I. CALL TO ORDER The meeting was called the meeting to order at approximately 6:30 p.m. by President Jeff Hanzal. II. ROLL CALL* NOT APPROVED PRESENT: President Jeff Hanzal Commissioner Steve King Commissioner Darrin Mosher Commissioner Mark Remillard ABSENT: Commissioner Weatherhead STAFF: City Administrator/EDA Executive Director, Mark Statz Assistant City Administrator, Athanasia Lewis III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda The agenda was amended to add check # 1028, payable to the Anoka County Regional Economic Development Authority (ACRED), to the list of checks for approval, and to add discussion on a Trunk or Treat event with Parks and Recreation under New Business. Motion by Commissioner Mosher and seconded by President Hanzal to approve the amended agenda. All in favor. Motion carried. IV. APPROVAL OF MINUTES Motion by Commissioner Mosher and seconded by Commissioner King to approve the February 16, 2022 meeting minutes as presented. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS 1. Bills a. Check List City of Centerville EDA Meeting Minutes March 16, 2022 Executive Director Statz reviewed the two checks in the packet. Check # 1027 is for the architectural fees on the proposed development of 1737 Main Street. Check # 1028 is for dues for the Anoka County Regional Economic Development Association (ACRED). Motion by Commissioner Mosher and seconded by Commissioner King to approve the checks as presented. All in favor. Motion carried. 2. Communications None VI. REPORTS 1. AdministratorÓs Report Executive Director Statz reviewed the AdministratorÓs Report as presented in the packet. 2. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Executive Director Statz mentioned the upcoming PGA/3M Open in July, noting that the city hosts a tent at this event and he suggested that the city invite people who are interested in properties in the city (representatives 1737 Main Street and the Brew Pub/others, etc.). b. Quad Area Chamber of Commerce The Event/Vendor Extravaganza has been post-poned until 2/2023 due to internal planning concerns. The Tuesday Town hall and Listening Session with State Rep. Donald Raleigh (38A) is hosting a town hall meeting from 6pm-7pm at Centennial Library in the Centennial Community Room. b. Hugo Area Business Association Hugo Area Business Association - HBA held their monthly meeting on March 7th. They talked about their upcoming Egg Hunt on April 9th at Hanifl Fields from, 9am-10:30am, and also from 12:00pm-1:30pm. 3. Year to Date Financials None 4. Ongoing Programs: a. Business Revolving Loan and Grant Program Executive Director Statz reported that there are no new applications. d. COVID Relief Business Assistance Grant Programs Executive Director Statz reported that there are no new programs. VII. OLD BUSINESS 1. 2022 EDA Strategic Plan Assistant Administrator Lewis and Executive Director Statz presented a draft of the 2022 EDA Strategic Plan for EDA review. The goals outlined in the plan are: Guide Redevelopment Spur New Development Increase Business Engagement Market & Promote Centerville Discussion ensued about the goals and implementation strategies. Points of interest include marketing, recruitment, business incentives for new development, community outreach, and citizen engagement. The EDA requested a couple of changes to the draft plan. Requested revisions are that business engagement strategies include seniors and that the plan be revised to span 3 years (from 2022- 2024). Motion by Commissioner King, and seconded by Commissioner Remillard to adopt the EDA 2022-2024 EDA Strategic Plan as presented. All in favor. Motion carried. 2. Website Update Assistant Administrator Lewis reported that the city council singed a contract with CivicPlus for th website design/hosting/app services at their meeting on March 9. Since then, CivicPlus reached out to staff requesting the contract be revised to include a couple of missing items, such as language about the city owning content, a redesign in year four at no cost to the city, and a link to the vendorÓs Master Service Agreement. VIII. NEW BUSINESS 1. Letter to Downtown Homeowners Page 5 of 5 City of Centerville EDA Meeting Minutes March 16, 2022 Executive Director Statz presented a draft letter to downtown home owners gauging their interest in talking with developers. Discussion ensued about the letter, and the EDA requested a couple of changes be made. Changes include revising the sentence that reads Ðto be clear, the city has no intention of taking or coercing you in any way to sell your property.Ñ The verbiage has been changed to read, ÐTo be clear, the city is merely trying to find out what your interest is in talking with a developer.Ñ Contact information was also added to the letter. Motion by Commissioner King, and seconded by Commissioner Remillard to recommend that the letter to downtown property owners be presented to city council for their endorsement. All in favor. Motion carried. 2. Holiday Decorations Program Executive Director Statz introduced, for discussion, the holiday decorations purchased by the EDA last year. Discussion ensued about wreathes and lights purchased, as well as options for this year. There was consensus that the EDA prefers larger wreaths. The EDA requested that staff research costs associated with professional installation of interactive holiday lights. 3. Halloween Trunk or Treat President Hanzal reported that Emem from Parks and Recreation reached out to him to see if the EDA would like to be involved in the Halloween Trunk or Treat event. The idea originated from holiday fun run that Centennial Education is planning. The race will end at the elementary school parking lot, where there will be music, bounce houses, etc. The idea is that Centerville businesses could advertise their businesses along the path and have promotional items at the parking lot, where there will also be live music, bounce houses, etc. The EDA asked that someone from Parks and Recreation attend their April 20, 2022 meeting to talk more about this event. The EDA interviewed candidates at their January 2021 meeting, and unanimously selected Mark Remillard to fill the unexpired term, along with an additional six years as outlined in the EDA by-laws. Commissioner Remillard was sworn into office last February; however, a resolution appointing him to the EDA was not passed by council at that time. The purpose of this meeting is to set the property values on which property taxes will be based for taxes payable in 2023. You should have received a notice of this hearing in the mail along with the new estimated value of your property. Values across almost all property types have gone up considerably this year; as much as 17 Î 30%. Important to note is the fact that just because your property value goes up by 25%, say, this does not mean that your taxes will go up 25%. If you have questions about your valuation or feel that it is in error, please contact our city assessor, Mary Wells at (612) 770-3254 or show up to WednesdayÓs meeting. PARKS AND RECREATION Park Board Vacancy The Parks and Recreation Committee has a vacancy. Volunteers Needed Î Fete des Lacs The Fete des Lacs Committee is looking for volunteers to take on the roles of Parade Coordinator and 5K/8K Run Coordinator (two separate positions). Skate Park The Parks and Recreation Committee continues to look for the publicÓs input on the existing Wheels Skate Park at Laurie LaMotte Memorial Park. The facility is nearing the end of its useful life and there are important decisions regarding its future that need to be made and taken into consideration (i.e. complete some major maintenance on the existing equipment, buy new modular ramps, rails and the like) or make a major investment in a poured concrete facility? LaMotte Park Ballfield Repairs New ag-lime for the infields at the LaMotte Park ballfields has been delivered and will be spread by Staff as time/weather conditions allow. Contractors have been hired to repair the backstop on Field #2 and fill in depressions over the drain tile lines in the outfields. WeÓre looking forward to a full season of events at the park. ADMINISTRATION Strategic Plan Î 2022-2023 A draft of the CouncilÓs Strategic Plan was discussed at the last Council work session an will be finalized in the coming weeks. A major component of the plan will be to address, head-on several big-picture issues such as: What does a Population 5000 Centerville look like? How do we build our brand? Can we build on the momentum of the Block 7 Redevelopment in Downtown? Safety Training Î Culture of Safety at Work Staff attended training on the culture of safety in the workplace. The training was held at Lexington City Hall, and the class was taught by an instructor with the Minnesota Municipal Utilities Association (MMUA). The instructor shared a video highlighting the story of a former sewer/water contractor, and how the choices he made relating to safety measures, impacted him, and so many others. In summary, the contractor and his crew were not using the proper equipment at a construction site, and they were cutting corners to wrap the job up faster, which led to him being buried in a trench for several hours. Many details were shared about the contractorÓs experience, the tremendous effort it took to save his life, and the lasting impact of the horrific event. The contactorÓs harrowing experience, serves as a reminder for us all that a culture of safety at work is not only important, it is imperative Î safety starts with the choices we each make! Report from Ms. Mary Wells, Assessor At the March 9, 2022 City Council meeting, one of the council members asked for a breakout of the sales that were excluded from the sales study. Below is that information: 22 sales were "physical change" meaning the property had changed substantially since our last review. 5 were vacant land sales 2 were split or combined parcels 8 were sales between relatives 1 each: leaseback agreement, prior interest, government agency was buyer or seller, 1 not typical market, commercial/industrial sale not included in residential study. FYI - all of the sales are processed in an electronic format through a system we refer to as eCRV (electronic certificate of value). Title companies enter the transfer information (might be a sale, might be a transfer between relatives, etc), it is routed to the county, then to us, then to the State of MN DOR and our DOR region rep reviews them before they are "finalized" in the system. If anyone wants to look at all of the sales in the city (or anywhere else in the state), an easy way to do that is to use the DOR public eCRV search. Here's the link to the webpage where the search is located.: https://www.revenue.state.mn.us/electronic-certificate-real-estate- value-ecrv Website Re-design with CivicPlus th After the original contract with CivicPlus was approved by council on March 9, CivicPlus reached out to staff to communicate that a couple of terms were missing from the contract; inclusion of these changes prompted the need for a contract revision, and approval from city council. The contract that the city initially received is one that CivicPlus provides clients at the time of renewal. CivicPlusÓs Master Services Agreement was not included in the original contract. The city attorney and the legal team from CivicPlus are working through the revised contract, and staff anticipates bringing this item back to council for their consideration at the second council meeting in April. COMMUNITY DEVELOPMENT Project Map Staff has prepared a map of all active developments to help everyone get a better picture of whatÓs happening around our community. The number you see at the heading of each item in this section corresponds to a number on the map, which is attached to the end of this report. Block 7 Property (Downtown) Î ÐSorel QuarterÑ Centra Homes and city staff met on March 18 to discuss the countyÓs request for additional right-of-way along the west side of Centerville Road. The developer will be having their engineers and landscape architects review the impacts of this request. We believe that both the city and developer can accommodate the additional width, making for a better future condition, when the road needs change. The updated drawings will be submitted along with application for Final Plat at an upcoming City Council meeting. Centerville Elementary School Expansion School staff and consultants were able to find a work-around to solve some supply chain issues. The work in the building is nearing completion and should receive their certificate of occupancy soon. stnd Old Mill Estates 1 and 2 Additions A Letter of Credit reduction was granted at the last City Council meeting. The city still retains more than $80,000 in a letter of credit as well as a 2-year warranty bond on the public improvements. The City is in discussion with the homeowner near the cul-de-sac on Old Mill Court, exploring alternative routes for the trail. The city will continue to hold security for the completion of the trail until this process plays out and the trail link is completed. Staff recently re-engaged with a contractor who provided the lowest preliminary estimate for the work and will firm up a quote from them to see if the project is feasible within the homeownerÓs budget. th Centerville Storage (20Ave. Mini Storage) Fence work and other punch list items have been completed. Only a few minor issues remain prior to being able to open their doors. Look for a grand opening soon. Bay View Villas (Waterworks Site) The vast majority of the project work is now done. Some lakeshore plantings and final landscaping items remain. Mailboxes are now in and the pond has been dredged to final grade. Atlas Villas Memory Care Project (1825 Main Street) The developer advised that they are completing interior finishes in about 3 weeks and opening for business around June 1st. Rehbein Commercial Infrastructure work is now, largely complete, with the sewer, water and stormwater having been installed. The street (Michaud Way) has been constructed up through the base course of asphalt. The wearing course will be installed next year if there are no settlements or other issues. The contractor is working through punch list items and will be completing the trail and sidewalks next year. Kwik Trip Staff has been working with Kwik TripÓs staff to get securities and other agreements in place. The owner has communicated that construction could begin by mid-summer, 2022. Recently, the siteÓs engineer finalized plans for the right turn lane to be constructed on Main Street on the south side of the store and obtained signatures from both the City and County thst Engineers. With this work, the sidewalk from 20 to 21 Avenues on the north side of Main st Street and up 21 Avenue from Main Street to Michaud Way will be constructed. Norbella Senior Living Norbella has now broken ground on the site, installing utilities and excavating for the foundation and parking lot. Work will continue within the building through the winter and the facility will open to residents by early September. Peterson Shores The developer has signed necessary agreements and is authorized to file the plat. Rehbein Industrial Work on the extension of Fairview Street has been completed, up through the gravel base of the road, including sewer, water and stormwater utilities. Curb and paving will follow in the Spring. Sutton Transport All outstanding fees have been satisfied associated with the DeveloperÓs Agreement, including Park Dedication and Stormwater Access. Documents have been forwarded for recording with Anoka County. Once this is complete, a Building Permit can be issued. 2050/2070 Main Street Î American Building Supply Work continues on the structureÓs roof. A building permit has also now been issued for the remodeling on the interior of the building. Site work can begin as soon as the Rice Creek Watershed District approves the revised site plan. We anticipate this approval in the next few weeks. Max Storage (Fairview Street) The City Council approved the proposed development consisting of 2 buildings, each with 8 for-lease units which would include a large overhead door, and enough space (50Ó x 26Ó) to house equipment for small contractors working in the trades. The heated units would also be available for rental to store personal items, such as RVs, boats and other large equipment. The next step will be to record the Conditional Use Permit and wait for a building permit submittal from the builder. Project Banjo At their regular meeting on April 5, the Planning and Zoning Commission reviewed the application for a large online retailerÓs fulfillment center. The facility would employ around 600 people, including warehouse workers, delivery van drivers, management and support personnel. Once it is completed, Chief Mork will be presenting the report to the city council at an th upcoming meeting. On April 5, CLPD officers attended required medical training with CFD, covering the topics of Special Needs, PTSD, Psychiatric, and High Risk populations. In March, medical training covered Obstetrics Childbirth (and the care of women giving birth), and the Culture of Safety governing our approach to all calls for service. FINANCE American Rescue Plan (ARP) The City Council reviewed information from the Finance Director regarding the eligibility of certain expenses and the opportunity to recover lost revenue. The US Treasury has now finalized their guidance on lost revenue, which provides a flat amount for recovery by each city, which is well above CentervilleÓs allotment. If funds are allocated for lost revenue, they must simply be spent on general government expenses. Council has not made formal commitments yet. Annual Audit The Auditors have been working diligently with staff to complete their annual auditing services for 2021. STORMWATER/WETLAND City staff, partner agencies and consultants worked together to submit over 115 separate documents to the Minnesota Pollution Control Agency (MPCA) on Friday, March 11, ahead of our random audit of our NPDES MS4 permit; the permit that authorizes cities to operate stormwater systems. Our meeting with MPCA staff will be on April 12, 2022 and will consist of a 3-hour review of our submittal. SEWER AND WATER Commercial Water Connection Fee Assistance As part of the cityÓs ongoing effort to help businesses through the pandemic, a new program was introduced, cutting connection fees for city water in half, for commercial properties. If you own a commercial property in Centerville that is not currently hooked to city water, and are interested in learning more, please call City Hall. The program is offered for a limited time only and is subject to conditions. Wellhead Protection Plan Contractor quotes have been received, two (2) letters have been forwarded to residents, who in the past showed interest in having their wells sealed, to obtain their interest in participation again this year, with an April sealing date anticipated. Staff will look for additional options for funding assistance for those that reside outside of the drinking water supply management area (DWSM). The Minnesota Department of Health has now scheduled a kick-off meeting with city staff for the implementation of the cityÓs Part-2 Wellhead Protection Plan.
