Home My WebLink About2021-05-05 P & R Minutes - Approved Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held their regularly scheduled meeting on May 5, 2021 at City Hall in Council Chambers. Present: Committee Chairman Kevin Waeghe Committee Member Chris Bettinger Committee Member Heidi Errickson-Grahek Committee Member Kathy Freiermuth Committee Member Brian Peterson Committee Member Suzanne Seeley Committee Member Emem Akpan Also Present: Mark Statz, City Administrator/Engineer Michelle Lakso, City Council Liaison ___________________________________________________________________________________ I. CALL TO ORDER Committee Chair, Kevin Waeghe, called the meeting to order at 6:32 p.m., via Zoom. II. APPROVAL OF AGENDA Motion made by Committee Member Waeghe, seconded by Committee Member Seeley, to approve the Agenda with the addition of two items under New Business, Item #1. Special Event Permit for Freiermuth Wedding and Item #2. Special Event Permit for a Quad Area Chamber of Commerce Business Meeting. All in favor. Motion carried. III. APPEARANCES 1. Pollinator Garden Update – Ms. Tara Cole, Girl Scout Troop 57239, Leader & Scout Members Nora Cole, Hailey Peterson and Katie Paduveris appeared before the Committee to provide an update. They stated the following: a. An entomologist will be providing an educational talk to the Girl Scouts on Thursday, May 13 at 6:30 pm at the site of the Pollinator Garden in Acorn Creek Park and Committee Members are welcome to attend. b. Potential planting day, May 23, 2021, beginning in the morning, and a list of three (3) seasonal blooming plants were shared. The neighbors will be informed of this upcoming activity. IV. PUBLIC HEARINGS – None V. UNFINISHED BUSINESS 1. 21-001 - Fete des Lacs City of Centerville Park and Recreation Committee Meeting Minutes May 5, 2021 The May meeting was rescheduled to Monday, May 10, 2021, due to the Governor updating/relaxing the COVID Restrictions on Thursday, May 6, 2021. There was no appointment of a second liaison for the Fete des Lacs Committee. a. Logo Art Contest & Other Information At this point about 100 total entries have been received from both the elementary & secondary schools. The judging will be done by Mr Branch & Committee Member Errickson-Grahek by Monday, May 10, 2021, selecting the top three from each school, with the results to be published in the local newspapers. b. 5K/8K Runs Ms. Nissa Larson, Running Ventures, will be the timer again this year. The rules were discussed, but more will be known after the Governor's speech on May 6, 2021. It was anticipated that some of the previous guidelines would be relaxed, however an award ceremony may not happen following the runs. Motion made by Committee Member Waeghe, seconded by Committee Member Errickson- Grahek to recommend the City Council approve the submission of an application for an Anoka County Permit and for the City of Centerville Permit for the 5K & 8K Runs. All in favor. Motion carried. c. Paddle des Lacs Sanborn Canoe will be sponsoring this event and donating a new handcrafted paddle as a prize. May need the Scouts to help with this event. Centennial Fire District has acquired a boat and they may be willing to provide their services on the water. Motion made by Committee Member Waeghe, seconded by Committee Member Seeley to recommend the City Council approve the submission of an application for an Anoka County Special Use Permit and for the City of Centerville Permit for the Paddle des Lacs. All in favor. Motion carried. d. Parade The current Parade Coordinator has stepped down and a new volunteer is needed as soon as possible. Committee Members were asked to think of people that might be interested in that volunteer position, including Committee Member(s); high school students and that these individuals would be needed prior to the parade and the day of the parade. It was stated that there is a volunteer sign-up sheet on the Fete des Lacs page. 2. 21-002 - Music in the Park a. Food Truck Availability It has been suggested to add food trucks to this weekly event, that they would not need a special license and that there were concerns for generators interfering with music. Discussion ensued regarding the possibility of Fiesta Cancun offering alcoholic beverages. However there was a concern that this was a Page 5 of 5 City of Centerville Park and Recreation Committee Meeting Minutes May 5, 2021 family event and proper licensing would need to be obtained. Administrator Statz would look into the requirements. b. Weekly Line Up This schedule will be posted on the City’s website and other promotional materials. June 15 – Mean Gene & The Woodticks; June 22 – Dirty Shorts Brass Band; June 29 – Pop Standards Social Club July 6 – Lee July 13 – Cindy Jo, Dirt Road Dixie July 20 – Steve Pointer July 27 – Doo Da Day August 3 – No entertainment (Night to Unite); August 10 – Keith Brow (pending); August 17 – Soundfall. c. Promotion Ms. Lonni Olson has offered to help with the promotion of this event. She has submitted very professional and attractive artwork to be printed. There was, however, an additional cost of $55 over and above the $502.04 approved previously. Consensus that this would be approved rather than try to find another printer due to time constraints. The signage for the A-frame kits will be ordered on May 6, 2021. It was suggested that a one-page flyer be provided as handouts to be distributed by the volunteers. Motion made by Committee Member Peterson, seconded by Committee Member Seeley to approve the invitation/addition of food trucks, the additional $55 cost to the signage and the approval of the weekly line-up. All in favor. Motion carried. VI. NEW BUSINESS 1. Special Event Permit - Freiermuth Wedding Motion made by Committee Member Waeghe, seconded by Committee Member Seeley, to approve the Special Event Permit for Tiffany Freiermuth for the use of Hidden Spring Park on June 5, 2021 from 10:00 am to 6:00 pm for a wedding. All in favor. Motion carried. 2. Special Event Permit – Quad Cities Chamber of Commerce Business Meeting Motion made by Committee Member Waeghe, seconded by Committee Member Seeley, to approve the Special Event Permit for the Quad Cities Chamber of Commerce for the use of Laurie LaMotte Memorial Park on May 17, 2021 from 4:00 pm to 6:00 pm for a business meeting. All in favor. Motion carried. VII. APPROVAL OF APRIL 7, 2021 MEETING MINUTES Page 5 of 5 City of Centerville Park and Recreation Committee Meeting Minutes May 5, 2021 Motion made by Committee Member Waeghe, seconded by Committee Member Bettinger to approve the minutes of the April 7, 2021 P & R Committee meeting with one correction: Unfinished Business, Item 7, the wording at the end of the motion southeast to be changed to southwest. All in favor. Motion carried. VIII. UPDATES/ANNOUNCEMENTS 1. Main Street Market – Mr. Statz Eight vendors have applied with an additional five that have indicated an interest. There would be room for up to 28 vendors. Additional volunteers are needed Thursdays, July 8 through August 12, 2021 from 4:00 p.m. to 8:00 p.m., in 2 hour shifts. Public Works will place the picnic tables and barricades, including refuse and recycling containers. Parking will be provided in the south end of the school parking lot. 2. Park Clean Up Day – Chairperson Waeghe Approximately 20 volunteers showed up, including members of the high school group, Lion Heart on Saturday, April 24, 2021, to clean up several of the parks. Mayor Love thanked the volunteers and provided pens and hand sanitizer to the volunteers. 3. Bald Eagle Water Ski Club – Administrator Statz The club has submitted a copy of their permit from Anoka County and insurance information to the City. 4. Centennial Baseball Schedule – Administrator Statz A copy of the Little League schedule for the use of the ballfields 1 & 2 at Laurie LaMotte Memorial Park on Tuesdays and Thursdays was submitted to the City. 5. Adopt-a-Park Monument Flower Garden Program – Administrator Statz The base of the flagpole has been cleaned up by Mrs. Susan Love and Mayor Love. Before and after photos were provided. A volunteer is still needed to help beautify the area around City Hall. It was suggested that before and after photos be taken for any projects undertaken in the future. 6. Staff Updates a. City Administrator – Administrator Statz Mr. Statz reviewed his bi-monthly report with the Committee b. Council Liaison Updates – City Council Member Michelle Lakso Council Member Lakso did not have an update, but she thanked the Committee for their dedication and hard work to help make Centerville a wonderful place to live. IX.
