Summary of Work Session
Present were Mayor Mary Capra, Council members Michelle Lakso, Richard Terway,
Jeff Paar and Tom Lee. Also present were P &Z members Jennifer Klennert-Hunt, D.
Love, Bob Wright, Jeff Hanzal, Tom Wood and Brian Hanson as well as staff members
John Meyer-Finance Director, Kurt Glaser-City Attorney, Paul Palzer-Public Works
Director.
The purpose of the work session was to meet with developer Beard Group and hear their
interest in the Downtown Redevelopment.
Representatives of Beard Group present were Bill Beard, Paul Gamst, Tom Gump and
Ron Mehl. Bill Beard presented a slide presentation indicating other similar projects that
they have done and then reviewed their vision for Centerville’s Downtown. They
indicated that they are very interested in working with Centerville. Many questions were
asked and answered by the Council as well as the P &Z members.
Concensus among the council was that the City Attorney should draft a pre-development
agreement that would express the City’s willingness to work only with Beard Group and
would permit Beard Group to refine its redevelopment plan for review by the City. It was
determined that the pre-development review process would likely run to about the end of
2006, at which time, the city would either sign a formal development agreement or look
for another developer.
The meeting was adjourned at 10:00 p.m.
