Sutton prides itself with superior service with a personal touch. Sutton Transport specializes in the following services: LTL Trucking Local Cartage Full Truckloads Lift Gate Delivery Service Same Day Delivery Service Nationwide Expedited Service Their fleet consists of a combination of over 200 tractors and 350 trailers and an employer to nearly 500 people. Currently Sutton Transport operates seven terminals throughout Wisconsin, Illinois and Minnesota. s current facility in Maple Grove is inadequate for their planned growth. The Facility in Clearwater Creek Business Park will be a step to aid in expanding their business in Minnesota. Sutton Transport intends to purchase approximately 15 Acres of vacant land in the Clearwater Business Park and construct a new cross-dock truck terminal industrial warehouse facility. The facility would initially employ approximately 30 drivers and 8 office staff for dispatch and coordination requirements and 8 warehouse personnel to load and unload trucks. We would hope to grow the number of jobs by 10-20% annually in the next five years. The building area contemplated for Phase 1 ranges between 45,700 and 55,000 SF with a future greenspace growth area for a Phase 2 building addition. Phase 2 addition areas are anticipated to be between 20,860 and 16,500 SF. Grand total building area on either facility layout range between 66,560 to 71,560 SF. The facility operates approximately 5 days a week and 18 hours a day. Normal business hours are 4:00 AM to 10:00PM with the bulk of the activity coming between 7:00AM and 6:30PM. The exterior of the building will be smooth form faced loadbearing precast concrete panels having a clear height between 18-20FT. Total exterior building height would be between 21-23Ft depending on the final clear height selected. The office component would have 1 insulated glass set in painted aluminum frames. Landscaping would complement the site as required in the city code. The facility would also have an above ground diesel fuel tank and be located in the Southwest corner of the land site. The project involves platting the parcel to dedicate street right-of-way for both st Fairview Street and 21 Avenue. Fairview will then be built to connect through thst between 20 and 21 Avenues, removing the existing cul-de-sac and extending past it. The project also requires a Conditional Use Permit for the truck terminal, which is a conditional use in the I-1 Industrial District. Site Plan review is also requested. Surrounding uses are all industrial uses or vacant industrial zoned land. What the plat accomplishes is dedicating the necessary street right-of-way to the centerline of abutting st and 40 ft to 21 complicated legal description with a simple plat name: Sutton Transport. Park dedication is not required for new lots that are more than 5 acres in size, as is this parcel. CONDITIONAL USE PERMIT & SITE PLAN REVIEW The issues addressed in the CUP will also Site Plan review issues. Parking There are three parts to the Sutton building: office, service bays, and warehouse. The code has required parking numbers for office and warehouse uses, but not for service or a truck terminal. Parking should be adequate. The site plan has a 93-car parking lot in front and parking opposite the warehouse for 30 cabs and 30 trailers on either side. Cab/trailer parking is not usually part of parking standards. The office, 5,000 sq ft, requires 5/1,000 sq ft, or 25 spaces, leaving 68 parking spaces for the warehouse and service bays, plus the 60 spaces reserved for cabs and trailers. A warehouse use per Centerville standards requires 2/1,000 sq ft. The 40,000 sq ft warehouse would require 80 spaces. Calculating the 10,000 sq ft of service bays like the warehouse, it adds another 20 spaces, or 125 spaces required. Comparing the parking required and provided for these uses is like apples to oranges, but nevertheless here is the summary of parking on site: Required Parking Office: 5/1000 x 5,000 sq ft = 25 spaces Warehouse: 2/1000 x 40,000 sq ft = 80 spaces Service Bays: 2/1000 x 10,000 sq ft = 20 spaces Total Required = 125 spaces Provided Parking Parking Lot: = 93 spaces Cab Parking = 30 spaces Trailer Parking = 30 spaces Total Provided = 153 spaces The site plan envisions a future expansion of 16,560 sq ft of warehouse, which would require another 34 parking spaces; 32 more spaces are shown as future cab and trailer parking. In situations like this I rely on the experience of the business involved to know their parking needs, which can be stipulated with conditions in the conditional Use permit. July 13, 2021 Centerville Planning & Zoning Commission Page 3 of 6 Landscaping The proposed landscape plan has a mix of overstory, ornamentals, and shrubs, grasses and ground covers. The Centerville code has the following landscape requirements: Minimum 10% of lot in green space (plan meets this) Minimum 3% landscaped area within the parking lot (plan meets this) Minimum one tree per 3,000 sq ft of lot area (not met) Minimum 1 shrub per 10 lineal feet of building and parking lot perimeter (not met) Minimum 50-ft tree spacing at the boulevard (plan meets this) green space and parking lot landscaped area but is short of the tree and shrub standards, and the building/parking lineal feet standard. This shortage I believe is due to the very large lot and building involved, almost 15 acres, compared to the 1 to 3 acre lots immediately adjacent to the west. A ratio based on lot area will inevitably require many more trees around the site on a relative basis than for a smaller lot. If the lot were half this size it would easily meet the tree standard. Also, for a warehouse use with truck docks there cannot be foundation landscaping between the building and the dock/parking area, like there is between the office building and its parking lot, so the shrub lineal-foot standard cannot be easily met. It may be more helpful to judge the landscape plan by considering the overall design and edges The plan is generous, attractive, and well designed and is more than adequate, in my opinion. Lighting A lighting plan was not submitted, but there are nine light poles noted on the site plan at the outside edges of the parking areas. These lights must be downcast, cutoff type fixtures that do not spoil light beyond the property line. There is no reference to lighting on the building itself, which must also be downcast rather that wall packs or floodlights shining outward or upward. Signage A signage plan was not submitted, but there is reference to a monument sign. The Centerville Sign to 200 sq ft, maximum 15 ft in height, and setback at least 15 ft from any property line. Wall signs are allowed, up to 10% of the wall surface area. A wall sign is shown above the office entrance in the renderings, but a signage plan was not submitted. The sign above the office entrance is much smaller than 10% of the façade. Buildings are required to The building is proposed to be constructed of precast concrete panels in two tones of gray with a contrasting red band (renderings below). The vertical line between panels will be visible on the entire façade, breaking up the appearance. The design meets the intent of the code, in my opinion. Trucks and semi- trailers used for the business are not considered outdoor storage unless the use is a conditional use in the Industrial district, which this is. The location and scale of the parking for cabs and trailers on the site plan is reasonable and appropriate for this use in the Industrial district, as well as being reasonably screened with the proposed landscapin warehouse is over 200 ft from Fairview Street and screened by several trees; the cab parking on st Avenue by clusters of balsam fir trees. the east side is screened from 21 Trash Handling Trash handling is presumed to be inside the building as no trash enclosure is shown on the site plan. Hours of Operation The application indicates the hours of operation will be 4:00 am to 10:00 pm, with most activity between 7:00 am and 6:30 pm. These hours are typical for a truck terminal operation. The nearest residential uses are over 500 ft to the south and over 700 ft to the west, with other industrial buildings and uses in between. This kind of activity and hours for trucks loading and unloading is typical for an industrial district and would not be likely to create noise levels that would violate State standards. RECOMMENDATIONS Preliminary Plat I recommend approval of the preliminary plat for Sutton Transport as submitted, with the suggested findings below. The City Engineer has additional comments in a separate memorandum. 1) The City has standards for the subdivision of land and dedication of right-of-way and easements to ensure orderly development. 2) The proposed plat for Sutton Transport complies with City standards and is acceptable. The survey submitted does not indicate the dimension of the proposed garage to the lot line, but it measures about 31 ft. The Zoning Code in Sect. 156.107(A)(4) provides that the area between the house and the street would be setback, not the space around a house. The variance for the proposed garage, therefore, is to the required 35 ft front yard setback and not to its location in front of the house. SURVEY It should be noted that there is a difference between the lot survey submitted and the lot lines as they appear on the Anoka County property website. We assume the survey is accurate; the County website does not claim to be accurate for survey purposes. The graphic on the next page shows the survey overlaid on the Anoka County website aerial, noting the difference in the angle of the front (north) lot lines. Also noted is the measured 31-ft setback of the proposed garage. Therefore, placing the new garage in the front toward Mound Trail is appropriate. Two other factors on this lot should be considered: There are two rows of existing evergreen trees, one north of the existing garage and south of the proposed garage, and the other at the north edge of the lot along Mound Trail, illustrated to the right. The location of other homes and garages along Mound Trail. The two rows of evergreen trees are significant positive site features to be maintained. Placing the new garage between the rows of trees is reasonable, but it places the structure toward Mound Trail into the required setback. Placing the garage further south to move out of the setback would encroach on the southern row of trees. The northern row of trees, along with a similar row on the neighboring lot to the east, provides screening to Mound Trail, as the trees do for the is also forward on the lot toward Mound Trail. An option for locating a new garage that would not require a variance is in the location of the existing garage, shown in red on the graphic. It is not clear why the applicants did not choose this location. Along Mound Trail on either side t three detached garages on the front (Mound Trail) side of the lot. Three homes appear to be at the 35-ft front setback and another two at about 40 ft, but none as close as the 31 ft proposed, at least based on measurements from the County website. This segment of Mound Trail and the approximate setbacks to Mound Trail are illustrated on the next page. The key considerations in this case, I believe, are reasonable use, unique circumstances and the character of the locality. Reasonable Use g vehicles and equipment on a single family lot. Locating it away from the lake is also reasonable. Unique Circumstances There are unique circumstances on the property that pose challenges to meeting the required setback. The rows of existing trees should be preserved and placing a typical sized garage between them is reasonable, rather than removing some of the trees in order to meet the setbacks. The optional location suggested above may not require removal of any trees. Character of the Locality homes and garages built close to the front. The proposed garage would be a few feet closer but screened by the existing row of trees. The optional location would have less impact. The character of Mound Trail is one with many structures close to the street. 7) The request meets the criteria for granting a variance in the Centerville Code. The city ordinance of not allowing structures in the “front” generally makes sense; however, I didn’t even realize that the yard between my house and the street is considered my “front” yard until Matt explained this concern with me. I always thought my front yard to be the area between my home and the lake. In fact, as you likely know, the road on Mound Trail originally was between my house and the lake… meaning my backyard was between my house and the road… Obviously the road has been moved, but maybe something that can help approve the variance to the existing ordinance for Mound Trail. I guess my first point is to ask the city to reconsider how our front and back yard is defined for Mound Trail as well as consider the logic/intent of ordinance to fairly determine if a variance is justified – I truly believe it is. Secondly – I ask that the fact that several of us home owners on Mound Trail already have detached garaged in our yard between our home and street. It would look very odd to put this structure between their new home and the lake. It would cosmetically only be aligned with existing homes on Mound Trail to grant the variance to be build between the road and the home. Lastly – Matt and Michelle are great people. This is the home and detached garage Michelle and Matt have worked so hard for and have dreamed of for a long time. It is not about being treated differently than any other home in Centerville – it is about what makes logical sense. I hope the decision to grant a variance is made based on the fact that many of us on Mound Trail have detached garages between our home and street, between the street and home is the logical spot for a garage vs between the lake and home and mainly it logically is the right thing to do in my opinion. I truly do not see a downside for the city to approve this variance and see it in the best interest of our neighborhood and city.
