Wednesday February 17,2021

Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic
Development Authority meeting on February 17, 2021 via videoconference.
I. CALL TO ORDER
The meeting was called the meeting to order at approximately 6:30 p.m. by President Jeff Hanzal.
II. ROLL CALL*

Executive Director Statz stated that Mr. Remillard had officially been sworn in previously by City
Clerk Teresa Bender, but wanted to administer the Oath of Office again for the public to view.
Mr. Remillard recited the Oath of Office.

Agenda with proposed changes. A roll call vote was taken. All in favor. Motion carried.

Motion by Commissioner Weatherhead, seconded by Commissioner Mosher to approve the
January 20, 2021 Meeting Minutes as presented. A roll call vote was taken. All in favor.

Executive Director Statz presented a check number 1001 in the amount of $227.00 to the Anoka
County Treasury for annual membership dues in the Anoka County Regional and Economic
Development (ACRED).
Motion by Commissioner King, seconded by Commissioner Weatherhead, to approve the
check to Anoka County Treasury in the amount of $227.00. A roll call vote was taken. All
approved. Motion carried.

VI. REPORTS
1. Administrator’s Report
Executive Director Statz stated that the City Hall remodel project is almost finished and he hopes
to resume in-person meetings soon. The building is open to the public, with one staff member in
the building each day to limit contact.
Vendors have signed up for the Main Street Market, and the city is still looking for local produce
vendors. Executive Director Statz stated that there is a possibility that the city could pay the vendor,
due to a grant from Anoka County.
Fete des Lacs is still moving forward with plans for this summer. They have established a
“Centerville Heroes” theme.
Centennial Lakes Fire Department is still looking for daytime firefighters.
Executive Director Statz stated that the city put a bond out for bid, and will receive bids on
Wednesday, February 24, 2021. This would save the city $15,000 per year for the next 7-8 years.

The Anoka County Covid Relief Grant Program is now closed. Final decisions will be made on
March 15, 2021.
Executive Director Statz stated that there will be a Technology Corridor event on LinkedIn on
Wednesday, February 24, 2021, discussing the data centers and talking about the city’s data center
study. The event will be led by Jeff Gilmer who is the lead person from Excipio. Jacquel Hajder
will also speak, along with Bruce Sayler from Connexus Energy.
The Quad Area Chamber is having a Lunch and Learn in March. They have applied for a grant,
and would like to present a business coaching program.
The apartment concept plan is still in its concept stage, and there has been no formal submittal.
The plan would require a Comp Plan Amendment and rezoning.
There was a joint meeting on February 2, 2021 with the Economic Development Authority and the
Planning and Zoning Commission to discuss the Block 7 development. It was decided to move
ahead and recommend to Council to move ahead with a 24 townhome concept. Council voted to
approve the concept and there will be a kick-off meeting on Friday, February 19, 2021 with the
city’s planner and attorney.
The Parks and Rec Committee canceled their skate night due to Governor Walz’s orders and cold
temperatures.
The Centennial Fire District consultant presented the results of the organizational study. They will
be exploring opportunities to partner with other local agencies such as Spring Lake Park/
Blaine/Mounds View (SBM), Lino Lakes and Hugo.
2. Year to Date Financials
Executive Director Statz presented a spreadsheet showing the commission’s year-to-date financial
picture. There is $29,200.00 for the allotted annual budget, plus $12, 814.03 carryover from 2020,
for a total of $42,014.03.
3. Ongoing Programs
a. Blue Logo Sign
Executive Director Statz stated that the Blue Logo Signs have not been installed on the freeway
yet.
b. CenterStage
Executive Director Statz presented a report from Michele Koch of Main Street Marketers, showing
which businesses she has created ads for, stating that there are some businesses that have been
difficult to reach.

c. COVID Relief Business Assistance Grant Program (New County
Program -State Funds)
Executive Director Statz stated that some Centerville businesses applied and decisions would be
made in March.
VII. OLD BUSINESS
1. 1. Review 2021 Strategic Plan and Budget
Executive Director Statz stated that he would like to discuss the Commission’s Strategic Plan since
there is a new member on the board.
Commissioner King asked Executive Director Statz to discuss the topics addressed at the City
Council retreat.
Executive Director Statz stated that there had been a lot of discussion on the Block 7 property. He
had asked the Council if they would be interested in purchasing another property if it were to come
up for sale, and the general consensus was that they would not be interested.
Executive Director Statz stated that another idea brought forth at the Council Retreat was to
possibly put a monument in the center of town, instead of the entrance monuments previously
discussed.
Discussion was had regarding monument signs in the city and the green signs installed by the
county. Executive Director Statz stated that he posed a question to the Council as to whether or
not they felt the EDA should budget and save for a monument sign.
Commissioner King asked that the group talk about what their top ideas were for the EDA. He
then stated that he liked the fact that the Commission had spent money on the data center study.
Discussion took place regarding what types of businesses the Commission would like to see in the
city, available land and the possibility of commissioning a market study.
Executive Director Statz spoke about the importance of checking with the property owner before
doing a study and to be careful not to “play favorites” with a particular property owner.
Discussion then took place regarding monuments and other beautification type items, with the
general consensus being to find ways to promote the city.
Executive Director Statz stated that the City looked to the EDA as a marketing arm of the city and
asked if the commission would like to use their resources on those things, and would they like to
ask Council to do these things.

Discussion was had about the beautification of downtown and how it could attract other businesses.
The Commission decided to collaborate with the Parks and Rec committee with a goal to put
together a capital improvement plan and research costs and budgets for both committees, then
present the plan to Council to discuss where the costs should lie.
2. Appoint Commissioner Mark Remillard as Treasurer
Motion by Commissioner Weatherhead, seconded by Commissioner King to appoint
Commissioner Remillard as Treasurer. A roll call vote was taken. The vote was 4-0, with
Commissioner Remillard abstaining. Motion carried.

Motion by Commissioner King, seconded by Commissioner Weatherhead, to adjourn the

Centerville Heroes
The Fete des Lacs Committee has landed on
event. The theme hopes to celebrate local folks who have stepped up during the past year of
challenges. Heroes take many forms, from school teachers, to front line healthcare workers
to parents juggling distance learning and working from home.

A meeting was held on March 3 and the committee worked out their fundraising strategy for
the year. While we know the pandemic has hurt our business community, we have also heard
from many businesses that they want to be able to help the community come together after
ecent announcement, anticipating the availability
of a vaccine to every adult that wants one by the end of May gives us confidence that the
events can go off without a hitch. There may be some adjustments made here or there, but

on Committee has started an Adopt-a-Garden program to help
maintain flower gardens at city parks. If youring, please let us know

Spring Clean-Up Day
Clean-up day is scheduled for Saturday, April 24 at 9:00 AM, meeting at City Hall. All are
welcome to come and help out. Volunteers are dispersed throughout the city, to clean parks,
ditches, shoreline and other public areas. Its helpful for us
you announced or not on
the day-of.
ECONOMIC DEVELOPMENT
Anoka County Business Relief Grant Program
The grant application period has now been closed. Applications are being evaluated and
applicants will be notified of their status by March 15, 2021. Priority is being given to
which shut down bars, restaurants, fitness
outlets and the like on November 20, as well as those businesses that did not receive aid
through the CARES Act.
Minnesota Technology Corridor
The Excipio Data Center Feasibility Study was presented at an educational seminar on
February 24, to various stakeholders in the Data Center industry focused on important
factors in data center site selection. Several attendees have already followed up for
additional information.
Quad Area Chamber of Commerce
The Quad Area Chamber recently put out this statement:
We wanted to take this opportunity to announce to the Board of Directors & Chamber
Ambassadors that the Quad Area Chamber of Commerce has been approved for a COVID
Relief Grant from Anoka County in the amount of $9,418 through the state-funded, business
and non-profit COVID relief program. These funds will help us provide essential services
and programing to ensure our local members survive and, indeed, thrive in the wake of the
pandemic. We wish to thank the county for its partnership on this grant and for recognizing
the important role our local Chambers of Commerce play in the business community.

Topics include Market Studies, ongoing programs, such as the Blue Logo Sign program,
CenterStage and the revolving loan and grant program and a city monument sign.

Centerville Storage (20Ave. Mini Storage)
Building construction continues. Grading, paving and restoration work will finish up in the
Spring. The developer will be replacing the doors on the north end of the east building with
brick. The doors were erroneously placed there when site layout changes did not get
reflected in the building plans.

Punch list items including landscaping, ped ramps, mailboxes and shoreline plantings will be
addressed in the spring. The city retains a letter of credit to cover these items.

Framing and roofing work continues as the building takes shape on Main Street.
Driveway and Parking Ordinance Review
The Planning and Zoning Commission continues to work diligently on issues related to what and
where certain vehicles can be parked on residential properties. Both the existing ordinance and the
one being contemplated by P&Z do not allow parking of any vehicles in the front yard (not on the
driveway).
Block 7 Property (Downtown)
The city council directed staff to pursue an agreement with Centra Homes for a proposed 24, for-sale,
Road, between Heritage Street and Sorel Street. The developer will be exploring several site layout
scenarios, but all will include a row of homes facing Centerville Road. The agreement will also lay
out streetscaping expectations, which will be similar to those on Main Street, with trees, lights and
decorative concrete boulevards.

FINANCE
Bond Refunding
The city council reviewed bids, at their February 24 meeting, on a Bond Refunding. The
results of the bids will enable the city to save $67,000 over the next 7 years in interest
payments, reducing the debt levy.
COVID-19 Relief Programs
The city is closely monitoring the latest State and Federal relief packages to ensure we are
positioned to utilize funds as they become available. Recently, the U.S. House of
Representatives passed a $1.9 Trillion COVID Relief Package, which includes direct aid to
cities. The current version of the bill, which will now go to the Senate, has an estimated
$455,747 slated for Centerville. We continue to code our expenses related to the pandemic
separately from normal costs to make documenting our impacts easy.

Rush Line Corridor
The Rush Line Bus Rapid Transit (BRT) Project is a
proposed 15mile transit route with stops between
Union Depot in Lowertown Saint Paul and downtown
White Bear Lake. The Rush Line BRT Project includes
further exploration of connector bus service north to
Forest Lake, along with other transit system
improvements. See the handout in the packet for details

Anoka County Water Resources Outreach Committee

to stormwater. One way we do this is through a partnership with the Anoka County Water

SEWER AND WATER
Commercial Water Connection Fee Assistance

was introduced, cutting connection fees for city water in half, through the end of 2021 for
commercial properties. If you own a commercial property in Centerville that is not currently
hooked to city water, and are interested in learning more, please call Administrator Statz at

Wellhead Protection Plan
The Minnesota Department of Health has acknowledged receipt of a draft of the Part II
Wellhead Protection Plan. The plan has a 90-day period for review and comment, prior to
final acceptance.
2020 Downtown Street and Utility Improvements
Paving is now complete! The contractor paved the base course of asphalt just before the

PUBLIC SAFETY
Centennial Lakes Police Department
Safety Improvements
Window safety enhancements at the police station have already been completed, as
authorized by the Police Governing Board. Lighting and Camera upgrades are up next on the
docket.
Centennial Fire District
Fire District Organizational Study
-up was presented to the Steering Committee.
The Committee instructed the Operations Committee to look into regional collaboration
opportunities with adjoining departments. Staff are engaged in those discussions and will
bring information on those possibilities back to the Steering Committee in the coming weeks.
M Health Ambulance Service
updated the City Council on their performance during the
first 8 months of their service to the community, after taking
over the duties in June of 2020. They have responded to 137
and sirens). Average response time for emergent calls in
Centerville was 5 min, 26 seconds, well below national
standards. The ambulance staff work closely with our fire
district to coordinate their efforts, meeting monthly, with our fire chief.

Partner Agency Reports - Anoka County Regional Economic Development (ACRED)
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Staff has added a "Partner Agency Reports" item on the Agenda, under the general "Reports" section. This is
designed to keep a regular place on our agenda to discuss the recent happenings of our surrounding partners
involved in economic development and business support activities.
Staff would also like to revisit the topic of assigning EDA members as liaisons to these various groups.
Attached is information on ACRED's 2021 Budget, Strategic Plan and Event Calendar. Executive Director
Statz will give an update on the group's recent activity.

ACRED held meetings throughout the year with area stakeholder to discuss items such as the Cares Act,
Right-of-way permits, and more. In addition to these meetings, there were three strategic city partner
meetings to cover the following items:

Projects
March June, projects were down 92%, in the height of the pandemic. However, Q3-Q4,
projects were up from previous year significantly, resulting in an overall increase in projects from
2019 to 2020. Retail/Hotel projects were minimal, industrial related projects and land owner
assistance increased over 50% from 2019.

Municipality Assistance
ACRED has brought resources to help municipalities (partners) with various needs in Economic
Development. Examples of those projects can be seen below, plus a snapshot of feedback collected from
the cities via survey monkey on the type of assistance received:
COVID Relief Resources: sharing information on the latest federal, state or county resources
available to communities on the website and in a handout. Right-of-way policy sharing, Cares act
forum with County lobbyist, and responding to requests from community businesses about these
resources.
Cares Act Coordination sharing grant guidelines and program materials to help community
partners get their programs started, connections with grant administrators, and communication
to business community about grant resources.
City marketing assistance, including market data, branding or economic development strategies,
video and photo footage
Fiber Resources providing contacts for fiber providers, assistance in finding gap financing for
projects, and mapping out areas needed for service.
Property Readiness assistance, including - marketing target properties, due diligence on a site,
connections with stakeholders on a property such as brokers or developers, and coordination
with property owners on behalf to help market or attract investment to their
property
Business Expansions connecting existing businesses to resources such as PACE financing, state
incentives, construction/banking resources, etc. to assist in the project progression.

Workforce Development Partnerships
ACRED has formed a strong partnership with our CareerForce Center and area workforce initiatives
including:
o The economic development specialist sits on the Workforce Board and ensures economic
development strategies are aligned with workforce strategies
o Provide updates on new relief funding for area businesses
o Advocate for employer needs and explains industry changes throughout the pandemic
o Connects cities to area workforce resources for employers especially pandemic related
resources.
Chamber Partnerships
ACRED worked with 8 area chambers in 2020 on the items listed below. The chambers that serve Anoka
County include Anoka Area, East Bethel, Forest Lake Area, Ham Lake, MetroNorth, Quad Area and Twin
Cities North Chamber of Commerce.

In 2020, Anoka County issued Cares Act grants in addition to the assistance many municipalities provided
their businesses and nonprofits. The number of grants received by businesses or nonprofits can befound
in the chart below. A complete list of the names of the organizations and the amount they received was
sent to the city, chamber and commissioners.

Anoka County will be issuing additional COVID relief grants from the latest state relief package that was
passed. These grants will serve organizations that have been the most severely impacted by COVID, need
additional assistance beyond Cares Act relief, or those that have not yet qualified for relief through the
Cares Act program. After March 15, 2021, another list of organizations that received assistance will be
shared with the ACRED stakeholders.

Anoka County Regional Economic Development (ACRED)
2021 Strategic Plan
Overview
The Anoka County Regional Economic Development partnership was formed in 2018 after the Anoka
County/Connexus Energy/MetroNorth Chamber of Commerce economic development recruitment study
was completed by Ady Advantage. This study has three overall goals identified for Anoka County that
were development after a work session with stakeholders in 2017. These goals include:
1. Address and work to change the perception of Anoka County, among stakeholders, partners,
developers, potential talent, etc.
2. Ensure Anoka County is ready for development from both a talent and product (sites and
buildings) perspective.
3. Clearly define roles within the county, as well as with regional partners, as it relates to marketing,
incentives, business retention and expansion, etc.
The following strategies were developed to help Anoka County meet its three goals, as outlined on the
above. The strategies fall into the categories of alignment/regionalism, readiness and marketing. Tactics
within each strategy can be found as attachments to this plan.
In 2020, the economy swiftly shifted towards an ongoing recession due to the 2020 COVID-19 pandemic.
It is important our strategy in 2021 reflects the needs of our current economy while remaining in
-term economic development vision. The following goals are a subset of
the Anoka County Business Recruitment plan identified by the stakeholders in Anoka County as priorities
for 2021.

1. Promote financial resources for existing small businesses and entrepreneurs for COVID-19 relief
and refine incentives for expanding companies.
2. Assist communities in the MN Tech Corridor and throughout Anoka County that have sites ready
for development to conduct shovel readiness checklists and/or certifications.
3. Continue partnerships with the Anoka County Workforce Board and CareerForce Center to
ensure the county workforce is ready for the regrowth of the economy.
4. Assist in the infrastructure improvements needed to increase economic development
competitiveness by providing resources, aiding in connections and advocacy.

Alignment and Regionalism
Goal 1: Improve communication to business leaders and area stakeholders in Anoka County
Implementation:
o Continue to update Constant Contact database with business, real estate, community
and other stakeholder contacts. Categorize contacts for strategic outreach. Report
growth in this data base quarterly
o Communicate through consistent quarterly Economic Development newsletters
to broader audience. In addition, communicate to targeted audiences about
events and new financial resources available to businesses.
o Keep the ACRED COVID Relief WebPage and Handout updated with the latest resources
available to businesses and nonprofits affected by COVID; review weekly.
Assist in the administration on local relief grants when or if funding is received. Offer
assistance to communities with program promotion or guidelines.
o Continue to host ACRED Partnership meetings with a topic focus in the following
categories: business retention, COVID-19 business resources, incentives for new projects,
watershed district opportunities for partnership, and readiness.
o Connect with area chambers quarterly via meetings or one on one phone calls with
Executive Directors or presidents at each chamber.
o Connect with banking, credit union, and CPA/accounting leaders when there are new
resources to help area businesses through the pandemic. Include this audience in the
ACRED quarterly newsletter. Ensure the quarterly newsletter offers information about
regional incentives such as PACE financing or utility incentives.
Goal 2: Improve Business Retention and Expansion outreach and collaboration among county-
wide stakeholders
Implementation:
o Host a BRE Workshop in Q2 2021 with all chambers and cities present, Connexus, Xcel
Energy and County leadership (Workforce, Open to Business). Discuss red flags, how to
follow up on these.

o Develop continued relationships with real estate leaders and bankers to ensure they

o Develop a sustainable budget for 2022 and future years that will help grow the activities
of the partnership and develop a reserve to update the Ady Advantage Economic
Development Roadmap in 5-10 years.
o Engage community stakeholders throughout this discussion starting in the end of Q3 or
early Q4
o Utilize the latest census information to update the cost sharing model on more current
population numbers
Marketing
Goal1:Continue the momentum of brand recognition with internal and external partners.
Implementation:
o Real Estate Community Brand Recognition
Continue partnerships with the real estate community by speaking at MN Real
Estate Journal events, Site Selector events and the UpRiver Real Estate Event. At
least 8 real estate events in total (4 MN Real Estate Journal, Upriver event and 3
other real estate related events)

Continue to speak/promote the region and provide resources for doing business
in the county at events such as city, chamber, business association, or rotary
meetings quarterly
Provide the target industry and the regional profile(s) to stakeholders to support
development brand semi-annually, or with any new significant property listing
where the broker or community asks for assistance in marketing the property.
Goal 2: Assist stakeholders to promote local organizations and investment into our small business
community.
Implementation:
o In Q1, work with the County Communications team to develop a catchy phrase,
marketing and video for shopping locally and supporting small businesses in Anoka
County.
o Provide all cities, downtown associations, shopping center owners, chambers and other
stakeholders with this marketing material to add to their own effortsto support our small
business community throughout the year.
Goal 3: Increase online marketing presence of ACRED and connections.
Implementation:
o Use platforms including but not limited to the ACRED LinkedIn page, the
www.anokacountysuccess.org website and more.Post weekly on the ACRED page about
projects, new financing available, events. Etc.
o Utilize the video that was created by SkyEye films to promote the county on LinkedIn
quarterly and at events. Allow cities, chambers or other stakeholders to use this video to
promote the region throughout the year.
o Invite stakeholders such as key business leaders, real estate professionals, and
community partners to follow the ACRED LinkedIn page. Increase followers from 150 to
250by 2022.
o Work with state partners such as Greater MSP, DEED and the MN Marketing Partnership
to connect with out-state site selectors and ensure Anoka County is at the table when
opportunities arise (number of meetings events will be dependent on partners).

Goal 4: Market the MN Technology Corridor and continue to promote opportunities for further
partnerships
Implementation:
o Continue to follow up on monthly website traffic reports for the tech corridor in
partnership with Greater MSP and DEED. Follow ups made within 2-4 weeks of receiving
each monthly report.
o Host quarterly stakeholder meetings to progress in the corridor iniative such as site
readiness, infrastructure improvements, new partnerships and data discovery.
o Coordinate with stakeholders to respond to RFPs from Greater MSP, site selectors,
brokers, etc. that the Tech Corridor would be a good fit for.
o Market the Data Center Study conducted with Excipio consulting to promote the cost
advantages for data centers to locate within the corridor. Identify what deliverables from
the study are transferable to other sites within the corridor and the County by the end of
Q1.
o Use leads generated by the corridor as an opportunity to promote other sites within the
County by responding to project requests with sitesthat meet their specs in the corridor
and outside the corridor in the other areas of Anoka County.
o Continue the partnership with Greater MSP and DEED to promote and develop the MN
Tech Corridor through the MN Marketing Partnership, and the Greater MSP partnership
plan with the tech corridor.
Readiness
Goal 1: Promote financial resources for existing small businesses and entrepreneurs for COVID-
19 relief and refine incentives for expanding companies.
Implementation:
o Add additional information to the COVID-19 matrix and COVID-19 resource list when new
resources become available or old resources expire
o Host meetings with city, chamber or other stakeholders when new resources for
businesses become available to share information and collaborate when possible.
o Create a one stop shop on the ACRED website for resources for new businesses in Anoka
County. List state resources, open to business and more on the taxes and incentives
page by Q2 2021
Host a workshop with stakeholders and the subcommittee to develop this
resource list by Q2 2021.

Goal 2: Assist communities in the MN Tech Corridor and throughout the county that have sites
ready for development to conduct shovel readiness checklists and/or certifications.
Implementation:
o Review properties within the Anoka county that are off the market quarterly. Support
the property stakeholders to help prepare more information or marketability of the sites
by creating documents that outline the specifics of a site in order to make sharing
information about off-market properties easier.
o Coordinate with stakeholders to conduct shovel readiness certifications when requeste,
site list checklists or certified building programs to prepare these properties for RFP and
increase their competitiveness
Goal 3: Continue partnerships with the County Workforce Board and CareerForce Center to
ensure the county workforce is ready for the regrowth of the economy.
Implementation:
o Support Job Recovery in the County
Partner with DEED and the Workforce Board to track data semi-annually.
Understand where permanent job losses will end up in Anoka County after the
economy fully reopens, what industries are seeing job growth and where the gaps in
talent and skills are.
Promote and aid in partnerships that assist in the solutions to talent shortages and
gaps by making connections with stakeholders working on similar iniative or
connecting employers with talent initiatives at the Job Training Center, chambers or
area colleges.
Goal 4: Assist in the infrastructure improvements needed to increase economic development
competitiveness by providing resources, aiding in connections and advocacy.
Implementation:
o Internet/Fiber Improvements
Continue to work with community partners to make improvements to the
internet and fiber connectivity issues in the County. Ensure all underserved
communities have an outline on how to aid in improvements by the end of 2021.
Be a resource to community partners to find solutions to internet issues by
continuing involvement with MAPCED, the rural broadband initiative and the
Blandin Foundation annually.

o Provide advocacy for the benefits of upcoming highway projects such at the Highway 10
and 65 improvements by sharing the project information with stakeholders such as real
estate developers, brokers and prospecting businesses.

Correct. The contract starts from the day the logos are installed. I'm guessing it will be May
by the time all of the materials are in. We needed to order new signs as well as posts for some
of the signs. I believe 3 businesses from Centerville actually signed up. Kellys, Shell and

City Entrance Monuments or City Center Sign
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Staff has assembled some history, concept sketches and pricing information spanning from 1999 to a few years
ago (City of Lexington's sign). This information is presented only for discussion at this point and staff intends
to bring it to the Parks and Rec Committee next as was the direction from the commission at their last meeting.
During a recent City Council Work Session, the general consensus seemed to be that the EDA should not bear
the sole responsibility for the cost of this initiative, but could certainly play a role in its development.
Discussion topics:
- Should the EDA contribute to a sign?
- Should the EDA solicit donations from local businesses?
- Does the EDA have any preferences on sign design/location, etc. they would like to pass on to P&R?

Main Street Light Post Banners
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Attached is the information Commissioner Weatherhead and Secretary Schlundt put together and presented to
the board in August. If the commission would like to see the banners put up this summer, we will need to
purchase the banners soon. The banners' cost is in the approved budget.
Staff is seeking direction on the next steps towards finalizing the design and placement of the banners, soliciting
proposals and timing for display (when to put up/take down, etc.).
COST AND SOURCE(S) OF FUNDING:
Proposed layout not to exceed $5,000; EDA General Fund - No funding requested at this time.
REQUESTED ACTION:
Motion to authorize staff to work with Commissioner Weatherhead to finalize the design and solicit final
quotes, brining back a final proposal to the April EDA meeting for authorization to purchase.

recommendedforwindstressreduction.Thepolescost$105.00perset.
2. Thecitydoesnotowntheproperequipmenttohangthebanners,suchasabuckettruck.
