ECONOMIC DEVELOPMENT AUTHORITY
MEETING MINUTES
January 19, 2022
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic
Development Authority meeting on January 19, 2022.
I. CALL TO ORDER
The meeting was called the meeting to order at approximately 6:32 p.m. by President Jeff Hanzal.

III. APPROVAL OF AGENDA
1. Call for Changes to the Agenda
Executive Director Statz requested that agenda item IV. Approval of the minutes from November

be approved at the next EDA meeting on February 16.
There was not a motion made or seconded to accept the agenda as amended, however, a general
motion was made and all were in favor of approval.
IV. APPROVAL OF MINUTES
There was no motion to approve the November minutes. Both the November and January minutes

will be approved at the February 16 EDA meeting.
V. BILLS AND COMMUNICATIONS

Executive Director Statz provided an overview of checks, noting that there was an error with check
number 000013E to VZ Wireless-Web Pay in the amount of $255.00. The Bank was unable to
explain why the charge occurred but confirmed that a credit would be issued in the amount of
$255.00. Mr. Statz noted that there were not any checks needing approval, so no motion is needed
at this time.
2. Communications
Executive Director Statz introduced Assistant City Administrator Athanasia Lewis and shared that
several of her goals for this year involve economic development. Mr. Statz also introduced Jr
Council member Danny Peterson, a junior at Centennial High School; Danny attended the last City
Council meeting.
VI. REPORTS
1. Administrator’s Report
Executive Director Statz reviewed the Administrator’s Report as presented, adding a couple of
updates. Mr. Statz reported that Block 7 (also referred to as Sorel Quarter) is the first
redevelopment project incorporating the look and feel envisioned in the 2006 Downtown Master
Plan; the project also achieves density and affordability goals. Mr. Statz noted that the Atlas Villas
Memory Care facility located at 1824 Main Street anticipates opening in April of this year (this
information was available after the staff report was written).
Executive Director Statz noted that on the 2050/2070 Main Street project Council approved a
rezoning and CUP permit for the site to allow a building supply company to occupy the building
and the site next door and anticipate site build out and tenant build out are anticipated in the Spring,
barring any unforeseen circumstances. Progress on this project is contingent upon sale of the
property.
Executive Director Statz reported that the total allotment of the Biden-Era “by-out” package is
approximately $450,000. The spending term is longer than the CARES funding package. The City
has until the end of 2023 to spend the funding, noting that the money can be used for anything,
excluding a “rainy day” fund. The City will receive the money as lost revenue and use it to fund
general government improvements, such as street/parking enhancements at City Hall.
Executive Director Statz reported that the City is still offering ½ price water hook-up for
businesses. President Hanzel inquired about the possibility of extending the program to residents.
Executive Director Statz communicated that the City has offered similar programs to residents in
the past, however federal aid attaches certain requirements to the funding. There are currently
about one hundred residents without City water – it might be a good time to evaluate options.
2. Partner Agency Reports
a. Anoka County Regional Economic Development (ACRED)

The executive director for ACRED offered to meet with City officials for an annual check-in to
ensure the City’s goals align with ACRED’s.
b. Quad Area Chamber of Commerce

Executive Director stated that the Quad Area Chamber is planning a business EXPO on April 4
at the Centennial School. Lunch and learns are also planned for the year, with the first one
occurring in February.
c. Hugo Area Business Association
Executive Director Statz stated that Hugo’s State of the City address will take place in March.
Centerville staff will attend and give an update from the City.
3. Year to Date Financials
Executive Director Statz stated there is no added information.
4. Ongoing Programs:
a. Blue Logo Sign
Executive Director Statz reported there will be a full report next month.
b. CenterStage
Executive Director Statz reported that they reached out to three new businesses.
c. Business Revolving Loan and Grant Program
Executive Director Statz reviewed there are no new applications.
d. COVID Relief Business Assistance Grant Programs
Executive Director Statz stated there are no new programs.
VII. OLD BUSINESS
1. 1737 Main Street – Mike Brass reviewed drawings and financials on several mixed-
use development scenarios involving retail and apartments in the downtown area.
Mr. Brass noted that all of the proposed scenarios result in a negative cash flow.
Discussion ensued around potential financing options and alternate development
scenarios. This item will be brough back to the EDA for further discussion at the
next meeting to allow Mr. Brass time to prepare financials for an “all-
condominium” scenario.

1. City Website Redesign Input
Assistant Administrator Lewis talked with the EDA about the City’s current website and EDA
page. Discussion ensued and feedback was collected from Commissioners. The Commissioners
liked several features they reviewed on websites they were shown. In summary the EDA would
like the website redesign to include retail listings, a business directory, a more robust visual
component, including video, rotational images, embedded images, and pictures that feature
community assets, a timeline and/or history of Centerville, business/community resources,
information about active development projects, and a simplified organizational structure, i.e.,
buttons that enhanced ease of use and functionality, along with a mobile app if possible. The EDA
would also like the website to be aesthetically pleasing.
3. Downtown Building Condition Assessment – CDBG/Home Grant
Executive Director Statz reported that CDBG and Home funding can be used for redevelopment
and residential building repairs. Discussion ensued about the feasibility of improving four
downtown businesses: Kelly’s Bar, Southern Rail, the Knick Nack Shop, and the Catering
business. Each of the businesses mentioned above has apartments on the upper floor.
The Downtown Building Condition Assessment that Executive Director Statz presented would
determine feasibility of investing in the aforementioned businesses. The cost of the assessment is
approximately $8,000 which is more than the EDA would like to consider at this time.
Commissioners asked about alternatives and less expensive assessment options. Executive
Director Statz will do additional research and report his findings at the next EDA meeting.
IX. ADJOURNMENT
Motion by Commissioner King, seconded by Commissioner Weatherhead to adjourn the
January 19, 2022 Economic Development Authority meeting at 9:00 p.m. All in favor. Motion
carried.
