HomeMy WebLinkAbout2022-04-20 EDA Minutes - Approved APPROVED CITY OF CENTERVILLE ECONOMIC DEVELOPMENT AUTHORITY MEETING MINUTES April 20, 2022 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic Development Authority meeting on April 20, 2022. I. CALL TO ORDER The meeting was called the meeting to order at approximately 6:32 p.m. by President Jeff Hanzal. II. ROLL CALL* PRESENT: President Jeff Hanzal Commissioner Steve King Commissioner Mark Remillard Commissioner Weatherhead Commissioner Darrin Mosher (Participated via Zoom) ABSENT: None STAFF: City Administrator/EDA Executive Director, Mark Statz Assistant City Administrator, Athanasia Lewis III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda The agenda was amended to add items E, F, G under Communication and number Review of Business Loan and Grant Program, item # 4, under Old Business. Motion by Commissioner Weatherhead and seconded by Commissioner King to approve the amended agenda. All in favor. Motion carried. IV. APPROVAL OF MINUTES Motion by Commissioner Remillard and seconded by President Hanzal to approve the March 16, 2022 meeting minutes, correcting who made the motion and second for adjournment. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS 1. Bills City of Centerville EDA Meeting Minutes April 20, 2022 a. Check List Executive Director Statz reviewed the two checks in the packet as presented. Motion by Commissioner Weatherhead and seconded by Commissioner King to approve the checks as presented. All in favor. Motion carried. 2. Communications a. Resolution formally appointing Commissioner Remillard to the EDA. Executive Director Statz requested that the EDA endorse Council’s appointment of Commissioner Remillard. This motion cleans up an earlier documentation error. Motion by Commissioner Weatherhead and seconded by Commissioner King to endorse Council’s appointment of Commissioner Remillard to the EDA. All in favor. Motion carried. b. Draft 2022-23 Council Strategic Plan Executive Director Statz presented the council’s draft strategic plan as presented, and welcomed input from the EDA. Commissioner Weatherhead added the following comments: Under strategic goal I – Economic Development Develop strategies, programs, initiatives, and activities to improve the economic well-being of the City of Centerville, business relationships and the quality of life for Centerville residents. Priority 1 – Develop a long-term vision towards development and redevelopment. Commissioner Weatherhead added that a traffic study is needed due to entrance changes and increased traffic volume. Under Priority 2 – Develop initiative to recruit, retain and strengthen business partner relationships, Commissioner Weatherhead noted that promoting the Wargo Nature Center could be included in this priority, as well as distribution of welcome packets for new businesses. Under Priority 3 – Increase transparency and education in city communications through website redesign, leveraging social media, adding email addresses to city email list, and publication of newsletters to provide information and resources to community members, Commissioner Weatherhead added that the CenterStage program could be mentioned here. Under priority # 5 – Recalibrate Pavement Management Plan, Commissioner Weatherhead noted that he would like storm water runoff to be included in this management plan. Commissioner King asked if the council was going to talk about an opportunity fund for the EDA. Executive Director Statz noted that we could talk about this at EDA and with city council; and we could also meet with the county to talk about leveraging HRA (Housing Redevelopment Authority) funds. Executive Director Statz confirmed that the EDA Strategic Plan communicates that an opportunity fund is part of their plan. Page 5 of 5 City of Centerville EDA Meeting Minutes April 20, 2022 c. Development Project Map Executive Director Statz reviewed the project map, noting there are 19 active project sites. The map is meant to let people know where the projects are. d. Article Addressing Shortages in Small Cities Executive Director Statz presented the article as information only. e. EDA Letter to Downtown Property Owners Executive Director Statz presented the revised letter that council approved at their last meeting. The focus of the letter shifted focus from inquiring about residents’ interest in talking with a developer to engaging in dialog with residents about downtown redevelopment. The revised letter also addresses privacy issues that were discussed at the last council meeting. Motion by Commissioner Remillard and seconded by Commissioner King to endorse the EDA letter to downtown property owners. All in favor. Motion carried. f. Handout for Senior Expo on May 19, 2022 th Executive Director Statz provided a brief overview of the senior expo being held on May 19. The event has 43 vendors signed up to date. Assistant Administrator Lewis reviewed the second page of the handout, outlining how businesses can be advertised in the newspaper with this event. President Hanzal requested the handout be distributed to our business email distribution list. g. Email Correspondence regarding development of 1737 Main Street Executive Director Statz reviewed the email from Karl Amilie, co-owner of the creamery, regarding his difficulty finding a builder for the 1737 site. Discussion ensued about re-engaging with Jim Boo (real estate agent/developer involved in the Bay View Villas development). The EDA agreed to allowing Executive Director Statz one month to follow-up with Mr. Amilie, before reaching back out to Mr. Boo. VI. REPORTS 1. Administrator’s Report Executive Director Statz reviewed the Administrator’s Report as presented in the packet. 2. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Assistant Administrator Lewis reviewed the report as presented in the packet. 3. Year to Date Financials None 4. Ongoing Programs: Assistant Administrator Lewis reviewed the report as presented in the packet. VII. OLD BUSINESS Page 5 of 5 City of Centerville EDA Meeting Minutes April 20, 2022 1. Downtown Building Condition Assessment – CDBG/HOME Grant Executive Director Statz reported that the consultant did the walk through inspection of the three buildings downtown, and the conditions are not good; the written report will be provided soon. 2. Holiday Decorations Assistant Administrator Lewis reviewed the quote for the holiday decorations. Discussion ensued, about the lights and wreaths. Emphasis was placed on holiday lighting; the purchase of wreaths will be reviewed later in the year (August) and the purchase will depend on where the EDA is with their budget. Motion by Commissioner Remillard and seconded by Commissioner King to allow staff to enter into a contract with a professional lighting vendor in an amount not to exceed $3,500 for the purchase of lighting for city hall, the fire station and tree in front of city hall. 3. Revised EDA 2022-2024 EDA Strategic Plan Assistant Administrator Lewis reviewed the revisions to the EDA 2022-2024 plan as outlined in the RFA. A placemaking goal was added to the other goals in the plan. Motion by Commissioner Remillard and seconded by Commissioner Remillard to approve the revised EDA 2022-2024 Strategic Plan. All in favor. Motion carried. 4. Business Revolving Loan and Grant Program The EDA discussed the Business Revolving Loan and Grant Program. Points of interest include previous expenditures and the desire for revised language to program requirements. Staff will revise language to the program and present it to the EDA at the next meeting. VIII. NEW BUSINESS 1. Halloween Trunk or Treat Emem from Parks and Recreation gave a brief overview of the upcoming Halloween Trunk or Treat event in October, and discussion ensued about ways the EDA can provide support. The EDA requested that the Parks committee present the EDA with a specific ask, such as EDA-Sponsored water, candy, etc. Emem will discuss further with the Parks subcommittee and follow-up with the EDA. 2. Swag Bags Assistant Administrator Lewis reviewed the quotes as presented in the packet; she advised that a grant helped pay for the bags last year. The EDA decided to purchase 300 swag bags. Motion by Commissioner Weatherhead, seconded by Commissioner Remillard to purchase 300 swag bags. All in favor. Motion carried. IX.
