Candidate Interviews
BACKGROUND AND SUPPLEMENTAL INFORMATION:
With the resignation of Kevin Waeghe from the Committee, an open position was posted. The city has received
an application from Ms. Jessica Kubat for the position. The Committee should conduct a short interview and
then make a recommendation to the City Council as to whether or not Ms. Kubat should be appointed.
COST AND SOURCE(S) OF FUNDING:
No Cost.
REQUESTED ACTION:
Motion to recommend that the City Council appoint Jessica Kubat to the open seat on the Parks and Recreation
Committee.

If I'm selected to be a member of Parks and Recreation committee member, I would bring a new perspective to
Centerville. We moved from Lino Lakes to Centerville in August 2020, for the small close community and a place
where we can raise our family. As a mother with two small children, we take advantage of the many parks and green
space that are available. I'm a very curious person by nature and have a strong sense of civic duty. In the short time
that I have been residing here, I have facilitated communications with city administration about neighborhood garbage
clean up and identifying safety concerns and collaborating solutions for our neighborhood park. I would love the
opportunity to support park and recreation missions on providing healthy, safe, spaces for our community to gather.

Parks and Trails Master Plan
BACKGROUND AND SUPPLEMENTAL INFORMATION:
For some time, a review of the Parks and Trails Master Plan, including its Capital Improvement Plan has been
on the action item list. Staff has attached an updated version of the Capital Improvement Plan, along with the
Parks and Trails Maps. Committee members are encouraged to review the CIP and suggest additions, deletions
or revisions to it.

At this time, we will look for discussion only, with the end goal of readopting the CIP in a revised version.

MEETING MINUTES
Pursuant to due call and notice thereof, the City Recreation Committee held a
scheduled meeting on June 2, 2021 in the Council Chambers at the Centerville City Hall.

I. CALL TO ORDER
Committee Chair, Kevin Waeghe, called the June 2, 2021 Meeting of the Parks & Recreation Committee
to order at 6:30 p.m., in the Council Chambers at the Centerville City Hall.
II. APPROVAL OF AGENDA
There were recording issues and it is unknown the motion makers to Approve the Agenda as presented.

V. UNFINISHED BUSINESS
Coordinator Ms. Angela Conley
Vendors: Ms. Conley reported that she currently has a variety of 12 vendors of food and artisans,
including one farmer and would like to add one or two more. Each vendor will be allotted a 16' area
with farmers receiving up to 2 16' spaces.
Volunteers: There are 3 volunteers for the first shift from 4-6 pm and 3 more volunteers are still needed

for the 2 shift of from 6-8pm; discussed providing event shirts for the volunteers, possibly bright yellow;
there are volunteer application forms on the City website & on FB.
Promotion: Promotion/advertising will include press releases and paid advertising; Mr Statz will check
on the status of the grant which could be used for advertising & signage plus 6 picnic tables; discussed
having a banner in the parade; will request the water ski club to help promote this event; Flyers for this
event could be distributed at the Music in the Park events
Parking: discussed the logistics of parking for vendors and visitors

Public Works: they will deliver and set up tables, refuse/recycle containers and barricades; yet to
determine if they will be left on site or removed each week
Other: Discussed use of a tent or canopy for use by the volunteers at the entrance; also placement of the
porta-potty
2. 20-005b: Development of Park Tree Planting
Member Seeley
Committee Member Seeley inspected all the parks and provided an extensive written report of the
proposed park maintenance & suggested replacement of trees and shrubs, along with a map of same,to
the committee members.
Motion made by Committee Member Errickson-Grahek, seconded by Committee Member
Betteringer to provide these recommendations to Public Works to take care of these them as time
and budget permit, and also provide a report by Mr Palzer at the end of the summer. All in favor.
Motion carried.

The city website will have listings for all activities, including Kickball and Softball tournaments,
Videogame truck on Saturday sponsored by the City and a Lions Ninja Course. Fundraising for sponsors
is on track. Fireworks are scheduled for Friday evening with a rain date of Saturday.
Member Errickson-Grahek
A Logo selection committee of Mr. Pat Branch, Ms. Lonni Olson and Committee Member Errickson-
Grahek selected the first & second place and honorable mention winners of the 2021 Logo Competition
for the Centerville Elementary School and the Centennial Middle School. Both first place winners will
have their logo on each side of the medallion and other promotional items. They will also be featured
on the website, and on advertising for the Fete des Lacs activities.
Registration opens from 7:30 am to 9:00 am; there is a reduced registration fee for early registration;
there will be no award ceremony this year. The Kids Run is sponsored by Apple Academy.
There is no fee, but pre-registration is required. Additional kayaks, canoes and paddleboats may be
needed.
1. Ms. Vidger is taking on the role of Coordinator of the Parade this year. Currently there are 28
units, but room for more; no fee for participating. A Grand Marshal still needs to be selected, along with
a master or mistress of ceremonies. Additional volunteers are needed for coordination of line-ups and
additional items needed are a golf cart, flags, trophies, etc. A permit has been approved by the Anoka
County Highway Department

Administrator Statz informed the committee members that according to the State Regulations, no alcohol
will be allowed to be served by food vendors unless it is a non-profit organization. Ms. Lonni Olson has
secured some food trucks for this weekly event, at least 2 each week. Committee Member Peterson
shared the food truck schedule for the MITP stating it will be listed on the Facebook event page.
b. Bands/Contracts
The bands are lined up and the contracts have been forwarded to the bands. The A-frame signs are ready
to be placed and possibly a vinyl banner. Committee Member Peterson purchased curtains as a backdrop
behind the bands to prevent the sun marring the view. There was also discussion to obtain some funds
for the promotion of the Main Street Market at the M.I.T.P events.
Motion made by Committee Member Bettinger, seconded by Committee Member Friermuth to
reimburse Committee Member Peterson $70.65 for the stage backdrop curtains. All in favor.
Motion carried.
Motion made by Committee Member Bettinger, seconded by Committee Member Seeley to
recommend to the City Council to set aside up to $50 for additional promotion/advertising of the
Main Street Market during the M.I.T.P events if needed. All in favor. Motion carried.

VII. APPROVAL OF MAY 5, 2021 MINUTES
Committee Member Seeley requested the following modi
ect the spelling of Waeghe and Laurie LaMotte
Park, under VIII. Updates/Announcements delete the #7, under X. Agenda Items for June Meeting,
spelling of program, under XI. Adjournment correct the spelling
of Errickson-Grahek and correct the page numbering.
Motion made by Committee Member Errickson-Grahek, seconded by Committee Member
Bettinger to Approve the May 5, 2021 meeting minutes with the Above Stated Corrections. All in
favor. Motion carried.
VIII. UPDATES
1. Adopt-a-Park Monument Flower Garden Program
The numerous volunteers have begun, working on and/or completed the renovations, planting and caring
for their gardens. The rain barrels are available to use and most need additional hose lengths. Many
thanks to the volunteers for their hard work and to the Public Works Department for their ongoing
assistance in providing water to the barrels. Also the boys and girls of Scout Troop #136 are currently
working on Hidden Spring and Laurie LaMotte.
Committee Member Seeley reported on this during her report on Park Maintenance & Tree/Shrub
replacement recommendations.

Appreciation to the Public Works Department who installed the street banners, purchased by the EDA
in the downtown area along Main Street. Thank you also to the City of Lino Lakes for the use of their
equipment.
4. Staff Updates - Administrator Statz
Administrator Statz provided the following updates:
City of Centerville Website: This is a priority to be completed this summer and include pages for P &
R, EDA and other departments, committees and areas of interest.
Park & Trail Plan: This will be presented in July.
uth dropped off equipment information to Mr.
Palzer on Tuesday and suggested that Acorn or LaMotte would be better suited for this type of equipment.
P & R Events Calendar: Committee Member Errickson-Graheck will present a report at the July meeting.
LaMotte Restrooms: This building will be unlocked during park hours; additional information is needed
from Mr. Palzer, P.W., regarding replacement faucets.
Volunteer Appreciation Event: Committee Member Seeley and Administratorp Statz will coordinate this
event in the fall.
Pleasure Rink: To be added to future agenda.
DNR Sale of Trees: Need to research type of trees/shrubs available in the spring
Commercial Development: Two of the three projects have been approved - Kwik Trip with a car wash
and the Assisted Living/Memory Care; the Apartment complex & zoning issues will be discussed at a
special council meeting on June 3.
Street Project Downtown: This project is close to being completed.
Administrator's Report: This bi-monthly report is available via email to anyone who requests it and
online.
Historic Artifacts: Several artifacts are currently on display in the new Council Chambers plus several
items will be placed on permanent display at the Wargo Center.
Council Member Lasko reported that over $350,000 in Park Dedication Fees will be available from the
proposed commercial developments and it has been suggested that these funds be used to pay down the
current balance of $700,000 of the loan. Also the P & R Capital Improvement Plan also needs to be
reviewed and modified if needed.
Committee Member Errickson-Grahek suggested a review of the skate park as well as the basketball
court(s) as part of the capital improvement plan.
6. Gaga Balls
New Gaga balls have been purchased and will be placed near the Gaga pit. Cost for 6 balls is $20.
7. Chair Waeghe announced his resignation from the Committee effective immediately.
Motion made by Committee Member Peterson, seconded by Committee Member Errickson-
Gragek to reluctantly accept the resignation of Chair Kevin Waeghe. All in favor. Motion carried.

The Planning and Zoning Commission meeting for July has been pushed back one week,
to July 13, 2021. All committee meetings are now being held in-person at City Hall,

Centerville Storage (20Ave. Mini Storage)
Curb and gutter was installed. Paving should follow shortly. Fencing and landscaping will be
the final work on the job.
Bay View Villas (Waterworks Site)
The contractor has made significant progress on Punch List items related to utilities. Other
items remain, including landscaping, ped ramps, mailboxes and shoreline plantings. The city
retains a letter of credit to cover these items.
Peltier Estates
The Preliminary Plat and Preliminary Planned Unit Development for Peltier Estates were

approved by the City Council at their March 24 meeting. The developer has not yet brought
forward a request for Final Plat approval.
Atlas Villas Memory Care Project (1825 Main Street)
Building construction work continues as the new facility takes shape on Main Street.
Driveway and Parking Ordinance Review
The Planning and Zoning Commission continues to work diligently on issues related to what
and where certain vehicles can be parked on residential properties. Both the existing
ordinance and the one being contemplated by P&Z do not allow parking of any vehicles in
the front yard (not on the driveway).
Block 7 Property (Downtown)
A neighborhood meeting was held at city hall on June 9, where developers and residents
disucssed various layout scenarios and other development concerns. The City Council
recenlty discussed the project at a workshop and gave feedback to city staff regarding layout
and architectural elements.
The next step will be to bring

meeting.
1 - Belleville Landing
Apartments
The proposed 103-unit apartment
building required a Comprehensive Plan Amendment in order to continue with the project.
The City Council voted 3-2 in favor of approving the amendment. However, Comprehensive

failed. This means that the apartment may not move forward according to the current
proposal.
2 - NorBella Senior Living
The proposed, 40-unit, High Acuity Assisted Living and Memory Care facility (below) was
approved along with a Conditional Use Permit (CUP) for its operation. Construction will
begin later this summer.
3 - Kwik Trip
A Kwik Trip convenience store, with car wash, gas and diesel was also approved as part of
the Rehbein Commercial Plat. The store would be located just west of MidwestOne Bank,
along Main Street. A timeline for construction has not yet been submitted.
Peterson Shores
An existing lot on Centerville Lake is proposed to be split into two lots. The proposed plat
will be on the planning commission agenda on July 13.
Sutton Transportation
A cross-dock and warehousing facility is being

the west side of 21 Avenue across from Distribution Alternatives. The 60-dock facility will
include a 40,000 sf warehousing area, offices and a 3-bay service station for light repair
work. An expansion area adding an additional 24 docks and 16,000 sf of warehouse is shown
for future development. The development will extend Fairview Street through, connecting

LaMotte Park Stormwater Reuse System Expansion
The irrigation system needed to be shut down after several weeks of drought drew the pond
down to just above the inlet. The system will be turned on again if the pond gains a little
depth after some rain.

Commercial Water Connection Fee Assistance

We are awaiting an official letter from the MN Department of Health on the approval of our
plan. Once this is received, we will notify adjoining jurisdictions and begin

Centennial Fire District
Fire District Organizational Study
After nearly a year of study, the Fire Steering Committee voted on Thursday, May 20, to
enter into a contract with the Spring Lake Park/Blaine/Mounds View (SBM) fire department
to act as the management and day-time duty crew for our department. The Centennial Fire
District will remain intact, and continue to include paid-on-call fire fighters from our two
respective cities. However, rather than having our own chief and other paid staff, SBM will
assume those duties. The plan will save around $40,000 annually, and strengthens the service
capabilities in our area.
