HomeMy WebLinkAbout2022-03-16 EDA Minutes - Approved APPROVED CITY OF CENTERVILLE ECONOMIC DEVELOPMENT AUTHORITY MEETING MINUTES March 16, 2022 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic Development Authority meeting on March 16, 2022. I. CALL TO ORDER The meeting was called the meeting to order at approximately 6:30 p.m. by President Jeff Hanzal. II. ROLL CALL* PRESENT: President Jeff Hanzal Commissioner Steve King Commissioner Darrin Mosher Commissioner Mark Remillard ABSENT: Commissioner Weatherhead STAFF: City Administrator/EDA Executive Director, Mark Statz Assistant City Administrator, Athanasia Lewis III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda The agenda was amended to add check # 1028, payable to the Anoka County Regional Economic Development Authority (ACRED), to the list of checks for approval, and to add discussion on a Trunk or Treat event with Parks and Recreation under New Business. Motion by Commissioner Mosher and seconded by President Hanzal to approve the amended agenda. All in favor. Motion carried. IV. APPROVAL OF MINUTES Motion by Commissioner Mosher and seconded by Commissioner King to approve the February 16, 2022 meeting minutes as presented. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS 1. Bills a. Check List City of Centerville EDA Meeting Minutes March 16, 2022 Executive Director Statz reviewed the two checks in the packet. Check # 1027 is for the architectural fees on the proposed development of 1737 Main Street. Check # 1028 is for dues for the Anoka County Regional Economic Development Association (ACRED). Motion by Commissioner Mosher and seconded by Commissioner King to approve the checks as presented. All in favor. Motion carried. 2. Communications None VI. REPORTS 1. Administrator’s Report Executive Director Statz reviewed the Administrator’s Report as presented in the packet. 2. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Executive Director Statz mentioned the upcoming PGA/3M Open in July, noting that the city hosts a tent at this event and he suggested that the city invite people who are interested in properties in the city (representatives 1737 Main Street and the Brew Pub/others, etc.). b. Quad Area Chamber of Commerce The Event/Vendor Extravaganza has been post-poned until 2/2023 due to internal planning concerns. The Tuesday Town hall and Listening Session with State Rep. Donald Raleigh (38A) is hosting a town hall meeting from 6pm-7pm at Centennial Library in the Centennial Community Room. b. Hugo Area Business Association Hugo Area Business Association - HBA held their monthly meeting on March 7th. They talked about their upcoming Egg Hunt on April 9th at Hanifl Fields from, 9am-10:30am, and also from 12:00pm-1:30pm. 3. Year to Date Financials None 4. Ongoing Programs: a. Business Revolving Loan and Grant Program Executive Director Statz reported that there are no new applications. d. COVID Relief Business Assistance Grant Programs Executive Director Statz reported that there are no new programs. VII. OLD BUSINESS 1. 2022 EDA Strategic Plan Assistant Administrator Lewis and Executive Director Statz presented a draft of the 2022 EDA Strategic Plan for EDA review. The goals outlined in the plan are:  Guide Redevelopment  Spur New Development  Increase Business Engagement  Market & Promote Centerville Discussion ensued about the goals and implementation strategies. Points of interest include marketing, recruitment, business incentives for new development, community outreach, and citizen engagement. The EDA requested a couple of changes to the draft plan. Requested revisions are that business engagement strategies include seniors and that the plan be revised to span 3 years (from 2022- 2024). Motion by Commissioner King, and seconded by Commissioner Remillard to adopt the EDA 2022-2024 EDA Strategic Plan as presented. All in favor. Motion carried. 2. Website Update Assistant Administrator Lewis reported that the city council singed a contract with CivicPlus for th website design/hosting/app services at their meeting on March 9. Since then, CivicPlus reached out to staff requesting the contract be revised to include a couple of missing items, such as language about the city owning content, a redesign in year four at no cost to the city, and a link to the vendor’s Master Service Agreement. VIII. NEW BUSINESS 1. Letter to Downtown Homeowners Page 5 of 5 City of Centerville EDA Meeting Minutes March 16, 2022 Executive Director Statz presented a draft letter to downtown home owners gauging their interest in talking with developers. Discussion ensued about the letter, and the EDA requested a couple of changes be made. Changes include revising the sentence that reads “to be clear, the city has no intention of taking or coercing you in any way to sell your property.” The verbiage has been changed to read, “To be clear, the city is merely trying to find out what your interest is in talking with a developer.” Contact information was also added to the letter. Motion by Commissioner King, and seconded by Commissioner Remillard to recommend that the letter to downtown property owners be presented to city council for their endorsement. All in favor. Motion carried. 2. Holiday Decorations Program Executive Director Statz introduced, for discussion, the holiday decorations purchased by the EDA last year. Discussion ensued about wreathes and lights purchased, as well as options for this year. There was consensus that the EDA prefers larger wreaths. The EDA requested that staff research costs associated with professional installation of interactive holiday lights. 3. Halloween Trunk or Treat President Hanzal reported that Emem from Parks and Recreation reached out to him to see if the EDA would like to be involved in the Halloween Trunk or Treat event. The idea originated from holiday fun run that Centennial Education is planning. The race will end at the elementary school parking lot, where there will be music, bounce houses, etc. The idea is that Centerville businesses could advertise their businesses along the path and have promotional items at the parking lot, where there will also be live music, bounce houses, etc. The EDA asked that someone from Parks and Recreation attend their April 20, 2022 meeting to talk more about this event. IX. ADJOURNMENT Motion by Commissioner King, seconded by Commissioner Mosher to adjourn the March 16, 2022 Economic Development Authority meeting at 8:38 p.m. All in favor. Motion carried. Page 5 of 5
