Staff is requesting feedback on what the committee would like to see on the new website. For example, how important are aesthetics and functionality? Are there certain design considerations that are more important than others? The timeline for a website redesign has been moved up due to renewed interest in the project. Staff is requesting feedback; feedback from the Committee will also be accepted through February 14th . COST AND SOURCE(S) OF FUNDING: Cost TBD — Funding from City General Levy (no P&R cost proposed at this time) REQUESTED ACTION: No formal action necessary. City Administrator Athanasia Lewis Council Liaison Michelle Lakso Absent: Committee Member Chris Bettinger L CALL TO ORDER p Chairperson Errickson-Grahek, called the January 5, 2022 meeting of the Parks & Recreation Committee to order at 6:36 p.m. in the Council Chambers at the Centerville City Hall. II. APPROVAL OF AGENDA Motion made by Committee Member Akpan, seconded by Committee Member Peterson to add the following under VI. New Business: 3. Music in the Park and 4. Tracking of Event Volunteers. All in favor. Motion carried. III. APPEARANCES — Ms. Cori Sendle, Centennial Schools Community Education Ms. Cori Sendle, Centennial School District Community Education, again appeared before the committee to determine their interest in collaborating on summer events. Ms. Sendle stated that the events would need to be included in their spring/summer event listing/publication and stated that popular activities are sports, arts, science, and computer activities. It was suggested that a sub -committee be formed to evaluate potential day -time and evening, one-time or multi -week events/activities and work with Ms. Sendle to include them in their agenda of activities. It was determined that Committee Members Akpan, Kubat and Errickson-Grahek will serve on this sub- committee. Ms. Sendle will forward suggestions to the sub -committee. The sub -committee will report to the full committee in February. Previous discussions for events involved pumpkin carving, Art in the Park and additional activities that would tie in with Main Street Market. IV. PUBLIC HEARINGS — None V. UNFINISHED BUSINESS City of Centerville Parks and Recreation Meeting Minutes January 5, 2022 1. 21-008: Skate Park TABLED TO MARCH Administrator Statz stated that he has received several emails from individuals that utilize the Wheels Park, are very interested and excited about the possibility for improvements/replacements for the park, similar to Shoreview's Skate Park. He also stated that several have volunteered to assist with the project. Discussion ensued regarding additional research regarding usage, expected usage if upgraded, similar facilities and their usage, touring of existing skate parks throughout the metro area to ascertain their amenities and usage data, and funding sources (grants, etc.). The committee felt that the timeline should be data gathering this spring, obtain feedback from users, Request for Proposals with construction commencing in 2023. The committee will again discuss this item in March. 2.a. 21-013 Skate Night — January 14" 6:00 to 9:00 pm Staff designed a flyer for the two (2) Skate/Sled events for marketing. It was stated that fat tire bicycles would not be available for the January event but would be available for the February event. It was also stated that kick sleds and snowshoes would be provided by Wargo Nature Center for both events. Discussion ensued regarding the possibility of obtaining inserts for the A -frame signs for marketing the event(s) in time for the January event. Administrator Statz will organize the receipt of untreated pallets for the bonfire from U.S. Crating. Additional discussion took place regarding refreshments (hot cocoa and water), popcorn and pre- packaged s'mores. Committee Member Peterson stated that the Scouts may assist with popcorn for the events. Committee Members Peterson and Errickson-Grahek would be responsible for evaluation of supplies for the events and Committee Member Seeley volunteered to purchase and pre-package the ingredients for the s'mores, approximately 100 bags. It was stated that volunteers could arrive at the park between 5:00 to 5:30 p.m. to prepare for the event(s). Staff will determine/confirm the events' viability due to weather, ice conditions, etc. and post if cancelation is required. 3. 21-007 Eagle Park Tree Clearing — Update Administrator Statz stated that the City received two (2) quotes: one (1) from Langer's Tree Service ($6,950) with an option for stump grinding for an additional ($4,650) and one (1) from Hugo's Tree Care ($11,500). He stated that the quotes were to remove 30% or 83 trees from Eagle Park upon the suggestion of the arborist who was on site and felt that the life cycle/growth of the existing trees would benefit from thinning and cleaning of dead debris in areas were needed. Administrator Statz also stated that the quotes include removal of debris and labor. The committee felt that abutting property owners and the Homeowner's Association should be notified of the project and its commencement. Motion made by Committee Freiermuth, seconded by Committee Member Kubat to recommend to City Council approval of the quote from Langer's Tree Service in the amount not to exceed $6,950 to remove 83 trees from Eagle Park. All in favor. Motion carried. VI. NEW BUSINESS 1. Centennial Community Education — Ms. Cori Sendle Page of City of Centerville Parks and Recreation Meeting Minutes January 5, 2022 Ms. Sendle requested the use of Laurie LaMotte Memorial Park for two (2) of their Community Education programs. Motion made by Committee Member Kubat, seconded by Committee Member Akpan to approve the use of Laurie LaMotte Memorial Park for the following Centennial Community Education programs: "Soccer Tots" (younger kids soccer) on Monday and Wednesday evenings, from July 20 through August 10, 2022, from 5:00 p.m. to 8:00 p.m. and "Mini Hawk" (younger kids sports sampler) on Monday through Wednesday mornings, from July 18 through July 21, 2022, from 9:00 a.m. to 12:00 (noon), with the caveat that if areas requested are not be available, that Acorn Park could be utilized for these activities. All in favor. Motion carried. 2. Fete des Lacs 2022 Administrator Statz stated that the planning for the 2022 Fete des Lacs has begun. He explained that this is a joint venture between the City and the Centerville Lions Club. He suggested that a sub -committee of three (3) members should be organized to plan and coordinate details regarding the committee's involvement of events which would allow him to be relieved of those duties. Committee Members Peterson, Akpan and Freiermuth volunteered to serve and attend the monthly Fete des Lacs meetings. He stated that the meetings are held the first Wednesday of every month at 5:00 — 6:15 p.m. It was stated that the sub -committee would participate as a liaison for the committee and report back to the committee. Some of the activities to consider for continued inclusion in this annual event include the 5k/8k Run, Parade, Game Truck, Car Show, Paddle Event, Business Attractions, Public Safety Night, Fireworks and more. Mr. Pat Branch has indicated his desire to step back from being the coordinator of the 5k/8k Runs and the Paddle event as he has been involved in this position for the past several years. In addition, a parade coordinator is also needed. 3. Music in the Park — 2022 Committee Member Peterson stated that he would continue to coordinate this event. He suggested that the dates should be Tuesdays beginning June 14, 21, 28, July 5, 12, 19, 26 and Aug 9 & 16 with no show on August 2 due to Night to Unite. He would contact musical acts from prior years and asked for suggestions for new acts. He stated that the budget would need to be determined. Discussion ensued regarding the desired participation of food trucks and replacement of the current mixer board for audio. He suggested that the purchase of a new mixer be added to the Action Item listing for future discussion. 4. Tracking of Event Volunteers Committee Member Seeley suggested that a volunteer listing should commence with the January Skate/Sled event which would include the volunteer's name, address, telephone number and email address. Chairperson Errickson-Grahek would coordinate this request. VIL APPROVAL OF MINUTES - December 5, 2021 Motion made by Committee Member Peterson, seconded by Chairperson Errickson-Grahek to approve the minutes of the December 1, 2021 with the following corrections: (pate 1) III Appearances, 3rd paragraph: delete "She inquired" and add "There was discussion regarding"; Page of City of Centerville Parks and Recreation Meeting Minutes January 5, 2022 V. The Port -a -Pot in Laurie LaMotte Memorial Park is being heavily used, however, the unit in Cornerstone has not seen much use. Evaluate for February meeting to determine if the one in Cornerstone should be moved to another location. b. It is anticipated that the Pleasure Rink lighting project will be completed by January 14''. c. Mr. Statz introduced Ms. Athanasia Lewis, Assistant City Administrator. 2. Council Liaison Update — Ms. Lakso - NONE The City Council has scheduled their retreat for Saturday, January 22, 2022, at which time discuss goals and strategic planning for the upcoming year, IX. Respectfully submitted by Linda Neudecker, Recorder Page of Administrator/Engineer's Report terviffe January 26, 2022 Estadtished 1857 PARKS AND RECREATION Recommendation to Council to Thin Trees from Eagle Park The Committee recommended to Council approval of lowest bidder, Langer's Tree Service - $6,950; for thinning of trees, (removal of 83 trees), in an effort to extend the life/growth cycle of remaining trees and to declutter the wooded areas. Council discussed the item at their January 12, 2022 meeting and tabled it for additional research and discussion purposes. Abutting property owners and the HOA will be notified prior to date of removal if approved. Annual Skate/Sled Nights The Committee held their first Skate/Sled Nights on Friday, January 14, 2022. Approximately 100 people participated. The Committee is excited and prepared for their next event, scheduled for Saturday, February 12, 2022, if from 6-9 p.m. at Laurie LaMotte Memorial Park. Wargo Nature Center will provide fat tire bikes, snowshoes and kicksleds for participants to use for free. The Committee will be providing FREE popcorn, hot cocoa and s'mores for roasting over the bonfire. Skate Park Study The Parks and Recreation Committee continues to look for the public's input on the existing Wheels Skate Park at Laurie LaMotte Memorial Park. The facility is nearing the end of its useful life and there are important decisions regarding its future that need to be made and taken into consideration (i.e. complete some major maintenance on the existing equipment, buy new modular ramps, rails and the like) or make a major investment in a poured concrete facility? Send us your thoughts at info e,centervillemn.com ADMINISTRATION New Staff Member Athanasia Lewis, Assistant City Administrator Athanasia is working with staff on a website redesign. To date, staff has met with and received proposals from three (3) website providers. Athanasia met with the EDA at their January 19t' meeting to request their input on an EDA webpage. Athanasia will meet with the Parks & Recreation Committee at their February meeting to solicit feedback on a Parks & Recreation webpage. Athanasia, along with other staff, is getting ready for the 2022 retreat with City Council. CITY COUNCIL Junior Council Member Update Junior Council Member Peterson joined the Council on January 12, 2022 for his first meeting. Welcome aboard, Danny! ECONOMIC DEVELOPMENT Quad Area Chamber of Commerce The Quad Area Chamber of Commerce is working on another year of successful programming and events. Currently, Chamber staff are working on a business expo, senior fair, and an event that recognizes our beloved veterans. More information about these events is available on the Chamber's website at: Quad Area Chamber of Commerce - MN. This year the Chamber will continue to work with cities in the quad -area on an individual basis, however there will be a regional marketing effort added as well. Economic Development Authority (EDA) The Committee remains focused on providing low or no -cost marketing opportunities (Center Stage, Highway Signage) to support our existing businesses as we continue to navigate the pandemic economy. These items have all been included in the EDA's 2022 Budget. The Committee is also committed to expanding marketing and beautification efforts in the city, creating a welcoming environment for businesses and just as importantly, shoppers. Anoka County Regional Economic Development (ACRED) ACRED will hold their strategic goal setting meeting on January 251'. The executive director will be reaching out to the city for feedback on how they can best assist Centerville. COMMUNITY DEVELOPMENT Block 7 Property (Downtown) — "Sorel Quarter" Staff held a meeting on January 19, 2022 with Ms. Carla Dunham, Land Acquisition & Development Manager, to discuss the possibility of providing exterior construction (siding & stone) samples to the Planning & Zoning Commission so that those items could be locked in. They have received the City's Application for Final Plat, a sample of the City Attorney's HOA documentation for use if they desire and the will continue to work with staff regarding Developer's Agreement, HOA documentation, Final Plat submittals and the needed approvals from Anoka County regarding road Right of Way and CDBG requirements. Centra Homes is committed to moving forward with all of the aforementioned processes. Centerville Elementary School Expansion Construction continues to be on schedule. Old Mill Estates 1st and 2nd Additions The developer has requested a Letter of Credit reduction and it will be before Council at their January 26, 2022 meeting for consideration. The City is in discussion with the homeowner near the cul-de-sac on Old Mill Court, exploring alternative routes for the trail. The city will continue to hold security for the completion of the trail until this process plays out and the trail link is completed. Centerville Storage (20tnAve. Mini Storage) Work on the site is substantially complete. The city is awaiting word from the owner on an expected opening date. Bay View Villas (Waterworks Site) The vast majority of the project work is now done. Some lakeshore plantings and final landscaping items remain. Mailboxes are now in and the pond has been dredged to final grade. Atlas Villas Memory Care Project (1825 Main Street) Contractors have been experiencing delays due to material shortages but they anticipate being open by April 1, 2022. Development Inquiries • None Rehbein Commercial Infrastructure work is now, largely complete, with the sewer, water and stormwater having been installed. The street (Michaud Way) has been constructed up through the base course of asphalt. The wearing course will be installed next year if there are no settlements or other issues. The contractor is working through punch list items and will be completing the trail and sidewalks next year. Kwik Trip The owner has communicated that construction could begin by mid -summer, 2022. Norbella Senior Living Norbella has now broken ground on the site, installing utilities and excavating for the foundation and parking lot. Work will continue within the building through the winter. Peterson Shores The developer has signed necessary agreements and is authorized to file the plat. Rehbein Industrial Work on the extension of Fairview Street has been completed, up through the gravel base of the road, including sewer, water and stormwater utilities. Curb and paving will follow in the Spring. Sutton Transport The site has been graded and is ready for construction, once agreements are finalized. 2050/2070 Main Street A permit has been issued for roofing of the building in preparation of the tenant. A rezoning and Conditional Use Permit were approved, pending the sale of the property to a Building Material Supply Center. The user would largely sell to builders and contractors, but will have a public showroom and sales counter. If the sale goes through, we would expect to see a site plan review application soon. Max Storage (Fairview Street) A public hearing will be held on February I to review an application for a Conditional Use Permit (CUP) to operate what is being termed a "Maxi Storage" facility. The heated units may also be available for rental to store personal items, such as RVs, boats and other large equipment. COMMUNITY ENGAGEMENT Web Site • Administrator's Report uploaded • Committee Agendas/Packets uploaded Reader Board • Meeting Schedules • Community Events Social Media • Center Stage • Meeting Agendas FINANCE • Public Hearings Community Email List Administrator's Report Meeting Agendas Connect with the City on these platforms 11 American Rescue Plan (ARP) The City Council reviewed information from the Finance Director regarding the eligibility of certain expenses and the opportunity to recover lost revenue. The US Treasury has now finalized their guidance on lost revenue, which provides a flat amount for recovery by each city, which is well above Centerville's allotment. If funds are allocated for lost revenue, they must simply be spent on general government expenses. Council has not made formal commitments yet. Snow Plow Season Council briefly discussed the Snow Plow Policy at their January 12, 2022 meeting and are looking for additional information to be provided by Administrator Statz and Public Works Director Palzer. STORMWATER/WETLAND Rice Creek Watershed District Erosion Control Inspection Partnership. The city kicked off its first few months of a new partnership with the Rice Creek District, earlier this summer. The agreement between the city and RCWD Watershed eliminates overlapping inspections on development sites, keeping development costs down. The watershed district supplies the inspections and the city pays for half of their costs. Recently, the city received its first invoice from the watershed and happily paid it in full! Both organizations are hopeful that this partnership can lead to more collaborative programs that cut government bureaucracy while still fulfilling the missions of our respective organizations. SEWER AND WATER Commercial Water Connection Fee Assistance As part of the city's ongoing effort to help businesses through the pandemic, a new program was introduced, cutting connection fees for city water in half, for commercial properties. If you own a commercial property in Centerville that is not currently hooked to city water, and are interested in learning more, please call City Hall. The program is offered for a limited time only and is subject to conditions. Wellhead Protection Plan We have been notified that our grant application to seal some wells in our Wellhead Protection Area was received and is ready to be funded. A grant agreement has been executed and staff is pursuing quotes to complete the work. PUBLIC SAFETY Centennial Fire District The Fire Steering Committee held its quarterly meeting on January 20t' and approved applications for two grants. The first is a request to FEMA for upwards of $600,000 to fund the purchase of a new engine for the department. The second was a much smaller, but every bit as important of a request to Firehouse Subs for the purchase of 10 — 12 Automatic Electric Defribulators (AEDs) to replace those in the two fire stations, city halls and on the rescue vehicles. All of our communities' AEDs are aging and could use replacement. We're Hiring The district is looking for paid -on -call firefighters. They have also been busy preparing their annual report, to be presented to the Police Governing Board at an upcoming meeting. These are Google Forms and have been posted on the City's web site. They will be posted on the Main Street Market and city's Facebook pages, along with posting on Twitter. Staff provided two (2) weeks to previous vendors prior to going live with them. We have received one (1) registration to date. Emails have been forwarded to recommendations from two (2) individuals that recently attended an event and a listing from Ms. Conley. Staff will be forwarding volunteer letters in the next month and if anyone is aware of a vendor or volunteer that would be a good fit, please let us know or point them to the city's website. Recycling Ambassadors are trained by industry experts through a six -week course in the areas of reducing waste, recycling, composting, resource recovery and disposal. Unexpected absences policy Attendance is required at all six classes; however, we understand that unexpected situations may arise that prevent you from attending class. Please let the program coordinator know if you are going to miss a class. If you miss two or more classes, you will be dropped from the class with an opportunity to participate in a later training session if space allows.
