ECONOMIC DEVELOPMENT AUTHORITY
MEETING MINUTES
Wednesday, September 15, 2021
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic
Development Authority meeting on September 15, 2021.
I. CALL TO ORDER
The meeting was called the meeting to order at approximately 6:30 p.m. by President Jeff Hanzal.
II. ROLL CALL*

Commissioner Steve King
Commissioner Darrin Mosher
Commissioner Mark Remillard
Commissioner Jim Weatherhead
ABSENT: None.
STAFF: Finance Director, Bruce DeJong
III. APPROVAL OF AGENDA
1. Call for Changes to the Agenda
Motion by Commissioner Mosher, seconded by Commissioner Remillard, to accept the
Agenda as presented. All in favor. Motion carried.
IV. APPROVAL OF MINUTES
1. August 18, 2021 EDA Meeting Minutes
Motion by Commissioner Remillard, seconded by Commissioner Weatherhead, to accept the
August 18, 2021 EDA Meeting Minutes as presented. All in favor. Motion carried.
V. BILLS AND COMMUNICATIONS
1. Bills
a. Check List

Finance Director DeJong presented check #001009 in the amount of $19.47 made out to Teresa
Bender, check #001010 in the amount of $812.19 made out to City of Centerville, and check
#001011 in the amount of $187.00 made out to TimeSaver Off Site Secretarial.
President Hanzal asked what TimeSaver Off Site Secretarial does. Mr. DeJong stated they are the
service contracted to complete the meeting minutes. He noted City Clerk Bender was doing the
meeting minutes, but other tasks and responsibilities have taken precedence, so they hired an
outside source to asssit with the meeting minutes. Commissioner King asked if Mr. DeJong could
find out the amount that TimeSaver Off Site Secretarial is paid hourly, he would like to see if it is
cheaper for the Clerk to complete them. Finance Director DeJong stated it is cheaper to have them
completed in-house, but stated it is a matter of priorities and City Clerk Bender does not have the
availability do complete them at this time.
Motion by Commissioner Weatherhead, seconded by Commissioner Mosher, to approve the
check list as presented. All in favor. Motion carried.
2. Communications
a. None
VI. REPORTS
1. Administrator’s Report
Commissioner Weatherhead provided an update on the volunteer dinner.
2. Partner Agency Reports
a. Anoka County Regional Economic Development (ACRED)
President Hanzal provided an update on this item and stated Executive Director Statz was a panelist
at the MN Real Estate Journal event recently. He noted the next event is the MN Car Expo on
September 27, 2021 from 3-7pm at the Minneapolis Depot.
b. Quad Area Chamber of Commerce
President Hanzal stated they have been active in getting their Lunch and Learns going and they
are scheduled for September 16, 2021 and October 7, 2021.
c. Hugo Area Business Association
President Hanzal stated he and Executive Director Statz attended the breakfast that they hosted
recently, and both spoke on behalf of the EDA. He noted that it went well.

Finance Director DeJong provided an overview of the financials.
4. Ongoing Programs:
a. Blue Logo Sign
President Hanzal stated there is nothing new to report.
b. CenterStage
(i) Review of Eligibility Requirements
President Hanzal provided an update on this program. He stated Ms. Michelle Koch, Main Street
Marketers noted the Business Appreciation Event went well and she had a chance to connect with
businesses that have not taken advantage of the program.
c. Business Revolving Loan and Grant Program
President Hanzal stated there is nothing new to report.
d. COVID Relief Business Assistance Grant Programs
President Hanzal stated on September 20, 2021 at 10 a.m. the program opens for applications and
noted they expect it to be in high demand. He stated that everyone is encouraged to apply as soon
as possible.
VII. OLD BUSINESS
1. 1737 Main Street – Proposal for Site Readiness Tasks (Mike Brass)
Mr. Brass provided a presentation on the item along with an overview of the process for the
Proposal Site Readiness.
There was discussion regarding the process and projects that Mr. Brass has completed that have
similar to this one.
President Hanzal asked what the Civil Engineer does in this process. Mr. Brass stated he draws
the blueprints and provides a foundation for the builders.
Commissioner King asked if Mr. Brass if buyers he has worked with in the past, have been local
companies. Mr. Brass stated he believes they have mostly been local.
Motion by Commissioner Weatherhead, seconded by Commissioner King, to authorize
execution of a contract with Titus Real Estate to complete the work-scope listed above. All
in favor. Motion carried.

IX. ADJOURNMENT
Motion by Commissioner Mosher, seconded by Commissioner Weatherhead, to adjourn the
September 15, 2021 Economic Development Authority meeting at 7:52 p.m. All in favor.
Motion carried.
