CALL TO ORDER Committee Chair, Kevin Waeghe, called the April 7, 2021 Meeting of the Parks & Recreation Committee to order at 6:34 p.m., via Zoom. II. APPROVAL OF AGENDA Motion made by Committee Member Waeghe, seconded by Committee Member Seeley, to approve the Agenda with tabling of Unfinished Business items: 1. Master P & R Trail Plan, 2. ADA Playground Equipment & 5. Lighting for Smaller Skating Rink to the May meeting and the addition of the following items under New Business: V1.5. Anoka County Radio Club Special Events & Permit & V1.6. Minnesota Grown Program. All in favor. Motion carried. III. APPEARANCES 1. Ms. Angela Conley – please see VI. New Business; 1. Main Street Market 2. Mr. Jim Weatherhead – please see VI. New Business; 2. Downtown Banners IV. PUBLIC HEARINGS – None V. UNFINISHED BUSINESS 1. 19-013 Master P & R Trail Plan – Tabled to May meeting 2. 19-020 Basketball Court Renovation City of Centerville Park and Recreation Committee Meeting Minutes April 7, 2021 Motion made by Committee Member Waeghe, seconded by Committee Member Errickson- Grahek to delete this item from the action item list due to no response from the sponsors of the Basketball Court Renovation Program. All in favor. Motion carried. 3. 19-022 ADA Playground Equipment – Tabled to May meeting 4. 20-008 Adopt-a-Park Monument Flower Garden Program a. Volunteers - All the parks have volunteers listed with the exception of the City Hall building perimeter. There is a possibility that junior and senior high school students from the Lionhearts may be interested and we are awaiting a response from them via contact person Sherry Clausen. All volunteers were sent an email with the Adopt-a-Garden guidelines, volunteer tracking and information on the rain barrels. b. Rain Barrels – It is expected that rain barrels for each of the parks will be ordered shortly. 5. 20-009 Decorative Lighting for Small Skating Rink – Tabled to May meeting 6. 21-001 Fete des Lacs Logo Art Contest & Other Information a. Logo Contest: this has been heavily promoted and will be waiting for the deadline and judging. th b. Committee Meeting: next meeting to be held on May 5 at 5:00 p.m. The committee & vendors should be following the current venue guidelines and are still waiting for any updated information. One specific guideline is that you must be seated to eat or drink and be masked while walking around the park areas. COVID-19 guidelines should be posted throughout the festival area. Anoka County is the jurisdiction to approve the permit for the parade. Ms. Bender will contact them later this month for an update. c. Liaison - There was no appointment of a second liaison for the Fete des Lacs Committee. 7. 21-003 Pollinator Garden a. Girl Scout Troop 57269 members: Nora Cole, Claire Wirrer, Hailey Peterson, Addelyn Winsky, Rose Brandt and Katie Paduveris; Leaders – Tara Cole and Brandy Wirrer. b. Summary of Proposal: The troop members would like to build a small pollinator habitat that would include native plants attractive to local pollinators. They also suggested placing a bee house or other structure for nesting or while wintering would be a good addition. They anticipate a garden site of approximately 6' x 4' to be placed at the edge of a mowed area, with access to water. They would also place a small sign designating this as the Troop 57269 Bronze Award Pollinator Garden. Several parks were considered but ultimately Acorn Park was highly recommended. This project would be installed over a weekend in mid-May, possibly May 15, 2021 or May 22, 2021. There should be no cost to the city for this project; they are interested in obtaining a grant to help cover their costs. Page 2 of 7 City of Centerville Park and Recreation Committee Meeting Minutes April 7, 2021 Motion made by Committee Member Seeley, seconded by Committee Member Waeghe to accept the proposal of Girl Scout Troop 57269 for the addition of a small pollinator garden (6' x 4') in Acorn Park (at the southwest corner of the park, near the pond). All in favor. Motion carried. 8. 21-004 LaMotte Restrooms It was noted that the restroom was inadvertently left unlocked for a short period of time was vandalized and received slight damage due to water. A suggestion was made by Committee Member Seeley to replace current faucets with automatic shutoff faucets. 9. 21-006 Park Clean Up Day & Assess ADA Playground Equipment & Tree Planting This activity is scheduled for Saturday, April 24, 2021 at 9:00 a.m. Parks awaiting clean-up are Acorn Creek, Eagle, Hidden Spring, Cornerstone, Trailside, Tracie McBride and Royal Meadows, plus the public shoreline of Peltier and Centerville Lakes. Gloves, safety vests and garbage bags will be provided for all participants. Also, committee members will be noting any needed maintenance or damage and also assessing the needs for ADA playground equipment and tree planting. The Little League will be completing the clean-up at Laurie LaMotte. Committee Members Peterson and Waeghe's Scout Troop are willing to clean up a specific park, possibly Hidden Springs on a date following the event as they will not be able to attend. VI. NEW BUSINESS 1. 19-014 - Main Street Market – Ms. Angela Conley a. Venders: seven have submitted applications & payment - two are food and five are crafts; farmers with their produce are still needed – Mr Statz spoke with a farmer in Centerville that may be interested in being involved. Committee Member Seeley suggested having a vendor(s) selling honey and/or maple syrup and possibly an orchard. There may be a few vendors who would like to participate for 1 or 2 weeks. b. Volunteers: at this time there are 3 individuals who have expressed an interest in volunteering onsite during the market. c. Promotion: add market information to Anoka County website, Centerville city website, Facebook event page, press releases and paid advertising, signage. d. Logistics: maximum of 28 vendors e. Recommendations: provide an entrance tent, signage. f. Volunteer Job Description: Ms. Conley developed a description for the onsite market manager and other volunteers as well as an application form. Motion made by Committee Member Waeghe, seconded by Committee Member Seeley to approve the revised Main Street Market proposal provided by Ms. Angela Conley. All in favor. Motion Carried. Downtown Banners – Mr. Jim Weatherhead Mr. Weatherhead, EDA Commissioner, presented the background information and a proposal to purchase and display welcome banners on several downtown city light poles. Out of 44 available light poles, 27 were determined to be appropriate, with the proposed locations and other information presented to the P & R committee members. There are two (2) sizes of double sided banners with 8 designs that reflect recreational opportunities. EDA has allocated $5,000 towards the purchase and installation of these banners and would like to have them installed by Memorial Weekend. An additional cost would be the rental of a bucket truck for installation. The banners have a 3 year warranty and will remain in place year round. The committee members liked all the images with the possibility of replacing the snowmobiling image with ice skating or cross country skiing. Also discussed was the possibility of the purchase of two (2) entrance banners. Motion made by Committee Member Waeghe, seconded by Committee Member Freiermuth to recommend to the City Council to support the proposal, by the EDA Commission, for the purchase of welcome banners. All in favor. Motion carried. 3. 21-002 - Music in the Park - Tuesdays June 15, 2021 thru August 17, 2021 (no show Aug 3, 2021 Committee Member Peterson reported that five dates have been booked, June 15, 22, 29, July 13 th and 20, with three dates yet to be booked and not sure about July 6 (week of 4 of July). Motion made by Committee Member Peterson, seconded by Committee Member Bettinger to approve the dates of the Music in the Park beginning June 15, 2021 through August 17, 2021, skipping August 3, 2021 (Night to Unite). All in favor. Motion carried. Ms. Lonnie Olson has offered to help with the promotion of these events. She provided information regarding street signage which includes 1 plastic 24' x 36” A-frame kits and 1 metal 4' wide A-frame at a cost of $502.04. She recommends purchase of 2 plastic A-frame kits. Cost of additional inserts, for other events, needs to be determined. It was suggested to obtain additional quotes for this type of signage. Motion made by Committee Member Waeghe, seconded by Committee Member Seeley to recommend to the City Council to approve the allocation of funds to purchase One (1) plastic and One (1) metal A-frame sign kits at a total cost of $502.04. All in favor. Motion carried. 4. Rehbein Commercial – Trail/Sidewalk(s) & Park Dedication Fees Mr. Statz provided the following information for the Rehbein Commercial project on 22 acres including the proposed Belleville Apartments, Norbella Senior Living and a Kwik Trip with two (2) additional lots being vacant at this time. a. Sidewalks & Trails: There are some sidewalks and trails existing along some roadways adjacent to the plat. In order to help complete an integrated system, additional sidewalks and Page 4 of 7 City of Centerville Park and Recreation Committee Meeting Minutes April 7, 2021 trails have been proposed. Motion made by Committee Member Peterson, seconded by Committee Member Waeghe to approve the list of proposed priorities of sidewalk and trail segments for sections 1 through 8 as stated in the Stantec Planning Report dated April 6, 2021. All in favor. Motion carried. b. Park Dedication Fees: Anticipated fees from current proposed developments are $309,000 from Bellevill Apartments, $60,000 from Norbella Senior Living and $9,722.25 from Kwik Trip. 5. Anoka County Radio Club Special Events Permit Motion made by Committee Member Peterson, seconded by Committee Member Errickson-Grahek to approve the Special Events Permit for the Anoka County Radio Club's use of Laurie LaMotte Memorial Park from June 25 through June 27 for their ACRA/ARRL Field days, 2021. All in favor. Motion carried. 6. Minnesota Grown Program Annual membership is $60 and provides access to labels, obtaining marketing materials & where to find MN grown produce, a newsletter, etc. Motion made by Committee Member Seeley, seconded by Committee Member Bettinger to purchase an annual membership to Minnesota Grown, in the amount of $60, under the budget of Main Street Market. All in favor. Motion carried. VII. APPROVAL OF FEBRUARY 3, 2021 MEETING MINUTES Motion made by Committee Member Waeghe, seconded by Committee Member Errickson- Grahek to approve the minutes of the February 3, 2021 P & R committee meeting as written. All in favor. Motion carried. VIII. UPDATES/ANNOUNCEMENTS 1. Staff Updates – City Administrator Mark Statz: Downtown development block 7, high density townhomes proposed; proposed park dedication fees would be applied to sewer fund repayment, 2. Council Liaison Updates – City Council Member Michelle Lakso – NO UPDATE 3. Other a. Portable Restrooms The City Council again approved the Portable Restroom Agreement with Airfresh for this year and they have already been placed. Parking Spaces at Acorn Park Committee Member Seeley pointed out that there is a dead-end sign where there was previously a cul-de-sac and is now a through street and wondered if it could it be removed and replaced with a sign stating “Acorn Park”. She also mentioned about parking availability. Mr. Statz stated that 11 parking spaces, including one (1) handicap space, were approved at a City Council meeting in January. They are expected to be installed this spring. c. Temporary Seasonal Help An ad has been or will be placed for applicants. Anyone can apply. Pay is $13.40 an hour. IX.
