:00, complete with door prizes and an ugly sweater contest. Anoka County Regional Economic Development (ACRED) ACRED Events The Marketing Subcommittee continues to plan for scheduled events in the fall of 2020 in conjunction with the MN Real Estate Journal. Events are being converted into virtual experiences. Below is a list of events being sponsored by ACRED and their current status: Redevelopment Summit (virtual) December 8 8:30 AM -10:00 AM UpRiver Real Estate Event (virtual) December 16 8:30 AM -10:00 AM Economic Development Assoc. of MN January 2021 TBD MNCAR Expo (in-person) Postponed to 2021 TBD A final round of grant funding was recently offered to businesses who had qualified for either of the first two rounds Order: bars, restraurants, gyms, dance studios, etc. The application period begain on November 5 and was open until funds were exhausted. Grants up to an additional $10,000 were be distributed on a first come first serve basis. This means that some businesses were able to receive up to $30,000 in total from this program. The federal deadline to expend these funds has now come to a close. No further grant dollars are available through this fund. FINANCE COVID-19 Relief Programs The city was able to spend or allocate all of its $304,902 worth of CARES Act relief from the Federal Government, through the State and County and did not have to refund any of it. The funds were used for: General direct expenses (hand sanitizer, plexiglass dividers, etc.) Diverted staff time (time spent on COVID mitigation) Police and Fire payroll expenses (for time spent on COVID mitigation) North Metro TV COVID mitigation efforts City Hall office area renovations for social distancing and other COVID resilience items. 2021 Budget/Truth in Taxation The Preliminary 2021 Budget was adopted by the City Council at its September 23 meeting. If adopted as a Final Budget, it would raise the levy by less than 1%. The City Council may reduce the budget and levies, but not increase them, prior to adoption of the final versions in December. At the December 9 City Council meeting, the Truth in Taxation hearing will be held at 6:30 PM nance director will present information on the proposed levies and the affect on local taxes. The public will be afforded an opportunity to speak on these issues. After hearing from the public, the City Council will need to adopt a final budget and levy for 2021. COMMUNITY DEVELOPMENT Centerville Elementary School Centennial School District is in the early stages of planning an addition to Centerville Elementary. The addition would add classroom space to add one section to each grade. Architects working with the district are looking to fill in some of the courtyard space on the west side of the building and extend the building footprint to the north a bit, necessitating a move of the current playground equipment. With this configuration, the design will look to incorporate natural light into the classrooms that would otherwise have views to the courtyard. The expansion would not require any new work on the parking lot. The expansion will require a re-route of some city owned sanitary sewer lines. The re-route is being being reviewed by city staff. Any costs associated with this will be borne by the school district. Apartment Complex Concept Plan The Planning and Zoning Commission was presented with a concept plan for a 3-story, 96- thst unit apartment complex sited on commercially zoned land between 20 and 21 Avenues, north of Main Street. The project would require a Comprehensive Plan Amendment and Rezoning. If the developer chooses to pursue these land use requests, a public hearing would be scheduled to receive community input on the proposal. th Centerville Storage (20Ave. Mini Storage) Framing of the two largest storage buildings is underway. Work continues on the driveway areas and site grading. Old Mill Estates Phase II paving is complete and work on punch list items continues. Homes are being sold. Bay View Villas (Waterworks Site) Paving of the wear course and driveway connections is now complete. Punch list items including landscaping, ped ramps, mailboxes and shoreline plantings will be addressed in the spring. A letter of credit reduction request is on the December 9 City Council agenda for consideration. 7241 Main Street The prospective developer of this property recently contacted the city to reengage in the process of subdividing the property. We anticipate a sketch plan in the near future. Block 7 Property (Downtown) A concept plan for row homes will be reviewed by the planning and zoning commission at their December 8 meeting. The proposal shows 20 units on the city-owned vacant land in downtown. Atlas Villas Memory Care Project (1825 Main Street) Excavation and building pad preparation work has begun. Driveway and Parking Ordinance Review The Planning and Zoning Commission continues to work diligently on issues related to what and where certain vehicles can be parked on residential properties. Both the existing ordinance and the one being contemplated by P&Z do not allow parking of any vehicles in the front yard (not on the driveway). Planning and Zoning Commission Meeting Postponed The Planning and Zoning Commission will be meeting on December 8, 2020. Its normally scheduled meeting was pushed back one week. Rehbein Black Dirt Operation Interim Use Permit A public hearing will be heldcember meeting to consider Black Dirt which is set to expire at the end of the year. PUBLIC WORKS/STREETS City Hall Renovation The COVID-19 related office area improvements are now complete. The contractor will move into construction of the renovation work in the City Council Chambers and front lobby area (see rendering below). This work should wrap up by mid-January. The City is working towards a City Hall re-opening on February 1, 2021, including a transition to in-person meetings of the City Council and various Committees. Of course, as conditions of the pandemic change, this scheduled will be reevaluated. Trucks One of the three new trucks we ordered almost a year ago have now been delivered to the dealer. Once the other two are delivered to them, they will make a delivery of all 3 to the city. Misc. Public works staff have been busy with preparing winter equipment and supplies of salt & brine. The water systems have been winterized and staff has assisted homeowner associations with winterizing their irrigation systems. All staff are healthy and on a regular work schedule. STORMWATER/WETLAND LaMotte Park Stormwater Reuse System Expansion Work on the project is substantially complete, with a few odds and ends that may need to wait until the spring start-up of the system. SEWER AND WATER Wellhead Protection Plan A Public Hearing on the Plan was held on September 9. No significant comments were received. A draft of the Part II Plan will be sent to the Minnesota Department of Health for review and comment. 2020 Downtown Street and Utility Improvements Paving is now complete! The contractor paved the base course of asphalt just before the protect the front edge of the curb from snow plows while we wait to pave the final lift of asphalt next year or perhaps the year after, depending on how the pavement looks upon inspection next spring. The project has been hyrdo-seeded. This should allow for good turf growth early next spring. Mail service has been switched back to normal delivery at permanent mailboxes. A credit against all assessments has been issued, since sod was initially planned as part of the project. Watch your mail for a letter outlining the specifics of your credit. Well Sealing Cost Share Program The Anoka Soil and Water Conservation District has a cost share program for sealing abandoned wells. If you have a well on your property that you are no longer using, and would like to have sealed, please check out what a DWSMA is or whether or www.anokaswcd.org/well-sealing PARKS AND RECREATION Parks and Recreation Committee The Parks and Recreation Committee met on December 2 and agreed to keep the Skate Nights on the schedule. If the tended into January, the events may need to be cancelled. Skate Nights Dates have now been set for our annual Skate Nights: Friday, January 8 and Saturday, February 6, 2021, from 6 to 9 PM. Mark your calendars. These events include skating, sledding, COVID-friendly refreshments, a bonfire, music, snowshoeing, kick sleds and fat tire bikes. Duty Crew In an effort to ensure there is an effective response force to respond during the daytime hours, the Centennial Fire District implemented a Applications for the position were posted and four candidates have been selected. The four who were selected are metro departments (Lake Johanna, Andover, Minnetonka, and SMB Fire) who currently have the same program. The Duty Crew will rotate from station to station within the district and respond to emergency incidents between The duty crew will also assist with duties assigned by the Administrative staff. This program will greatly enhance the emergency services provided to our communities.
