ECONOMIC DEVELOPMENT AUTHORITY
MEETING MINUTES
Wednesday March 17, 2021
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic
Development Authority meeting on March 17, 2021 via videoconference.
I. CALL TO ORDER
The meeting was called the meeting to order at approximately 6:30 p.m. by President Jeff Hanzal.

III. APPROVAL OF AGENDA
1. Call for Changes to the Agenda
Motion by Commissioner King , seconded by Commissioner Mosher to accept the Agenda
roll call vote was taken. All in favor. Motion carried.
IV. APPROVAL OF MINUTES
1. February 17, 2021 Meeting Minutes
Motion by Commissioner Mosher, seconded by Commissioner Weatherhead to approve the
February 17, 2021 Meeting Minutes as presented. A roll call vote was taken. All in favor.
Motion carried.

Executive Director Statz presented check #001002 in the amount of $26.55 made out to Indigo for
a new name plate for the dais at City Hall.
Motion by Commissioner Weatherhead, seconded by Commissioner King to approve the
check list as presented. A roll call vote was taken. All in favor. Motion carried.

VI. REPORTS
1. Administrator’s Report
Executive Director Statz presented a graphic from the State of Minnesota detailing who is eligible
for a Covid vaccine.
A lot of vendors have signed up for the Main Street Market, but we are still looking for a produce
vender. It is a six-week commitment, and no fees. There is a $120.00 deposit for the booth, but it
will be refunded in full if you attend all six weeks.
The Fete des Lacs Committee is still moving forward with plans, but they still need volunteers.
Lino Lakes has canceled their Blue Heron Days festival. Executive Director Statz stated that he
will be attending a virtual conference regarding summer festivals with other city administrators
the week of March 22-26 to share ideas.
Spring Clean Up Day is Saturday, April 24, 2021.
Executive Director Statz assisted Jeff Gilmer from Excipio and Jacquel Hajder from Anoka County
with a presentation on the tech corridor recently, at a MN Real Estate Journal Event.
Peltier Estates is moving forward with their plan to build 24 detached townhome units. The homes
will be sold for $500,000 to $650,000.
Centerville Elementary School will be adding new classrooms and reconstructing their
playground.
Block 7 submitted a memorandum of understanding. This is not a binding agreement, it is only a
written list of commitments. The initial proposal includes building 12 units facing the Centerville
Road and 12 units facing the trail. Further options are being explored, including one that would
have no driveways.
Eight businesses in Centerville received funds from the State’s latest Covid relief package that was
administered by the County. The businesses received funds ranging from $4,000 to $25,000.00

City Hall is open to the public. Currently there are no in-person meetings, but City Administrator
Statz stated that he is hoping to resume these by June.
The City has a new ambulance service as of eight months ago. So far they are doing a very good
job.
Executive Director Statz presented a layout for a plat with three developments:
The first one is a Kwik Trip similar to the one in Lino Lakes with a car wash, three diesel lines
and 8 gas pumps with limited grocery selection. It meets current zoning requirements, but a
Conditional Use Permit would be needed for the car wash.
The second development is a 24-unit, one-level “high acuity” assisted living facility. Since senior
living facilities are no longer allowed on Main Street, it would need rezoning to a B1 and a
Conditional Use Permit in order to operate.
The third development is a 103 unit apartment building. There would be a lobby on the first floor,
and apartments on floors 2-4. This would need an amendment to the Comprehensive Plan and
rezoning from commercial to residential.
Executive Director Statz showed renderings of the apartment complex and the senior living
facility. Discussion was had about road accesses and holding ponds on the plat.
2. Partner Agency Reports
Executive Director Statz stated that he would like a commissioner to volunteer to monitor each of
the following agencies and report their activities to the EDA.
a. Anoka County Regional Economic Development (ACRED)
Executive Director Statz presented the event calendar for ACRED and explained that he was on
their marketing committee. He stated that he would like the commissioners to each take one partner
agency and follow their activities to report back to the EDA. He then explained the different
meetings and activities on the calendar.
b. Quad Area Chamber of Commerce
c. Hugo Area Business Association
3. Year to Date Financials
(This item was handled out of order. It was discussed directly after the Administrator’s Report.)
Executive Director Statz presented a spreadsheet showing the year to date budget for the EDA.
4. Ongoing Programs:

Executive Director Statz has checked with the State of Minnesota and was told that the signs would
be up in May.
b. CenterStage
Commissioner Weatherhead spoke to MJ Dog Sitters and was interested in the CenterStage
program. He was unable to get a response from a local landscaping firm, and discovered that
another place is out of business.
Commissioner Remillard will be talking with The Lions on March 18, 2021. He is having a
difficult time reaching Family Innovations because they are a national organization. He stated that
he has a client who belongs to Eagle Brook Church who will put him in touch with someone there.
President Hanzal called the Hair Gallery and has not heard back from the owner. He said that North
Metro TV has not been able to reach them. He also called Glasgow Accounting and did not get a
response.
Commissioner Weatherhead spoke with the new mini-storage facility regarding the CenterStage
program and a potential ribbon-cutting.
Discussion took place regarding whether or not the city should be helping to promote a non-profit
such as the Lions. Executive Director Statz stated that he would check with City Attorney Kurt
Glaser.
c. Business Revolving Loan and Grant Program
President Hanzal asked if this would be handed over the Council. Executive Director Statz stated
it would be managed by the Council now, but he would ask if the EDA could still be a
recommending body. He also stated that check had been cut to the owner the Vincenzo’s Catering
and we have received a check from the County. He stated that he intended to speak to the owner
of The Southern Rail regarding their application.
d. COVID Relief Business Assistance Grant Program (New County
Program – State Funds)
Executive Director Statz stated that Centerville is estimated to get $455,747.00 good for expenses
to the end of 2023. He stated the qualified expenses were very unclear and open-ended. A brief
discussion was had regarding how the City might spend the money.
VII. OLD BUSINESS
1. City Entrance Monument or City Center Sign
Executive Director Statz presented a spread sheet with a figure of $40,000. He stated that he
researched what other city administrators considered and spoke to former mayors. He presented

sketches. Discussion took place regarding materials to use, logos, and maintenance. There was
also discussion on the number of signs and where to place them.
2. Main Street Light Post Banners
Commissioner Weatherhead presented a map of the light poles on Main Street and discussed color
schemes for banners that he referenced from colors chosen by logo committee. He talked about
the material for the banners, the possibility of mixing in banners with the American Flag and the
cost of the banners.
3. Review 2021 Strategic Plan and Budget
Executive Director Statz presented a spreadsheet with budget items and discussed planning for the
year. President Hanzal asked how the other commissioners felt about doing a second round of the
CenterStage program, because there will most likely be a surplus due to some businesses declining
to participate. Discussion was had regarding running the existing ads again or changing the ad
slightly.

Motion by Commissioner Weatherhead, seconded by Commissioner Mosher, to adjourn the
March 17, 2021 Economic Development Authority meeting at 8:42 p.m. A roll call vote was
