MinnesotaDNRisanequalopportunityemployerandprovider. 2022 Preparing for EABGrants GrantOverview TheMinnesotaDepartmentofNaturalResourceswelcomesapplicationsfromlocalunitsofgovernment within Minnesota that assist communities in managing ash for emerald ash borer (EAB) on public land. EligibleActivities Public tree inventories Developing a management plan that includes an EAB component Tree and stump removal and tree replacement Tree Planting EligibleApplicants Alllocal units of government within Minnesota are eligible, including cities, counties, regional authorities, joint powers boards, towns, Tribal nations, and parks and recreation boards in cities of the first class. Prioritywillbegivento: Communities who have staff, who plan to certify their staff during the grant period, or who will contract with companies with staff with professional tree care credentials (such as Minnesota Tree Inspector, International Society of Arboriculture Certified Arborist, etc.). Any such credentials must be listed on the application to be considered. Projectsremovingandreplacingashtreesthatposesignificantpublicsafetyconcerns. Projectsthatbenefitunderservedpopulationsandareasofconcernforenvironmentaljustice (communities with higher populations of low-income residents, or people ofcolor, including tribal communities, or both). Please reference the MinnesotaPollution Control Agency's interactive environmental justice map for more information. Applicantsshoulddescribehowthe proposed projectactivities benefitthesecommunities. Funding The DNR has $1.6million available in general fundand Heritage Enhancement Account funddollars to fund projects managing forestpestanddisease(withprioritygiventoEAB)throughcommunityforestry activitiesonpubliclands.There is no minimum to the dollar amount applicants can request. The maximum amount that will be funded is $150,000. Funding will be allocated through a competitive grant process with review by a committee representing content and community specialists with regional knowledge. DNR expects to announce selected grantees by Monday, March 28, 2022.If selected, grantees may only incur eligible expenditures after thegrantcontractisfullyexecutedand thegrant hasreacheditseffectivedate. MatchRequirementsandExplanation Applications must include a 25% matchof total project funds (a $15,000 grant, for example, will require $5,000 in matching funds, since the total project cost of grant funds + matching funds = $15,000 + $5,000 = $20,000).Match can be in-kind, cash match, or both. There are two kinds of match funding, cash match and in-kind match. A cash match is a direct project expense provided by a grantee as a contribution to the project; i.e., cash expenditures for costs related to the specific project. This can include project-related staff salaries if they are dedicated to the project, consultant’s fees or contractor expenses, equipment rentals and travel costs. In-kind match funds are materials and services, salaries and wages (includingfringe benefits) being used that are not project- dedicated,spaceorutilities,equipmentand/ortechnicalassistanceprovidedbythegranteeordonated byathird partyspecifically forthe project. MinimumRequirements Applicants must meet the minimum requirements to be considered for this grant opportunity. Minimum requirements are: Adoptingan EAB management plan through thisgrant processif the community does not yet have one in place. ShowingtheabilitytoimplementtheprojectandsubmitfinalreportbyJune28,2024. Replantingaminimumofonetreeforeachtreeremovedthroughgrant,matchfunds,orboth. Includinga 25% match of total requested grant funds. Match can be in-kind, cash match, or both. Providing photo documentation of the project’s progress at appropriate phases, and illustrations, diagrams, charts, graphs, and maps to show results. AdditionalCriteria TreeplantingprojectsmustfollowstandardssetinAPocketGuidetoPlantingTrees Tree inventory projects must submit obtained data to the DNR in a shapefile format Tree planting projects must identify tree species; site location; and number, size, and type of plantingstock o Specieslistmustincreasethediversityofthecommunity’streecanopytoworktoward the 20-10-5 guidelines, meaning a community has no more than 20% of their trees within a single family, no more than 10% of their trees within a single genus, and no more than 5% of their trees within a single species. If your community does not have a completed tree survey, contact the DNR atucf.dnr@state.mn.usto receive your community’s 2010treesurvey. o Species list for trees to be planted needs to be submitted and approved by DNR prior to planting. o Species list and numbers can be amended following the submission of tree inventory/survey data. o Tree stock can be 1-2 inch caliper bareroot or a container class size #20 or smaller. DNR recommends trees bepurchasedwithaone-yearwarranty.Flexibility is possible in instances where desired stock in unavailable. o Balledandburlappedtreesarenoteligiblethroughthisgrantprogram. Tree planting projects must include a 3-year maintenance plan PriorityProjects Ensuringfairness,precision,equity,andconsistencyincompetitivegrantawardsisapolicyofthe Stateof Minnesota. This includes implementing diversity and inclusion in grant making. DataPrivacyandTradeSecretNotice The information provided by an applicant will be used to assess the applicant’s eligibility to receive a grant.Thedecisiontoapplyforthisgrantisvoluntary,andapplicantsarenotlegallyrequiredtoprovide anyoftherequestedinformation.Applicantsmaydeclinetocompletethisapplicationwithoutanylegal consequence.However,onlycompletedapplicationswillbeconsideredforagrant;incomplete applicationswill notbeconsidered. Project work and expenses that are eligible for reimbursement with grant funds CANNOT be started or incurred until the grant contract is fully executed. Grant agreements are expected to be finalized by July 1, 2022. Related grant project work can begin after all signatures are obtained. Interim reports and finalreports will berequiredforallgrant-funded projects. Minnesota Department of Agriculture considers May 1 –September 30 to be the flight season for EAB. This means that EAB adult beetles are emerging from infested wood or trees and flying in search of new hosts during this time. The best management practice isto not remove ash trees when EAB are actively flying (May-September), to avoid the risk of EAB emerging from this material in transit or at a processing location. Reimbursement All funds will be awarded on a reimbursement basis. Following reimbursement request submissions (provided that work has been completed without issue),grants funds will be reimbursedup to 90%, withthefinal10%retaineduntiltheprojectiscompleted.TheReimbursementRequestForm and requiredreportsmustbereceivedby: 1.December 16, 2022 2.June16, 2023 3.December15,2023 4.June28,2024 ProjectCompletion Allprojectworkmustbecompleted,and the final requestforreimbursement(along withfinalreports) must be submittedbyJune 28, 2024. Staff has determined that the removal of three (3) Popular, three (3) Ash and one Oak are needed along with trimming of a Weeping Willow. Locations are depicted on the attached map. The group agrees to pick up litter on a segment of County highway selected in consultation with the Anoka County Highway Department. Recommended length is two miles. At Anoka County's discretion, certain highways may not be eligible. 2. The group shall review the safety training materials before each pickup to alert participants to the hazards and precautions of working on a highway right-of-way. 3. The group shall pick up litter during daylight hours only. Pickups may not be allowed at certain times such as on or near holidays. 4. The group shall provide adequate supervision to participants eighteen years of age or younger. Unless specifically permitted, children eleven or younger shall not participate. 5. Work shall be limited to the area between the outer shoulders and the right-of-way boundary. Participants shall not pick up litter in the median unless specifically permitted by the County. Work may not be done on the roadway itself. 6. The group shall arrange litter pickup date(s) in advance with the County Engineer or his/her designee. The group shall obtain their supplies during regular business hours. 7. The group shall place filled trash bags on the shoulder slope close to the ditch bottom. The County will arrange to pick up the bags. Groups are encouraged to recycle appropriate materials for their own benefit. 8. Borrowed or unused supplies shall be returned to the County Highway Department within one week. 9. The group shall not touch any suspicious or hazardous object(s) in the right-of-way. The group shall contact the Highway Dept. immediately to report the suspicious or hazardous object(s) found in the right-of-way. The Anoka County Highway Department agrees to: 1. Provide high visibility vests, trashbags, safety training materials and temporary traffic warning signs when necessary, as determined by the County. 2. Arrange to remove filled trashbags from the adopted highway. 3. Arrange to remove large, heavy or hazardous material from the adopted highway. 4. Coordinate publicity with the group to solicit local media coverage. 5. Erect a highway sign or otherwise recognize the group's clean-up efforts. Highway signs shall be erected only for groups that agree to adopt a highway for a minimum of two years. The name on the sign shall be limited to two lines of eighteen to twenty characters (including spaces). The County reserves the right to approve and/or edit names or acronyms. APPROVAL OF AGENDA Motion made by Committee Member Kubat, seconded by Committee Member Errickson-Grahek to accept the revised agenda as modified by staff. All in favor. Motion carried. III. APPEARANCES Mr. Matt Frevel, 7180 Clear Ridge, appeared before the Committee, via Zoom, to present his concerns regarding the infestation of the Emerald Ash Borer in the City. He also stated that he appeared before the City Council on March 23, 2022. He discussed the ramifications if the City ignores the infestation and is requesting that the City educate it's residents and/or provide treatment programs for saving and/or removal of privately owned trees. He also warned the City about trees located within the CityÓs parks. He stated that he has completed research and presented his findings from within local parks. An evaluation will need to be completed to determine which trees may be treatable and which should be removed. IV. PUBLIC HEARINGS Î NONE V. UNFINISHED BUSINESS 1. 22-001: Music in the Park a. Musicians have been confirmed for all dates except for July 5. The average price paid to City of Centerville Parks and Recreation Meeting Minutes April 6, 2022 each band is between $300 to $350. b. Budget Î currently $3,000 has been budgeted for this event. $390 has been paid to ASCAP for copyright protection, leaving $2,610 remaining. Committee Member Peterson requested that $500 be designated as an increased payment for one of the bands with 12 members, plus an extra $250 for advertising and/or incidentals. Currently, there is an additional $500 in the Line Item Budget - Reserve that can be used towards these expenses. Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Kubat to recommend to City Council to approve an increase in the Music in the Park Budget of $240. All in favor. Motion carried. c. Food trucks have been scheduled for each Tuesday. 2. 22-007: Comprehensive Tree Plan Committee Member Seeley suggested that along with the Comprehensive Tree Plan for each park, consideration for Emerald Ash Borer should also be looked at the same time. She suggested that perhaps Mr. Frevel would volunteer his services. Mr. Frevel accepted working with the Committee and City Clerk Bender requested that Mr. Frevel provide the Committee with his background and knowledge of Emerald Ash Borer. Mr. Frevel stated that for the most part he could spot an infected tree but it was difficult without foliage. He stated that he has received a certificate from the DNR regarding Emerald Ash Borer but was not a certified arborist. Chair Errickson-Grahek would work with Mr. Frevel. Committee Member Seeley evaluated all of the parks in May, 2021 and provided a list of maintenance items in each park. Public Works Director Palzer previously took care of many of the items on the list.. A suggestion was made to utilize volunteers for removal of trees within parks and staff discouraged this suggestion due to liability issues. VI. NEW BUSINESS 1. Emerald Ash Borer Program Î Lino Lakes (Example) The Committee, along with Public Works Director Palzer and Mr. Frevel would work together on identifying infected trees, the ability to treat trees or remove those that were infested too aggressively for saving and present a budget and plan to City Council in the future. A sub-committee was formed with Committee Members Errickson-Grahek, Seeley and Kubat. Motion by Committee Member Peterson, seconded by Committee Member Seeley to adopt the recommended action for treatment of City owned trees within parks, that are viable to be saved, through a vendor outside of any agreement and/or whether to recommend to Council the inclusion of viable, City owned trees and arranging for a program that can be offered to residents through the RFP process to determine a vendor. The committee wishes to give the PW Department autonomy in identifying and treating trees for EAB, beginning with Hidden Springs. All in favor. Motion carried. 2. Centerville Park Cleanup Day is scheduled for April 23, 2022 with a rain date of April 30, 2022. Meet at City Hall at 9:00 a.m. to help cleanup any of the parks except Laurie LaMotte Memorial Park as it will have been done on April 16, 2022 by the Centennial Little League. a. Adopt A Highway Application Information was provided from Anoka County regarding the program and application to participate. Staff reported that the location would need to be completed on the application and if cleaned two (2) times a year a Blue ÐAdopt a HighwayÑ sign would be installed in honor of the group participating. Motion by Committee Member Errickson-Grahek, seconded by Committee Member Akpan to table this agenda item for a future meeting. All in favor. Motion carried. b. Cleanup Day Volunteer Flyer Staff presented a draft flyer for consideration for Cleanup Day. Consensus of the Committee was that the flyer was acceptable for use. 6. Project Banjo A large commercial development of an online fulfilment center is proposed in the city's industrial zoning district. a. Parks - The City/P & R has a choice if they want to take a land donation of up to 10% of the land for a park which would be about 4 acres or a monetary contribution of approximately $87,000. b. Trails Î There was discussion whether there are segments of trails that should be built through or adjacent to the plat. Any trails constructed would be at no cost to the city and would not reduce the amount of Park Dedication fees paid. c. PUD Î There was discussion regarding additional offsite improvements that may make sense for this development to complete or whether additional cash payments to the Park Dedication Fund would be acceptable. Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Freiermuth to recommend to the City Council to #1. decline a land dedication with the Banjo Project and, instead, accept the Park Dedication Fees as outlined on the city's fee schedule; #2. the th city should require the construction of the Fairview Street east-west connection between 20 st Avenue and 21 Avenue; #3. as part of the PUD negotiations, the city should accept additional Park Dedication funds as a public benefit. Role of P & R Committee with Main Street Market Event There was brief discussion regarding the CommitteeÓs role, volunteering, etc. associated with the event and whether it should be a collaboration with the EDA or the CommitteeÓs event. Role of P & R Committee with Fete des Lacs Administrator Statz has recommended that a Committee member attend all Fete des Lacs meetings in an attempt to report back to the Committee the status of planning events, volunteers, etc. He is looking for direction from the Committee as to their desire in becoming more active in planning events, volunteering at events, taking on additional roles, etc. 9. Race Coordinator Quotes To date, the City has not found an interested candidate to perform the functions of a Race Coordinator for the Fete des Lacs Annual 5k/8k runs. Running Ventures and Anderson Race Management have submitted quotes with various options for services above what has been provided in the past. Their minimum fee is about $1,500 for some basic services. Motion made by Committee Member Peterson, seconded by Committee Member Errickson- Grahek to set a budget, not to exceed $2,000 for registration, setting up course, results, etc. and allow staff to determine which vendor will be utilized. He stated that he has no concerns in filling this spot. He has a list of bands that would be willing to play that are local. He mentioned all of the bands and dates of when they were playing. Contracts Î Two (2) contracts have been executed 2. 22-007: Comprehensive Tree Plan Acting Chair Seeley stated she would like to see the Comprehensive Tree Plan include the Emerald Ash Borer project. There was discussion of possibly hiring an arborist to evaluate all the trees within the parks. a. Eagle Park Update Î The thinning of the trees in Eagle Park has been completed. b. Remaining Parks Î The Committee felt that discussion was needed regarding replacement/ diversity within the tree population of each individual park and to correlate with the CIP (maintenance) Fund. It was determined that Hidden Spring Park be the next park to be worked on. Acting Chair Seeley had evaluated all of the parks in May of 2021 with the listing showing dead trees/needs for replacement trees and other maintenance items. Building Official Palzer reported that all maintenance issues brought forward from the listing had been taken care of. c. Emerald Ash Tree Borer Î The Committee desired for additional contractors to be contacted regarding the RFPs for the possibility of a preferred Tree Service for the residents of the City. The Committee felt that the Public Works Director, along with the subcommittee and Mr. Fraval could inspect local parks regarding the potential problems with Emerald Ash Borer could have on the CityÓs trees. The Committee felt that additional information was needed from Public Works, Anoka County, DNR and etc., prior to making any decisions regarding possible treatment. Motion made by Committee Member Peterson, seconded by Committee Member Kubat to ask Public Works to identify and tag the Ash trees in the parks, to investigate the saving of trees and a plan for monitoring the trees for safety and to assist with the planting of new trees. Motion made by Committee Member Seeley, seconded by Committee Member Freiermuth to hire a professional to explore the option of identifying all the Ash trees in the public areas of the parks, which are of immediate safety/hazard concerns. Monument/Donation Policy A draft policy was included in the packet for discussion and possible recommendation to Council for implementation. Brief discussion was had regarding placement of items and determination of best placement for the City with the understanding that the donorÓs wish were kept in mind. Ms. Bender will provide a copy of the Anoka County Policy for the June meeting. Priorities, Equity, ADA (many grants available for ADA & other items) and Etc. The first priority should be safety in all of the parks. Committee Members will need to review the maintenance and the CIP budgets. Grants are available that may cover some or all of the cost of specific projects. Some of the Committee Members concerns include adding ADA equipment, upgrading older park equipment (playground), trails, upgrading or replacing warming house and skate park, adding drinking fountains, bike racks, a source of storage for equipment/supplies, removal and replacement of dead or dying trees and evaluating the current Emerald Ash Tree Borer crisis within city parks. There was also discussion of developing a ÐDestination ParkÑ. An example of an inclusive elementary school age playground in North St. Paul was provided in the packet. The cost for this equipment was $211,000 plus $60,000 for installation. There was a suggestion to complete a survey of residents regarding the parks Î either on website, mailing or on Facebook or best option, is face to face with residents to determine what the residents desire. A suggestion was made to schedule another workshop to address this topic. Council Liaison Lakso offered to request a facilitator from the Council to assist the committee in their completion of a Strategic Plan, goals and priorities, etc. 5. Committee Member Akpan Update Î EDA (Halloween Trunk or Treat) The City Clerk reported that Committee Member Akpan had appeared before the EDA to request collaboration from them with an upcoming event sponsored by Centennial Community Education. The EDA was very receptive and desired a more specific request (i.e., water, candy, etc.) Committee Member Akpan will provide additional information at the June meeting due to his absence. VI. NEW BUSINESS 1. a. Request for use of Laurie LaMotte Memorial Park Motion made by Committee Member Peterson, seconded by Committee Member Freiermuth to recommend to the City Council to approve the use of Laurie LaMotte Memorial Park on June 2, 3, 6and 7, 2022 from 10:30 am to 1:30 pm for an end of the year picnic with each of the four kindergarten classes from Centerville Elementary School. There will be approximately 75 in attendance each day. All in favor. Motion carried. b. Request for use of Hidden Spring Park Motion made by Committee Member Peterson, seconded by Committee Member Seeley to recommend to the City Council to approve the use of Hidden Spring Park on June 25, 2022 from th 11:00 am to 3:00 pm for a 90 Birthday Party, with access to the bathroom facilities in Laurie LaMotte Memorial Park. All in favor. Motion carried. 2. No Mow May Public Works Director Palzer has suggested participating in a Pilot ÐNo Mow MayÑ program attempting to assist pollinators. He recommended that mowing not be completed in May near the Pollinator Garden at Acorn Creek Park and behind the ballfield fences along the ditch at Laurie LaMotte Memorial Park. Public Works Director Palzer also requested that a volunteer from the Committee monitor these areas to determine whether it was successful for future use.for the month of May and report at the June meeting if the program was successful. Centerville Summer Events Promotions It has been suggested that the promotion of the following City/Park events, (Music in the Park, Main Street Market/Bald Eagle Water Ski Show and Fete des Lacs) be marketed together on fliers, yard signs, etc. Staff recommended the purchase of corrugated signs, ÐHÑ stakes and signage for the ÐAÑ frame signs be purchased. In addition, 150-200 fliers would be printed with distribution to businesses for placement in their windows and available for participants at each of the events. The proposed cost would be $250 for the signs plus $390 for consultant fees; this is an estimated cost. Costs will be shared 2/3 by the Committee and 1/3 by Fete des Lacs. Motion made by Committee Member Peterson, seconded by Committee Member Kubat to recommend to City Council approval of the purchase of 20 corrugated 2 sided signs (18 x 24), ÐHÑ stakes and 6 corrugated 2 sided signs for the ÐAÑ frame signage along with 150-200 fliers . Swing Seats Committee Member Kubat suggested that Tracie McBride Park had two (2) ÐbucketÑ type swings and Acorn Creek Park had no ÐbucketÑ type swing and that if possible could one be switched out at each park so that there was a variety within the parks. ADMINISTRATION History Niche A history niche was added as part of the city hall renovations done in 2021. The history niche is located on the back wall in the city council chambers. The city and the Anoka County Historical Society (ACHS) signed a memorandum of understanding, thereby granting ACHS the responsibility of maintaining and curating the display case on an ongoing basis. Economic Development Authority (EDA) At their monthly meeting, held on May 18, the EDA reviewed a building condition assessment report on three local businesses (Chef Hot Hands, KellyÓs Bar & Grill, and Southern Rail) to determine the feasibility of a redevelopment project. The report provided an inventory and estimate of repairs needed to make the buildings safe for residential occupancy in the apartment portion of the buildings. Further discussion between the city and county (regarding funding opportunities) is needed. The EDA also reviewed their Business Revolving Loan and Grant Program, and CenterStage program to consider program adjustments. Minor changes were made to the Loan and grant program. Modifications to the CenterStage program will be discussed further at the next EDA meeting. This event was the first of its kind in our area, and it was a huge success. There were more than 50 vendors and more than 125 attendees. Several representatives were on-site from: hospice, home health agencies, insurance providers, legal firms, real estate companies, medical facilities, fitness centers, etc. Anoka County was also present to distribute information about jobs and training for seniors, in-home assistance programs, and veteransÓ programs. (9) Block 7 Property (Downtown) Î ÐSorel QuarterÑ An application for final plat has been received. As the developer and city staff continue work on a developerÓs agreement, we anticipate the council being able to consider approval of everything at its June 8, 2022 meeting. Centerville Elementary School Expansion School staff and consultants were able to find a work-around to solve some supply chain issues. The work in the building is nearing completion and should receive their certificate of occupancy soon. stnd (3)(4) Old Mill Estates 1 and 2 Additions A Letter of Credit reduction was granted at the last City Council meeting. The city still retains more than $80,000 in a letter of credit as well as a 2-year warranty bond on the public improvements. The City is in discussion with the homeowner near the cul-de-sac on Old Mill Court, exploring alternative routes for the trail. The city will continue to hold security for the completion of the trail until this process plays out and the trail link is completed. Staff recently re-engaged with a contractor who provided the lowest preliminary estimate for the work and will firm up a quote from them to see if the project is feasible within the homeownerÓs budget. th (16) Centerville Storage (20Ave. Mini Storage) A Grand Opening will be held on June 7, from Noon to 1 PM. Come check it out! (1) Bay View Villas (Waterworks Site) Correspondence has been sent to the developer regarding final punch list items. We are awaiting a response. (8) Atlas Villas Memory Care Project (1825 Main Street) Work inside the building is nearly complete. The owner is now hiring staff and working towards licensure, which should take 1 to 2 months. (10-14) Rehbein Commercial st Sidewalk work along 21 Avenue has been completed with irrigation restoration and boulevard sodding to follow. (13) Kwik Trip Staff has been working with Kwik TripÓs staff to get securities and other agreements in place. The owner has communicated that construction could begin by mid-summer, 2022. Recently, the siteÓs engineer finalized plans for the right turn lane to be constructed on Main Street on the south side of the store and obtained signatures from both the City and County thst Engineers. With this work, the sidewalk from 20 to 21 Avenues on the north side of Main st Street and up 21 Avenue from Main Street to Michaud Way will be constructed. (11) Norbella Senior Living Work on the interior of the building continues, including HVAC, plumbing and electrical. A September opening is still the target. (2) Peterson Shores The plat has now been recorded and the newly created lot is on the market. (17, 19) Rehbein Industrial Paving of the base course of asphalt should take place this week. (19) Sutton Transport The buildings walls have been erected and work on the site utilities continues. (15) 2050/2070 Main Street Î American Building Supply Work on the site has begun, while work on the building renovations continues, inside. (17) Project Banjo At their regular meeting on May 3, the Planning and Zoning Commission held a public hearing and took input from the community on the application for a large online retailerÓs fulfillment center. The facility would employ around 600 people, including warehouse workers, delivery van drivers, management and support personnel. The public raised concerns regarding air pollution, noise from the facilities loading docks and traffic. The developer has submitted information on each of these issues. The City Council will consider the developmentÓs approvals at its May 25, meeting. SEWER AND WATER Commercial Water Connection Fee Assistance As part of the cityÓs ongoing effort to help businesses through the pandemic, a new program was introduced, cutting connection fees for city water in half, for commercial properties. If you own a commercial property in Centerville that is not currently hooked to city water, and are interested in learning more, please call City Hall. The program is offered for a limited time only and is subject to conditions. Wellhead Protection Plan The Minnesota Department of Health held a kick-off meeting with city staff and consultants for the implementation of the cityÓs Part-2 Wellhead Protection Plan. The group reviewed items in the documents and the timelines associated with various activities. Staff will be following up on the action items over the course of the next few months.
