Update on Adopt A Garden Program & Portable Restrooms
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Please find the attached email that recently went to volunteers regarding the Adopt A Garden Program.
City Council approved the Portable Restroom Agreement with Airfresh again this year with placement in May.
The restroom at Laurie LaMotte Park was inadvertently left unlocked for a short period of time and recently
received slight damage due water.
The City has not received an application for Temporary Seasonal Help to date and is now advertising through
the local paper. If you know of anyone, please let them know.

Dear Gardeners:
Attached are the Adopt a Garden Guidelines, Volunteer Tracking, a flyer for the Clean Up Day for Parks & Rec. and
RAM Rain Barrel Information with pictures. Garbage bags are available for your use from city hall. Rain barrels will be
coming the first part of May and will be filled weekly by staff for your use. Please leave the bags by the side of the
gardens and staff will collect them. It would be great if you can send a short email to make sure they are picked up in a
timely manner. Please turn in your receipts weekly to Kris at city hall for re-imbursement. If you have any questions or
concerns please send an email or call me at 651-429-4750. Thank you for your interest in this program and we look

Adopt a Flower Garden Program
Program Guidelines
• Each participant will be assigned a garden in one of the city's parks or other public spaces.
When you sign up for the program, we will ask you to chose a preferred garden and will do our
best to accommodate your request.
• Each garden will be equipped with a rain barrel for use by the volunteer. City staff will
periodically fill the rain barrels with recycled water from the city's stormwater reuse system.
• Each garden will receive a budget of $100 annually. This budget may be used at the
participant's discretion for items such as seeds, plants/flowers (annuals/perennials), grasses,
enhanced plant bedding/soil, mulch, plant food and the like. Participants will need to turn in
receipts for their supplies to be reimbursed. The city cannot reimburse for costs that are not
accompanied by a receipt.
• Participants will be tasked with the year-round maintenance of their garden and may plant the
garden with whatever they wish. We invite you to show off your skills with your favorite plants.
When choosing plants, just make sure they don't block the view of the sign or migrate outside
the garden and cause mowing or other maintenance issues. Please do not plant vegetables or
other fruit bearing plants.
• Participants may plant the garden with perennials culled from their own gardens or plants,
grasses and flowers purchased with their allocated budget.
• Participants will be responsible for supplying their own gardening equipment such as spades,
gloves and other items.

The idea to install banners on city light poles has been discussed for several years. In 2017 city staff performed extensive
research on the subject and collected bids from two contractors, one being Main Street Design, Champlin, MN. There
were several challenges that arose and should be considered or discussed before moving forward:
1. The light poles are very thin and cannot handle a lot of weight, therefore using a special spring -loaded bracket is
recommended for wind -stress reduction. The bracket costs $105.00 per set.
2. The city does not own the proper equipment to hang the banners, such as a bucket truck.
Other issues to consider are:
1. The overall budget and number of flags.
2. Flag designs
3. Change out schedule
4. Timing of purchase
a. Purchase some now and some at a future date, or purchase all at once?
5. The logistics in changing out the flags.
Commissioner Weatherhead has also completed extensive research on where and how to place the flags, with respect
to the State of Minnesota and Anoka County. He has determined that:
1. No permits are necessary.
2. Minnesota Department of Transportation does not have setback requirements.
3. Banner sizes of 12"x36" and 18"x36" provide for street side placement and no overhang onto CSAH 14 (past the
face of the curb), with a bottom banner height well above any intersection sight line concerns at Centerville
Road and Main Street. (intersection design height of eye is 3.5' — bottom of banners would be above 8')
4. 12" wide banners will be needed on seven of the city's 44 light poles due to their proximity to the street and/or
bike path.
a. Right hand turn lane onto Dupre Road
b. Right hand turn lane from east bound County Rd 14 to south bound Centerville Road
5. All other poles provide 4.5' feet of clearance from the face of the pole to the face of the curb.
6. Anoka County did not feel that the roadway slope/truck box clearance was a concern.
Recommendation:
Purchase the following banners from Main Street Design, Champlin, MN

Wind Spilling Springload Bracket System with Adjustable Banding at $105.00 per set.
All banners have a 3-year warranty, and can last up to 10 years if cared for properly. Before banners are printed, up to
10 changes are allowed for no charge. Once the order is placed, the banners will be delivered in two weeks.

Pursuant to due call and notice thereof, the City of Centerville's Parks & Recreation Committee held
a scheduled meeting on February 3, 2021 via Zoom Meeting (ID: 173 583 122).

I. CALL TO ORDER
Committee Chair, Kevin Waeghe, called the February 3, 2021 Meeting of the Parks & Recreation
Committee to order at 6:33 p.m., via Zoom.
II. APPROVAL OF AGENDA
Motion made by Committee Member Wae2he, seconded by Committee Member Peterson, to
approve the Agenda with the addition of the following items under New Business: V1.5. Pollinator
Garden & V1.6. LaMotte Park Restrooms. All in favor. Motion carried.
III. APPEARANCES

At the Fete des Lacs meeting, just prior to the P & R meeting this evening, the theme of "Centerville
Heroes" was determined. The teachers need to begin setting up their students for the Logo Art Contest

no later than the first week in March due to the art classes not meeting very often. There will be entries
from both the elementary and middle schools
Motion by Committee Member Wae2he, seconded by Committee Member Freiermuth to
recommend to the City Council the approval of $350, $300 for prizes (2-$100 first place, 2-$50
second place & 2-$25 third place), plus $50 for miscellaneous expenses for the 2021 Logo Art
Contest. All in favor. Motion carried.
If for some reason Fete des Lacs is again cancelled due to the COVID Pandemic, the prizes will still be
awarded and the winners and their logos will be publicized.
There was no appointment of a second liaison for the Fete des Lacs Committee.
2. Main Street Market
Mr. Statz Update: Staff has reached out to various vendors including farm market vendors. Will place
on the March's agenda regarding vendors, picnic benches & advertising
3. Skate Night — February 6, 2021
Due to the Governor's COVID restrictions still in place, and after discussion regarding safety issues, it
was determined that this event should be cancelled by city staff, based on the motion approved at the
January 6 meeting to allow city staff to cancel the February Skate Night. Mr. Statz will contact the media
and Wargo with the decision that this event will be cancelled.
VI. NEW BUSINESS
1. Centennial Community Education
A request was received from Ms. Cori Sendle, Centennial Community Education Director, requesting the
use of Laurie LaMotte Memorial Park for a few Community Education programs. The first would be for
youth ages 4-7 for a multi -sport experience in the afternoons from 1:00 — 4:00 p.m.; dates would be July
12-15. The second would be an evening soccer program for ages 2-4 on Wednesday evenings from 4:00-
6:30 p.m.; dates would be July 21-August 11. Centennial Community Education would provide
instructors, insurance and they would provide promotion, registration and parent contact. They are
looking to use a large green space with restroom availability. Discussion ensued if July 15 might be a
conflict with some of the Fete des Lacs activities or preparation work. Mr. Statz will ask Ms. Sendle to
move the dates from July 12-15 to July 19-22, if she is unable to use the facilities on July 15.
Motion made by Committee Member Wae2he, seconded by Committee Member Peterson to
recommend to the City Council to approve the request of the Centennial Community Education
for the use of the Laurie LaMotte Memorial Park for the use of their programs from July 12
through 14 and July 21 through August 11. All in favor. Motion carried.
2. McBride Park Play Equipment
Mr. Paul Palzer, Public Works Director, provided a report on the status of the playground structures at

the Tracy McBride Park. Overall, the structure is in good shape, but due to frost movement, the ages 5-
12 play structure is the highest priority and is in need of replacement of some deteriorated play stations.
The following are recommendations for repair and replacements: Touch up paint areas where it has
chipped; remove climber portion & re -install to level the area which has heaved due to frost and replace
the following components which have cracks or are faded: the smaller slide, the upper portion of the
large slide, the steering wheel at the Tic-Tac-Toe play station. An estimate was received in the amount
of $6,219, from Flagship Recreation, for the cost of the repairs and replacements.
Motion made by Committee Member Bettin2er, seconded by Committee Member Seeley to
recommend to the City Council to approve up to $7,000, for repairs and replacement of the
playground structure for ales 5 to 12 as detailed in Mr. Paul Palzer's report dated February 3,
2021. Source of funding will be from the Capital Equipment Replacement Fund. All in favor.
Motion carried.
3. Centennial Little League Request for use of LaMotte Park
A request was received from Mr. Patrick Mahr, President of the Centennial Lakes Little League, for the
use of the baseball and softball fields and facilities at Laurie LaMotte memorial Park for the spring and
summer months of 2021 beginning April 1 through September 30; Monday through Friday from 4:00
p.m. until dark. A copy of the schedule will be sent to Centerville staff as soon as they are printed in
April, which will also provide Centerville with the schedule for the dragging agreement. In the past, the
field usage was primarily Monday through Thursday on all three fields.
Motion made by Committee Member Wae2he, seconded by Committee Member Seeley to
recommend to the City Council to approve the request of the Centennial Lakes Little League for
the use of the Laurie LaMotte Memorial Park with the exclusion of Friday, July 16 during the Fete
des Lacs Festival. All in favor. Motion carried.
In addition, they are planning their park clean-up day for Saturday, April 17, with a back-up date of
Saturday, April 24. They would like to invite the Mayor and members of both the City Council and Parks
and Recreation Committee to stop by the fields to meet their volunteers who will be cleaning and raking
the fields. They are very appreciative of the partnership between their organization and the City of
Centerville.
4. Adopt -a -Garden Program
Staff has researched and provided Committee Member Seeley information regarding the purchase of rain
barrels for seven of the parks. Information was received from the Recycling Association of Minnesota:
Rain Catcher Rain Barrel at a cost of $79 each; new with a 1 year warranty; made out of 100% recycled
plastic; top of the barrel with a spoke and wheel pattern keeps it child & pet safe; there is an aluminum
mesh screen to keep out debris & other items; in addition to the mesh screen, each one comes with a
garden hose, shut-off thumb valve, hanging hose clip, overflow hose and linking kit to connect additional
barrels. Also discussed was a way to make these available to the residents.
Motion made by Committee Member Seeley, seconded by Committee Member Errickson-Grahek
to recommend to the City Council to purchase seven (7) rain barrels for use at park entrance
monuments at a cost not to exceed $553 with the funds coming out of the Parks Fund (General

Fund). All in favor. Motion carried.
In addition, at this point in time, volunteers have signed up for all the Adopt -a -Garden parks with the
exception of Acorn Creek Park and also the City Hall building perimeter.
5. Pollinator Garden — Girl Scouts
Ms. Tara Cole and Ms. Katie Peterson, representing 4th and 5th grade members of Girl Scout Jr Troop
457269, appeared before the committee to explain that consideration for a Bronze Award project would
be a project the Scouts could complete, but also bean ongoing project that others could enjoy. The troop
would pay for and maintain the Pollinator Garden. A location would need to be determined and a liaison
volunteer to help with the details. Committee Member Seeley volunteered and also suggested that
Hidden Spring Park might be an ideal location for a Pollinator Garden. In addition the park is by the
lake. Ms. Seeley will work with Ms. Cole and Ms. Peterson regarding a suitable location and other
logistics. It was suggested that the Troop Members appear at the April Committee meeting to make a
formal proposal to the members.
6. Restrooms in Laurie LaMotte Memorial Park
Committee Member Peterson came across a posting regarding the lack of restrooms in the Laurie
LaMotte Memorial Park and perhaps this resident was not aware of the existing restrooms. The restrooms
are currently open from 4:00 p.m. to 9:00 p.m. and are unlocked and locked remotely via computer.
Committee members would like to see them open during park hours for use by the residents. Also visible
signage is needed, including gender based signage, if needed or make both unisex. Concerns about
freezing were mentioned; possibly replace faucets. Mr. Statz and Mr. Palzer will evaluate usage of the
restrooms and will bring some recommendations to an upcoming meeting. Perhaps placing one or more
Porta Pottys' in the park during the winter would be a sensible solution.
VIL APPROVAL OF JANUARY 6, 2021 MEETING MINUTES
Motion made by Committee Member Waeghe, seconded by Committee Member Freiermuth to
approve the minutes of the January 6, 2021 P & R Committee meeting with the following
corrections:
*VIII. 2. Page 3 - ADD: "feedback" between received and regarding: REPLACE: "regarding
the current equipment condition and size offerings of the structures" with "that the current
equipment was in poor condition, outdated and smaller than desired.".
*VIIL 2. Page 4 - ADD: "adding" between for and larger.
*VIIL 3. Page 4 — REPLACE: " informed" with "contact" between Schmitt and Administrator.
All in favor. Motion carried.
VIIL UPDATES/ANNOUNCEMENTS
1. Staff Updates — City Administrator Mark Statz:
Administrator Statz provided a comprehensive written report, dated January 27, 2021, of activities and
updates for the City of Centerville. He mentioned to the committee members the status of the Adopt a
Garden Program and the success in obtaining volunteers for this project has been by personal invitations

to friends, acquaintances, neighbors, co-workers, etc. Proposals have been received for the Block 7
property and there are additional potential developments within the city. City Hall is now open to the
public!!! Anyone wishing to have these City updates emailed to them just need to contact the city offices.
2. Council Liaison Updates — City Council Member Michelle Lakso
Ms. Lakso thanked the committee members for their time and commitment. The City Council has a
retreat scheduled to review goals and guidelines for committees.
3. March P & R Committee Meeting
Motion made by Committee Member Wae2he, seconded by Committee Member Errickson-
Grahek to cancel the March P & R Committee Meeting due to several committee members not
being available. All in favor. Motion carried.
4. Park Clean -Up Day
Motion made by Committee Member Seeley, seconded by Committee Member Wae2he to set the
Sprint Park Clean Up Day for Saturday, April 24th at 9:00 a.m., meeting at City Hall. Public
Works will provide 2arba2e bats, gloves and face masks. All in favor. Motion carried.
This event to be listed on City Website, Reader Sign and any other means of publicizing it to obtain
additional volunteers.

INTRODUCTION
R&R Leasing Inc. (Rehbein's development
business) is requesting to plat two parcels
of land into six lots and a new street in the
Rehbein Commercial plat. Three of the
new lots also have concurrent
development approval requests in
separate applications for comprehensive
plan amendment, PUD, rezoning,
conditional use permit, and site plan
review, and three lots would remain
vacant for now.
The plat involves 24 acres of vacant land
on the north side of Main Street between
20t" and 21 It Avenues, just west of I-35E.
The property is now guided Commercial
and zoned B-2, but two of the lots are
proposed for residential uses - a senior
living facility (allowed as a conditional use
in B-1, assuming a rezoning) and
apartments on the furthest north lot, with
a request for a comprehensive plan
amendment and rezoning to R-3.
Surrounding uses include commercial west across 20t" Avenue, Willow Glen townhomes to the NW,
MidWestOne Bank in the SE corner, and the 35E Park and Ride lot east across 21 It Avenue.

SUMMARY RECOMMENDATION
1) The Rehbein Commercial plat meets basic City criteria for a preliminary plat and should be
approved.
2) Block 1, Lot 1 and Lot 1 A cannot be combined into a single lot because their ownership
documents are recorded with the County using conflicting methods for property
recording. (Lot I is currently recorded as Abstract property, not Torrens, the preferred
format.) We recommend that Lot 1 A be converted from Abstract property to Torrens
property so it may be combined with Lot 1. This lot combination should be a condition of
any future development approval for that combined lot.
3) Street A through the plat is shown ending in a cul-de-sac at Kwik Trip, but possibly
extending west to connect with 20t" Avenue in the future. We recommend that the
developer dedicate street ROW, as well as sidewalk and trail easements, and conduct a
traffic study on the impacts of extending this street or not.
4) The cul-de-sac is proposed with a temporary easement over part of the Kwik Trip lot. This is
an acceptable arrangement. If the corner lot is developed, the street may be extended in
the future and the easement would be vacated.
5) Sidewalks and trails are proposed in parts of the plat and we recommend additional
bike/pedestrian to build a network serving the area.
6) Park dedication is required for all lots, according to the City's fee schedule.
7) Approval of the preliminary plat involves a number of engineering issues which are
detailed in a separate memorandum from the City Engineer.
8) Approval of the preliminary plat may be made regardless of approval or disapproval of
any of the concurrent development proposals on each lot. Approval of a final plat should
be conditioned on the approval of the use on the lots that are final platted.
These recommendations are detailed further in this report.

Street A
New Street A is shown in the plat extending from 21 It Avenue west to a temporary cul-de-sac
ending at the Kwik Trip lot. The cul-de-sac is about 700 ft long, less than the 800-ft maximum
allowed in City code. The site plan shows this street being extended
in the future to connect
through to 20t" Avenue, but the plat does not formally dedicate
right-of-way or an easement.
Anoka County has communicated in writing their approval of a "commercial access" to 20t"
Avenue, which we interpret to mean any access to the lot abutting 20t" Avenue, either a
driveway or a street. Such an access would include a southbound bypass lane and northbound
right turn lane. The County's approval is needed since 20t" Avenue is a County road. Extending this
street, now or in the future, would make for an integrated development with a logical traffic
pattern serving not just the lot it abuts but all lots in the development and nearby.
Extending Street A would involve considerable expense (perhaps $500,000 or more), for the street
itself and for improvements to 20t" Avenue that the County would require. The cost of these
improvements would be the developer's responsibility, but the City should weigh requiring this
street extension against the cost -benefit of doing so. It is possible that Lot 1 /1 A could develop with
no access to 20th Avenue, using only its access to the east to the cul-de-sac. The future user of
Lot 1 /1 A may not find value in the extended street and access to 20th Avenue. If that is the case,
the costs to extend the street may adversely affect the salability of this corner lot. The County is
also clear that Lot 1 /1 A would not get its own right-in/right-out off Main Street.

There are three potential scenarios, illustrated to the right:
• Street A Not Extended - Access to
Lot I/IA via cul-de-sac only
• Street A Not Extended - Driveway
access only at 20t" Avenue
• Street A Extended
If Lot 1 /1 A develops with only cul-de-sac
access then all traffic serving the lots on
Street A would come from 21 It Avenue,
except traffic coming from Kwik Trip's right-
in/right-out off Main Street (Lot 1/IA is not
allowed its own R/R access onto Main
Street). This scenario would push traffic onto
21 It Avenue and its signal at Main Street, but
we don't know the level of those impacts. If
Lot 1 /1 A develops with a driveway only at
20t", there still might be impacts to 21 It
Avenue and the signals. If Street A is
extended with full movement at 20t"
Avenue, there might be a different set of
conditions, with a bypass lane and turn lanes
on 20t" Avenue.
We suggest a traffic study is needed to
quantify these impacts. The study would
analyze the impacts to area roadways and
traffic signals, comparing traffic conditions
with full development of the Rehbein plat, in
each of these three scenarios. If the impacts
of not building Street A are significant, the
City might require the street to be extended
and the County's required improvements be
made when development is approved for
Lot 1 /1 A. If the impacts are negligible, the
City could allow Lot 1 /1 A to develop with
access only to the cul-de-sac or with R/R
only. Regardless of If and when Street A is
extended in the future, we suggest that
street, sidewalk and trail ROW be dedicated
now with this plat.

Temporary cul-de-sac
The cul-de-sac at Kwik Trip is to be built initially with a temporary easement for a portion of it over
the Kwik Trip lot. If and when Street A is extended that easement would be vacated in favor of the
Street A ROW shown on the plat.
Sidewalks & Trails
Sidewalks and trails are proposed in some locations in the plat and site plan, and there are existing
sidewalks and trails along some roadways adjacent to the plat. We recommend additional
sidewalks and trails to help complete an integrated system, as summarized below and illustrated
on the next page.

Park dedication 153.15(B)
Park dedication is required for the plat per Section 153.15(B) of the Subdivision Code and the
City's fee schedule, based on gross acreage, for commercial uses or unit count of residential uses.
It has been the city's practice to county Specialized Care Facilities' units at 0.5 units each,
recognizing the mobility issues associated with these residents. Park Dedication Fees are due at
the time of Final Plat. Below is a summary of the anticipated fees due with the various
developments in this plat.

The other lots in the plat would pay park dedication fees at the time they are final platted. Only
those lots with specific development proposals - noted above - now would pay park dedication.
Recommendation
We recommend approval of the preliminary plat for Rehbein Commercial with the following
conditions:
1) Lot 1 and Lot 1 A will be recorded as Torrens and combined into one lot when
development is proposed on the lots and when the lots are to be recorded in a final plat.
2) Right-of-way for the extension of Street A across Lot 1 and Lot 1 A will be dedicated with this
plat, along with sidewalk and trail easements, to be reviewed and approved by the City
Engineer.
3) Before final platting or development on Lot 1 and Lot 1 A Block 1 the developer will
conduct a traffic study to analyze the potential impacts to area roadways and traffic
signals, comparing traffic conditions with full development of the Rehbein plat, in each of
three scenarios - with no access to 20t" Avenue, with driveway access only, and with
extension of Street A to 20t" Avenue. If the impacts of not building Street A are significant,
the City might require the street to be extended and the County's required improvements
be made when development is approved for Lot 1 /1 A. If the impacts are negligible, the
City could allow Lot 1 /1 A to develop with access only to the cul-de-sac or with right-
in/right-out access only.

4) Public sidewalks and trails will be built as proposed on the site plan and preliminary plat,
with additional sidewalks and trails built as illustrated and prioritized in this planning report,
as follows, all to be reviewed and approved by the City Engineer:
a. The trail on the south side of Street A will be built at the same time Street A is
constructed between 21 It Avenue and the cul-de-sac at the proposed Kwik Trip.
b. Sidewalk on the north side of Main Street along the south side of Lot 1 Block 1 will
be built at the same time as development on Lot 2 Block 1 (proposed Kwik Trip).
c. Sidewalk on the north side of Main Street along the south side of Lot 2 Block 1
(proposed Kwik Trip) will be built with the development on Lot 2 Block 1.
d. Sidewalk on the west side of 21 It Avenue along the east side of Lot 3 Block 1 will be
built with the development on that lot.
e. Sidewalk on the east side of 20t" Avenue along the west side of Lot 1 and Lot 1 A
Block 1 will be built with the development and final platting of those lots.
f. The trail on the south side of Street A will be extended west to 20t" Avenue when
development is approved on Lot 1 and Lot 1 A Block 1, both the segment on Lot 2
Block 1 and the segment on Lot 1 /1 A.
5) The temporary cul-de-sac proposed at the west end of Street A will be built with Street A
within a temporary easement over a portion of Lot 2 Block 1. That easement will be
vacated if and when Street A is extended to 20t" Avenue.
6) Park dedication will be paid according to the City's fee schedule for each lot in the plat
when it is recorded in a final plat.
7) Easements for drainage and utilities will be provided as required by the City Engineer.
