INTRODUCTION
Max Storage LLC proposes a multi-tenant
building on the vacant lot at 2010 Fairview

Street (20 Avenue and Fairview Street) in the
CityÔs industrial district. They are applying for a
Conditional Use Permit (CUP) and Site Plan
approval for a mini-storage use but the building
could also include other types of businesses. The
applicants describe the use as follows:
ÑOur ideal target market would be small
businesses (which include general
contractors and tradesmen who are
looking to store their supplies as well as
work vehicles). Food trucks do fall into
this category, but we would not allow
them to cook or sell food on site. Also
based on our market research these
units are desirable for people who own
other recreational vehicles. We intend
to prohibit auto mechanics or car
painting in the bays that would produce
a nuisance to their neighbors. It will be
disclosed in the lease agreements that
the tenants are not allowed for
overnight occupancy.Ò

The property is guided Industrial in the 2040 comprehensive plan and is zoned I-1 Industrial Park.

Adjacent zoning is B1 Commercial across 20 Avenue to the west and Industrial on the other three
sides, as illustrated on the maps below. Properties to the south and west are occupied with
businesses; properties to the north and east are currently vacant.

PROPOSED PROJECT/RELATIONSHIP TO ZONING CODE STANDARDS
The Max Storage project proposes two buildings on the 1.56-acre site. Each building is 50Ô x 208Ô, or
10,400 sq ft, 20,800 sq ft total. The buildings face out to the east and west with both overhead
doors and man doors on these outward-facing sides. The two buildings are separated by 15 ft in
the middle of the site, with entry doors on those sides of the building as well. Each building is
divided into eight units, 26Ô x 50Ô each, for a total of 16 units in the project.
Uses
The I-1 Industrial Park district includes the following uses, among others:
ÑMini-storageÒ is allowed as a Conditional Use. Mini-storage is not defined in our code. A
dictionary definition says itÔs a building with individual storage units to be rented or leased.
This fits what is being requested.
ÑWarehousing/distributionÒ is a Permitted Use in I-1, which would typically mean one
business, not storage for many individual businesses in different units. Mini-storage, with
individual units, by CUP is how we are processing this request.
Permitted uses in I-1 include offices Ï Business and Professional Office and Construction
Trade Offices Ï as well as car wash, construction yard, machine shop/repair (inside
building), research, and storage accessory to a Permitted Use.
There are many other Conditional Uses allowed in I-1, including manufacturing/processing.
Retail sales and residential uses are prohibited in the I-1 district.
The CUP for the Max Storage mini-storage use would therefore allow storage in individual units, but
also any other Permitted Use in I-1 would be allowed with no further zoning approval from the City,
other than a building permit, if there were no changes to the exterior of the building or the site.
Parking
Parking is not specifically noted on the site plan and should be spelled out carefully to avoid
confusion or problems on site:
Required parking ratios per code are:
o Office 5/1000 sq ft
o Manufacturing 3/1000
o Industrial/Warehousing 2/1000 sq ft
At the minimum ratio of 2/1000 for warehouse (storage) uses, the site needs 42 parking
spaces, or 2.6 per unit. If more intense uses are proposed, more parking would be required.
There are two options for parking Ï up against the building or opposite the building.
Against the building is probably preferable for most tenants and would allow easier
maneuvering of vehicles into the overhead doors in most places on site but provides less
parking than opposite the building.

Parking opposite the building, on the outside edges of the site, would allow for much more
parking but could be more difficult for maneuvering large vehicles Ï see below left.
If against the building, each unit has space in front for 1 parking stall, illustrated below right.
The units are 26 ft wide, but parking cannot block either the overhead door or the man
door, leaving room for 1 space per unit perpendicular to the building.
The minimum dimension for a perpendicular parking space and drive aisle is 42 ft Ï 18 ft for
the stall and 24 ft for the drive aisle. Where the site has 50 ft of width for the drive aisle,
parallel parking 8 ft wide at the curb would be allowed, allowing 5 such spaces. Where
there is less than 50 ft of drive aisle width, this parallel parking would not be allowed.
Each unit might park 4 vehicles inside Ï standard cars (orange), pickup trucks (purple).
The total surface parking shown on the site plan graphics below are 43 spaces opposite
the units (left below), or 2.6/unit, and 21 against the building (right below, 16 in front and 5
opposite), or 1.3 spaces/unit. Tenants may need to rely on parking inside the units to meet
typical parking demands. A condition of approval related to parking will be appropriate.

Landscape Plan
Sect. 156.040(L) of the Zoning Code says that
Ñloading facilitiesÒ are to be located in the
side or rear yard. If located adjacent to a
street they must be Ñadequately screenedÒ.
In my opinion, Ñadequately screenedÒ
means there should be a tall, mostly opaque
row of evergreen trees to screen the loading
areas.
The buildings have 12-ft-high overhead
doors for each unit, able to handle large
trucks (but not semis). These constitute
loading facilities in my opinion and need to
th
be screened along 20 Avenue. The
proposed landscape plan has low shrubs
th
along most of the 20 Avenue frontage that
will grow to only 3-5 ft high. On the south half
of the frontage there is a strip of ground
about 3-4 ft wide between the curb line of
the drive aisle and the retaining wall, which
is not enough for significant landscaping.
I suggest that the site plan be revised to
provide a wider buffer area for dense
landscaping that could grow to 8-10 ft in
height. This might be done in a number of
ways, including two that are illustrated on
the next page. We donÔt want to design the
site for the applicants Ï we simply want to
show that it could be revised while keeping
the 40Ô-50Ô drive aisle clearances originally shown. There are certainly other ways to accomplish
this.
The applicantÔs plan is above; suggested concepts are on the next page. The first concept (on
the left) would angle the buildings slightly to allow more room at the south end of the site and
continue that curb line (red dashed line) north, keeping an adequate buffer strip for landscaping.
The second concept on the right would keep the buildings in their proposed location but take a
notch out of the SW corner to create the needed space for a buffer strip. Both concepts would
keep the basic layout of the site and drive aisles.
No fencing or gate is proposed.

Concepts for revising the Max Storage site plan to allow a wider landscape buffer on 20 Avenue:
Lighting
The applicants say the lighting plan is being worked on and will be submitted soon. All site lighting
must be downcast cutoff type fixtures with no more than 1.0 footcandle off the property.
Signage
Signage will be applied for at a later date. We would stipulate that it meet the CityÔs sign
standards. For the industrial district the standards are:
Wall signage: 10% of building wall area
Ground sign: 200 sq ft, 15 ft height maximum, 15 ft setback
Area identification sign: 64 sq ft, 20 ft height maximum, 10 ft from street ROW
Directional signs allowed
Signage can be tricky with a multi-tenant building, where the total allowed sign area might be
taken up by the first businesses in, leaving no area left for future businesses. The owner/operator
will be responsible for allotting sign area to each unit or lessor.

Building Materials
The Centerville code requires the exterior of industrial buildings Ñto be constructed of brick,
decorative block or approved textured masonry product.Ò The buildings are proposed to be all
decorative concrete block (CMU) Ï split-face block on the lower part of the building and smooth
on the upper part of the building with an asphalt shingle roof. The materials are acceptable.
Trash Handling
No outdoor trash cans or dumpsters are proposed. Trash will be handled inside each individual unit
or within an approved enclosure on site of the same materials and appearance as the building.
Engineering/Infrastructure Issue
Engineering and infrastructure issues will be reviewed separately the City Engineer and approved
prior to issuance of a building permit, consistent with City standards.
Rental vs. Ownership
The units are presented now as rental or lease, but it is possible the buildings and property could
be converted to condominium ownership in the future, as is not uncommon (the property
immediately south of this parcel, at 2005 Gateway Circle, is a condominium with two owners in
one building). THE CUP runs with the land, but if there are multiple owners on one parcel of land is
It is not clear how the City might handle this, should one of the units needs its own CUP. This
warrants further discussion.
SUMMARY/CONCLUSION
The basic concept and layout of this project are acceptable but there are several issues that
need more detail and clarification before making a final recommendation. I recommend that the
Planning & Zoning Commission discuss the project and sort through the questions and issues they
have. When the project is considered for a recommendation to the City Council, conditions might
include the following:
1) Uses permitted within the units on site are storage inside the building or any Permitted Use
in the I-1 zoning district, provided there is no use that produces noxious odors, fumes,
smoke, or dust, as determined by the City Council.
2) Any other use that is allowed by Conditional Use Permit (CUP) in the I-1 zoning district will
need further discussion and clarification from the City Attorney. This may involve the
property owner applying on behalf of the individual unit renter to address the issues
involved and process the CUP through the City, which as amended would still run with the
land.
3) All goods, materials, and equipment must be stored completely within the enclosed
buildings. No outside storage is allowed, except for vehicles owned and used by the
tenants or owners of the units which may be parked overnight in approved parking
spaces.

4) No residential use or living in the units overnight is allowed.
5) The owner shall submit a parking plan for the property that provides at least 42 parking
spaces with appropriate dimensions and spacing per City standards, to be reviewed and
approved by the City Planner and City Engineer. When approved, the plan will be striped
on site and signed appropriately. Parking is not allowed anywhere else on site except in
these designated 42 parking spaces or on a temporary basis for loading and unloading at
the units. If there are parking problems on site, in the opinion of the City Engineer, such as
parking in non-designated areas, or parking on the adjacent public streets, the City
reserves the right to modify or revoke the Conditional Use Permit or otherwise limit the use
of the property to relieve the problem.
6) All trash handling will be inside the buildings. If outside trash cans or dumpsters are to be
proposed they must be enclosed within a structure of similar material and appearance as
the buildings, to be reviewed and approved by the City Engineer.
7) No outdoor sales or display of goods or materials is allowed.
8) Cooking of food, other than for the personal consumption of tenants of the buildings is not
allowed on site, and no sale of food to the public is allowed on site.
9) All service and repair of vehicles and equipment must be conducted completely within
the enclosed buildings, and then only for vehicles and equipment owned or leased by the
tenants in the course of their business. Vehicle repair or maintenance for non-tenants is not
allowed.

10) The site plan will be revised to provide a minimum 8-ft-wide buffer area along 20 Avenue
sufficient to provide for a landscape buffer, or a different dimension as determined by the
City Engineer on the advice of a registered landscape architect or nursery professional.
The landscape plan will be revised to include a dense landscape buffer that will grow to 8-
10 feet in height, to be reviewed and approved by the City Planner and City Engineer.
11) A lighting plan will be prepared for review and approval by the City Planner and City
Engineer utilizing all downcast cutoff type fixtures that allow no more than 1 footcandle of
light spillage over the property lines.
12) Signage for the building and site will be applied for separately, to be reviewed and
approved per City sign standards.
13) If any of the individual storage units are converted to condominium ownership the City will
require a plat of the property to reflect the new ownership parcels and reserves the right to
review and approve the association documents. This issue requires further exploration and
discussion.

14) Users of the Subject Property will produce no noise, vibrations, air pollution, light pollution,
fire hazards or noxious emissions which will disturb or endanger neighboring properties.
15) Users of the Subject Property will create no act of public nuisance or disorderly conduct, as
defined pursuant to the CityÔs Code of Ordinances or pursuant to State Law.
16) Users of the Subject Property will follow the applicable standards and requirements of the
City of Centerville City Code, Rice Creek Watershed District, Anoka County, Army Corp of
Engineers, Federal Emergency Management Agency, Minnesota Department of Natural
Resources, and any other agency having jurisdiction over the Subject Property.
17) Landowner and Users will obey all laws and regulation necessary to operate a business on
the Subject Property, and will obtain and maintain, in good standing, all licenses or permits
necessary to operate this type of facility.
18) The Landowner is responsible for all of the conditions set forth in this Permit.
19) In addition to all civil penalties and remedies for violation of this Permit, violation of this
Permit is a misdemeanor criminal offense.
60-DAY RULE
The applications for CUP and Site Plan were received on January 5, 2022. Final deadline for action
by the City per Minnesota Statutes 15.99 on both requests is March 7, 2022. Given the need for
further discussion, the City will likely extend this deadline an additional 60 days as permitted by
State statute.

Discussion regarding City Code Title XIII. General Offenses, Chapter 130, Section 130.03:
Discharge of Firearms within City Limits.
Recently staff received a request for information regarding whether a bow and arrow could be shot
in a residential backyard. City Code states:
Staff is looking
clarification within the
code so it clearly defines bow and arrow versus device which eject a projectile.
Also, staff has discussed this portion of the code with the City Attorney whose interpretation is
that a bow and arrow can be upon a personÓs property as long as the projectile stays on
the personÓs property. (Currently staff is aware that two individuals do shoot archery on their
property and each have been instructed that it complies with City Code per City Attorney.)
Each hunting season (duck, goose, etc.) we receive calls from property owners near the two (2)
lakes regarding hunters. We have had individuals hunting undeveloped lots
that abut the lakes and the police ha approached them regarding their hunting
We have received numerous telephone calls questioning whether property owners can
shoot vermin or coyotes on their property.

5.Verification of the personÓs identity by another person who can establish his or
her own identity by one of the documents listed above.
(b)An explanation of the personÓs presence and conduct will be sufficient to dispel
alarm if it shows that the person was engaging in, and planning to continue engaging in,
lawful activity consistent with his or her actions and all the circumstances surrounding
his or her behavior.
(5)Requisites for conviction. A person may not be convicted of violating division (A)(1) above if:
(a)No police officer gave the person the opportunity provided in division (A)(4) above to
dispel the alarm created by his or her actions; or

lie in wait or be concealed with intent to commit any act prohibited by law.
(C)Loitering; obstructing public passage. A person must not loiter, stand, sit or lie in or upon any public
property, private sidewalk, street, curb, crosswalk, walkway area, parking lot, mall, or other portion of
private property open for public use, so as to unreasonably block, obstruct, or hinder free passage of the
public. Also, a person must not unreasonably block, obstruct, or hinder free access to the entrance of a
building or part of a building open to the public without consent of the owner or occupant. A person
may not be arrested or convicted under this provision until after a police officer has informed the person
that his or her action violates this section and has asked the person to move to a location, if one is
available, that would not violate this section.
(D)Loitering; signs prohibiting. A person must not loiter, stand, sit or lie for a period longer than ten
minutes in any area where a sign prohibiting loitering has been posted.

§130.04 SEX OFFENDER RESIDENCY RESTRICTIONS.
(A)Findings and Intent.
(1)Repeat sexual offenders, sexual offenders who use physical violence, and sexual offenders who
prey on children are sexual predators who present an extreme threat to the public safety. Sexual
offenders are extremely likely to use physical violence and to repeat their offenses, and most
sexual offenders commit many offenses, have many more victims than are ever reported, and are
prosecuted for only a fraction of their crimes. This makes the cost of sexual offender
victimization to society at large, while incalculable, clearly exorbitant.
(2)It is the intent of this article to serve the CityÓs compelling interest to promote, protect, and
improve the health, safety and welfare of the citizens of the City by creating areas around
locations where children regularly congregate in concentrated numbers wherein certain sexual
offenders and sexual predators are prohibited from establishing temporary or permanent
residence.
(B) Definitions. The following words, terms and phrases, when used in this article, shall have the meanings
ascribed to them in this section, except where the context clearly indicates a different meaning:
DESIGNATED OFFENDER means any person who has been convicted of a designated sexual offense,
regardless of whether adjudication has been withheld, or has been categorized as a Level III sex offender
under Minnesota Statute § 244.052 or successor statute.
DESIGNATED SEXUAL OFFENSE means a conviction, adjudication of delinquency, commitment
under Minnesota Statute §§ 253B, or admission of guilty under oath without adjudication involving any
of the following offenses: 609.342; 609.343; 609.344; 609.345; 609.352; 609.365, 617.23; 617.247;
617.293; successor statutes; or a similar offense from another state.
PERMANENT RESIDENCE means a place where the person abides, lodges, or resides for fourteen
(14)or more consecutive days.
TEMPORARY RESIDENCE means a place where the person abides, lodges, or resides for a period of
fourteen (14) or more days in the aggregate during any calendar year and which is not the personÓs
permanent address, or a place where the person routinely abides, lodges, or resides for a period of four
or more consecutive or nonconsecutive days in any month and which is not the personÓs permanent
residence.

City Administrator Statz addressed the Commission and introduced this item.
Chairperson Broussard-Vickers stated she likes the updates to the ordinance and feels a 10
foot setback is the best option. She noted the visual of a vehicle being parked in a yard is not
appealing.
City Administrator Statz stated the idea of a passenger vehicle being parked in a yard can
look unaesthetically pleasing.
City Planner Carlson stated it is important to take into consideration the lawn maintenance
that would be necessary if a vehicle is driven on and off a lawn daily, opposed to a boat
being pulled onto the lawn maybe twice a year.
Commissioner Kubat stated in the illustration he can see the allowed types of vehicles
proposed in certain areas but he does not see it in the language of the ordinance.
City Administrator Statz stated he had to look for a bit to locate the area where the language
Commission Kubat is referring to. He noted although it is shown in the image provided he
would not recommend including the picture in the ordinance.
City Attorney Glaser stated if the Commission does not want to allow passenger vehicles in
the yards they can include the wording Ðpassenger vehicles can only be permitted on the
drivewayÑ or Ðpassenger vehicles can only parked on the drivewayÑ, he noted that is how
other cities have stated it.
Commissioner Twohy asked about the pervious surface allotment. City Administrator Statz
stated they can look into that and see how they might be able to incorporate a certain
percentage of allowed pervious surfaces.
City Administrator Statz reviewed the input from the Commission. He stated the
Commission is in a 4-3 split on the length that should be proposed for the setback, with 4
Commissioners being in favor of a 5 foot setback. He stated the consensus of the
Commission was to review the treatment of the Royal Meadows Develoment and other areas
similar in nature, review the wings, and add some clarification on passenger vehicles and
their operability.
VII. NEW BUSINESS
1. Ordinance Review Î Section 111.16 Î Liquor Regulations
City Administrator Statz introduced this item. He explained the intent of the law and stated
he is just looking for discussion and input from the Commissioners.
Chairperson Broussard-Vickers stated she does not see the need for this at the moment.
Commissioner Twohy asked if they have had any issues that this ordinance would cover.

City Administrator Statz noted this could address things like fights or drunken people
stumbling outside of a bar right across the street by the school. He noted these things have
not been an issue but those are the types of incidents this ordinance could prevent.
City Attorney Glaser stated the Commission can control certain things regarding what type
of businesses can go there and how the buildings look by putting a CUP on any business that
may want to open in this area.
Commissioner Kubat asked if there is a way to limit what goes there based on the businesses
around it.
City Attorney Glaser stated they can include language that says a certain type of business
cannot be within sight of a school or church as an example.
City Administrator Statz stated he understands a general direction the Commission is going
with this item.
2. Discussion of Chair and Co-Chair Positions
City Administrator Statz introduced this item and stated the purpose of this discussion.
Chairperson Broussard-Vickers stated she will be away for several meetings and as the
Chairperson feels it may be a good time to see if anyone else would like to step into that
role.
Commissioner Nelson stated using zoom has become a part of life and it seems to be working
fine so he does not see a reason to change anything.
City Administrator Statz suggested adding a third person to serve as second Co-Chairperson
in the event the both the Chair and Co-Chairperson cannot attend a meeting in the future.
Motion by Commissioner Kubat, seconded by Chairperson Broussard-Vickers to
suggest City Council approve the current Planning & Zoning Commission positions;
Chairperson Broussard-Vickers, Vice-Chairperson Twohy, and Second Vice-
Chairperson Krueger. Motion carried.
VIII. APPROVAL OF MINUTES
1. December 7, 2021 Planning & Zoning Commission Meeting Minutes
Motion by Commissioner Kuiper, seconded by Commissioner Nelson to approve the
Planning & Zoning Commission meeting minutes of December 7, 2021. Chairperson

Peterson, and stated he will be at the meeting next week as well.

PARKS AND RECREATION
Recommendation to Council to Thin Trees from Eagle Park
The Committee recommended to Council approval of lowest bidder, LangerÓs Tree Service -
$6,950; for thinning of trees, (removal of 83 trees), in an effort to extend the life/growth cycle
of remaining trees and to declutter the wooded areas. Council discussed the item at their
January 12, 2022 meeting and tabled it for additional research and discussion purposes.
Abutting property owners and the HOA will be notified prior to date of removal if approved.
Annual Skate/Sled Nights
The Committee held their first Skate/Sled Nights on Friday, January 14, 2022.
Approximately 100 people participated. The Committee is excited and
prepared for their next event, scheduled for Saturday, February 12, 2022,
from 6-9 p.m. at Laurie LaMotte Memorial Park. Wargo Nature Center will provide fat tire
bikes, snowshoes and kicksleds for participants to use for free. The Committee will be
providing FREE popcorn, hot cocoa and sÓmores for roasting over the bonfire.
Skate Park Study
The Parks and Recreation Committee continues to look for the publicÓs input on the existing
Wheels Skate Park at Laurie LaMotte Memorial Park. The facility is nearing the end of its
useful life and there are important decisions regarding its future that need to be made and taken
into consideration (i.e. complete some major maintenance on the existing equipment, buy new
modular ramps, rails and the like) or make a major investment in a poured concrete facility?

Quad Area Chamber of Commerce
The Quad Area Chamber of Commerce is working on another
year of successful programming and events. Currently,
Chamber staff are working on a business expo, senior fair, and
an event that recognizes our beloved veterans. More

This year the Chamber will continue to work with cities in the
quad-area on an individual basis, however there will be a regional marketing effort added as
well.
Economic Development Authority (EDA)

Stage, Highway Signage) to support our existing businesses as we continue to navigate the
pandemic economy. These items have all been included in the EDAÓs 2022 Budget.

COMMUNITY DEVELOPMENT
Block 7 Property (Downtown) Î ÐSorel QuarterÑ
Staff held a meeting on January 19, 2022 with Ms. Carla Dunham, Land Acquisition &
Development Manager, to discuss the possibility of providing exterior construction (siding &
stone) samples to the Planning & Zoning Commission so that those items could be locked in.
They have received the CityÓs Application for Final Plat, a sample of the City AttorneyÓs HOA
documentation for use if they desire and the will continue to work with staff regarding
DeveloperÓs Agreement, HOA documentation, Final Plat submittals and the needed approvals
from Anoka County regarding road Right of Way and CDBG requirements. Centra Homes is
committed to moving forward with all of the aforementioned processes.
Centerville Elementary School Expansion
Construction continues to be on schedule.

Old Mill Estates 1 and 2 Additions
The developer has requested a Letter of Credit reduction and it will be before Council at their
January 26, 2022 meeting for consideration.
The City is in discussion with the homeowner near the cul-de-sac on Old Mill Court, exploring
alternative routes for the trail. The city will continue to hold security for the completion of the
trail until this process plays out and the trail link is completed.

Centerville Storage (20Ave. Mini Storage)
Work on the site is substantially complete. The city is awaiting word from the owner on an
expected opening date.
Bay View Villas (Waterworks Site)
The vast majority of the project work is now done. Some lakeshore plantings and final
landscaping items remain. Mailboxes are now in and the pond has been dredged to final grade.
Atlas Villas Memory Care Project (1825 Main Street)
Contractors have been experiencing delays due to material shortages but they anticipate being
open by April 1, 2022.

Rehbein Commercial
Infrastructure work is now, largely complete, with the sewer, water and stormwater having
been installed. The street (Michaud Way) has been constructed up through the base course of
asphalt. The wearing course will be installed next year if there are no settlements or other
issues. The contractor is working through punch list items and will be completing the trail and
sidewalks next year.
Kwik Trip
The owner has communicated that construction could begin by mid-summer, 2022.
Norbella Senior Living
Norbella has now broken ground on the site, installing utilities and excavating for the
foundation and parking lot. Work will continue within the building through the winter.
Peterson Shores
The developer has signed necessary agreements and is authorized to file the plat.
Rehbein Industrial
Work on the extension of Fairview Street has been completed, up through the gravel base of
the road, including sewer, water and stormwater utilities. Curb and paving will follow in the
Spring.
Sutton Transport
The site has been graded and is ready for construction, once agreements are finalized.
2050/2070 Main Street
A permit has been issued for roofing of the building in preparation of the tenant.
A rezoning and Conditional Use Permit were approved, pending the sale of the property to a
Building Material Supply Center. The user would largely sell to builders and contractors, but
will have a public showroom and sales counter. If the sale goes through, we would expect to
see a site plan review application soon.

American Rescue Plan (ARP)
The City Council reviewed information from the Finance Director regarding the eligibility of
certain expenses and the opportunity to recover lost revenue. The US Treasury has now
finalized their guidance on lost revenue, which provides a flat amount for recovery by each
city, which is well above CentervilleÓs allotment. If funds are allocated for lost revenue, they
must simply be spent on general government expenses. Council has not made formal
commitments yet.
PUBLIC WORKS
Snow Plow Season
Council briefly discussed the Snow Plow Policy at their
January 12, 2022 meeting and are looking for
additional information to be provided by Administrator
Statz and Public Works Director Palzer.
STORMWATER/WETLAND
Rice Creek Watershed District Erosion Control
Inspection Partnership.
The city kicked off its first few months of a new partnership with the Rice Creek Watershed
District, earlier this summer. The agreement between the city and RCWD eliminates
overlapping inspections on development sites, keeping development costs down. The
watershed district supplies the inspections and the city pays for half of their costs.
Recently, the city received its first invoice from the watershed and happily paid it in full! Both
organizations are hopeful that this partnership can lead to more collaborative programs that cut
government bureaucracy while still fulfilling the missions of our respective organizations.
SEWER AND WATER
Commercial Water Connection Fee Assistance
As part of the cityÓs ongoing effort to help businesses through the pandemic, a new program
was introduced, cutting connection fees for city water in half, for commercial properties. If
you own a commercial property in Centerville that is not currently hooked to city water, and
are interested in learning more, please call City Hall. The program is offered for a limited time
only and is subject to conditions.
Wellhead Protection Plan
We have been notified that our grant application to seal some wells in our Wellhead
Protection Area was received and is ready to be funded. A grant agreement has been executed
and staff is pursuing quotes to complete the work.
PUBLIC SAFETY
Centennial Fire District

The Fire Steering Committee held its quarterly meeting on January 20 and approved
applications for two grants. The first is a request to FEMA for upwards of $600,000 to fund
the purchase of a new engine for the department. The second was a much smaller, but every
bit as important of a request to Firehouse Subs for the purchase of 10 Î 12 Automatic Electric
Defribulators (AEDs) to replace those in the two fire stations, city halls and on the rescue
vehicles. All of our communitiesÓ AEDs are aging and could use replacement.

Centennial Lakes Police Department
Chief Mork and his staff continue to focus on keeping adequately staffed through the pandemic,
staggering shifts and making other adjustments to their operations. They have also been busy
preparing their annual report, to be presented to the Police Governing Board at an upcoming
meeting.
