Home My WebLink About2021-07-07 P & R Minutes - Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held a scheduled meeting on July 7, 2021 in the Council Chambers at the Centerville City Hall. Present: Committee Member Emem Akpan Committee Member Chris Bettinger Committee Member Heidi Errickson-Grahek Committee Member Kathy Freiermuth Committee Member Brian Peterson Committee Member Suzanne Seeley Also Present: Mark Statz, City Administrator/Engineer Michelle Lakso, City Council Liaison ___________________________________________________________________________________ I. CALL TO ORDER Committee Member Errickson-Grahek, called the July 7, 2021 Meeting of the Parks & Recreation Committee to order at 6.30 p.m., in the Council Chambers at the Centerville City Hall. II. APPROVAL OF AGENDA Motion made by Committee Member Peterson, seconded by Committee Member Errickson- Grahek to add number 3. Wild Parsnips concerns to VI. New Businessp. All in favor. Motion carried. III. APPEARANCES 1. Ms. Jessica Kubat – Candidate for vacant committee member position. Ms. Kubat was introduced and the Committee interviewed her. She has been a resident of Centerville since August, 2020, has a very strong sense of civic duty and is very interested in being involved in the community. She has been a R.N. for 12 years and has experience with effective communication, identifying problems and analyzing solutions. Motion made by Committee Member Peterson, seconded by Committee Member Errickson- Grahek to recommend to the City Council Appointment of Ms. Jessica Kubat to the Parks and Recreation Committee. All in favor. Motion carried. 2. Mr. Pat Branch – see VIII Updates, 2.a. 5K/8K Runs IV. PUBLIC HEARINGS – None V. UNFINISHED BUSINESS 1. 19-013: Parks Capital Improvement Plan Review – Administrator Statz City of Centerville Park & Recreation Committee Meeting Minutes July 7, 2021 Administrator Statz explained there are three areas of funding: Operating and repairs, Capital Improvement and Capital Outlay, in general fund budget, for replacement of items. The funds for the Capital Improvements are from Park Dedication fees received from developers and average $3,000 per lot or unit built. Mr. Statz asked that each Committee Member review this document, think about additions to be made to it and prioritization of projects. This will be added to the September agenda. In addition, it was brought up that additional water fountains should be placed in each park with a bottle filler and “doggie spigot” for pets. Discussion also included purchasing of recycled products, quality signage guiding park users through the parks along with trail connectivity making parks more bike friendly. VI. NEW BUSINESS 1. Movie in the Park – Committee Member Peterson Scheduled for Saturday, September 18 with a rain date of September 25 at sunset, approximately 7:30 p.m. The cost of the movie will be approximately $400 with $350 for projector rental plus $50 for snacks. Discussion ensued regarding providing a propane powered bon fire and Scout recruitment. Motion by Committee Member Bettinger, seconded by Committee Member Akpan to schedule the Movie in the Park for Saturday, September 18, 2021 with a raindate of September 25, 2021 and authorize a budget of up to $800 for the cost of the movie, projector rental and snacks/incidentals. All in favor. Motion carried. 2. Park Facility Usage Request – Centennial Little League & Centennial Soccer Club Motion made by Committee Member Bettinger, seconded by Committee Member Peterson to approve the request by the Centennial Little League for an extension of time for the use of the fields at Laurie LaMotte Memorial Park for practice and games. All in favor. Motion carried. Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Akpan to approve the request by the Centennial Soccer Club for the use of both Laurie LaMotte Memorial Park and Acorn Creek Park on Monday through Thursdays from 5 p.m. to 8 p.m., from August 2 through November 1, 2021 for their soccer practices, based on a more specific schedule to be provided. All in favor. Motion carried. 3. Wild Parsnip Committee Members Peterson and Seeley brought up the possibility of wild parsnip in Centerville. Each Committee Member should be able to identify this plant and report it to Public Works Director. It was stated that this is a very dangerous plant to human skin and can cause long term health issues. VII. APPROVAL OF JUNE 2, 2021 MINUTES Motion made by Committee Member Bettinger, seconded by Committee Member Peterson to approve the minutes of the June 2, 2021 with the following corrections: correct typos and obtain an enhanced biography from Administrator Statz for former Committee Member Waeghe. UPDATES 1. 19-014: Main Street Market – Administrator Statz The Main Street Market will be held Thursday evenings from July 8 through August 12, 2021 from 5 – 7 p.m. The Shipp Grant was approved and six (6) picnic tables have been purchased, 13 vendors plus 1 farmer have been confirmed, the #15 booth will be for information, first aid, etc. He stated that volunteers have been recruited and a listing of the vendors and a map where provided to Committee Members. 2. 21-001: Fete des Lacs – Administrator Statz Tuesday, July 13, 2021 - Opening Ceremonies will include Color Guard and welcome by Mayor Love & Lions President, Ron Hogan, followed by Music in the Park and concluding with the reading of the first clue for the Medallion Hunt; Wednesday, July 14, 2021 - Public Safety Night and second clue for the Medallion Hunt; Thursday, July 15, 2021 - Main Street Market, the Bald Eagle Water Ski Show and third clue for the Medallion Hunt; Friday, July 16, 2021 - All-Star Kickball Game & Fireworks Display; Saturday, July 17, 2021 - Kickball & Softball Tournaments, 5K/8K & kids Runs, Parade, Kids Fest, Game Truck and Classic Car Show, among many other activities; Sunday, July 18, 2021 - Softball Tournament, Ninja course, Kids Fest, Game Truck and Paddle des Lacs. Plus there are many other activities on each of the festival days. The Lions Concessions stand will be open on Tuesday and Friday through Sunday. Most of the activities are free. Many thanks to the numerous sponsors and volunteers that assist in making this event happen. A full list of events and activities may be found at: fetedeslacs.org or on Facebook. a. 5k/8k Runs – Mr. Pat Branch 1. Volunteers need to be confirmed for the following areas: Registration and timing assistants, announcer, water stops, course layout, etc. Most of the Committee Members have committed to help with the event, along with other volunteers, including the Scouts and possibly the Anoka County Radio Club. 2.a. Shirts need to be ordered for the runners, both adult and kids, and will be light blue with the logos of the sponsors on them. 2.b. Shirts are also being considered for the volunteers; bright yellow shirts stating “Volunteer” on the back and have been ordered for the Main Street Market and a request to order additional shirts for the Fete des Lacs run volunteers will need to be ordered by staff. 3. Food for after run – it was decided not to offer pizza, but to distribute energy bars instead. 4. Masks will be optional for runners; both races will start simultaneously. 5. Registration will accept cash, checks and plastic; the City has a Square account. b. Paddle des Lacs – Mr. Pat Branch 1. Handcrafted paddle donated by Sanborn Canoe and valued at about $150, will be raffled off during this event. 2. Life Jackets are required for all participants. City Hall Open House – Administrator Statz 3. 21-002: Music in the Park – Committee Member Peterson This event has had very good attendance so far with about 130+ attendees. The food trucks have also been popular. This event was cancelled on July 1 due to the impending rain. 4. Administrator Report – Administrator Statz An update was given regarding the commercial development in town and is part of a comprehensive report available on the city website. 5. Council Liaison Report – Council Member Lakso – No Report IX. ELECTION OF CHAIR AND VICE CHAIR Motion made by Committee Member Seeley, seconded by Committee Member Freiermuth to appoint Committee Member Errickson-Grahek as Chair for the remainder of former Chair Keven Waeghe's term. All in favor. Motion carried. Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Peterson to appoint Committee Member Seeley as Vice-Chair for the remainder of former Vice- Chair Errickson-Grahek's term. All in favor. Motion carried. XI. ADJOURNMENT Motion made by Committee Member Bettinger, seconded by Committee Member Errickson- Grahek to adjourn the July 7, 2021 meeting at 8:30 p.m. All in favor.
