HomeMy WebLinkAbout2021-07-21 EDA Minutes - Approved APPROVED CITY OF CENTERVILLE ECONOMIC DEVELOPMENT AUTHORITY MEETING MINUTES Wednesday, July 21, 2021 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic Development Authority meeting on July 21, 2021. I. CALL TO ORDER The meeting was called the meeting to order at approximately 6:31 p.m. by President Jeff Hanzal. II. ROLL CALL* PRESENT: President Jeff Hanzal Commissioner Steve King – Arrived at 6:33 p.m. Commissioner Darrin Mosher Commissioner Mark Remillard ABSENT: Commissioner Jim Weatherhead STAFF: City Administrator, EDA Executive Director, Mark Statz III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda Motion by Commissioner Mosher, seconded by Commissioner Remillard, to accept the Agenda as presented. A roll call vote was taken. All in favor. Motion carried. IV. APPROVAL OF MINUTES 1. None V. BILLS AND COMMUNICATIONS 1. Bills a. Check List Executive Director Statz presented check #000004 in the amount of $68.88 made out to IRS/EFTPS and check #001005 in the amount of $495.02 made out to City of Centerville. Motion by Commissioner Mosher, seconded by Commissioner Remillard, to approve the check list as presented. A roll call vote was taken. All in favor. Motion carried. Brew Pub Email Executive Director Statz reviewed the email and conversation he had regarding the inquiries about adding a Brew Pub to the City. There was discussion about the different locations the brew pub could potentially go and what the Commissioners felt would work. Commissioner Mosher asked if the City Code addresses rooftop dining. Executive Director Statz checked and noted it does not mention anything about rooftop dining, but they could look at amending that should they want to at some point. VI. REPORTS 1. Administrator’s Report Executive Director Statz stated they are working on keeping all the development projects around town on track, he noted the progress has been slow but is moving along. He stated they want to make sure they contracts get completed and done before October. 2. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) ndth Executive Director Statz stated they are getting ready for the 3M Open on July 22 – 25. b. Quad Area Chamber of Commerce Executive Director Statz stated they had a board meeting on Monday. He noted they have seen membership growth, last month they had 6 new members. The Quad Area Chamber of Commerce is also trying to help Lino Lakes get their festival off the ground after Blue Heron Days was cancelled. c. Hugo Area Business Association Executive Director Statz stated he has been attending these meetings and noted they are having a gathering soon where they are renting some pontoons, grilling food, and socializing. 3. Year to Date Financials Executive Director Statz provided an overview of the Year to Date Financials. 4. Ongoing Programs: Page 2 of 4 City of Centerville EDA Minutes July 21, 2021 a. Blue Logo Sign Executive Director Statz stated there is nothing new to report on this item. b. CenterStage (i) Review of Eligibility Requirements Executive Director Statz reviewed a report from Ms. Michelle Koch, Main Street Marketers. There was discussion on if members of the Commission should reach out to some of the businesses who stated they were interested previously in advertising with the program but have not been in touch with Main Street Marketers. Commissioner Remillard stated he will contact the people he spoke with before and follow-up. c. Business Revolving Loan and Grant Program Executive Director Statz briefly discussed this item. He stated the sign that Mr. Jensen, Jets Hockey had installed is not the correct size for the location, the business who created it is going to correct it and make it smaller for him. d. COVID Relief Business Assistance Grant Programs (American Rescue Plan) Executive Director Statz stated that the City should be receiving the funding by August 4, 2021 and Staff will be researching how the funds may be expended. VII. OLD BUSINESS 1. 2022 Budget Proposal Executive Director Statz presented a spreadsheet with budget items and discussed planning for the 2022 year. There was discussion on what programs they may want to continue in 2022 and which they may want to discontinue. 2. Business Appreciation Event 3. SWAG Bag Review Executive Director Statz stated they handed out 150 “swag” bags at the Music in the Park event and another 150 that were empty at the Main Street Market. He stated he is wondering if the Commission would like to order more since they went over so well. He noted they served their purpose which is to encourage people to shop downtown after events, which is why the Main Street Market is set-up there as well. Motion by Commissioner Mosher, seconded by Commissioner Remillard to approve the purchase of 300 more bags. A roll call vote was taken. All in favor. Motion carried. NEW BUSINESS 1. 1737 Main Street – Review EDA-led Development (Mike Brass) Executive Administrator Statz introduced Mr. Brass and welcomed him to come forward and provide his presentation to the Commission. There was discussion on how Mr. Brass can help the City get some of the vacant properties ready for a buyer of any kind and make them more appealing to buyers. There was discussion on if the Commissioners liked the idea and if they wanted to have Mr. Brass put together more information to help them better understand what the whole picture could look like. The consensus of the Commission was to move forward with this idea and have Mr. Brass provide them with more information before they recommend anything to the City Council. IX. ADJOURNMENT Motion by Commissioner King, seconded by Commissioner Remillard, to adjourn the July 21, 2021 Economic Development Authority meeting at 8:42 p.m. A roll call vote was taken. All in favor.
