HomeMy WebLinkAbout2022-05-11 CC Minutes Provided to Council on 6/19/2022 Not Approved CITY OF CENTERVILLE CITY COUNCIL MEETING May 11, 2022 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled City Council meeting on May 11, 2022 in Council Chambers of City Hall and also live streamed by North Metro TV. COUNCIL MEETING I. CALL TO ORDER Mayor D. Love called the meeting to order at 6:30 p.m. ROLL CALL PRESENT: Mayor D. Love Council Member Steve King Council Member Russ Koski Council Member Darrin Mosher Junior Council Member Danny Peterson (Non-Voting) ABSENT: Council Member Michelle Lakso STAFF: City Administrator Statz City Attorney Kurt Glaser II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Mayor Love provided an opportunity for others to add or delete any items. Administrator Statz stated that he would like to add a check listing as provided at the meeting as a handout. He explained that the check numbers were missing due to the Sr. Account Clerks absence. Motion by Council Member Koski, seconded by Council Member King to Approve the Agenda as presented. All in favor. Motion carried. IV. APPOINTMENTS/PRESENTATIONS 1. None V. PUBLIC HEARINGS 1. None VI. APPROVAL OF THE MINUTES City of Centerville Council Meeting Minutes May 11, 2022 1. None VII. CONSENT AGENDA Administrator Statz stated that he would like to add a check listing as provided at the meeting as a handout. He explained that the check numbers were missing due to the Sr. Account Clerks absence. 1. City of Centerville Claims through May 11, 2022 as presented (Check #35053-35076), (E1874 - 1878E) & Check Listing Handout 2. Centennial Lakes Police Department Claims through May 5, 2022 (Check #14308-14318), (E2022032-E2022033), Payroll (Check #14306-14307) & Voided Check #13990 3. Centennial Fire District Claims through April 26, 2022 (Check #9295-9301) & Payroll (Check #9292-9294) 4. Parks & Recreation Committee Recommendation – Res. #22-0XX – Accepting Donation from Centerville Lions Club (Parks & Rec. Fund) 5. Lawn Mowing Contract Amendment (RJ Property Maintenance) 6. Honoring our Veterans – Quad Press/Citizen Ad Mayor Love provided an opportunity for others to add or delete any items. Council Member Koski pulled Items #4, 5 & 6 from the Consent Agenda. Motion by Council Member King, seconded by Council Member Mosher to Approve Consent Agenda Items #1-3 and Additional Checks as Presented. All in favor. Motion carried. Item #4 - Council Member Koski stated that the City received a donation from the Centerville Lions in the amount of $500, extended a thank you to them for the donation and all that they do for the community. He stated that he recently attended the Cadillac Dinner in April. He thanked all who volunteered. Mayor Love also thanked the Centerville Lions for their donation which he received and presented to the Parks & Recreation Committee at their May meeting. He concurred with Council Member Koski regarding the Lions’ volunteerism. Motion by Council Member Koski, seconded by Council Member Mosher to Approve Consent Agenda Item #4 as presented. All in favor. Motion carried. Item #5 - Council Member Koski stated that the lawn mowing contractor was requesting a fuel surcharge due to the costs of fuel increasing $4/gallon according to their annual contract. Administrator Statz stated that there was a clause in their existing contract for a fuel surcharge. He stated that if the fuel prices reach $4 or higher the contract may be renegotiated. Council Member Koski questioned if the cost were to decrease would the fuel surcharge also decrease. Page 2 of 6 City of Centerville Council Meeting Minutes May 11, 2022 Administrator Statz stated that the contract was unclear and if the prices change staff would revisit. Administrator Statz stated that it would increase the contract by approximately $2,000. Motion by Council Member Koski to approve additional costs for lawn service contract for 2022. Discussion ensued regarding the ability for the fuel surcharge to be broken out on the billing and having discussions with the contractor to decrease the fuel surcharge if prices fall below $4/gallon for a period of time, whether the surcharge could be broken out on the bill, if continued trending under $4/gallon to revert to the original contact. Motion by Council Member Koski, seconded by Council Member Mosher to Approve the Additional Costs for the Lawn Service Contract for 2022 with Staff Requesting the Fuel Surcharge being an Individual Line Item on the Billing and the Contractor Agreeing to Reverting Back to the Contract Language if Trends, Trend Below $4/Gallon. Council Members Koski, Lakso, Mosher & Mayor Love voted in favor. Council Member King Abstained. (4/1) Motion carried. Item #6 - Council Member Koski stated that Assistant City Administrator Lewis has been working with several veteran organizations and the placement of an advertisement in the Quad Community Press honoring veterans. He stated that Memorial Day is all about honoring those who served and that he appreciated the Quad Press for their support of our veterans. Mayor Love stated that he felt that this fit in the City’s Strategic Plan and being more involved. Motion by Council Member Koski, seconded by Council Member King to Approve Consent Agenda items 6 as presented. All in favor. Motion carried. VIII. OLD BUSINESS 1. Revised CivicPlus Contract Assistant City Administrator Lewis reviewed the Request for Council Action with Council as submitted in Council packet. Discussion ensued regarding launch date as being 16-20 weeks from this evening, design process and Council’s review, design, color palette ease of change, not a standard package similar to our existing website, update of progress/presentation, launching of the website and APP in unison, data responsibility/liability in contract/insurance and the use of an independent payment firm for accepting payments. Motion by Council Member Koski, seconded by Council Member Mosher to Approve the CivicPlus Contract ("Scope of Work" and "Master Services Agreement")for Website Re- Design as Presented. All in favor. Motion carried. 2. City Hall Campus and Thin Overlay Program Engineering Proposals Page 3 of 6 City of Centerville Council Meeting Minutes May 11, 2022 Administrator Statz reviewed the Request for Council Action with Council as submitted in Council packet. He explained that it was the desire to remain on the 14-17 year cycle with the roadways/overlay program and that the fund balance was climbing. He explained that there were three (3) proposals: parking lot/overlay project; lighting and landscaping. Discussion ensued regarding “lumping” the overlay with the parking lot project was a concern, assessments to each property owner, previous assessment amounts being $500-$750, oil/gas prices, bids, timeframe for project, bidding process, putting out for bid versus automatically utilizing Stantec, learning curve with a new Engineering Firm, errors made in the downtown projects which cost the City an additional $50,000, annual resolution for appointments, legal requirements associated with assessments, industry standards, construction costs, billable rates, assessments and need for feasibility study as a requirement by law, exact hours for each project and etc. Motion by Mayor Love, seconded by Council Member King to Table these Items Until a Breakdown of Hours is Received at the Next Meeting. All in favor. Motion carried. IX. NEW BUSINESS 1. Res. #22-0XX – For Urban County Re-Qualification in HUD Programs (CDBG & HOME) Administrator Statz reviewed the Request for Council Action with Council as submitted in Council packet. He explained that the City has participated in the program in the past, obtained funding for projects and recommended that Council continue participation as it was in the best interest of the City if projects were to come up. Discussion ensued regarding funding, previous water connections for qualified property owners, and federal funding. Motion by Council Member Mosher, seconded by Council Member Koski to Adopt Res. #22- 013 – For Urban County Re-Qualification in HUD Programs (CDBG & HOME) as Presented. All in favor. Motion carried. 2. 2022 Seal Coating Bid – Gopher State Sealcoat Administrator Statz reviewed the Request for Council Action with Council as submitted in Council packet. He stated that staff had requested bids from six (6) firms and only received one (1), that it was a competitive price and recommended moving forward for the streets that are not contained in the 2022 Overlay Project, downtown or Old Mill Estates project. Motion by Council Member King, seconded by Council Member Mosher to Approve the Bid Submitted by Gopher State Sealcoat as Presented. All in favor. Motion carried. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1. Administrator/Engineer Report Page 4 of 6 City of Centerville Council Meeting Minutes May 11, 2022 Administrator Statz noted that the Administrator’s Report was included in the packet and that he would be happy to answer any questions regarding it. He additionally stated that a Public Hearing was held at Planning & Zoning for Project Banjo where input was received from the public, the Commission had lengthy discussion and that Council would be considering the item at their May 25, 2022 meeting. He report that Staff is working diligently on documents needed associated with the project and that Ryan Companies hoped for things to be taken care of in June. He also reported that Sutton Transportation have broken ground and that Max Storage would be closing on their construction loan shortly. He stated that Kwik Trip had submitted a building permit, that a Ribbon Cutting Ceremony would be held for the Centerville Mini-Storage on June 7, that Atlas Memory Care was anticipated to open soon, the Public Works Directors idea for no mow May in two (2) area parks that may assist pollinators in their efforts, and the Quad Area Chamber of Commerce upcoming event for a Senior Expo. Scheduled for May 19, 2022 at St. Genevieve’s Community Parish City Attorney Glaser – City Attorney Glaser thanked all lawyers that participated in Law Day and stated that it was well received and he was appreciative that many people took advantage of the day. Junior Council Member Peterson – Junior Council Member Peterson gave no report 2. Council Reports a. Lakso –  Parks & Recreation – Council Member Lakso gave no report due to her absence.  Anoka County Fire Protection Council – Council Member Lakso gave no report due to her absence. b. Koski – Council Member Koski asked about development opportunities received; primarily brewpubs. Administrator Statz stated that he has been approached regarding brewpub, bark and brew, restaurants, and the property located at 1737 Main Street. He stated that 1737 Main Street is a unique parcel and that the EDA continues to work toward making the site more marketable. Discussion ensued regarding remnants from the CSAH14 project and feedback for interested individuals who have turned the site down.  Planning & Zoning Commission – Council Member Koski stated that a Public Hearing was held regarding Project Banjo, several issues were addressed at the meeting (noise, intersection issues with Center Street/Fairview), traffic counts, etc. He reported that his is extremely thankful for the Commission and their input.  Fire Steering Committee – Council Member Koski stated that there would be an informational meeting regarding recruitment for a Chief on May 25, 2022. King -  Economic Development Authority – Council Member King gave no report.  Fire Steering Committee – Council Member King gave no report. d. Mosher –  Police Governing Board – Council Member Mosher stated that recently two (2) Life Saving Awards were presented and two (2) vehicles were purchased that were hybrids. He stated that it would be interesting to experience possible fuel savings and to experience their operation.  Economic Development Authority – Council Member Mosher stated that the next meeting would be held on May 18, 2022. e. Love – Mayor Love stated that he attending both the Planning & Zoning Commission and Parks & Recreation Committee meetings. He stated that a vacancy was on the Parks & Rec. Committee. Reported that when Administrator Statz was hired there were no developments and now that there were numerous projectsp in progress. Mayor Love stated that a grant had been received by the Centennial Fire District for AEDs and that the member cities would be “Heart Safe”.  North Metro Telecommunications Commission – Mayor Love gave no report.  Police Governing Board – Mayor Love stated that a recent audit was completed which was a “clean” audit and that the Chief would be attending Council shortly.
