Request for Use of Trails - Shake Your Shamrock 5/7K, 3/19/2022
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Midwest Multisport Races, LLC has submitted for this years for several years. They have been good stewards in the past.
Granting of said application should be conditioned upon the following: No permanent markings on Trails/Sidewalk or property, No
maintenance of said Trails/Sidewalks of intended use will receive maintenance above and beyond that of regular maintenance of our
Public Works Department or Anoka County for this event. If a snow event occurs on the weekend, maintenance will not be provided
and the organizers (Midwest Multisport Races, LLC) are responsible for holding conversations with the Centennial Lakes Police
Department alerting them of the scheduled event and adhere to their recommendations

Request for Use of Hidden Spring Park, June 5, 2022 from 10 a.m. - 5 p.m.
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Ms. Michelle Baland has requested the use of Hidden Spring Park for a graduation party for the above stated date. Ms. Baland has
been informed of the fees and submitted application. Said application did not include a usage fee and Ms. Baland was informed of
same. Ms. Baland would also like to employ a food truck for the event. No insurance certificate has been provided to date, but Ms.
Baland is aware that it is needed.
Granting of said application should be conditioned upon the following: the submission of the remaining user fee and submission of
the required insurance certificate naming the City of Centerville as additionally insured for said event.

Suggested Ballfield Improvements - Centerville Lions
BACKGROUND AND SUPPLEMENTAL INFORMATION:
The City received several requests from the Centerville Lions regarding the ballfields at Laurie LaMotte Memorial Park and the listing
is as follows:
Level transition between infield & outfield - Quote from Bryan Rock Products - $30.50/ton + Delivery of$3.50/ton - 150 tons needed
= $5,100
Fill in exposed rocks in grass from irrigation lines - P.W. Comment is that it will eliminate drainage and fields will be wet again
Anchor Bases & Run-Through Bases for both 1st Bases - P.W. Comment is that bases are anchored very lightly to ensure no injuries
if sliding into bases and run-through bases were purchased by the Lions several years ago and they provide.
Backstop - P.W. Comment is that the post has heaved with weather/soils and hiring of a contractor could be completed unless P.W.
mends the fencing.
COST AND SOURCE(S) OF FUNDING:
Approx. $5,100 for ag lime - Park Maintenance
REQUESTED ACTION:
Provide direction to staff for maintaining the ballfields by leveling the transition between the infield and
outfield and either mend the fencing to truly work in the capacity of a backstop or hire a contractor to replace
the post that is heaving - with discretion of the P.W. Director to determine appropriate action. A letter will be
forwarded to the Lions regarding the City's remedies to requests.

Donations/Memorials
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Staff has worked with several family members of loved ones/donors who desire to place a memorial bench
within a park/along a trail, along with a donation from a group, etc. Staff has worked closely with the donors
regarding purchase, placement, funding and Council acceptance of the donation.
We have again been approached to either place a bench or plant a tree in honor of a family member. Staff has
provided to spark input from the committee.

Parks, Trails & Recreation Donation and Memorial Policy
PURPOSE
The purpose of this policy is to establish guidelines, standards and procedures for the installation
and care of donated park improvements, either as a result of a cash or physical property donation.
These donations may include, but are not limited to, park land, benches with suitable base , bicycle
racks, picnic tables, benches, trees, public art, monuments (by exception only), drinking fountains,
playground equipment, flags, and other types of park or trail accessories. The City desires to
encourage donations while at the same time manage aesthetic impacts and mitigate on-going
maintenance costs. Development of public facilities is expected to be the result of careful planning
and quality construction. In addition, public facilities are expected to be maintained to a standard
acceptable to the community. Guidelines and standards established by this policy will apply to all
donations made after the date this policy was adopted. Donations of any kind become the property
of the City of Centerville.
STANDARDS FOR DONATION
Acquisition or Purchase: The City and the community have an interest in ensuring that park
elements purchased and installed be of high quality related to style, appearance, durability and
ease of maintenance.
Appearance and Aesthetics: The City and the community have an interest in ensuring the best
appearance and aesthetic quality of their public facilities. Park elements and/or their associated
donation acknowledgements should reflect the character of the park or facility it is placed. All
park elements will be installed in such a manner that will not substantially change the character of
a park or facility or its intended use. No donation may reflect a political or rebellious statement or
position; and may not mention any form of deity.
Park Plan: When applicable the donation of a park element for a specific park or facility, should
conform to the park plan for that park. If no plan exists or if a plan exists, but does not identify a
particular park element proposed for donation, the City may accept the donation under certain
conditions. Under this circumstance the donation must (1) meet a true need of the park or facility,
(2) not interfere with the intended current or future use of the park or facility, and (3) not require
the relocation of other equipment or infrastructure to accommodate the donation or request for
placement. In the opinion of the City, a park or facility may be determined to be fully developed
and the opportunity for donations would not be feasible.
Cost(s): The City has an interest in ensuring the donor covers the full-cost for the purchase and
installation of donated park elements. The City also has an interest in ensuring that on-going
maintenance costs do not negatively impact the resources available for maintenance of other City
park facilities.
Donation Acknowledgements/Memorial Plaques: Donation acknowledgement and memorial
plaques, on any item, shall require review and approval by the Public Works Director or designee.
Acknowledgements and plaques should be of high quality and not be a predominate feature on the
item and will be provided at the cost of the donor.
Interpretive Signs: Interpretive signs may be installed at sites that are appropriate for describing
the history, geology, environment, and flora and fauna of a particular area. Interpretive signs shall
(1) be of a size that is in keeping with the character of the site, (2) meet design requirements for
access to the disabled, (3) be designed in such a manner that is consistent with other interpretive
signs on site if any, (4) be constructed of materials that are of high quality and, (5) meet all current
City regulations.
Land, Buildings, Structures and Public Art: Donated land, buildings, structures (including
playgrounds) and public art are subject to full review and approval of the City Council and are
considered as part of this policy.
Park Benches, Bicycle Racks, Picnic Tables, Drinking Fountains: Park benches, bicycle racks,
picnic tables, drinking fountains, and playground equipment may be sited in locations approved
by the Public Works Director or Designee. Items donated must be of a product approved by the
City, and these items become City property upon installation.
Trees: The size and species of tree or trees donated shall be limited to those determined by the
City and placement must be approved by the Public Works Director or Designee. Trees will be
warranted for three years by the City.
Other Donations: There may be other donations possible, other than those expressly listed or
contained within this policy. The City may accept those donations subject to a review by the City
Council, City Administrator or Designee.
Maintenance: Donated park elements and/or their associated donation and acknowledgement,
become City property. Accordingly, the City has the duty to maintain the donation only for the
expected life cycle of the donation. The City accepts no liability for damage from vandals, third
parties or while carrying out maintenance activities. The City reserves the right to remove or alter
any donated equipment, improvement(s) or memorials that have been damaged or in the case of a
living tree/bush/plant, dead. The Public Works Director will determine if an items should be
removed due to beyond repair or death.
Repair: The community has an interest in ensuring that all park elements remain in good repair.
In addition, the public has an interest in ensuring that the short and long-term repair costs are
reasonable. Repair parts and materials must be readily available. Donated park elements must be
of high quality to ensure a long life, be resistant to the elements, wear and tear, and to acts of
vandalism. The City reserves the right to remove or alter any donated equipment, improvement(s)
or memorials that have been damaged and is, in the view of the Public Works Director beyond
repair.
PROCEDURE FOR MAKING A DONATION
Application: the donor shall complete an application form, which will be submitted to the City
Administrator or Designee for consideration. City Council will take final action on all donations;
to accept by resolution per Minnesota State Statute 465.03, or not to accept all donations.
CONDITIONS
Installation: Installation of donated park elements, including the donor acknowledgement/
memorial plaques will be completed by the City in the location as approved by the Public Works
Director or Designee. The installation shall be scheduled at a time and date so as not to
unnecessarily interfere with routine park maintenance activities and/or use by the public for
scheduled events.

Committee Chair Errickson-Grahek, called the February 2, 2022 meeting of the Parks & Recreation
Committee meeting to order at 6:33 p.m. via Zoom.

Motion made by Committee Member Freiermuth, seconded by Committee Member Akpan to add
the following under VI. New Business: 2. Award Funding for the 2022 Fete des Lacs Logo Contest
and 3. Use of Laurie LaMotte Memorial Park or Hidden Spring Park for Centerville ElementaryÓs
Medallion Hunt; VIII. Updates: 4. Art in the Park. All in favor. Motion carried.

1. 21-014: Skate/Sled Night Î February 12, 2022
Committee Member Peterson reported that fat tire bikes, along with kick sleds and snow shoes would be
provided by Wargo Nature Center for the event. There was discussion regarding the potential for need
of pallets, assistance from the Scouts for the bonfire, and distribution of popcorn and sÓmores. Signs,
posters and social media will be utilized for marketing. It was discussed that inventory of hot cocoa,
water, popcorn and sÓmores were at proper levels for the event. It was stated that the audio mixer would
be in the warming house for the event and that Committee Members Peterson, Errickson-Grahek, Akpan

and Seeley would be volunteering at the event. Committee Member Freiermuth stated that she may be
able to attend. Discussion ensued that the volunteers should arrive between 5-5:30 p.m. allowing ample
time for preparation for the event.
Weather and ice conditions will be determined on the Friday prior to the event. Cancellation notification
will be provided by City staff via the website, calendar and social media outlets.
2. 22-001: Music in the Park
a. Performers
Committee Member Peterson stated that he will be contacting several performers in the upcoming weeks
to begin the scheduling process.
b. Food Truck Schedule
Ms. Lonni Olson provided the Committee with a schedule of food and dessert vendors that will be at the
events. She has scheduled seven (7) vendors offering a variety of food items with two (2) vendors being
present per event. Placement of the vendors will be discussed at a later date.
VI. NEW BUSINESS
1. 16-026: P & R Website
Assistant City Administrator Lewis stated that staff has been evaluating options for a redesign of the
CityÓs website. She stated that within the website, the Parks & Recreation will have committed
pages/location. She provided a presentation of sample city websites (Maplewood, Brooklyn Park,
Lexington and Circle Pines in an attempt to ascertain the CommitteeÓs feedback for their desired features,
aesthetics, functionality, etc.
Committee Member Akpan volunteered to coordinate responses from members and communicate with
Ms. Lewis to streamline the process.
2. 2022 Logo Contest (Fete des Lacs)
There were questions regarding the ongoing process for funding award money for the annual logo contest.
It was stated that Ms. Lonni Olson assumed these responsibilities from former Run Coordinator, Mr. Pat
Branch and is looking to commence the contest through the Centerville Elementary and Centennial
Middle schools as in years past. It was stated that historically, approximately 90 to 100 students at each
school participate. It was also stated that generally the Mayor has made presentations at the schools
honoring the winners and presenting them with their award money. It was reported that with COVID
limiting visitors within the schools and availability of the Mayor, this has not been the case and the
winners have received their awards via mail.
Lengthy discussion ensued regarding possible presentation of the awards at the Festival, before or after
the runs as the logo is associated with the runs/walk and consideration of the process that has been
utilized in the past. Discussion also ensued regarding the inclusion of grade K-5 and grades 6-8 children

who do not attend either the Centerville Elementary or Middle schools and discussions with Mr. Branch
for his input on future procedures associated with the program.
Motion made by Committee Member Seeley, seconded by Committee Member Freiermuth to
recommend to the City Council allocation of a total of $350 for award funding for the winners (3
from each school) for the 2022 Logo Contest. (Two first place of $100, two second place of $50 and
two honorable mentions of $25). All in favor. Motion carried.
1. Request for Use of Laurie LaMotte Memorial Park, Medallion Hunt Î Centerville
Elementary School
Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Seeley
to approve the request of Centerville Elementary use of either Laurie LaMotte Memorial Park or
Hidden Spring Park for a Medallion Hunt beginning February 4, 2022 until the medallion is found.
All in favor. Motion carried.
Staff informed the Committee that both the Centennial Lakes Police Department and Centennial Fire
District have been advised of this request along with the Public Works Department.
VII. APPROVAL OF JANUARY 5, 2022 P & R COMMITTEE MEETING MINUTES
Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Akpan
to approve the minutes of the January 5, 2022 meeting with the following corrections: delete ÐpÑ

1. Staff Updates: Administrator Statz
Administrator Statz provided his written AdministratorÓs Report in the packet for Committee review.
2. Council Liaison Update Î Council Member Lakso
Council Member Lakso stated that the CouncilÓs scheduled Retreat/Goal Setting Session had been
cancelled due to COVID and that it would be reschedule for a date in March.
3. Main Street Market Update
Staff has completed the Rules & Regulations and Vendor Registration forms for 2022. Staff reported
that past vendors were provided with two (2) weeks advance notice prior to posting to the public on the
CityÓs website. It was also stated that the information would be posted on the Main Street Market
Facebook page and the CityÓs social media outlets. Staff informed the Committee that four (4) vendors
were currently registered. Staff reported that a grant was again available if vendors of fresh fruits and
vegetables, honey, maple syrup, eggs, etc. were included.

4. 22-003: Centennial Community Ed - Art in Park, Etc. Î (Families/Youth)
Sub-Committee Members Akpan, Errickson-Grahek and Kubat have met several times and suggesting
completing an Art in the Parks project for families/youth in conjunction with the Main Street Market. It
was stated that materials would be needed (i.e. rocks, chalk, paints, acrylic pens, etc.) and the fee for
participation would be $20/adult w/child and $7 for each additional child. It was felt that the event would
last approximately one hour. Several other suggestions were discussed, including the construction of
bird/bat houses, a Story Walk through Laurie LaMotte Memorial Park tentatively scheduled for July 16,
2022 coordinated by the library, Summer Camp activities/programs and the possibility of a Halloween
Fund Run coordinated in conjunction with the Centennial School Community Education Department.
IX. ACTION ITEM UPDATES Î as of 02-05-2022
The Port-a-Pot in Laurie LaMotte Memorial Park is being heavily used, however, the unit in
Cornerstone has not seen as much use. It was determined to leave both units in place for the
remainder of the winter.
Lighting on Pleasure Rink Î project completed, but could add decorative lights and also speakers
on poles for sound. Committee Members liked the ideas.
Eagle Park Tree Removal Î has been approved and will begin within approximately a month.
Need to develop a plan for each additional park.
Prioritize safety of park amenities.
Fete des Lacs Î may discontinue Sunday activities due to low turnout except paddle event. The
Lions may provide Karaoke on Friday evening along with fireworks. They are also considering
a band for Saturday evening. A Parade Coordinator and a 5/8K Run Coordinator are needed.

Skate/Sled Night (Feb. 12, 2022) - Update
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Through discussions with Chairperson Heidi Errickson-Grahek approximately 50-75 people participated in the
event. A re-check of supplies should be made prior to the 2023 events.
It was a colder evening, but the bonfire kept individual participants warm. Photos of the event are on the
website which was set to music.
A thank you to Committee Volunteers, Scouts, Wargo Nature Center & participants should be given.
The warming house and rink will be closing for the year on Sunday, February 27, 2022.
