We generally run some classes and activities out of Centerville in the summer, but this summer there is too much uncertainty to plan on having classes there that can be offered safely. However, we still want to be able serve the community. I am inquiring about using LaMotte Park for a couple programs. The first would be for youth ages 4-7, for a multi-sport experience in the afternoon from 1-4pm. Dates would be July 12-15. The other would be for an evening soccer program for ages 2-4. This program would take place Wednesday nights from 4-6:30, with a couple different sessions during that time. Dates would be July 21-August 11. Community education would do the promotion, registration, parent contact, provide the instructor and insurance. I would just be looking for a large green space and bathroom/port a pottie availability. Let me know if you have questions or would like more information. CALL TO ORDER Committee Chair, Kevin Waeghe, called the January 6, 2021 Meeting of the Parks & Recreation Committee to order at 6:34 p.m., via Zoom. Results of the roll call are shown above. II. APPROVAL OF AGENDA Motion made by Committee Member Waeghe, seconded by Committee Member Peterson, to approve the Agenda with the addition of the following items: V.3. Rain Barrels and VI.2. Music in the Park. All in favor. Motion carried. III.APPEARANCES 3. 2021 Committee Appointments Each member present affirmed, via a voice vote, their interest in remaining as a committee member for 2021. Motion made by Committee Member Seeley, seconded by Committee Member Freiermuth to elect Mr. Kevin Waeghe as Chair and Ms. Heidi Errickson-Grahek as Vice-Chair for a term of 1 year. All in favor. Motion carried. IV. V. COMMITTEE BUSINESS - UNFINISHED Page 1 of 4 City of Centerville Parks & Recreation Committee Meeting Minutes January 6, 2021 1. The following points were discussed: August 12, 2021; Contact 7 prospective vendors that were interested in 2020; type vendors which would fulfil providing the nutritious foods as part of this event; possibly pay a few farmers to provide produce, if needed; Encourage vendors to accept EBT cards; Determine job descriptions for volunteers; Determine if Covid safety procedures will still be necessary at that time; Evaluate newspaper advertising & other media timing; Develop a press release to enhance advertising; Administrator Statz will contact a representative of the Bald Eagle Waterski Club (Marie V.); All City/P & R Committee costs will be covered by the grant; the grant, in the amount of $3,500, covers the purchase of 6 picnic benches, newspaper/media advertising and portable signage to promote the event; No revenue is expected for the first year. 2a. Skate Night - January 8, 2021 This event was cancelled by city staff, due to the extension of the Governors' Covid restrictions to the middle of January. 2b. Skate Night - February 6, 2021 The Skate Night for February, scheduled from 6:00 pm to 9:00 pm, will remain scheduled dependent on the Covid restrictions in place at the beginning of February. There is currently no ice on the hockey rink due to the warmer weather. Committee Member Waeghe will begin marketing this event mid-January. There will be no popcorn or hot chocolate provided. There will be a bonfire; will need to pick up pallets. Motion by Committee Member Waeghe, seconded by Committee Member Errickson-Grahek to allow city staff to cancel the February Skate night if the Governor's Orders prohibit such activities at that time. All in favor. Motion carried. 3. Rain Barrels - Adopt-a-Park Committee Member Seeley provided an update on her research of purchasing and placing rain barrels in the various parks for the watering of plants and flowers. She found that used 55 gallon, food grade barrels are usually carried by Western Container, in Minneapolis, but none are available at this time. The cost in 2018 for a used barrel was $45.00. Suggestion was made to check on Craigslist and also to research finding other sources. Hoses and adapters will also need to be purchased. VI. NEW COMMITTEE BUSINESS At the initial meeting of this committee, the dates set for this festival will be July 13 through July 18, th with May 5 as the decision point as to whether this event can go forward, dependent on the regulations in place, if any, regarding Covid-19. It is recommended that future Fete des Lacs committee meetings be held on the first Wednesday, from 5:00 pm to 6:30 pm, immediately preceding the Park and Recreation City of Centerville Parks & Recreation Committee Meeting Minutes January 6, 2021 committee meeting. It has been recommended that 2 members of the Park & Recreation Committee be assigned as liaisons to this committee. Mr Branch would like to send messages to the principals of both the elementary and middle schools regarding holding the annual logo contest in April. He would also like to wait before securing details pertaining to the races. He will also be holding off requesting park permits, contacting the race timer, etc. He expects the kayak race will also be continued. th Committee Member Peterson, P & R liaison from 2020, attended and reported on the January 6 Fete des Lacs committee meeting which reviewed the main points of planning from 2020. A suggested theme Motion by Committee Member Waeghe, seconded by Committee Member Bettinger to appoint Committee Member Petterson as liaison to the Fete des Lac Committee for 2021. All in favor. Motion carried. nd Hopefully a second liaison will be appointed at the February 2 P & R meeting. Mr. Tom Lee is stepping down from chairing this event, but will assist Committee Member Peterson, the new chairperson, with help in securing the bands, etc. Mr. Lee's band is planning to play one of the evenings. Prior participants will be contacted and also will need to look for other bands that might be interested. Ms. Ronnie Olson can help with the marketing & promotion of these weekly events. Administrator Statz will review the budget to determine the funding for this event. There is a possibility of adding a translucent backdrop for the stage/behind the performers on the gazebo. The schedule begins on Tuesdays, from June 1 through July 27, 2021. VII. APPROVAL OF DECEMBER 2, 2020 MINUTES Motion made by Committee Member Waeghe, seconded by Committee Member Seeley to approve the minutes of the December 2, 2020 P & R committee meeting as written. All in favor. Motion carried. VIII. UPDATES/ANNOUNCEMENTS 1. Mr. Statz provided a comprehensive written report, dated December 9, 2020, of activities and updates for the City of Centerville including the pending completion of the City Hall remodeling with an anticipated opening of February 1, 2021. 2. No update was given, however discussion took place regarding comments that Committee Member Peterson had received regarding the current equipment condition and size/offerings of the structures located at Laurie LaMotte. Chair Waeghe commented about structure sizes in surrounding community parks and felt that the item should be again addressed when the capital improvement plan is discussed. Council Member Lakso stated that she had experience audio issues and would like to comment on the City of Centerville Parks & Recreation Committee Meeting Minutes January 6, 2021 equipment issue. She stated that it is disheartening to hear that residents are disappointed in the current structure(s), its wear/life expectancy not living up to what was thought to have been purchased and the expenditures associated with the purchases. She stated that she apprec for them to be involved when discussions for enlarger or replacing the equipment. She felt that all park structures should be looked at during the capital improvement plan review. 3. Mr. Peter Schmitt informed Administrator Statz and confirmed the schedule as of January 2 would be Monday evenings for the Mite D - Red Wings and Tuesday evenings for th Administrator Statz stated that their certificate insurance was received. IX. All permits and other city services may be accessed online at www.centervillemn.com or by calling 651-429- 3232. The City is working towards a re-opening of City Hall to the public by February 1, 2021. Committee meetings are held via Zoom broadcast live on North Metro TV and streamed on their website. All training and equipment is provided. More information can be found by going to our website at www.centennialfire.org/recruit FINANCE Bond Refunding The city council recently decided to move forward with a Bond Refunding that could potentially save the city approximately $85,000 ove consultant is drafting documents to put this bond sale on the market. COVID-19 Relief Programs The city is closely monitoring the latest State and Federal relief packages to ensure we are positioned to utilize funds as they become available. We continue to code our expenses related to the pandemic separately from normal costs to make documenting our impacts easy. ECONOMIC DEVELOPMENT Anoka County Business Relief Grant Grant applications are now being accepted. Home-based businesses with at least one employee beyond the principal may apply. Priority is being given to those affected by hut down bars, restaurants, fitness outlets and the like on November 20. Apply now! Minnesota Technology Corridor With the Excipio Data Center Feasibility Study now complete, Minnesota Technology Corridor stakeholders have now begun using this document to market the property to prospective developers. Quad Area Chamber of Commerce Join the Chamber Economic Development Authority (EDA) New Members Councilmembers Steve King and Darrin Mosher were appointed to the EDA to fill the spots th designated for City Councilmembers. Two candidates were interviewed at the January 20 meeting of the EDA to fill the vacant, at large seat. The City Council will consider the th appointment, at its January 27 meeting. CenterStage COMMUNITY DEVELOPMENT Apartment Complex Concept Plan The Planning and Zoning Commission was presented with a concept plan for a 3-story, 96- thst unit apartment complex sited on commercially zoned land between 20 and 21 Avenues, north of Main Street. The project would require a Comprehensive Plan Amendment and Rezoning. If the developer chooses to pursue these land use requests, a public hearing would be scheduled to receive community input on the proposal. th Centerville Storage (20Ave. Mini Storage) Building construction continues. Grading, paving and restoration work will finish up in the Spring. Old Mill Estates Punch list work related to infrastructure continues. The city retains a letter of credit to cover these items. Atlas Villas Memory Care Project (1825 Main Street) Foundation work has begun. Driveway and Parking Ordinance Review The Planning and Zoning Commission continues to work diligently on issues related to what and where certain vehicles can be parked on residential properties. Both the existing ordinance and the one being contemplated by P&Z do not allow parking of any vehicles in the front yard (not on the driveway). Block 7 Property (Downtown) A Request for Proposals was sent out to several developers interested in the property in an effort to better compare multiple proposals at one time. Developers will be asked to produce a concept layout, elevation views and submit a financial commitment statement, outlining their expectations for any participation from the city, in development costs. The proposals will be reviewed at a joint meeting of the Planning and Zoning Commission, City Council and Economic Development Authority on February 2, 2021 at 6:30 via Zoom. PUBLIC WORKS/STREETS City Hall Renovation Lighting, HVAC and framing work is complete in the City Council Chambers and front lobby. Glass work at the transaction window and Council Chambers doors is in progress along with wall treatments and construction of the dais. Most finish work should be complete by the end of next week. Our A/V contractor will be installing the video cameras and TVs used to broadcast the meetings in the coming weeks. The City is working towards a City Hall re-opening on February 1, 2021. STORMWATER/WETLAND LaMotte Park Stormwater Reuse System Expansion Work on the project is substantially complete, with a few odds and ends that may need to wait until the spring start-up of the system. SEWER AND WATER Wellhead Protection Plan A Public Hearing on the Plan was held on September 9. No significant comments were received. A draft of the Part II Plan will be sent to the Minnesota Department of Health for review and comment. 2020 Downtown Street and Utility Improvements Paving is now complete! The contractor paved the base course of asphalt just before the protect the front edge of the curb from snow plows while we wait to pave the final lift of asphalt next year or perhaps the year after, depending on how the pavement looks upon inspection next spring. The project has been hyrdo-seeded. This should allow for good turf growth early next spring. Mail service has been switched back to normal delivery at permanent mailboxes. A credit against all assessments has been issued, since sod was initially planned as part of the project. Watch your mail for a letter outlining the specifics of your credit. Well Sealing Cost Share Program The Anoka Soil and Water Conservation District has a cost share program for sealing abandoned wells. If you have a well on your property that you are no longer using, and would like to have sealed, please check out this program. If live in Centerville, PARKS AND RECREATION Skate Night The Parks &Rec Committee met on January 6 and agreed to keep the February Skate Night will be lifted in time, to allow us to host a Skate night on Saturday, February 6, 2021, from 6 to 9 PM. PUBLIC SAFETY Centennial Lakes Police Department Shooting at CLPD After a scary incident at our police department, where a squad car window and door to the department were damaged by gunfire, we are happy to report that no one was injured and a suspect has been charged with several felony-level crimes. Centennial Fire District Fire District Organizational Study A special meeting of the Fire Steering Committee has been scheduled for February 11 at 7:00 PM via Zoom to discuss the findings of the report. Representatives from Fitch and Associates will be on the call to present the information. COVID-19 All fire staff are now healthy and able to respond to calls. Duty Crew Our daytime duty crew has now been regularly responding to calls during the daytime with great results. Recently, the crew was able to respond to a person not breathing and successfully performed CPR, resuscitating the individual.
