BACKGROUND AND SUPPLEMENTAL INFORMATION:
Ms. Cori Sendle from Centennial School District's Community Education Department will be on hand to
discuss collaboration opportunities between the city's Park's and Recreation programming and the Community
Education program.
In particular, she will discuss the recent Halloween Fun Run. However, she would love to hear the committee's
ideas for further collaboration.

21-008: Skate Park
BACKGROUND AND SUPPLEMENTAL INFORMATION:
At the last P&R meeting, the committee began to explore options for addressing ongoing maintenance and
usability issues at the skate park.
Staff was directed to do some research and gather data on skate parks. We have included some information
from St. Louis Park's recent project.
Staff will ask that the committee discuss, more specifically, what kinds of data they are looking for:
- Usage of current park?
- Expected usage of upgraded park?
- Nearby facilities? Usage at those facilities?
Once data is gathered, we will look at garnering input from the public.

All questions must be received before noon (CST) on February 15, 2017. Questions received
after that time will not receive a response.
Proposals will be accepted on or before 10 a.m. (CST) Friday, February 17, 2017.
Please submit three (3) hard copies of your firmÓs proposal.
Acceptance of Proposal Contents
The contents of this RFP, and attached information provided to the proposer, will be included as
part of the contractual obligations if a contract ensues. All information in the proposal is subject
to disclosure under the provisions of Minnesota Statutes Chapter 13 Î Minnesota Government
Data Practices Act.
All persons or companies whom submit a proposal are quested to register their name and email
address by sending an email to jwest@stlouispark.org. Any revisions to or corrections on this
RFP, after it has been advertised, will be communicated to those registered RFP holders. Failure
to register your contact information as described is at your own risk. A proposal will not be
considered if it fails to include all requested information as detailed in this original RFP and any
subsequent modifications.

Project Overview
The intent of this request is to obtain the services of a firm to design and construct a skate park,
hereinafter referred to as the Ð Contractor Ñ for the City of St. Louis Park, Minnesota, hereinafter
referred to as the Ð City.Ñ Services of a multi-disciplinary team with skate park design,
landscaping and construction experience is required to assist staff preparing plans for the
elements outlined in this proposal. Anticipated disciplines should include landscape architecture
and structural engineering. The city is seeking proposals for a Contractor to fully design and
construct a concrete skate park at Carpenter Park, 3001 Raleigh Avenue South in an amount not
to exceed $230,000.
Section 2 Project Description
The Contractor services to be performed are for design, equipment, and construction services for
the following:
1. Site plans for the Carpenter Skate Park.
2. Plans, specifications, schematic designs, construction documents and the actual
construction for the Carpenter Skate Park. There will be a city engineered storm water
project on this site underneath the skate park. The selected vendor will work with the city
engineering department on load requirements.
3. The project size will be approximately 9,000 square feet with concrete skate park design.
4. The design must include, but not necessarily be limited to, both ÐstreetÑ (e.g. flat
surfaces, stairs, rails) and ÐtransitionalÑ elements (e.g. curved surface, quarter pipes),
lighting and seating, and must accommodate skaters at a range of skill levels, from
beginners to advanced.
5. Construction cost estimates for the Carpenter Skate Park separated out into design costs
and construction costs, in an amount not to exceed $230,000.
6. The selected vendor will design and create the concrete skate park all as one structure.
7. The selected vendor must obtain all necessary permits from the St. Louis Park
Inspections Department.
Carpenter Park Skate Park Description
St. Louis Park is a first-ring suburb of Minneapolis and is heavily connected by trail ways. One
of the premier parks in St. Louis Park is Carpenter Park which is located at 4900 Highway 7, St.
Louis Park, Minnesota. The park is 12.9 acres in size and is adjacent to the residential properties,
police department and City Hall. An area on the southwest side of the park has been allocated for
the skate park (see attachment 1). Carpenter Park has been designated as a signature park of the
St. Louis Park system, and offers the following amenities:
Baseball Fields (2) Proposed Skate Park
Tennis Courts (3) Walking Trails
Parking Open Green Space Picnic Area
The original St. Louis Park skate park was located at the Rec Center, 3700 Monterey Drive, and
was constructed in 2007. The park incorporated modular skating features resting on a
concrete/asphalt pad. The modular skating features were removed in May 2016 due to the
construction of an outdoor covered recreation complex.
In 2015 the City of St. Louis Park interviewed many skate park users to gain an understanding of
the amenities they would like in a skate park knowing that it had to be replaced. The primary
input that came from the users was a park that has an emphasis on good ÐflowÑ and is composed
of concrete for durability, a quality riding surface, and a plaza style park that would adhere to a
variety of skill levels. There has also been a skate park sub-committee created which includes a
Parks and Recreation Advisory Commission member and business owners of a local indoor skate
park and skate shop.
Section 3 Overall Scope of Services
The services required of the Contractor are anticipated to be provided beginning in mid-March
2017 and ending after construction of the skate park. The selected Contractor shall be the overall
project lead and manager on behalf of the City. The Contractor shall report to and take direction
from city staff as directed by the City Council.
The Contractor Ós proposal should include a detailed scope and budget estimate in an amount not
to exceed $230,000 for all services as outlined in this bid request. Each element must be broken
out as a separate item.
The City stresses Contractor Ós innovation, uniqueness and ingenuity in proposing scope of
services. Recommended changes to the scope will be considered and concerns regarding budget
and time frames should also be identified.
The City proposes a team approach in the reviewing of the design utilizing the services of the
Contractor in conjunction with the skate park users and the Skate Park sub-committee.
Design and Construction Drawings
The Contractor shall:
1. Define materials and construction systems for a concrete skate park at Carpenter Park.
2. Develop outline specifications for the scope of the project.
3. Review draft and final design development sets with Parks and Recreation staff, skate
park users and the Skate Park sub-committee.
4. Drawings must include all costs, details, cross section and profiles necessary to bid the
project.
5. Contractor would meet with the Skate Park sub-committee and park users to create final
designs and complete work scope.
6. The main point of contact will be Jason T. West, Recreation Superintendent, and Rick
Beane, Parks Superintendent.
Construction of Skate Park
The Contractor shall:
1. Manager subcontractors to construct the skate park.
2. Have open communication and coordination with the city regarding any subcontractors
on the project.
3. Be mindful and responsive to sustainability within the project.
Section 4 Proposals
The proposal shall contain the type of information summarized below. Additional information is
allowable, providing it is directly relevant to the proposed project.

9. Total Project Cost, not to exceed $230,000, with Separated Design and Construction Cost
10. Insurance Certificate
11. Additional Information
A brief description of each section is as follows:
1. General Firm Introduction
Give general information and a brief history of the consulting firm.
2. Project Understanding
Include a summary of the Contractor Ós understanding of th is project.
3. Project Approach
Provide specific approaches, methods and assumptions that will be utilized to accomplish
each work item.
4. Proposed Project Team and Experience
Identify the key project team members and describe their specific roles on the project.
Include key team members from sub-contractor firms, if any.
Include one-page resumes for key project team members, including field personnel.
5. Schedule
The project will begin as soon as a Contractor is selected. The Contractor is to propose a
schedule that shows how this project will be delivered. The schedule should include a list
of key tasks within each phase, key milestones and approximate dates and deliverables.
6. Statement Why your firm should be selected to perform services for this project
Several firms have been asked to respond to this Request for Bid. Explain why your firm
is the best qualified for this project.
7. Size and Layout of Similar Facilities and References
Describe relevant experience and provide information on at least three (3) reference
projects completed in the last six (6) years in similar climates to Minnesota. Provide
references and contact information including phone number and email addresses.
8. Submit a Design of your Proposed Skate Park.
Submit a design that fits in the scope of the bid. This should not be examples of skate
parks that have been already created. Submit a uniquely designed skate park for
Carpenter Park.
9. Total Project Cost with Separated Design and Construction Cost
The project cost, not to exceed $230,000, should be separated as follows:
a. Detailed design cost including number of city meetings, number of detailed drawings,
etc.
b. Detailed construction cost including cost of materials, labor, etc.
Proposals that do not include a ÒNot to ExceedÓ cost will be disregarded without further
consideration. It is the responsibility of the proposing firm to accurately predict the
amount of time they require for services.
10. Insurance Certificate
The Contractor shall provide proof of comprehensive general liability insurance in
accordance with Section 466.04 of the Minnesota Statutes.
11. Additional Information
Include any other information that is believed to be pertinent, but not specifically
requested elsewhere in this RFP.
Section 5 Contractor Selection
Proposals will be reviewed and evaluated by City staff and the Skate Park sub-committee and
based on the following criteria:
1. Consulting firm and key project staff experience.
2. Proven track record in successfully completing similar projects on time and within
budget. Successful experience of the firm and the individual team members will be
considered.
3. Proposed approach to completing the project.
4. Proposed project schedule.
5. Skate Park design specifically created for Carpenter Park.
6. Proposed design and construction cost.
7. References.
Following review of the proposals by the Parks and Recreation staff, only selected Contractors
may be asked to make oral presentations of their proposals to City representatives. Upon
conclusion of the presentations, staff will select a Contractor to negotiate a contract as follows:
1. If for any reason, a firm is not able to commence the services in that firmÓs proposal
within 30 days of the award, the City reserves the right to contract with another qualified
firm.
2. The City shall not be liable for any expenses incurred by the Contractor prior to the
signing of a contract including, but not limited to, the Proposal preparation, attendance at
interviews, and/or final contract negotiations.
3. The Proposal must be signed in ink by an official authorized to bind the Contractor to its
provisions that will be included as part of an eventual contract. The proposal must
include a statement as to the period during which the proposal remains valid. This period
must be at least 90 days from the date of the submittal.
4. The City reserves the right to reject any and all proposals or to request additional
information from any or all of the proposing firms.
Section 6 Contract Terms and Conditions
Upon selection of a Contractor, the attached Agreement for Professional Services shall be
entered into by the City and the Contractor. It is expected that the contract will provide for
compensation for actual work completed on a not to exceed basis, with the following conditions.
1. Deletions of specific components, such as individual project meetings, will be at the
discretion of the City. Payment or reimbursement shall be made based on actual tasks
completed on the project plus necessary subcontractor work (as applicable) and out-of-
pocket expenses. Billing that exceeds the not to exceed amount will not be compensated
unless a contract extension has been approved in advance by the City Council.
2. The City shall retain ownership of all documents, plans, maps, reports and data prepared
under this proposal. In addition to being provided hard copies and digital documents
throughout the project, the Contractor shall supply the City with a fully-scanned
(Laserfiche) project file upon completion.
3. If, for any reason, the Contractor is unable to fulfill the obligations under the contract in a
timely and proper manner, the City reserves the right to terminate the contract by written
notice. In this event, the firm shall be entitled to just and equitable compensation for any
satisfactory work completed to that point at the discretion of the Operations and
Recreation Director.
4. The Contractor shall not assign or transfer any interest in the contract without prior
written consent of the City.
5. The Contractor shall maintain comprehensive general liability insurance in accordance
with Section 466.04 of the Minnesota Statutes.
6. The Contractor shall defend, indemnify and hold harmless the City of St. Louis Park, its
officials, employees and agents, from any and all claims, causes of action, lawsuits,
damages, losses or expenses, including attorney fees, arising out of or resulting from the
Contractor Ós (including its officials, agents, sub Contractors or employees) performance
of the duties required under the contract, provided that any such claim, damages, loss or
expense is attributable to bodily injury, sickness, diseases or death or injury to or
destruction of property including the loss of use resulting therefrom and is caused in
whole or in part by any negligent act or omission or willful misconduct of Contractor.
7. The Contractor contract shall be governed by the laws of the State of Minnesota.
8. Project summaries shall be submitted with each invoice during the course of the project.
Each summary shall detail the amount billed to date, outstanding work items with costs to
completion and timelines. Invoices submitted to the City shall include a detailed
breakdown of all chargeable items for that period.

Year-round Port-a-Pot Service
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Community members, have expressed interest in having at least one or two port-a-pots in city parks and/or
along city trails during the winter months. Typically, the city cancels its port-a-pot contract around first freeze.
However, city parks and trails are still open, with the city typically plowing trails within a few days after snow
events.
Staff is seeking guidance on whether or not keeping a few of the port-a-pots in the parks over the winter is
something that the committee would like to see.

Scheduling of 2022 Skate Nights
BACKGROUND AND SUPPLEMENTAL INFORMATION:
On an annual basis the Committee schedules their annual Skate Night events. Generally one occurs on a Friday
evening and another on a Saturday evening.
Staff is compiling the City's 2022 Calendar and proposes January 7 and February 5, 2022 as dates for
consideration.

MEETING MINUTES
Pursuant to due call and notice thereof, the City of CentervilleÓs Parks & Recreation Committee held a
scheduled meeting on November 3, 2021 in the Council Chambers at the Centerville City Hall.

I. CALL TO ORDER
Committee Chair Errickson-Grahek, called the November 3, 2021 Meeting of the Parks & Recreation
Committee to order at 6.30 p.m., in the Council Chambers at the Centerville City Hall.
II. APPROVAL OF AGENDA
Motion made by Committee Member Kubat, seconded by Committee Member Akpan to approve
agenda. All in favor. Motion carried.
III. APPEARANCES Î Mr. Peter Schmitt, Centennial Youth Hockey (Centennial Mite Ice
Scheduler)
Mr. Schmitt appeared before the committee to request the use of the hockey rink on Mondays through
Thursdays from 6 Î 7 pm at Laurie LaMotte Park, through the hockey season at the end of February, for
the Centennial Youth Hockey - Mites. This includes dry-ice time prior to the rink being flooded. He is
waiting for the $100 damage deposit to be received by the City, but is hoping to begin using the area as
soon as possible. He would also like to have access to the warming house during these practice sessions.
He also presented to the committee that there would be parents available and willing to help flood the
rink. Mr. Statz explained that the city staff generally completes this action when weather deems
appropriate. He stated that there is a liability concern for non-employees operating equipment.
Motion made by Committee Member Bettinger, seconded by Committee Member Errickson-
Grahek, to approve the use of the hockey rink area for dry-ice and ice time practices on Mondays
through Thursdays from 6:00 pm to 7:00 pm at Laurie LaMotte Park for the Centennial Youth
Hockey. All in favor. Motion carried.

1. 19-013: Master P & R Trail Plan (M. Statz)
Finance Director Dejong presented the Committee with a memorandum which explained funding and
the differences between the Park Dedication Fund and Capital Equipment Fund.
He explained that the Park Dedication Fund, Fund 402, were fees collected from developers as new plats
are approved. He stated that expenditures from the fund should be limited to the purchase and/or
construction of new park equipment or facilities.
He explained that the Capital Equipment Fund, Fund 409 is funded from the General Fund Tax Levy and
is for the replacement or reconstruction of existing parks facilities.
The memo continued to explain the Park Dedication FundÓs history and status. He stated that in summary
if capital projects arise that exceed the fund balance in the Park Capital Equipment Fund, prior to the full
repayment of the existing loan, the Committee should simply ask the City Council to consider funding
these projects through the general fund budget.
A spreadsheet detailing past, current and future improvements was distributed and reviewed. It was
suggested that a Priority column be added. Mr. Statz recommended that the Parks & Recreation Capital
Improvement Plan should be reviewed at the December meeting and modified for presentation to
Committee Members and Council to adopt at a January meeting and reviewed bi-annually thereafter.
2. 20-009: Pleasure Rink Lighting (M. Statz)
Mr. Statz reviewed the proposal received from Aid Electric for additional lights at the park. He stated
that this is the second proposal and it was substantially less expensive than the initial quote received last
summer. He explained that the scope of work would be to provide and install 2 Î 20' steel light poles
with 2 Î 210 watt LED exterior pole heads on each pole (a total of 4) to illuminate the open rink area.
The new lights would be installed on the NE & SE corners of the rink and will supplement the existing
lighting. The cost of $13,206 and work could begin as soon as possible. At least one outlet on a pole
will be needed; may possibly add music at some point in future.
Motion made by Committee Member Bettinger, seconded by Committee Member Errickson-
Grahek to recommend Council approve the expenditure of $13,206 for the purchase and
installation of the additional lighting as proposed by Aid Electric for the pleasure rink, with the
funds coming out of the Park Dedication Fund. All in favor. Motion carried.
Two additional proposals were received by Aid Electric for better illumination of the hockey rink:
1. To replace one head on an existing hockey pole at a cost of $560.00
2. To replace all 13 hockey rink fixtures with LED going from 1,000 watts each to 240 watts
per fixture would provide better overall provide lighting and a substantial cost savings, at a
cost of $6,920 less a $1,170 Xcel Energy rebate.
Following additional discussions, it was determined to leave the existing lighting in place for the time
being. These proposals will be revisited at a later date.

3. 21-008: Skate Park
It was stated that the Skate Park is heavily used and the existing equipment is aging. There are currently
some safety issues with the current equipment which needs to be addressed as soon as possible. There
was discussion with some current users of the skate park who suggested smoothing surfaces near the
transition to equipment.
Short Term Plan: Intensified maintenance of the existing equipment should be a priority and include
repaving and repainting specific areas, perform needed repairs over the next few years and develop a
budget to ensure safety for the short term.
Long Term Plan: Consensus of the Committee was that the process of investing the in replacement of
the current park with either new, modular equipment or a completely poured park, both of which would
require less maintenance. Additional information is needed, i.e. amount of usage, seasonal usage, etc.,
plus researching replacement costs for either a modular or a poured park. Costs for replacing with either
option was anticipated to cost from $200,000 to 400,000 or more; creative ideas are needed for additional
funding. Replacement options, costs and timeline would be added to the Capital Improvement Plan.
4. 21-009: Art in the Park
The idea was brought forward by a member of the Committee which may provide family activities at
various parks Î sidewalk chalk, rock painting, etc., and possibly add as additional activities during Fete
des Lacs, Music in the Park, Main Street Market, etc. and possibly offer prizes; promote for families and
kids. Could also be expanded to include Reading in the Park and other ideas.
VI. NEW BUSINESS
1. Acceptance of Centerville Lions Donation
The Centerville Lions provided the City with a $500 donation to the Parks & Recreation Committee on
September 21. The impetus of the donation was that the park monument at Tracie McBride Park was in
disrepair. The Lions are requesting that the funds be earmarked for this item. There was concern
regarding the request and staff is gathering quotes for the sign. The Committee was extremely grateful
for the donation.
2. Porta a Potty Year Round Availability
Administrator Statz stated that the City has received several requests to have port-a-pots remain in the
park(s) through the winter months. He explained that typically the contract begins in the spring and ends
prior to freeze conditions. He reminded the Committee that the parks are open year round and trails are
cleared upon completion of roadways. He stated that cost would be $110 per month, per port-a-pot, for
five months, with the funds coming out of the Parks & Recreation Maintenance account. The locations
would be determined at the December meeting.
3. Centennial Youth Hockey - Requesting Use of LaMotte Park Hockey Rink for Practices

PARKS AND RECREATION
Lions Donation
The Centerville Lions recently made their annual donation
to the CityÓs Parks Department. This yearÓs donation of
$500 was targeted for park monument signs.
Movie in the Park
The annual Movie in the Park event was presented on
September 18 in LaMotte Park and garnered a large turnout.
Thanks to everyone who helped make the event a success.
Volunteer Appreciation Event

A Volunteer Appreciation Event was held on October 14
at the Fire Hall, honoring those who helped the city
throughout the year, including work with: Fete des Lacs,
Adopt-a-Garden, Clean-up Day/Earth Day, Music in the Park, Main Street Market, Skate
Nights and more.

Skate Park Study
The Parks and Recreation Committee wants your input on the skate park. Our facility at
LaMotte Park is nearing the end of its useful life and there are important decisions to be made
regarding its future. Do we do some major maintenance on the existing equipment, buy new
modular ramps, rails and the like, or make a major investment in a poured concrete facility?

The city is seeking applications for the new position of Assistant City Administrator.
Starting pay ranges from around $54,000 to around $74,000, depending on qualifications.
The deadline for applications is November 19. An application packet, including job

A lunch and learn featuring the four citiesÓ administrators with updates on developments
and other activities in their respective cities.
Economic Development Authority (EDA)
Business Appreciation Event
The EDA held a Business Appreciation Event on Thursday, September 9 at LaMotte Park.
Attendance grew from the EDAÓs initial event, held two years ago, prior to COVID.
Samantha Markman from Anoka County Regional Economic Development spoke about
recent initiatives at the county level and Michelle Koch spoke about the CenterStage
program, sponsored by the EDA.
2022 Preliminary Budget
The EDAÓs 2022 budget request was approved by the City Council and has been made a
part of the cityÓs Preliminary Budget and Levy. The budget includes provisions for the
extension of its current ongoing programs as well as some investments in streetscaping
enhancements and other capital costs. Finally, the budget has allowances for participation
in market or engineering studies to help develop or redevelop commercial properties.
Blue Logo Sign Program Extended
The EDA recently extended its Blue Logo Sign program for 3 years, committing to 50% of
the costs for returning participants and pledging a 75% cost participation on the first yearÓs

Half Priced Water Hook-up Fees for Businesses
Through the end of 2021, the City is offering our businesses half-priced hook-up fees for
connecting to the municipal water system.
Anoka County Regional Economic Development (ACRED)
UpRiver Real Estate Event
ACRED will host its signature event of the year at Running Aces on November 18 from 8:30
Î 11:30 AM. Speakers will highlight recent market trends, project successes and review
available resources for development.
Anoka County Business and Banking Summit
ACRED is sponsoring a business and banking event which will explore trends in the local
and regional economy affecting small and mid-sized businesses. The event will be held on
Wednesday, November 17, from 7:30-9:30 AM at Anoka County Technical College, in
Ramsey.
COMMUNITY DEVELOPMENT
Block 7 Property (Downtown) Î ÐSorel QuarterÑ
A public hearing was held on November 2 to review Centra HomesÓ proposal for 26 row-
style homes on the site. The Planning Commission recommended approval of the
Preliminary Plat and Planned Unit Development with some modifications to lighting and
landscaping and the addition of a monument sign. The proposal will be brought to the City
Council in December for review.
Centerville Elementary School Expansion
Construction continues on schedule.

Old Mill Estates 1 and 2 Additions
The developer and city continue to work towards finishing the remaining work.
Street signs, mailboxes and most of the sidewalk have now been completed, leaving only
pedestrian ramps, boulevard turf establishment and a few odds and ends to be completed.
The City is in discussion with the homeowner near the cul-de-sac on Old Mill Court, exploring
alternative routes for the trail. The city will continue to hold security for the completion of the
trail until this process plays out and the trail link can be completed.

Centerville Storage (20Ave. Mini Storage)
With the site fully paved and landscaped, the developer is just waiting on a fence to complete the site
and open for business.
Bay View Villas (Waterworks Site)
The vast majority of the project work is now done. Some lakeshore plantings and final
landscaping items remain. Mailboxes are now in and the pond has been dredged to final grade.
Atlas Villas Memory Care Project (1825 Main Street)
Site work is complete with the exception of sodding. Work on the interior continues. No
word yet on a grand opening date.

Rehbein Commercial
Infrastructure work is now, largely complete, with the sewer, water and stormwater having
been installed. The street (Michaud Way) has been constructed up through the base course of
asphalt. The wearing course will be installed next year if there are no settlements or other
issues. The contractor is working through punch list items and will be completing the trail
and sidewalks next year.
Kwik Trip
The owner has communicated that construction could begin by mid-summer, 2022.
Norbella Senior Living
Norbella has now broken ground on the site, installing utilities and excavating for the
foundation and parking lot. Work will continue in an effort to enclose the building for winter
work on the interior.
Peterson Shores
The developer has signed necessary agreements and is authorized to file the plat.
Rehbein Industrial
Work on the extension of Fairview Street has begun, with the installation of sewer service
stubs and water main. Storm sewer and street construction will follow, weather permitting.
Sutton Transport
The site has been graded and is ready for construction, once agreements are finalized.
2050/2070 Main Street
The Planning and Zoning Commission held a
public hearing on a proposed Rezoning and
Conditional Use Permit for a proposed Building
Supply Yard for the former Northern Forest
Products building and the adjacent, vacant lot.
The Planning Commission recommended
approval of both proposed zoning applications.
The Rezoning would change the properties from
a B-2 (Main St. Commercial) zoning to a B-1
(Commercial). This zoning allows a limited amount of outdoor storage. The proposed user
would remediate debris-filled soils on the vacant lot and make a substantial investment in the
existing building. Landscaping

FINANCE
American Rescue Plan (ARP)
The City Council reviewed information from the Finance Director regarding the eligibility of
certain expenses and the opportunity to recover lost revenue. The US Treasury guidance on
lost revenue letÓs cities show any growth in tax levy income, less than 4.1% year over year,
as eligible for reimbursement through the ARP. If funds are allocated for lost revenue, they
must simply be spent on general government expenses. Council has not made formal
commitments yet, but its likely that the city will use a mix of expense and lost revenue
allocations for its ARP funds.
STORMWATER/WETLAND
LaMotte Park Stormwater Reuse System Expansion
This project has been finalized and will be submitted for reimbursable grant funds from the
Rice Creek Watershed District and Met Council, respectively. For the few weeks the system
was fully functional at the end of the year, results were positive and point towards a
productive future of water reuse in the city.
Fairview North
A wetland boundary determination was approved by the Wetland Conservation Act Technical
Evaluation Panel. The submittal was for the 40 acres north of Fairview Street.
SEWER AND WATER
Commercial Water Connection Fee Assistance
As part of the cityÓs ongoing effort to help businesses through the pandemic, a new program
was introduced, cutting connection fees for city water in half, through the end of 2021 for
commercial properties. If you own a commercial property in Centerville that is not currently
hooked to city water, and are interested in learning more, please call City Hall.
Modifications to the program are being considered at the next City Council meeting.
St. Paul Regional Water Services
The 120+ year-old intake structure in
Centerville Lake was demolished this
week. St. Paul Regional Water Service,
who maintains riparian rights to Centerville
Lake (meaning they can still pump water
from it), intends to keep their infrastructure
on shore and the pipe that leads from here
to St. Paul, but has now removed their
intake in the lake.
Wellhead Protection Plan
We have been notified that our grant
application to seal some wells in our
Wellhead Protection Area was received
and will qualify for funds, once they are
available. The current allotment of grant funds has been exhausted, but more funds will be
available in 6 months.
2020 Downtown Street and Utility Improvements
Punch list work is now complete. Final payments will be processed soon.
PUBLIC SAFETY
Centennial Lakes Police Department
New Corporal
Officer Jon Krueger was recently promoted to Corporal after a review of his many
responsibilities outside of normal patrol duties. Congrats to Jon! From the Chief:
Officer Krueger has over 24 years of dedicated service to this department and
our communities. He has great rapport with his fellow officers, and has been a
mentor to our newer officers. He has been our liaison to our multi-housing
facilities, and has been a union steward for the past three years. He joined the
Beyond the Yellow Ribbon organization (support for service members, veterans,
and military families) and has frequently kept his partners informed of the
happenings and resources he has. He lives in and is an active member of the
community. He represents our department very well both on duty and off duty. I
have received numerous recommendations for Officer Krueger to be selected as
Corporal from his fellow officers. Officer Krueger has a strong work ethic and a
very positive attitude. Officer Krueger has demonstrated the qualities, and
fulfilled the requirements necessary, to achieve the position of Corporal. It is
for all above reasons and more that Jon Krueger has obtained the position of
Corporal effective immediately.
Reserve Officer Positions
The Centennial Lakes Police Department has had a successful program of reserve officers.
These employees allow our department to ramp up in times of need without the expense of a
full-time employee. Our reserve officers plan an important role in keeping our city safe. If
you know any one interested in joining the force, please contact CLPD during normal
business hours.
Centennial Fire District
Fire District Reorganization
The departmentÓs administrative functions have now been fully transferred to the Spring
Lake Park Î Blaine Î Mounds View (SBM) department, as of September 1. The two
positions for full-time firefighters have been filled from internal candidates (those working as
paid on call firefighters) and are now on duty during the weekday timeslot.
SBM staff have begun the process of auditing our departmentÓs equipment, training and
standard operating procedures to find any gaps or areas for improvement and to ensure proper
budgetary planning takes place.
