I. CALL TO ORDER The meeting was called the meeting to order at approximately 6:30 p.m. by President Jeff Hanzal. II. Call for Changes to the Agenda A motion to approve the agenda was made by Commissioner King and seconded by Commissioner Weatherhead. All in favor. Motion carried. IV. APPROVAL OF MINUTES A motion by President Hanzal and seconded by Commissioner Weatherhead was made to approve the November minutes as presented. Motion carried. A second motion, also made by President Hanzal and seconded by Commissioner Weatherhead was made to re-approve the first three items on the November agenda (agenda, minutes, and bills & communications) since the authors of the motions from that meeting were not captured because of technical difficulties. Motion carried. A th motion approving the January 19 minutes was made by Commissioner King and seconded by Commissioner Weatherhead. Motion carried. V. BILLS AND COMMUNICATIONS 1. Bills City of Centerville EDA Meeting Minutes February 16, 2022 a. Check List Executive Director Statz provided an overview of the checks. A motion to approve the bills and checks was made by Commissioner Weatherhead and seconded by Commissioner Remillard. Motion carried. 2. Communications A recommendation for the website redesign is being presented to the city council at their meeting rd on February 23. VI. REPORTS 1. AdministratorÓs Report Executive Director Statz reviewed the AdministratorÓs Report as presented in the packet. 2. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Samantha Markman, ACRED Executive Director provided an overview of 2021 activities, project inquiries, goals, committees, initiatives, and events. Highlights include the 2021 Up River Real Estate Event and 2021 PGA Tour: 3M Open. Almost half of the project inquiries were from the industrial sector, followed by commercial, assistance, and housing. Organization goals include: Marketing, Readiness, and Regionalism & Alignment. Initiatives include: Regional Broadband Efforts, Marketing at 2022 Events, Regional Business Retention & Expansion Initiative and Community Support. A number of events are in the process of being planned for this year, including: ACRED Business & Banking Summit and ACRED Up River Real Estate Event. The dates have not been confirmed. A number of sponsored events are also being planned Î more information can be found on the ACRED website. b. Quad Area Chamber of Commerce Executive Director Statz reviewed the updates noted on the administrator report. c. Hugo Area Business Association Executive Director Statz and President Hanzal attended the City of HugoÓs Business Appreciation event. Awards were presented to qualifying businesses, and there was a lot of participation from local businesses. The update/information portion of the meeting highlighted current projects, such as development along their lakefront and their new public works facility. They are selling their existing public works facility to offset costs. 3. Year to Date Financials No update currently Page 5 of 5 City of Centerville EDA Meeting Minutes February 16, 2022 4. Ongoing Programs: a. Blue Logo Sign Executive Director Statz reviewed the calculations he provided in the packet. b. CenterStage Executive Director Statz reported that there is no new activity. c. Business Revolving Loan and Grant Program Executive Director Statz reviewed there are no new applications. d. COVID Relief Business Assistance Grant Programs Executive Director Statz stated there are no new programs. VII. OLD BUSINESS 1. 1737 Main Street Executive Director Statz reported that there has been more interest in this property since the letter of intent, included in the packet, was prepared. The owners of the creamery have expressed interest, as well as Mike Brass. Executive Director and Mike Brass agreed to wait on the letter of intent, at least for now, until further notice. This will give Executive Director Statz some time to explore options more fully. No action was taken by the EDA. An update from Executive Director Statz will be provided at the next EDA meeting. 2. Downtown Building Condition Assessment Î CDBG/Home Grant Executive Director Statz reported that the contractor agreed to a Ðwalk-throughÑ inspection of three of the four buildings (KelleyÓs Bar, Southern Rail, and the Knick Knack shop) to determine the feasibility of redevelopment; the catering business currently has a tenant living there and will not be included in the inspection. The Ðwalk-throughÑ inspection will highlight major expenses Î the inspection is meant to provide a general idea of the condition of these spaces. The report will be verbal, and it not meant to be official Î a written report will not be provided. A motion to approve the Ðwalk throughÑ inspection in the amount of $1,750 was made by Commissioner Weatherhead and seconded by Commissioner Mosher. Motion carried. VIII. NEW BUSINESS 1. 2022 Strategic Plan Page 5 of 5 City of Centerville EDA Meeting Minutes February 16, 2022 President Hanzal shared the EDAÓs most up-to-date Strategic Plan since the one in the packet is dated. The plan in the packet was discarded and replaced with the one provided. The plan shown on the PC via Zoom is the most current plan. Executive Director Statz reviewed the goals in the plan and the EDA would like to focus, albeit not exclusively on: Downtown and waterfront Business Retention and Expansion Visits Community Outreach Intersection of 20th and Main Street Continuing CenterStage and Blue Logo programs Athanasia will prepare a toolkit for business retention and expansion visits, along with an outline for the strategic plan; she will share the plan with you next month. Discussion ensued about conducting development surveys, handling of vacant properties and large parcels, as well as offering TIF incentives. IX. Chris served on the Parks and Recreation Board for nearly a decade and has been a part of many projects and the growth of new programs throughout his time on the board. There are a lot of interesting things happening in Centerville and itÓs a great time to volunteer! Volunteers Needed Î Fete des Lacs The Fete des Lacs Committee is looking for volunteers to take on the roles of Parade Coordinator and 5k/8k Fun Run Coordinator (two separate positions). Call City Hall if interested 651-429-3232. Skate Park The Parks and Recreation Committee continues to look for the publicÓs input on the existing Wheels Skate Park at Laurie LaMotte Memorial Park. The facility is nearing the end of its useful life and there are important decisions regarding its future that need to be made and taken into consideration (i.e. complete some major maintenance on the existing equipment, buy new modular ramps, rails and the like) or make a major investment in a poured concrete facility? Send us your thoughts at info@centervillemn.com. Miscellaneous The Parks and Rec Committee approved a couple of special event applications at their March nd 2 meeting. An application was approved for the Shake your Shamrock 5/7K event on 3/19/22. An application for a graduation party to be held at Hidden Springs Park from 10:00 a.m. to th 5:00 p.m. on June 5 was also approved. Finally, Parks and Rec. approved a maintenance contract for ballfield repairs at Laurie LaMotte park. Public Works will be the point of contact for questions pertaining to the repairs. ADMINISTRATION Council Retreat th. The City Council held their annual retreat on March 5 The council discussed goals and objectives for 2022, and they participated in a facilitated exercise on the Clifton Strengths Finder. The council also heard presentations from staff to learn more about their goals for the year. Discussion themes from the Council Retreat will be formed into a set of goals for the two- year period of 2022 and 2023 and presented to the Council at an upcoming work session. The commission chose Option 1 (see below). All street-facing sides of the buildings will feature LP Smartside, cut stone masonry veneer and aluminum railings. A DeveloperÓs Agreement and draft HomeownerÓs Association Documents will be presented to the Planning Commission and City Council in the coming weeks. Centerville Elementary School Expansion Progress continues. The work will be complete this summer and ready for students in the fall. stnd Old Mill Estates 1 and 2 Additions A Letter of Credit reduction was granted at the last City Council meeting. The city still retains more than $80,000 in a letter of credit as well as a 2-year warranty bond on the public improvements. The City is in discussion with the homeowner near the cul-de-sac on Old Mill Court, exploring alternative routes for the trail. The city will continue to hold security for the completion of the trail until this process plays out and the trail link is completed. th Centerville Storage (20Ave. Mini Storage) A few items remain to be completed prior to allowing the facility to be opened, including some fence work. Bay View Villas (Waterworks Site) The vast majority of the project work is now done. Some lakeshore plantings and final landscaping items remain. Mailboxes are now in and the pond has been dredged to final grade. Atlas Villas Memory Care Project (1825 Main Street) The developer advised that they are completing interior finishes in about 3 weeks and opening for business around June 1st. Rehbein Commercial Infrastructure work is now, largely complete, with the sewer, water and stormwater having been installed. The street (Michaud Way) has been constructed up through the base course of asphalt. The wearing course will be installed next year if there are no settlements or other issues. The contractor is working through punch list items and will be completing the trail and sidewalks next year. Kwik Trip Staff has been working with Kwik TripÓs staff to get securities and other agreements in place. The owner has communicated that construction could begin by mid-summer, 2022. Norbella Senior Living Norbella has now broken ground on the site, installing utilities and excavating for the foundation and parking lot. Work will continue within the building through the winter. Peterson Shores The developer has signed necessary agreements and is authorized to file the plat. Rehbein Industrial Work on the extension of Fairview Street has been completed, up through the gravel base of the road, including sewer, water and stormwater utilities. Curb and paving will follow in the Spring. Sutton Transport The site has been graded and is ready for construction, once agreements are finalized. SuttonÓs builder has submitted plans for review by the cityÓs building department. 2050/2070 Main Street The site plan for American Building Supply was approved by the Planning and Zoning Commission and will appear before the City Council at their next meeting. The site will be well screened from the trail along Main Street and will include landscape enhancement near the building and at the entrance to the lot (see left). If approved by the Council, the contractor intends to begin construction on the site and in the building, almost immediately. Plumbers have been working in the building, repairing damage from a frozen pipe. A rezoning and Conditional Use Permit were approved, pending the sale of the property. Max Storage (Fairview Street) A public hearing was held on February 1 to review an application for a Conditional Use Permit (CUP) to operate what is being termed a ÐMaxi StorageÑ facility. The proposed development would consist of 2 buildings, each with 8 for-lease units which would include a large overhead door, and enough space (50Ó x 208Ó) to house equipment for small contractors working in the trades. The heated units would also be available for rental to store personal items, such as RVs, boats and other large equipment. The Planning and Zoning (P&Z) Commission had a number of comments and questions for the applicants to address, including landscaping, operational and building code issues. The public hearing for the project was left open to allow for further public comment. At their March st , meeting, the P&Z Commission viewed revised plans and approved the site plan and 1 Conditional Use Permit for mini-storage. If approved by the City Council, the project would begin construction sometime this summer. The US Treasury has now finalized their guidance on lost revenue, which provides a flat amount for recovery by each city, which is well above CentervilleÓs allotment. If funds are allocated for lost revenue, they must simply be spent on general government expenses. Council has not made formal commitments yet. Annual Audit The cityÓs Auditors will be engaging with city staff and elected official in mid-March this year to complete our annual audit. This process ensures the cityÓs policies and procedures are up to date with current laws and best practices. STORMWATER/WETLAND The Minnesota Pollution Control Agency (MPCA) will be conducting a random audit of our stormwater operations system during the third week in March. MPCA audits are routine for municipalities that hold NPDES MS4 permits; the permit that authorizes cities to operate stormwater systems. The purpose of the audit is to verify the city is fulfilling its regulatory paperwork requirements, as well as its environmental education program requirements. The city submitted information about its educational program this week. The information provided pertains to residential lawn water conservation practices, discounted utility hook-ups for commercial customers, downtown street and utility improvements, and a well sealing cost share program. SEWER AND WATER Commercial Water Connection Fee Assistance As part of the cityÓs ongoing effort to help businesses through the pandemic, a new program was introduced, cutting connection fees for city water in half, for commercial properties. If you own a commercial property in Centerville that is not currently hooked to city water, and are interested in learning more, please call City Hall. The program is offered for a limited time only and is subject to conditions. Wellhead Protection Plan Staff has been working to secure bids on the well sealing for which a grant was obtained. PUBLIC SAFETY Centennial Fire District SBMFD Interim Fire Chief Appointment With Charlie V. Smith IVÓs retierement coming up, the SBMFD Board of Directors has appointed Deputy Chief Dan Retka to the position of Interim Fire Chief! Chief Retka will be assuming the Interim Chief position on March 1, 2022. Charlie will be moving to an advisory/transition role, allowing staff the ability to work together during the last 60 days of the transition period ending May 1, 2022. Congratulations Chief Retka. We appreciate your continued leadership with SBMFD! Interim Chief Retka The Board of Directors continues their work on development of a comprehensive hiring process for a new Fire Chief. SBMFD Retirement Chief Smith Congratulations on your retirement Charles. We want to thank you for your service, and wish you all the best in your future endeavors! Former Chf Smith has been in the Fire Service for more than 31 years, spending his last six years as the Fire Chief of SBMFD. Before joining SBMFD, Charles worked in several other fire departments, th including: Cedar Rapids, IA, Eau Claire, WI, 148 FW FD, Duluth, Duluth, and Lakeville. Charles is also a Veteran of the MN Air National Guard where he retired in 2013 after 22 years of service. After his retirement, Charles plans to spend more time with his family, and work on some overdue home improvement projects. After a few months, Charles plans to explore new opportunities in the area. Charles and his spouse will continue to reside in their current home. Former Fire Chief Charles V. Smith IV said, ÐWhile only leading the Centennial FD since August of 2021, it has been a fantastic experience getting to know the firefighters, both Cities and the Steering Committee. An entirely fantastic and dedicated group of people who work together to serve their communities. Centerville and Circle Pines are in great hands!!Ñ Centennial Lakes Police Department Chief Mork and his staff continue to focus on keeping adequately staffed through the pandemic, staggering shifts and making other adjustments to their operations. They have also been busy preparing their annual report, to be presented to the Police Governing Board at an upcoming meeting. CITY OF CENTERVILLE REQUEST FOR ACTION Agenda Item # Department: RequestedMeetingDate: March 16, 2022 EDA VII. 4 TITLE OF ISSUE: Website BACKGROUND AND SUPPLEMENTAL INFORMATION: At the February 23rd city council meeting staff provided a recommendation for a website design vendor. Since the cost was higher than anticipated, council requested that staff check to see if the city could use the state bid. Staff confirmed that website design services are not available on state contract. Staff was however able to negotiate a lower price with CivicPlus, agreeing on a price of $26,700 for the first year of service for the website redesign and mobile app package. The annual price for the second and third year is a flat price of $12,000. The city council approved the contract with CivicPlus. COST AND SOURCE(S) OF FUNDING: $26,700 (first year) and $12,000 annually for year two and three. REQUESTED ACTION: Information only.
