HomeMy WebLinkAbout2022-03-23 CC WS & Meeting Minutes - Approved Approved CITY OF CENTERVILLE WORK SESSION & CITY COUNCIL MEETING March 23, 2022 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled City Council Work Session and City Council meeting on March 23, 2022 in Council Chambers of City Hall and the meeting was also live streamed by North Metro TV. COUNCIL WORK SESSION MEETING I. CALL TO ORDER Mayor Love called the meeting to order at 5:00 p.m. ROLL CALL PRESENT: Mayor D. Love Council Member Steve King Council Member Russ Koski (Via Zoom) Council Member Michelle Lakso Council Member Darrin Mosher Jr. Council Member Danny Peterson (Non-Voting) ABSENT: None. STAFF: City Administrator Mark Statz Assistant City Administrator Athanasia Lewis City Attorney Kurt Glaser II. ITEMS OF DISCUSSION 1. 2022 Draft Council Strategic Plan Discussion ensued on the 2022 Draft Council Strategic Plan. The goals in the Draft Council Strategic Plan emphasizes: Economic Development, Organizational Resilience, and Community Building. Points of interest include evaluating population 5,000, developing visual materials for reference during discussions surrounding development, re-examining allowed uses in B1 and B2 Zoning districts, promoting businesses and community events, promoting our history, expanding veterans programs, branding/rebranding, increased reporting of key data points, transparency, expanding educational opportunities for council and the community, succession planning, staff retention (internally and in our police and fire departments). Staff will revise the draft plan and present it to council at an upcoming council meeting. 2. Capital Projects Funding Plan The item was introduced by Administrator Statz, however the council did not have time for discussion before the regular meeting convened. The item will be discussed at an upcoming council meeting. City of Centerville Council Meeting Minutes March 23, 2022 III. ADJOURNMENT Mayor Love recessed the City Council Work Session at 6:23 p.m. allowing for a five (5) minute break prior to starting the regular City Council Meeting. COUNCIL MEETING I. CivicPlus Contract Revision be pulled from the Agenda for additional review. Motion by Council Member Lakso, seconded by Council Member Mosher to Approve the Agenda as Amended. All in favor. Motion by Council Member Lakso, seconded by Council Member Mosher to Approve the February 23, 2022 City Council Work Session & Meeting Minutes as presented. All in favor. Motion carried. VII. CONSENT AGENDA 1. City of Centerville Claims through March 23, 2022 (Check #34960-34983), & (1858E-1862E) 2. Centennial Lake Police Department Claims through March 17, 2022 (Check #14240-14258), (E2022020-2022022) & Payroll (Check #14238-14239) 3. Centennial Fire District Claims through March 22, 2022 (Check #9272-9276), (E2022004) & Payroll (Check #9269-9271) 4. Resolution Approving a Donation to Anoka County Historical Society 5. Voluntary Cost Share Agreement for 2022 LiDAR 6. Res. #22-0XX Supporting Housing and Local Decision Making Mayor Love provided an opportunity for others to add or delete any items. Motion by Council Member Lakso, seconded by Council Member King to Approve the Consent Agenda as presented. All in favor. Motion carried. VIII. OLD BUSINESS 1. None IX. NEW BUSINESS 1. Non-Disclosure Agreement – Project Banjo Administrator Statz gave a brief overview of the industrial project and stated that a large, online retailer is interested in purchasing three (3) parcels owned by the Rehbein’s to construct a building for their operations. Attorney Glaser explained that the agreement protects the company’s identity at this time. He explained that normally everything that the City does is transparent; however, there is an exception that applies to trade secrets in the Minnesota Data Practices Act and this qualifies. He stated that the agreement allows for certain staff to work with Ryan Companies US, Inc. on behalf of the Client and if need be, private/confidential information will be released to those staff members who are covered by the agreement until such time as the Client releases the information publically. He explained that businesses utilize agreements similar to what is being proposed and it is very tailored to Cities. He stated that the Client’s name will be released when the public hearing is held at the Planning & Zoning Commission meeting on May 4, 2022. Page 3 of 7 City of Centerville Council Meeting Minutes March 23, 2022 Lengthy discussion ensued regarding the name of the company versus the five (5) page Confidentiality and Nondisclosure Covenant, definition of what is trade secret (i.e., name, processes for delivery of services, location/delivery, building plans, their request for the City to approve this, etc.) and fully funded by the applicant (Ryan Companies/Client). Motion by Council Member Mosher, seconded by Council Member Lakso to Approve the Non-Disclosure Agreement – Project Banjo as presented. All in favor. Motion carried. 2. 2022-2024 EDA Strategic Plan Administrator Statz reviewed the EDA’s Strategic three (3) year Plan with Council as provided in the packet. Brief discussion ensued. Motion by Council Member Lakso, seconded by Council Member King to endorse the EDA Strategic Plan. All in favor. Motion carried. 3. EDA Draft Letter to Downtown Residents Administrator Statz reviewed with Council that many residents in the downtown area have not been approached regarding potential for development or working with a developer since 2006- 2007 when the Beard Group was in town. He stated that the EDA desired to poll residents regarding their willingness to entertain options for their properties as there is a large amount of interest in Centerville. He also stated that the letter would be forwarded to only those residents in the M-1 and M-2 Districts. He stated that the EDA wanted to ascertain Council’s support for forwarding the letter. Lengthy discussion was had regarding appropriateness of the letter or inquiry, not wanting to offend residents, drafting the language differently, concern for names and responses being public, including homes that are zoned B-1 along Main Street or utilizing survey software ensuring privacy to residents. Mayor Love suggested re-drafting the letter and including it in the next packet for consideration. Motion by Council Member Lakso, seconded by Council Member Mosher to Table the EDA Draft Letter to Downtown Residents as presented. All in favor Motion carried. 4. Res. #22-0XX - Supporting Policies Related to Public Safety Mental Health Administrator Statz reviewed the presented resolution and stated that he included information provided by the League of MN Cities, growing issue with public safety services, worker’s compensation and PERA claims and want the Legislature to address treatment/education, state funding, insurance premiums and care for employees and families in public safety positions who experience work related trauma or dependents of those killed. Page 4 of 7 City of Centerville Council Meeting Minutes March 23, 2022 Mayor Love stated that by supporting the resolution would be forward to our State Senator and Representative. Motion by Council Member Mosher, seconded by Mayor Love to Approve the Res. #22-008 - Supporting Policies Related to Public Safety Mental Health as presented. All in favor. Motion carried. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS Sargent Walberg, Centennial Lakes Police Department was present in the audience and Mayor Love asked him to provide an update. Sargent Walberg stated that the intent is to appear monthly before Council to provide a Department update, that an officer will be leaving the Department in April, recently completed interviews for a CSO, a reserve officer is receiving field training, another officer just completed phlebotomist training and will be available to the Department and County if needed and another officer has just become an instructor for Radar and LiDAR. 1. Administrator/Engineer Report Administrator Statz noted that the Administrator’s Report was included in the packet and highlighted that there was a vacancy on the Parks & Recreation Committee, that the Fete des Lacs Committee is looking for volunteers, the City is hiring for Seasonal Public Works Staff and if response goes well maybe more than four (4) will be hired as additional work assignments are needed and that applicants must be at least 18 years of age. He stated that proposed “Project Banjo” continues to go forward and would be discussed at the next Planning & Zoning Commission in April with a public hearing being held in May. Council Member Mosher asked if they received any information about the 40 acres, parking lot, the building and taxes. Administrator Statz stated that all of this information would be discussed at the Planning & Zoning meeting along with an overall layout of the project. Mayor Love asked if the development was one (1) lot and Administrator Statz stated that this lot will be platted. Council Member King asked how long would a traffic study take and Administrator Statz stated that they have a draft study completed with additional review to follow. He did report that their submittals were very thorough. Assistant City Administrator Lewis - Assistant City Administrator Lewis reported that she is working to schedule a Veteran’s Day event and stated that she was excited to work with the EDA on their goals and objectives. Attorney Glaser – Attorney Glaser stated that Friday, April 29, 2022 was Anoka County Law Day. He explained that during COVID the event was not offered. He stated that the program provides individuals with free assistance/clinics for: Family Law, Immigration and Conservatory (i.e., wills, etc.) He stated that the Family Law portion is fabulous. Junior Council Member Peterson – Mr. Peterson stated that the following week all juniors who signed up for taking the American College Testing (ACT) would be completing it and that all sophomores were taking the Minnesota Comprehensive Assessment (MCA) testing. Lakso –  Parks & Recreation Committee – No report was given.  Anoka County Fire Protection Council – No report was given. b. Koski –  Planning & Zoning Commission – Due to absence, no report was given.  Fire Steering Committee – Due to absence, no report was given. c. King –  Economic Development Authority – No report was given.  Fire Steering Committee – No report was given. d. Mosher –  Economic Development Authority – No report was given.  Police Governing Board – No report was given. e. Love – Mayor Love stated that there was a recent fire in the City of Lino Lakes and that Centennial Fire District was the first Department to respond again. He thanked them for the great job that they were doing.  North Metro Telecommunications Commission – Mayor Love reported that many of the City Government Channels have been updated with new layout features, community messages, weather, time and social media options. He also reported that they have produced over 210 programs over the last 10 months (City meetings, High School sports, tournaments, local news and municipal programs). Mayor Love thanked Council for their service to the community and reported that he was recently in Washington D.C. advocating for the State and Centerville. He stated that he participated in several sessions, but one (1) hit home with a speaker from Ukraine. He stated that the people of Ukraine are fighting for the same freedoms and dreams that we have in America. He also stated that this has given him a new appreciation for our ideals. XI.
