Logo Contest: this has been heavily promoted and will be waiting for the deadline and judging. th b. Committee Meeting: next meeting to be held on May 5 at 5:00 p.m. The committee & vendors should be following the current venue guidelines and are still waiting for any updated information. One specific guideline is that you must be seated to eat or drink and be masked while walking around the park areas. COVID-19 guidelines should be posted throughout the festival area. Anoka County is the jurisdiction to approve the permit for the parade. Ms. Bender will contact them later this month for an update. c. Liaison - There was no appointment of a second liaison for the Fete des Lacs Committee. 7. 21-003 Pollinator Garden a. Girl Scout Troop 57269 members: Nora Cole, Claire Wirrer, Hailey Peterson, Addelyn Winsky, Rose Brandt and Katie b. Summary of Proposal: The troop members would like to build a small pollinator habitat that would include native plants attractive to local pollinators. They also suggested placing a bee house or other structure for nesting or while wintering would be a good addition. They anticipate a garden site of approximately 6' x 4' to be placed at the edge of a mowed area, with access to water. They would also place a small sign designating this as the Troop 57269 Bronze Award Pollinator Garden. Several parks were considered but ultimately Acorn Park was highly recommended. This project would be installed over a weekend in mid-May, possibly May 15, 2021 or May 22, 2021. There should be no cost to the city for this project; they are interested in obtaining a grant to help cover their costs. Motion carried. 8. 21-004 LaMotte Restrooms It was noted that the restroom was inadvertently left unlocked for a short period of time was vandalized and received slight damage due to water. A suggestion was made by Committee Member Seeley to replace current faucets with automatic shutoff faucets. 9. 21-006 Park Clean Up Day & Assess ADA Playground Equipment & Tree Planting This activity is scheduled for Saturday, April 24, 2021 at 9:00 a.m. Parks awaiting clean-up are Acorn Creek, Eagle, Hidden Spring, Cornerstone, Trailside, Tracie McBride and Royal Meadows, plus the public shoreline of Peltier and Centerville Lakes. Gloves, safety vests and garbage bags will be provided for all participants. Also, committee members will be noting any needed maintenance or damage and also assessing the needs for ADA playground equipment and tree planting. The Little League will be completing the clean-up at Laurie LaMotte. Committee Members Peterson and Waeghe's Scout Troop are willing to clean up a specific park, possibly Hidden Springs on a date following the event as they will not be able to attend. VI. NEW BUSINESS 1. 19-014 - Main Street Mark a. Venders: seven have submitted applications & payment - two are food and five are crafts; atz spoke with a farmer in Centerville that may be interested in being involved. Committee Member Seeley suggested having a vendor(s) selling honey and/or maple syrup and possibly an orchard. There may be a few vendors who would like to participate for 1 or 2 weeks. b. Volunteers: at this time there are 3 individuals who have expressed an interest in volunteering onsite during the market. c. Promotion: add market information to Anoka County website, Centerville city website, Facebook event page, press releases and paid advertising, signage. d. Logistics: maximum of 28 vendors e. Recommendations: provide an entrance tent, signage. f. Volunteer Job Description: Ms. Conley developed a description for the onsite market manager and other volunteers as well as an application form. Page 3 of 7 City of Centerville Park and Recreation Committee Meeting Minutes April 7, 2021 Mr. Weatherhead, EDA Commissioner, presented the background information and a proposal to purchase and display welcome banners on several downtown city light poles. Out of 44 available light poles, 27 were determined to be appropriate, with the proposed locations and other information presented to the P & R committee members. There are two (2) sizes of double sided banners with 8 designs that reflect recreational opportunities. EDA has allocated $5,000 towards the purchase and installation of these banners and would like to have them installed by Memorial Weekend. An additional cost would be the rental of a bucket truck for installation. The banners have a 3 year warranty and will remain in place year round. The committee members liked all the images with the possibility of replacing the snowmobiling image with ice skating or cross country skiing. Also discussed was the possibility of the purchase of two (2) entrance banners. Motion made by Committee Member Waeghe, seconded by Committee Member Freiermuth to recommend to the City Council to support the proposal, by the EDA Commission, for the purchase of welcome banners. Motion made by Committee Member Peterson, seconded by Committee Member Bettinger to approve the dates of the Music in the Park beginning June 15, 2021 through August 17, 2021, skipping August 3, 2021 (Night to Unite). She provided information regarding street signage which includ 4' wide A-frame at a cost of $502.04. She recommends purchase of 2 plastic A-frame kits. Cost of additional inserts, for other events, needs to be determined. It was suggested to obtain additional quotes for this type of signage. Quad Area Chamber of Commerce The Quad Area Chamber hosted a virtual lunch and learn on April 19, featuring business coach Steve Fredlund. Economic Development Authority (EDA) Main Street Enhancements The EDA finalized their plans to install banners on light poles along Main Street. The committee worked with the Parks Commission to design the artwork and chose certain themes, etc. The plan is to have the banners up before Memorial Day. Anoka County Regional Economic Development The Anoka County Board of Commissioners, at its March 23 meeting, approved the hiring of Samantha Markman as the velopment director. Markman will be working with the county, local cities, chambers of commerce, regional planning and economic development organizations, and commercial real estate brokers to assess the economic development needs of the region, create plans to encourage growth in the area, and she will develop strategies for engaging key stakeholders. COMMUNITY DEVELOPMENT Centerville Elementary School Expansion The project to add classroom space to Centerville Elementary is slated to begin shortly after school lets out this Spring. The project will continue through the summer and into the fall as class begins again. The project also includes a new playground in the rear of the school. Driveway and Parking Ordinance Review The Planning and Zoning Commission continues to work diligently on issues related to what and where certain vehicles can be parked on residential properties. Both the existing ordinance and the one being contemplated by P&Z do not allow parking of any vehicles in the front yard (not on the driveway). Block 7 Property (Downtown) A Memorandum of Understanding has been signed between the City and Centra Homes to further detail the agreement for constructing to downtown. Centra Homes is working with an architect to explore various site layouts, townhome models and driveway and visitor parking arrangements. The 24-acre plat includes 5 proposed lots. In conjunction with the plat, partners are proposing a 103-unit, luxury apartment, a 40- unit, high acuity assisted living and memory care facility and a Kwik Trip convenience store. The two remaining lots would be for sale as commercial sites. The Planning Commission will review all proposals at a special meeting on April 26. Municipal Separate Storm Sewer System (MS4) Permit The city is required to hold a permit through the Minnesota Pollution Control Agency (MPCA) to own and operate our storm sewer system. The permit is commonly known as the s up for renewal. The 30+ page renewal application was submitted on April 15 for review and comment by the MPCA. City staff work diligently to meet the requirements of this permit. Some of those requirements include: street sweeping, storm pond inspections, storm pond dredging, public outreach and education and illicit discharge prevention, detection and enforcement, just to name a few. SEWER AND WATER Commercial Water Connection Fee Assistance businesses through the pandemic, a new program was introduced, cutting connection fees for city water in half, through the end of 2021 for commercial properties. Once this review is complete, we will move to finalize the plan and will be eligible for grant funds to seal wells for those who wish to do so. 2020 Downtown Street and Utility Improvements The contractor intends to complete punch list work on the project in the coming weeks, including repairs to broken concrete and other clean-up type work. As the seed comes in with the warmer weather, the contractor will monitor its growth and at some point overseed areas where needed. Residents should feel free to water their seeded areas, but stay off with their mowers.
