I. CALL TO ORDER The meeting was called the meeting to order at approximately 6:34 p.m. by President Jeff Hanzal. II. APPROVAL OF AGENDA 1. Call for Changes to the Agenda Motion by Commissioner Weatherhead, seconded by Commissioner Mosher, to accept the Agenda. A roll call vote was taken. All in favor. Motion carried. IV. APPROVAL OF MINUTES 1. April 21, 2021 Meeting Minutes Motion by Commissioner King, seconded by Commissioner Weatherhead, to approve the April 21, 2021 Meeting Minutes as presented. A roll call vote was taken. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS 1. Bills a. Check List City of Centerville EDA Minutes May 19, 2021 Executive Director Statz presented check #001003 in the amount of $84.15 made out to the City of Centerville to transfer from EDA checking account to Main Checking account for IRS/EFT payment for FICA/Med. Motion by Commissioner Weatherhead, seconded by Commissioner Mosher, to approve the check list as presented. A roll call vote was taken. All in favor. Motion carried. 2. Communications a. None VI. REPORTS Executive Director Statz presented a report on Safely ending COVID-19 restrictions. He stated the st CDC changed the requirements just as this meeting approached. He noted starting June 1 the City will start meeting in person, they will have a hybrid set-up so there is a zoom option for people ey will invite the public to attend in-person and will most likely request everyone wear masks and see how things go from there. He noted the meetings will also be broadcasted on the cable channel per normal. Executive Director Statz stated the City has two open Summer Public Works Technician positions, and noted for more information you can call 651-429-4750 or stop into the City Hall for an application. th The Main Street Market will be going through August 12 and Fete des Lacs is going to be July th 13-18. The City needs volunteers for parade day, specifically a parade announcer. They are also looking for sponsors for the event and hope to exceed $7,000 this year. th Music in the Park is set to start on June 8 and will go for 9 weeks this season. Executive Director Statz stated the new City banners will be installed soon on the Main Street light poles and noted the CenterStage program continues to offer free advertisements for local businesses. Executive Director Statz stated the City will receive funds from the American Recovery Program (ARP) again, around the amount of $450,000. He stated the program is similar to before with a few changes. One change is that this time around they will need to show the specific COVID related expenses and work that the Police and Fire departments are doing to cover those expenses with the funding. Another change in the program is that the sewer and water projects are eligible this time around, so they are looking at ways to incorporate those into the use of funds. Last time the City had about eight months to use the funding provided through this program and this time they have given the City through December 2024 to use the funds. The developer for Old Mill Estates has started on site clean-up, landscaping, tree planting, sidewalks, trails, mailbox and street sign installation. Page 2 of 5 City of Centerville EDA Minutes May 19, 2021 The contractor for Bay View Villas has made progress on items relating to utilities and curb and gutter work has started on the Mini Storage site this week. Executive Director Statz provided an update on the Block 7 Property proposals. He stated the City Council took the Planning and Zoning Commission recommendation to move forward with Centra Homes concept plan. He reviewed and provided an update on the site development proposals for the Belleville Landing Apartments, NorBella Senior Living, and Kwik Trip. There was discussion regarding becoming a City of 5,000. Executive Direction Statz explained why it is important for the City to meet a population of 5,000 and how the apartment complex might help reach that goal. The pros and cons of having a high-density apartment complex as proposed was discussed as was whether not the Commissioners felt becoming a City of 5,000 was important at this time. 2. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) th Executive Director Statz stated he has been preparing for the June 4 meeting and spoke about the events that ACRED has planned, specifically that they will attend the Commercial Real Estate thndth Forecast Summit on June 8 and they will be hosting a tent at the 3M Open July 22. b. Quad Area Chamber of Commerce Executive Director Statz stated he attended the recent meeting in the park that the Quad Area Chamber of Commerce held and noted it was well attended and nice. He stated they discussed core values of the City and who and how they hope their programs can help. c. Hugo Area Business Association Executive Director Statz spoke briefly about this organization. 3. Year to Date Financials None. 4. Ongoing Programs: a. Blue Logo Sign Executive Director Statz the signs are up, and it was money well spent. He stated they are important and the City will benefit from them. President Hanzal stated he saw one for the first time the other day and they look great and agrees that they will help let people know the City is there and they will be an asset. Page 3 of 5 City of Centerville EDA Minutes May 19, 2021 b. CenterStage (i) Review of Eligibility Requirements Executive Director Statz introduced this item and provided background on it. He stated he would like some direction from the Commission regarding what types of businesses they would like to re the Boy and Cub Scouts are the business they intended to allow to advertise. There was discussion on how to best distinguish which types of businesses should benefit from this program and which should not. Whether not home based or non-profit organizations should be included in this program was discussed and it was noted City Attorney Glaser informed the Commission previously that they cannot legally exclude churches or non-profit organizations. It was discussed and decided that the Commission feels they should base the decision on if a business is listed in their City business directory and doing business in the City. c. Business Revolving Loan and Grant Program (i) Review of Eligibility Requirements Executive Director Statz stated they reviewed Machine Shop and that his business was exactly what they intended this program to be used for. There was discussion on what types of businesses they wanted to allow to be eligible for this program. It was decided that independently owned and locally operated businesses is what they intend this program to be for. d. COVID Relief Business Assistance Grant Programs Executive Director Statz stated the Commission should start thinking about if they want to have some of the same grant programs, they had from the last relief package or what types of programs they might want to look into. He noted they have more time to allocate the funds this time around, decided immediately. VII. OLD BUSINESS 1. 2021 Strategic Plan and Budget Review Executive Director Statz presented a spreadsheet that showed items the Commission had already paid for in 2021. VIII. It was discussed directly after the Executive Administrator introduced and provided some background on this item. Commissioner Weatherhead asked the applicant if the owner of the building he is leasing, or renting is ok with the signage he is requesting this grant for. essed the Commission and responded to stated Lloyd owns the building and he referred him to both neighboring businesses for information on who did their signage. He stated they tried to upsell him, so upon looking into it further his wife came across this City grant. Commissioner Remillard asked what type of business he is in. Mr. Jensen stated his background is playing, coaching, and training for hockey, he stated he helps kids of all ages move from one level to the next or work on their skills. He noted he is lucky to be able to turn his passion into a business. The Commission stated it sounds like a great business and they hope the City Council will move along his request quickly. Motion by Commissioner Weatherhead, seconded by Commissioner King, to recommend approval of the grant applicatioubmitted. A roll call vote was taken. All in favor. Motion carried. 2. 2022 Budget Preview Executive Director Statz presented a spreadsheet that showed the projected budget for 2022. There was discussion regarding some of the items and deciding if they should minimize or maximize some of the budget items. IX. Page 5 of 5 CITY OF CENTERVILLE ECONOMIC DEVELOPMENT AUTHORITY MEETING MINUTES Wednesday, June 16, 2021 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic Development Authority meeting on June 16, 2021. I. CALL TO ORDER The meeting was called the meeting to order at approximately 6:31p.m. by President Jeff Hanzal. II. Call for Changes to the Agenda Motion by Commissioner Weatherhead, seconded by Commissioner Mosher, to accept the Agenda with update to allow Brian Peterson so speak on behalf of the Parks and Recreation Committee to address promotional items for swag bags. Check List Executive Director Statz presented check #001004 in the amount of $4,574 made out to the Main Street Designs for Banners for Light Poles on Main Street. Motion by Commissioner Weatherhead, seconded by Commissioner Remillard, to approve the check list as presented. A roll call vote was taken. All in favor. Motion carried. City of Centerville EDA Minutes June 16, 2021 2. Communications a. Parks and Recreation, Commissioner Peterson Mr. Peterson addressed the Commission and stated he is wondering if any local businesses would y the Main Street Market logo such as sunglasses, sanitizer, bags etc. to promote their businesses. He stated these items would be handed out at the first Music in the Park performance. Executive Director Statz stated the Commission has funds budgeted for this type of marketing that have not been utilized as the EDA was considering rebranding. He stated they could certainly use their current logo or incorporate the different programs that generate activity such as Music in the Park somehow on some items. He noted it is within see fit with this item. President Hanzal asked if there is a specific date that the items or bags are needed. Mr. Peterson stated July 13, 2021 is the day of the performance at Music in the Park and that would be the deadline. He stated he has reached out to some businesses, and they could have some items printed and ready by June 23, 2021 so the turn around time is pretty quick. Discussion ensued regarding the potential to include City branded items, the purchase of the bags and whether the EDA was willing to purchase the bags and a small item for the bags. Discussion also ensued regarding the potential for giving away of the bags at the Main Street Market event as the bags are re-usable (swag would not be included). Motion by Commissioner Weatherhead, seconded by Commissioner Mosher, approving a budget of $500 to be used for promotional bags and approving President and Treasurer to sign a check if needed for this item. A roll call vote was taken. All in favor. Motion carried. VI. REPORTS Executive Director Statz showed the Block 7 concept plan that was presented at the public meeting recently. There was discussion on the details of th An update on the Kwik Trip, NorBella and Belleville Landing Apartment proposal was provided by Executive Director Statz. He stated both Kwik Trip and NorBella Assisted Living facility were approved, but the Belleville apartments did not pass. He stated that Staff is working with the applicant for other options. He stated that the Planning & Zoning Commission reviewed a cross dock-storage facility application and it appeared to fit within City requirements. 2. Anoka County Regional Economic Development (ACRED) Executive Director Statz stated he attended the recent quarterly meeting and they had a lot of good discussion on their strategy for 2022. He noted they will be hosting a tent at the 3M Open July 22 b. Quad Area Chamber of Commerce Executive Director Statz stated he attended their recent meeting which was held at Laurie LaMotte Memorial park and stated that they are planning a Business Expo to be held in the fall. c. Hugo Area Business Association Executive Director Statz spoke briefly about this organization and stated Chief Hot Hands, Larry Giles was there and was able to introduce his business to more people which was great. 3. Year to Date Financials None. 4. Ongoing Programs: a. Blue Logo Sign Executive Director Statz stated that the signs are up and look great. b. CenterStage (i) Review of Eligibility Requirements Executive Director Statz reviewed a report from Ms. Michelle Koch with Main Street Marketer. There was discussion on how the Commission feels about allowing people to jump ahead before their turn on the list if they have a special event coming up that they would like to advertise. The Commissioners agreed that would be fine to do within reason. c. Business Revolving Loan and Grant Program Executive Director Statz briefly discussed this item. d. COVID Relief Business Assistance Grant Programs Executive Director Statz stated that the City has not received this funding to date but it is estimated to be $420,000. He stated that the funding has certain spending requirements and a lengthier timeframe for use which is different from the previous funding received. OLD BUSINESS 1. 2022 Draft Budget Executive Director Statz presented a spreadsheet with budget items and discussed planning for the 2022 year. There was discussion on what programs they may want to continue in 2022 and which they may want to discontinue. VIII. NEW BUSINESS 1. Business Appreciation Event Executive Administrator Statz provided some background on this item. There was discussion on how to promote the event and where it should be held. The Commission decided that it should be held at Laurie LaMotte Memorial Park on September 9, 2021 from 5-7 p.m. and a caterer would be utilized. President Hanzal suggested completing a mailing a month prior to the event which may assist in attendance. IX. City of Centerville EDA Minutes July 21, 2021 2. Communications a. Brew Pub Email Executive Director Statz reviewed the email and conversation he had regarding the inquiries about adding a Brew Pub to the City. There was discussion about the different locations the brew pub could potentially go and what the Commissioners felt would work. Commissioner Mosher asked if the City Code addresses rooftop dining. Executive Director Statz checked and noted it does not mention anything about rooftop dining, but they could look at amending that should they want to at some point. VI. REPORTS Executive Director Statz stated they are working on keeping all the development projects around town on track, he noted the progress has been slow but is moving along. He stated they want to make sure they contracts get completed and done before October. 2. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) ndth Executive Director Statz stated they are getting ready for the 3M Open on July 22. b. Quad Area Chamber of Commerce Executive Director Statz stated they had a board meeting on Monday. He noted they have seen membership growth, last month they had 6 new members. The Quad Area Chamber of Commerce is also trying to help Lino Lakes get their festival off the ground after Blue Heron Days was cancelled. c. Hugo Area Business Association Executive Director Statz stated he has been attending these meetings and noted they are having a gathering soon where they are renting some pontoons, grilling food, and socializing. 3. Blue Logo Sign Executive Director Statz stated there is nothing new to report on this item. b. CenterStage (i) Review of Eligibility Requirements Executive Director Statz reviewed a report from Ms. Michelle Koch, Main Street Marketers. There was discussion on if members of the Commission should reach out to some of the businesses who stated they were interested previously in advertising with the program but have not been in touch with Main Street Marketers. Commissioner Remillard stated he will contact the people he spoke with before and follow-up. c. Business Revolving Loan and Grant Program Executive Director Statz briefly discussed this item. He stated the sign that Mr. Jensen, Jets Hockey had installed is not the correct size for the location, the business who created it is going to correct it and make it smaller for him. d. COVID Relief Business Assistance Grant Programs (American Rescue Plan) Executive Director Statz stated that the City should be receiving the funding by August 4, 2021 and Staff will be researching how the funds may be expended. VII. OLD BUSINESS 1. 2022 Budget Proposal Executive Director Statz presented a spreadsheet with budget items and discussed planning for the 2022 year. There was discussion on what programs they may want to continue in 2022 and which they may want to discontinue. 2. Business Appreciation Event 3. SWAG Bag Review Executive Director Statz stated th the Music in the Park event and another 150 that were empty at the Main Street Market. He stated he is wondering if the Commission would like to order more since they went over so well. He noted they served their purpose which is to encourage people to shop downtown after events, which is why the Main Street Market is set-up there as well. Motion by Commissioner Mosher, seconded by Commissioner Remillard to approve the purchase of 300 more bags. A roll call vote was taken. All in favor. Motion carried. NEW BUSINESS 1. d Development (Mike Brass) Executive Administrator Statz introduced Mr. Brass and welcomed him to come forward and provide his presentation to the Commission. There was discussion on how Mr. Brass can help the City get some of the vacant properties ready for a buyer of any kind and make them more appealing to buyers. There was discussion on if the Commissioners liked the idea and if they wanted to have Mr. Brass put together more information to help them better understand what the whole picture could look like. The consensus of the Commission was to move forward with this idea and have Mr. Brass provide them with more information before they recommend anything to the City Council. IX. Meeting Date Change The Planning and Zoning Commission meeting for August was pushed back one week, to August 10, 2021, to accommodate Night to Unite. All committee meetings are being held in-person at City Hall, beginning at 6:30 PM, unless otherwise noted. PARKS AND RECREATION Main Street Market One more week to go! Come out and join the fun on August 12, from 5 to 7 PM. This week, will feature a face painter sponsored by Mike Giovinazzo (American Family Insurance) and Mark Remillard (Farmers Insurance). Thanks to our valued business partners for stepping up to help make our events even better. Also, thanks to members of Dakota Clover Band for providing live musical entertainment. Music in the Park Just two weeks left of Music in the Park. We finish up with two great acts that have been MITP mainstays for several years. Food trucks have been added to the Tuesday festivities this year (see the schedule of vendors below) or check out our Facebook Page Movie in the Park The annual Movie in the Park event is set for September 18. ECONOMIC DEVELOPMENT Quad Area Chamber of Commerce On August 17, the QACC will host a Lunch and Learn with speakers addressing the labor shortage and how to find employees in this market. Economic Development Authority (EDA) Business Appreciation Event The EDA is planning a Business Appreciation Event for Thursday, September 9 from 5 to 7 PM at LaMotte Park. Business owners will receive a mailed invite in the next week or so. 2022 Preliminary Budget The commission has forwarded their budget request to the city council for consideration as Promotional Tote Bags The EDA has ordered additional reusable grocery bags for the Main Street Market. Revolving Loan and Grant Program dation for a grant application from JETS Machine Shop to purchase signage for their Main Street location. Anoka County Regional Economic Development (ACRED) Stakeholder Meeting On September 2, at 1:00 PM, ACRED will hold its tri-annual partnership meeting with communities in Anoka County, Greater MSP, Department of Employment and Economic Development (DEED), MetroNorth Chamber of Commerce, Connexus Energy, and County representatives to cover the following items: ACRED Economic Development Director Update City Updates Greater MSP & DEED Updates Open to Business Update by Alignment and Regionalism Subcommittee North Metro Development Summit ACRED is sponsoring and co-hosting the MN Real Estate Journal North Metro Summit and speaking about opportunities for real estate development and investment in the north metro. ACRED City Partners can attend this event with the County. Interested real estate professionals can register for the event at the link below. Event is tentatively planned in person and online. COMMUNITY DEVELOPMENT Centerville Elementary School Expansion Construction continues on schedule. stnd Old Mill Estates 1 and 2 Additions is on site and has installed a good portion of the walkways. They intend to remain on site until the site work is completed. Although there has been significant progress, there are still a number of outstanding items. The city is preparing to complete these items utili deadline of September 7, has been established for the developer to complete the work before the city would move in. Block 7 Property (Downtown) The final terms of a purchase agreement will be presented to the City Council at their August 11 meeting. If a purchase agreement is signed, the next steps would be for the developer to prepare detailed site plans for submittal to the city as part of a request for Preliminary Plat. That request would require a public hearing. th Centerville Storage (20Ave. Mini Storage) Landscaping work is complete, and the developer anticipates paving in the coming weeks, with fence, security camera and other finishing touches to follow. Bay View Villas (Waterworks Site) has installed the entrance monument along with sod throughout most of the common areas. They intend to remain on site until the site work is completed. Although there has been significant progress, there are still a number of outstanding items. PUBLIC SAFETY Centennial Lakes Police Department Life Saving Awards Earlier this week Officers Johnson and Schroeder were recognized with a Life Saving Award from a call to 911 in May.
