ECONOMIC DEVELOPMENT AUTHORITY
MEETING MINUTES
Wednesday, August 18, 2021
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic
Development Authority meeting on August 18, 2021.
I. CALL TO ORDER
The meeting was called the meeting to order at approximately 6:30 p.m. by President Jeff Hanzal.
II. ROLL CALL*

Commissioner Mark Remillard
Commissioner Jim Weatherhead
ABSENT: None.
STAFF: City Administrator, EDA Executive Director, Mark Statz
III. APPROVAL OF AGENDA
1. Call for Changes to the Agenda
Motion by Commissioner Mosher, seconded by Commissioner Remillard, to accept the
Agenda as presented. All in favor. Motion carried.
IV. APPROVAL OF MINUTES
1. May 19, 2021 EDA Meeting Minutes
2. June 16, 2021 EDA Meeting Minutes
3. July 21, 2021 EDA Meeting Minutes
Motion by Commissioner King, seconded by Commissioner Remillard, to Approve the
Meeting Minutes as presented. All in favor. Motion carried.
V. BILLS AND COMMUNICATIONS
1. Bills
a. Check List

Executive Director Statz presented Check #1006, $158.42 (4Imprint – Main Street Market bags,
Check #1007, $125 (Lonni Olson Design & Consulting – Business Appreciation Postcard Design)
and Check #1008 (Image Printing – Business Appreciation Printing).
Motion by Commissioner Weatherhead, seconded by Commissioner Remillard, to approve
the check list as presented. All in favor. Motion carried.
2. Communications
a. Brew Pub Email
Executive Director Statz reviewed the status of this item and noted the brew pub is still interested
and are coming to take another tour. He also stated there are other interested parties, but noted they
are having difficulties due to zoning, so they are looking at creative ways to fill it as it is in the
best interest of the City to fill it sooner than later.
VI. REPORTS
1. Administrator’s Report
Executive Director Statz stated the Market was a great success and feedback was really positive.
He stated a purchase agreement has been approved for Block 7, Centra Homes project and is
moving forward.
Executive Director Statz stated the City has an odd/even water enforcement schedule at the
moment and will soon move to the next restrictive step per the DNR’s notification.
2. Partner Agency Reports
a. Anoka County Regional Economic Development (ACRED)
Executive Director Statz stated he will be speaking at the meeting on September 9 which is from
8am – 12pm and noted anyone is welcome to attend.

He stated the Upriver Real Estate Event is on October 2 at Running Aces Hotel.
b. Quad Area Chamber of Commerce
Executive Director Statz stated they have been active in getting their lunch and learns going and
are working on Lino Lakes Festival.
c. Hugo Area Business Association
Executive Director Statz stated he has been attending these meetings and noted they recently had
a boating socialization event that went well.

3. Year to Date Financials
Executive Director Statz stated there is nothing new to report on at this time.
4. Ongoing Programs:
a. Blue Logo Sign
Executive Director Statz stated there is nothing new to report on this item.
b. CenterStage
(i) Review of Eligibility Requirements
Executive Director Statz stated progress is slow but moving and they have had some repeat
participation interest in the program.
c. Business Revolving Loan and Grant Program
Executive Director Statz briefly discussed this item. He stated Mr. Jensen is still waiting for the
updated sign to be installed.
d. COVID Relief Business Assistance Grant Programs
Executive Director Statz stated there is an opportunity to provide input on what the County does
with the funds and noted the Commissioners are encouraged to provide their thoughts.
VII. OLD BUSINESS
1. Business Appreciation Event
Executive Director Statz stated they mailed the postcards out on Friday for the event and the next
step will be to follow-up with some businesses with a call or email to encourage participation. He
also asked if the Commission would like to move forward with some door prizes for this event.
The Commission agreed to have Mr. Statz proceed with the door prizes he suggested.
Executive Director Statz noted the Commission needs to decide on the main menu for the event
that Chef Hot Hands will provide. The Commission discussed the menu options and the consensus
was to move forward with Ribs as the main menu item and to have an overall budget of $1,000
including beverages.
Motion by Commissioner Mosher, seconded by Commissioner Remillard, to approve Ribs
as the main menu item and to have a budget not exceeding $1,000.00, including beverages
for this event. All in favor. Motion carried.

Executive Director Statz noted the applicant cannot be present tonight but stated he is fine with
the Commission moving forward with a decision or postponing the item for a later date if they
prefer.
Executive Director Statz provided some background and information on this item. He provided an
estimate for the services provided by Mike Brass in the amount of $7,000.00.
There was discussion among the Commission and the consensus was to table this item until a later
date when Mr. Brass will be present to address some of their questions and concerns.
VIII. NEW BUSINESS
1. Shop Local Program (Centerville Bucks)
Executive Director Statz reviewed this item and provided an update. He stated he is looking for
consensus of the Commission to move forward at this time with this program.
There was discussion on this item among the Commission and the consensus was to table this item
and revisit it in a year.
IX. ADJOURNMENT
Motion by Commissioner King, seconded by Commissioner Weatherhead, to adjourn the
August 18, 2021 Economic Development Authority meeting at 7:48 p.m. All in favor. Motion
carried.
