A RESOLUTION ACCEPTING A DONATION TO THE CITY
WHEREAS, the City of Centerville is generally authorized to accept donations of real and
personal property pursuant to Minnesota Statutes Section 465.03 for the benefit of its citizens,
and is specifically authorized to accept gifts.
WHEREAS, the following persons and entities have offered to contribute the cash amounts set
forth below to the city:

CENTERVILLE, MINNESOTA AS FOLLOWS:
1. The donations described above are accepted and funds shall be placed in the Parks &
Recreation Fund, as allowed by law.
2. The city clerk is hereby directed to issue receipts to the donor acknowledging the city’s
receipt of the donor’s donation.

Mowing contract fuel adjustment
BACKGROUND AND SUPPLEMENTAL INFORMATION:
At the request of RJ Properties, staff recommends approval for the requested fuel adjustment of 5% to the
mowing contract for the 2022 season. Based on the conditions from the original proposal, the city would be
open to a fuel adjustments if prices reached $4 per gallon.
COST AND SOURCE(S) OF FUNDING:
$78.60 per mowing or $2,043.60 for 2022
REQUESTED COUNCIL ACTION:
Motion to approve additional costs for lawn service contract for 2022.

Alongwiththathighfuelpricestheyhavecausedadramaticraiseinourregularsuppliesneededtobe
abletorunlawnmowersandtrimmersandcutgrass,manyofthenormalpricesformowinggrasswe

summertothisspring.

dramaticallysincelastyear.
Atthepointfuelpricesaretoday.Gasbouncingaroundthat$4markanddieselaroundthat$5.20mark,
wearelookingtoimplementa5%fuelsurchargeontotalbillsformowingandtrimmingservices.
Wearehopingatthispricethiswouldbeenoughtohelpcovertheextracostassociatedfromthe
extremelyhighfuelprices.
Iffuelpricesclimbtoapproxthat$4.50markwemayneedtoraisethesurchargetoa6%rate.
Wewillmonitorthatastheseasongoesalong.Wepurchasebulkgasanddieseldeliveredevery1014
dayssowewillmonitorfuelpricesaswepurchasethem.
Ihopethatyouunderstandweareneedingtorecapsomeoftheabnormallyhighexpensesdirectly
relatedtohighoilprices/fuelprices.

TITLE OF ISSUE:
City Hall Campus and Thin Overlay Program Engineering Proposals
BACKGROUND AND SUPPLEMENTAL INFORMATION:
At a previous work session, the council discussed various capital projects to move forward. There was general
consensus on parking lot improvements, including lighting. Campus landscaping improvements were also
discussed, but there was some debate about the appropriate scope of that work. The attached proposals would
move the parking lot and lighting work forward, and produce some concept sketches with associated budgets
for further consideration of landscaping scope. Additionally, staff is recommending an Overlay project for
2022. Attached are scope and fee proposals from the City's engineering consultant for design work related to:
- City Hall Parking Lot Resurfacing and Thin Overlay Project for 2022
- City Hall Parking Lot Lighting Improvements
- City Hall/Fire Station Landscaping Improvements
COST AND SOURCE(S) OF FUNDING:
$37,300 - Street Capital Fund; $6,100 General Fund; $5,000 General Fund

Reference: Proposal for Engineering Services - 2022 Thin Overlay/Parking Lot Improvements
This letter outlines the Scope of Services and estimated costs for providing engineering services for
Centerville’s proposed 2022 Thin Overlay and Parking Lot Improvements project. The streets included in
ndrd
the Thin Overlay component of the project generally include Hunters Crossing 2 and 3 Additions, and
stndrd
Pheasant Marsh 1, 2, and 3 Additions. The City Hall Parking Lot improvements consists of full-depth
pavement replacement of all bituminous parking lot areas, select curb and gutter replacement, as well as
full reconstruction and drainage improvements in the southwest corner of the City Hall rear lot.
The scope of engineering services consists of the following tasks:
Feasibility Study/Survey Phase:
Task 1 – Preliminary survey to collect existing topographic information for feasibility study and design.
Survey will be completed over the southwest corner of the City Hall parking lot and the existing drainage
channel and surrounding area. Private utility locates will be requested and locations will be surveyed
Task 2 – Prepare Feasibility Study meeting MN Chapter 429 requirements. The feasibility study will identify
the proposed improvement options, costs for financing and assessment purposes, project schedule, and
required permits, if any. The City will provide the assessment roll for inclusion in the report.
Task 3 – Attendance at one City Council meeting to present feasibility report
Design and Bidding Phase:
Task 1 – Design of proposed street and parking lot improvements as identified in the feasibility study. Task
will include coordination with Anoka County regarding existing storm sewer at City Hall and Rice Creek
Watershed District as needed for proposed improvements. The City will determine required curb
replacement and structure adjustment quantities and locations for inclusion in the plans. A 60% plan set
will be submitted to City staff for review, and comments incorporated into the final construction plans.
Task 2 – Attendance at one City Council meeting to present plans and receive authorization to advertise for
bids.
Task 3 - Preparation of bidding documents, including plans, specifications, and Advertisement for Bids.

Task 4 – Completion of a wetland delineation, associated report, and permitting including Rice Creek
Watershed District and US Army Corps of Engineers
Task 5 – Assistance during bidding, including answering contractor questions, preparing addenda as
necessary, and attendance at virtual bid opening.
Task 6 – Review of bids and preparation of bid tabulation and bid results letter.
Task 7 – Attendance at one City Council meeting to present bid results.
Proposed Schedule
A potential schedule for these services is as follows:
May 11, 2022Authorization to begin feasibility study
May 25, 2022Present feasibility study/call for public hearing/order plans
June 8, 2022Approve plans/authorize bidding
Week of July 11, 2022Open Bids

The work described above will be performed on an hourly basis with an estimated fee of $37,700 including
expenses. This is a not-to-exceed fee without prior authorization. This scope and fee assume that the
process will commence from start to finish with no interruption of engineering services.
This letter and scope of services represents the understanding between the City of Centerville and Stantec
in respect to the Project and may only be modified in writing signed by both parties and is subject to the
current Master Services Agreement between the City and Stantec.
If this letter satisfactorily sets forth the conditions of our Agreement, please sign in the space below and

and comments will be incorporated into the final construction plans.
Task 2 - Preparation of bidding/quote documents, including plans and, specifications. It is understood that
the City will solicit and review contractor quotes.
Task 3 – Assistance during bidding / solicitation of quotes, including answering contractor questions, and
preparing addenda as necessary.

A potential schedule for these services is as follows:

for Centerville’s City Hall LandscapeImprovements project. The project will consist of developing two
schematic design layouts for the sitewithan associated opinion of probable cost for each of thetwo

The scope of landscapeservices consists of the following tasks:

Task 1 –Review Programmatic Goals of Client.

-Concept ‘A’ to include minimum sitework while achieving programmatic goals.
-Concept ‘B’ to include programmatic goals along with a higher level of site aesthetic, increased
pedestrian connectivity, and improved public presence.
-Opinion of Probable cost developed for Concept ‘A’and Concept ‘B’.
-Review of concepts by client for selection and approval of one preferred concept.

Assumptions
1.The scope of services does Not includea review session by the client. Addressing comments will result
in additional fee.
2.Base file information will consist of aerial imagery /GIS.
3.Stantec is not responsible for any costs incurred due to schedule delays beyond our control (e.g.
weather, client-induced delays, non-performance of other contractors, etc.)
4.Task budgets are estimates and we reserve the right to reallocate budget between tasks but will not
exceed the total contract without Client approval.

including expenses. This is a not-to-exceed fee without prior authorization. This scope and fee assume
that the process will commence from start to finish with no interruption of landscape architecturalservices.
This letter and scope of services represents the understanding between the City of Centerville and Stantec
in respect to the Project and may only be modified in writing signed by both parties and is subject to the
current Master Services Agreement between the City and Stantec.

Emerald Ash Borer
The Parks and Rec Committee has been looking into ways in which the city’s parks will be
affected by the Emerald Ash Borer and is preparing to stay on top of issues as they arise.

No Mow May
Some cities around the metro are trying out a new strategy to help our pollinator friends, called
“No Mow May”. For now, Centerville is just going to give this a go in some select areas of
our parks. So, if you see an area with a little bit longer grass along your favorite trail, it’s not
our crews slacking off, it’s a nod to the creatures that keep our flowers blooming and our
vegetable gardens growing. If our pilot project works out this year, we’ll look at extending the
program to residential properties in 2023.
Garage Sale Days
This year’s Garage Sale Days is scheduled for June 10 & 11. If you’ve never participated
before, this is just a chance for you to host a garage sale along with all your neighbors. The
idea is to get lots of shoppers in town, all on one weekend. Registrations will be accepted until
the DEADLINE DATE: May 31, 2022. You must be a Centerville resident to register.
Volunteers Needed – Fete des Lacs
The Committee is looking for volunteers to be actively involved in events taking place during
the week of Fete des Lacs. Please visit:click here if you are interested in volunteering or

LaMotte Park Ballfield Repairs
The drain tile has been repaired and waiting for seed and new bases have been purchased.
Some ag lime remains to be leveled in the dugouts and the backstop on Field #2 remains to be
repaired. Two of the three fields should be ready for use next week; the other shortly after.

Technologies coupons should have been received by all residents with the first event happening
on May 14, 2022 from 8-12.

City Council adopted their 2022-2023 Strategic Plan at their April 28, 2022 council meeting.
The plan consists of three overarching goals that will guide city policy over the next couple of
years. Council included several priories with each of the strategic goals, further clarifying
direction for staff, and city boards and commissions. The priorities are outlined in the full plan,

The Senior Wellness Expo & Health Screening will be held on May 19th from 10am-2pm at

Department will also be available for prescription drop-off. The first of its kind in our area, this
new event has gotten a lot of attention from sponsors and vendors. We hope you’ll attend
whether you’re a senior or whether you’re someone who cares for a senior.

Anoka County Board Adopts New Commissioner Districts
At a special meeting held on April 26, the Anoka County Board of Commissioners adopted a
resolution establishing a new county commissioner district map. Redrawing election district
boundaries, a requirement after each decennial census has been completed, is done to ensure
that residents in each district are represented equally. The map shown below depicts the new
boundaries – some of the districts have been renumbered.

COMMUNITY DEVELOPMENT
Project Map
Staff has prepared a map of all active developments to help everyone get a better picture of
what’s happening around our community. The number you see at the heading of each item in
this section corresponds to a number on the map, which is attached to the end of this report.
(9) Block 7 Property (Downtown) – “Sorel Quarter”
An application for final plat has been received. As the developer and city staff continue work
on a developer’s agreement, we anticipate the council being able to consider approval of
everything at its May 25, 2022 meeting.
Centerville Elementary School Expansion
School staff and consultants were able to find a work-around to solve some supply chain issues.
The work in the building is nearing completion and should receive their certificate of
occupancy soon.

(3)(4) Old Mill Estates 1 and 2 Additions
A Letter of Credit reduction was granted at the last City Council meeting. The city still retains
more than $80,000 in a letter of credit as well as a 2-year warranty bond on the public
improvements.
The City is in discussion with the homeowner near the cul-de-sac on Old Mill Court, exploring
alternative routes for the trail. The city will continue to hold security for the completion of the
trail until this process plays out and the trail link is completed. Staff recently re-engaged with
a contractor who provided the lowest preliminary estimate for the work and will firm up a
quote from them to see if the project is feasible within the homeowner’s budget.

(16) Centerville Storage (20Ave. Mini Storage)
The mini storage has been given the go-ahead to open its doors. Look for a grand opening
soon. A few minor punch list items remain
(1) Bay View Villas (Waterworks Site)
The vast majority of the project work is now done. Some lakeshore plantings and final
landscaping items remain. Mailboxes are now in and the pond has been dredged to final grade.
(8) Atlas Villas Memory Care Project (1825 Main Street)
The developer advised that they are completing interior finishes in about 3 weeks and opening for
business around June 1st.
(10-14) Rehbein Commercial

Sidewalk work along 21 Avenue has begun. Other remaining work on the project will follow
in the coming weeks, including trail construction, finish grading and boulevard sodding.
(13) Kwik Trip
Staff has been working with Kwik Trip’s staff to get securities and other agreements in place.
The owner has communicated that construction could begin by mid-summer, 2022.
Recently, the site’s engineer finalized plans for the right turn lane to be constructed on Main
Street on the south side of the store and obtained signatures from both the City and County

Engineers. With this work, the sidewalk from 20 to 21 Avenues on the north side of Main
st
Street and up 21 Avenue from Main Street to Michaud Way will be constructed.
(11) Norbella Senior Living
Norbella has now broken ground on the site, installing utilities and excavating for the
foundation and parking lot. Work will continue within the building through the winter and the
facility will open to residents by early September.
(2) Peterson Shores
The developer has signed necessary agreements and is authorized to file the plat.
(17, 19) Rehbein Industrial
Curb and gutter was poured this week. Pavement on the Fairview road extension will follow
shortly.
(19) Sutton Transport
A Building Permit has now been issued. Foundations were poured this week and site work
continues.
(15) 2050/2070 Main Street – American Building Supply
A Rice Creek Watershed District Permit has been issued, clearing the way for work on the site
to begin in earnest.
(18) Max Storage (Fairview Street)
Revised plans were submitted for recording with the Conditional Use Permit. We anticipate
an application for building permit and site work in the near future.
(17) Project Banjo
At their regular meeting on May 3, the Planning and Zoning Commission held a public hearing
and took input from the community on the application for a large online retailer’s fulfillment
center. The facility would employ around 600 people, including warehouse workers, delivery
van drivers, management and support personnel.

Centennial Fire District
Centennial Fire District is hosting an informational hiring event on May 25 at 6:30 PM at
Centennial Fire Station #1 (2 East Road, Circle Pines)
Centennial Lakes Police Department
The Centennial Lakes Police Department recently purchased two hybrid police vehicles. The
Ford Police Interceptor Utility Hybrid AWD is the only pursuit rated hybrid SUV: fortified
with standard full-time intelligent AWD, a 3.3L V6 hybrid engine and a 10-speed transmission.
The vehicles have an EPA-estimated combined rating of 24 miles per gallon, and the potential
for significant fuel savings. In addition, the vehicles have an exceptional safety rating. The
Ford Police Interceptor has a 75-mph rear-impact crash –test rating, and claims to be the only
vehicle in the world engineered to meet this test. Images of the vehicles are shown below.

FINANCE
American Rescue Plan (ARP)
At the April 27 city council meeting, council passed a resolution authorizing the city to use
ARPA funds for typical government services along with specific categories identified in the
final regulation for pandemic relief activities, except debt services payments or building up
fund balances.
The city has received confirmation that our ARPA compliance reporting has been completed.
STORMWATER/WETLAND
MS4 Audit
Last month, City staff, consultants and Rice Creek Watershed District representatives attended
a three hour long Zoom conference call with an Auditor from the Minnesota Pollution Control
Agency (MPCA) to review our city’s compliance with its Municipal Separate Sewer System
(MS4) Permit. Results of the audit will be communicated to the city in a few weeks.
Each year, as part of the city’s National Pollution Discharge Elimination System/State Disposal
System (SDS) Permit, the public is given an opportunity to provide input – the city held their
public input meeting at the April 27
council meeting.
Basic Components of the MS4 Permit
include 6 minimum control measures,
which are:

Stormwater Pollution Prevention
Stormwater runoff is generated from many different land surfaces and is impacted by the
behaviors and activities of individuals,
households, and the public. Some common
individual behaviors that have the potential
to generate stormwater pollution are:
Littering,
disposing of trash and recyclables,
disposing of pet-waste,
applying lawn-chemicals,
washing cars,
Changing motor-oil, and
Disposing of leftover paint and
household chemicals.
How the City of Centerville Currently Complies with the MS4 Permit
The city submits an annual report to the Minnesota Pollution Control Agency (MPCA),
summarizing our compliance with our MS4 permit conditions, identified best practices, and
progress on identified measurable goals.
A few things the ways the city complies with the MS4 permit are:
Working with partner agencies (Anoka County Water Resources organization & the
Rice Creek Watershed District)
Conducting facilities inventory assessments (including ponds)
Performing inspections (illicit discharge, construction, and MS4 system)
Participating in staff training
Street sweeping
Holding MS4 Annual Public Meeting(s)
Submitting MS4 annual reports
Maintaining a current map of our storm sewer drains
SEWER AND WATER
Commercial Water Connection Fee Assistance
As part of the city’s ongoing effort to help businesses through the pandemic, a new program
was introduced, cutting connection fees for city water in half, for commercial properties. If
you own a commercial property in Centerville that is not currently hooked to city water, and
are interested in learning more, please call City Hall. The program is offered for a limited time
only and is subject to conditions.
Wellhead Protection Plan
The Minnesota Department of Health held a kick-off meeting with city staff and consultants
for the implementation of the city’s Part-2 Wellhead Protection Plan. The group reviewed
items in the documents and the timelines associated with various activities. Staff will be
following up on the action items over the course of the next few months.
