BACKGROUND AND SUPPLEMENTAL INFORMATION:
Several weeks ago a DNR representative appeared at City Hall stating that they were documenting Ash trees
within a specific area of the City. She stated that they would be completing a three year study regarding
Emerald Ash Borer. I asked if she could provide me with someone who could fill us in on information
regarding Emerald Ash Borer and the study.

Donation/Monument Policy
BACKGROUND AND SUPPLEMENTAL INFORMATION:
The presented Donation/Monument Policy is a draft that staff provided. The original was provided by the
League of MN Cities - Sample Policies from other communities within the State of MN.
The Policy is a guide for the Committee/Donor/Staff assisting in expectations, working in collaboration, an
application for the donor, etc.
All donations are accepted by the City Council via Resolution.

Parks, Trails & Recreation Donation and Memorial Policy
PURPOSE
The purpose of this policy is to establish guidelines, standards and procedures for the installation
and care of donated park improvements, either as a result of a cash or physical property donation.
These donations may include, but are not limited to, park land, benches with suitable base , bicycle
racks, picnic tables, benches, trees, public art, monuments (by exception only), drinking fountains,
playground equipment, flags, and other types of park or trail accessories. The City desires to
encourage donations while at the same time manage aesthetic impacts and mitigate on-going
maintenance costs. Development of public facilities is expected to be the result of careful planning
and quality construction. In addition, public facilities are expected to be maintained to a standard
acceptable to the community. Guidelines and standards established by this policy will apply to all
donations made after the date this policy was adopted. Donations of any kind become the property
of the City of Centerville.
STANDARDS FOR DONATION
Acquisition or Purchase: The City and the community have an interest in ensuring that park
elements purchased and installed be of high quality related to style, appearance, durability and
ease of maintenance.
Appearance and Aesthetics: The City and the community have an interest in ensuring the best
appearance and aesthetic quality of their public facilities. Park elements and/or their associated
donation acknowledgements should reflect the character of the park or facility it is placed. All
park elements will be installed in such a manner that will not substantially change the character of
a park or facility or its intended use. No donation may reflect a political or rebellious statement or
position; and may not mention any form of deity.
Park Plan: When applicable the donation of a park element for a specific park or facility, should
conform to the park plan for that park. If no plan exists or if a plan exists, but does not identify a
particular park element proposed for donation, the City may accept the donation under certain
conditions. Under this circumstance the donation must (1) meet a true need of the park or facility,
(2) not interfere with the intended current or future use of the park or facility, and (3) not require
the relocation of other equipment or infrastructure to accommodate the donation or request for
placement. In the opinion of the City, a park or facility may be determined to be fully developed
and the opportunity for donations would not be feasible.
Cost(s): The City has an interest in ensuring the donor covers the full-cost for the purchase and
installation of donated park elements. The City also has an interest in ensuring that on-going
maintenance costs do not negatively impact the resources available for maintenance of other City
park facilities.
Donation Acknowledgements/Memorial Plaques: Donation acknowledgement and memorial
plaques, on any item, shall require review and approval by the Public Works Director or designee.
Acknowledgements and plaques should be of high quality and not be a predominate feature on the
item and will be provided at the cost of the donor.
Interpretive Signs: Interpretive signs may be installed at sites that are appropriate for describing
the history, geology, environment, and flora and fauna of a particular area. Interpretive signs shall
(1) be of a size that is in keeping with the character of the site, (2) meet design requirements for
access to the disabled, (3) be designed in such a manner that is consistent with other interpretive
signs on site if any, (4) be constructed of materials that are of high quality and, (5) meet all current
City regulations.
Land, Buildings, Structures and Public Art: Donated land, buildings, structures (including
playgrounds) and public art are subject to full review and approval of the City Council and are
considered as part of this policy.
Park Benches, Bicycle Racks, Picnic Tables, Drinking Fountains: Park benches, bicycle racks,
picnic tables, drinking fountains, and playground equipment may be sited in locations approved
by the Public Works Director or Designee. Items donated must be of a product approved by the
City, and these items become City property upon installation.
Trees: The size and species of tree or trees donated shall be limited to those determined by the
City and placement must be approved by the Public Works Director or Designee. Trees will be
warranted for three years by the City.
Other Donations: There may be other donations possible, other than those expressly listed or
contained within this policy. The City may accept those donations subject to a review by the City
Council, City Administrator or Designee.
Maintenance: Donated park elements and/or their associated donation and acknowledgement,
become City property. Accordingly, the City has the duty to maintain the donation only for the
expected life cycle of the donation. The City accepts no liability for damage from vandals, third
parties or while carrying out maintenance activities. The City reserves the right to remove or alter
any donated equipment, improvement(s) or memorials that have been damaged or in the case of a
living tree/bush/plant, dead. The Public Works Director will determine if an items should be
removed due to beyond repair or death.
Repair: The community has an interest in ensuring that all park elements remain in good repair.
In addition, the public has an interest in ensuring that the short and long-term repair costs are
reasonable. Repair parts and materials must be readily available. Donated park elements must be
of high quality to ensure a long life, be resistant to the elements, wear and tear, and to acts of
vandalism. The City reserves the right to remove or alter any donated equipment, improvement(s)
or memorials that have been damaged and is, in the view of the Public Works Director beyond
repair.
PROCEDURE FOR MAKING A DONATION
Application: the donor shall complete an application form, which will be submitted to the City
Administrator or Designee for consideration. City Council will take final action on all donations;
to accept by resolution per Minnesota State Statute 465.03, or not to accept all donations.
CONDITIONS
Installation: Installation of donated park elements, including the donor acknowledgement/
memorial plaques will be completed by the City in the location as approved by the Public Works
Director or Designee. The installation shall be scheduled at a time and date so as not to
unnecessarily interfere with routine park maintenance activities and/or use by the public for
scheduled events.

RFP - Preferred Emerald Ash Borer Tree Service (Rainbow Tree Service)
BACKGROUND AND SUPPLEMENTAL INFORMATION:
P.W. Director Palzer originally approached 6-8 providers to submit a RFP to be the City's Preferred Provider
for residents. Rainbow Tree Service was the only provider that submitted. In May, the Committee had a very
busy schedule with the primary discussion being focused on the City's tree plan and requests for more
providers. More providers for submission is impossible and Rainbow Tree Service is a reputable firm.
Staff has included their original RFP for your consideration. The RFP/quote is NOT based on the City utilizing
their services. Some high points of the RFP are up front pricing for residents, convenience for residents not
calling around as Rainbow has provided their references, and they will provide an educational mailing to
residents.

2.22-007: Comprehensive Tree Plan
Acting Chair Seeley stated she would like to see the Comprehensive Tree Plan include the Emerald Ash
Borer project. There was discussion of possibly hiring an arborist to review all the trees within the parks.

diversity within the tree population of each individual park and to correlate with the CIP (maintenance)
Fund. It was determined that Hidden Spring Park be the next park to be worked on. Acting Chair Seeley
had evaluated all of the parks in May of 2021 with the listing showing dead trees/needs for replacement
trees and other maintenance items. Building Official Palzer reported that all maintenance issues brought
forward from the listing had been taken care of.

A draft policy was included in the packet for discussion and possible recommendation to Council for
implementation. Brief discussion was had regarding placement of items and determination of best
placement for the City with the understanding that the donorÓs wish were kept in mind. Ms. Bender will
provide a copy of the Anoka County Policy for the June meeting.

4.Priorities, Equity, ADA (many grants available for ADA & other items) and Etc.
The first priority should be safety in all of the parks. First step should be to list items needing repair

Staff and Chair Errickson-Grahek discussed this item, last year's purchase (Sunglasses), donated by the
Scouts/Committee Member Peterson.
It was felt that the Committee may have been unaware of the personal donation, is very appreciative, the new
logo would serve well on such an item an ordered 150 lip balms for inclusion. Sample on display.

TITLE OF ISSUE:
Amendment to City of Centerville Permit - Bald Eagle Water Ski Club
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Member Marie Vidger has contacted the city numerous times regarding the installation of a boat lift, vendors,
giving items away, etc. Ms. Vidger was emailed the presented agreement on July 1, 2022 for review and
comment.
Upon Staff review, it was determined that numerous areas of the Permit should be amended as they may have
been outdated. It was felt to cooperatively address their requests for opportunities to utilize the site with greater

STREET (ALSO KNOWN AS TRAILSIDE PARK)
The City of Centerville hereby renews its PERMITermit with the Bald Eagle Waterski Show, Inc.,
(d/b/a/ Bald Eagle Waterski Club) and its members or employees, having a principal place of
business at: 6521 White Oak Road, Lino Lakes, Minnesota 55038 11034 Irish Avenue North,
Stillwater, Minnesota 55082 (hereinafter referred to as ÐPermitteeÑ). This Permit is subject to the
rights, privileges and limitations set forth herein noting that these terms have been revised since
the initial permit issuance.
SECTION ONE
PROPERTY
Permittee shall have a limited right of use and access to public property located at: 7121 7145
Main Street (PIN #23-31-22-22-0013), and its shoreline adjacent to Centerville Lake PIN #23-31-
22-22-0002, #23-31-22-22-0019 & #23-31-22-22-0031 (hereinafter referred to as ÐPropertyÑ).
SECTION TWO
TERM
The Permittee was first granted this p P ermit on May 15, 2014. The renewed permit shall expire
on August 31, 2024 unless revoked or voided for reasons otherwise specified in this document.
Thereafter, unless notice of termination is received sixty days (60) prior to this annual deadline,
the Permit shall self-renew for up to five (5) additional one-year terms.
SECTION THREE
PERMIT CONSIDERATION
It is understood that Permittee does not charge spectators to view its waterski shows. As long as
that condition exists, the permit fee shall be $1.00 per year.
SECTION FOUR
PERMITTED USE OF PROPERTY
Pursuant to Code, Section 92.30, Permittee is granted variances from Chapter 92 of the Centerville
Code to accomplish the purposes set forth in the Permit: Permittee is granted variances from City
Code, Chapter 92, pursuant to §92.30:
A. Permittee will use the Property for the purpose of conducting waterski shows and
accommodating public viewing of these shows along with necessary practice sessions. Permittee
may install a dock and boat lift into Centerville Lake, subject to approval of St. Paul Regional
Water Services and subject to permits from Minnesota Department of Natural Resources, if any
are required. subject to approval and the issuance of required permits, if any, allowing such
installation: i.e.: Anoka County SheriffÓs Office, DNR, etc. with same being filed with the City.
Additionally, a temporary platform may be constructed along the shoreline to facilitate show
logistics, subject to the approval of the CityÓs Public Works Director. No other improvements may
be attached to the Property without prior written consent of the City;
B. The Property is designated as an area where vehicles may be driven by Permittee or its
Vendors (in variance of City Code, Section §92.06), any damage to the property resulting from
such use shall be the responsibility of the Permittee;
C. Permittee may locate and park a 10 x 12 equipment trailer on the Property at a location to
be agreed upon by the parties and that trailer may be present on the Property during times when
public grounds are closed to the public according to City Code, Chapter 92 (in variance of City
Code, Section §92.07 & §92.08). Trailer must not be parked within six (6) feet of any manhole;
D. Permittee may post up to two (2) signs advertising its waterski shows on the Property (in
variance to ofCity Code, Section §92.12), however; said signage must otherwise comply with
applicable law;
E. Permittee may swim from the Property (in variance to of City Code Section §92.18);
F. Permittee may launch a boat from the Property (in variance to of City Code Section §92.20);
and
F. Permittee may use the protected shoreline areas of the Property extending fifteen feet from
the high water mark of the lake (in varianceto of City Code Section §92.21) but must maintain and
protect the shoreline from erosion or damage. shall not allow operations or activities to cause
damage or erosion to the shoreline.
G. Permittee may store its dock, boat lift and portable jump/ramp on site during the off-season
in a mutually agreeable location which minimizes aesthetic intrusion and safety risks.
H. Permittee may offer merchandise, food and third-party sales/vendors on site with a
maximum of three (3) (in variance of City Code, §113). The location of said both, table, trailer or
mobile vehicle for delivery of such must not to impede pedestrian usage of the abutting trail,
impede motor vehicle usage of CSAH14 (Main Street) obstruction or line of site or cause confusion
of oncoming traffic. If, at any time, the Centennial Lakes Police Department, authorized Public
Safety organization(s) or the City of Centerville determine that public is compromised, the
locations of these solicitors will be immediately addressed. Any Vendor, without securing the
appropriate food licenses, either through the State of Minnesota, Anoka County or both will not
be allowed on site. Licensing must be displayed at all times while on site. (in variance of City
Code §113).
SECTION FIVE
OTHER APPROVALS
Permittee understands that part of the underlying Property is controlled through an easement by
St. Paul Regional Water Service and a condition of this Permit is that approval must be obtained
from St. Paul Regional Water Service. If the city acquires the property owned by St. Paul
Regional Water, then this section shall not apply.
SECTION FIVE
CITYÓS INSPECTION
City shall have the right, at any time, to inspect and examine the Property to i e nsure compliance
by Permittee with its obligations under this Permit and its obligations under the law.
SECTION SIX
MAINTENANCE OF THE PROPERTY
City will mow the grass on the Property in accordance with the CityÓs normal maintenance
schedule. If more frequent mowing is required, Permittee agrees it will do so at its sole cost and
expense. Permittee will pick up trash that is left on or around the Property immediately after
each waterski show or other sponsored event. Permittee must provide a portable toilets for its
use and for use of spectators and patrons. However, it they shall be placed in a location to be
mutually agreed upon by the parties. City may participate in the cost a cost share with Permittee
for the provision of said portable toilets subject to approval from the City Council.
SECTION SEVEN
ALTERATIONS
Permittee shall not make any alterations, additions, or improvements to the Property without CityÓs
prior written consent and the consent of St. Paul Regional Water Services.
SECTION EIGHT
LOSS AND DAMAGE
Permittee assumes and shall bear the entire risk of loss, damage to, theft or destruction of its dock,
jump/ramp, trailer, boat lift and any personal property or equipment that is located on the Property.
SECTION NINE
INDEMNITY
Permittee hereby assumes entire responsibility and liability for any and all damage of any kind or
nature whatsoever to all persons resulting from, arising out of, or occurring in connection with its
use of the Property. If any person shall make a claim for damage or injury here above described,
whether such claim may be based upon the CityÓs alleged breach of any duty or obligation on the
part of the City, Permittee agrees to indemnify and save hold harmless City and St. Paul Regional
Water Service (SPRWS), its agents, servants and employees from and against any and all losses,
expense, damage or injury that they either might sustain as a result of any such claims. Permittee
agrees to assume, on behalf of the City the defense of any action at law or equity, which may be
brought against City or SWRWS upon such claims and pay on behalf of City or SPRWS, upon its
demand, the amount of judgment that may be entered into against City or SPRWS in such action.
SECTION TEN
INSURANCE
Permittee, at its sole cost and expense, shall procure and maintain insurance coverage which is
acceptable to the City Administrator which accomplishes the following: (a) coverage for the risk
of harm or negligence to any person due to operations subject to this Permit or PermitteeÓs use of
the Property, (b) coverage for the risk of physical damage to its owned personal property and
equipment, and (c) coverage for the risk of public liability and property damage, and as to all
aspects of insured loss said insurance coverage shall not be in an amount less than $1,000,000.
Permittee shall provide proof of insurance for workers compensation insurance as required by
Minnesota Law. Moreover, Permittee shall name the City (and if requested, SPRWS) as
additional ly insured on said insurance policies.
Continuation of these insurance requirements are an on-going condition of this Permit. As a further
condition of insurance coverage, USA Water Ski, Entertainment & Sports Insurance Experts
(ESIX), or any insurance company issuing coverage under this Permit shall be required to notify
the City in the event of any notice or intent to discontinue coverage. This Permit is void at such
time as PermitteeÓs insurance coverage is not effective. However, PermitteeÓs legal obligations to
assume the entire responsibility and liability for any and all damage of any kind or nature
whatsoever to all persons resulting from, arising out of, or occurring in connection with its use of
the property, continues in perpetuity regardless of the terms of cancellation or termination of this
Permit.
SECTION ELEVEN
CONDITIONS OF PERMIT
Permittee shall, without exception, obtain an executed document entitled, ÐParticipant Waiver
and Release of Liability, Assumption of Risk and Indemnity AgreementÑ (hereinafter referred to
as a ÐWaiverÑ) from each member of its organization who will participate in any activity held at,
or staged from, the Property, each member of an additional club, and/or adult(s)/minor(s) who
participant in PermitteeÓs sponsored event(s) held at, or staged from, the Property. If such
member is a minor, then Permittee shall, without exception, obtain a signed Waiver from a duly
authorized parent or guardian. Permittee assumes all risks and waives liability in the event that
any such Waiver is not effective or binding. Permittee shall supply a copy of each executed
Waiver to the City before any person may participate in activities authorized under this Permit.
Only members of PermitteeÓs organization may participate in activities authorized under this
Permit.
City understands that from time to time, the Permittee sponsors events with additional club(s) or
allows participation by the public who are not members of its organization. As stated above, all
participants are required to complete a ÐWaiverÑ.
SECTION TWELVE
NON-WAIVER
By executing this document, Permittee specifically affirms that the City is not waiving or otherwise
limiting any of its legal rights or defenses, or otherwise expanding its liability for activities related
to the operation of this Permit.
SECTION THIRTEEN
NOTICES
All notices required or permitted under this Permit shall be sufficient if delivered personally or
mailed to the party at the address set forth in this Agreement, or at such other address as either
party may designate in writing from time to time. Any such notice mailed to such address shall be
effective twenty-four (24) hours after it has been deposited in the United States mail, properly
addressed and with postage fully prepaid.
SECTION FOURTEEN
APPLICABLE LAW AND ENFORCEMENT
The validity, enforcement, and performance of this Permit shall be governed and determined by
the laws of the State of Minnesota and the City of Centerville.
SECTION FIFTEEN
TERMINATION OF PERMIT
All of the conditions, standards or other requirements set forth in this document are continuing
obligations of this Permit. This Permit is only valid so long as all of the obligations set forth herein
are met. The City retains the right to amend, revoke or void this Permit at will, without notice or
without affording a hearing to Permittee.
SECTION SIXTEEN
NON-EXCLUSIVITY
Nothing in this Permit prohibits the use of said Property by other parties, including duly
authorized vendors and does not grant the exclusive use of the property to the Permittee.

1. 22-007: Comprehensive Parks Trees Plan
Committee Member Seeley distributed laminated samples of leaves from an Ash tree to committee
members for ease in identification of an Ash tree. She also suggested that the City post a sample in the
vestibule to aid residents in distinguishing an Ash tree.
a. Emerald Ash Borer DNR Grant Information
Director Palzer stated that the grant application process is very complicated and has very specific
requirements, including such things as a management plan, etc. A copy of the application process was
distributed. It was stated that the grant period runs through 2024. It was recommended that this topic be
tabled until the July meeting with the information being thoroughly reviewed by all and also to invite a
DNR representative to attend the July meeting. Ms. Bender will also obtain copies of tree plans of other
cities.

table V. Unfinished Business, Item #1., a. Emerald Ash Borer DNR Grant Information to the July

b. Division of Forestry Î Ash Management Guidelines
Included in the packet was a Comprehensive Ash Management Guidelines along with an email from
Public Works Director Palzer. He stated that he would be drafting a plan utilizing the following three (3)
priorities: and determining and prioritizing the needs of each park:
1. Remove any trees that are hazards (people, buildings, parking lots, etc., or dead);
2. Identify and treat selected trees in some or all of the parks (pilot program/aid in
diversification and replanting);
3. Research types of trees, soils, etc. to assist in repopulation of diseased tree locations
starting with Hidden Spring. He stated that Anoka County offers saplings for sale annually.
c. Status of Park Trees Î Trimming or Removal
Director Palzer reported that he and a representative from Langer's Tree Service inventoried trees near
trails on the south side of the City and determined that three (3) Popular, three (3) Ash and one Oak would
need to be removed, along with trimming of a Weeping Willow tree. Langer Tree Service will be
completing the removal and trimming.
Brief discussion ensued regarding the possibility of obtaining a vendor that would provide services to
the City for City owned trees and provide reduced/discounted services to residents.
2. Music in the Park Plan
The plan was contained in the CommitteeÓs packet for review. It addresses start time, location, a parking
map, directions for food vendors, contains contact information for questions/cancellations, a schedule,
opportunities for bands/vendors to market and photo requests. No action was required on this item.
3. Donation/Monument Policy
Ms. Bender provided a copy of the Anoka County policies for park donations and memorials. A draft
policy was contained in the committeeÓs packet for discussion.
Motion by Committee Member Peterson, seconded by Committee Member Seeley to table V.
Unfinished Business, Item #3., Donation/Monument Policy to the July P & R meeting. All in favor.
Motion carried.
An email response was sent to Ms. Blum regarding her donation request for the planting of a tree on the
North side of Main Street near the intersection of Dupre Road. She was informed that the future root
system of the tree may interfere with underground infrastructure but the City would be happy to discuss
placing a tree within a park if desired.

4. Anoka County Adopt A Highway Program
Information was contained in the packet about the program. It was stated that committee members
currently complete an annual cleanup along Main Street from Cornerstone Park, Trailside Park and the
fishing pier each April and they did not desire to be committed to completing the cleanup process twice
annually due to additional park activities. Consensus of the committee was not to participate in the
program at this time.
VI. NEW BUSINESS
1. Possible 2022 Volunteer Appreciation Items & Possible Logo
a. P & R Logo Î the committee was provided with nine (9) samples. The committee took a poll
and briefly discussed the designs. It was stated that the logo would be utilized for specific items such as
Volunteer Appreciation Items, etc.
Motion made by Committee Member Seeley, seconded by Committee Member Peterson to approve
Option #9. All in favor. Motion carried.
b. Volunteer Appreciation Items Î the committee members were presented with several options
(water bottles, hand sanitizer, lip balm and sunscreen) for items while being mindful of a $5 or less
amount per State Statute for Council, Committee/Commissioners. It was stated that the set-up fees or
shipping would not be part of the value of the item(s). It was also stated that the newly approved logo
would appear on the items.
Motion by Chairperson Errickson-Grahek, seconded by Committee Member Akpan to approve
the expenditure of up to $1,000 for the purchase 150 water bottle and 100 each of lip balm and 100
each of sunscreen as presented. All in favor. Motion carried.
Brief discussion ensued regarding ingredients, additional research would be completed and if a substitute
item could be found with different ingredients that would be chosen. Otherwise, an alternative item
fitting into the $1,000 budget in combination with the water bottle would be chosen.
2. 2023 Budget - Input
Staff stated that for ease, Committee and Program Expenses were combined. There was brief discussion
regarding committee member stipend amounts and several line items.
Motion by Committee Member Peterson, seconded by Committee Member Errickson-Grahek to
recommend to Council to approve an increase in the 2023 P & R Budget for Music in the Park,
from $3,500 to $4,000 and an increase in the Movie in the Park, from $500 to $750. All in favor.
Motion carried.
3. Use of Laurie LaMotte Memorial Park Î Anoka County Radio Club
Motion by Committee Member Peterson, seconded by Chairperson Errickson-Grahek to
recommend to City Council to approve the Special Event Permit Application for the Anoka County
Radio Club on June 24 through 26, 2022 (Friday Evening to Sunday Afternoon for the

received from Centerville Elementary and Centennial Middle School students who submitted entries and

businesses involved.

Here is your EAB treatment proposal. Our software company was able to recover the lost tree data over
the weekend, so I didn't have to stop by this morning. Given the high level of infestation in the area, I
cannot warranty the treatments this season. The trees we looked at last week look good minus the tree
with woodpecker activity next to the ballfield. That being said, there is a high level of infestation in the
area, and it is probable that the trees have some level of EAB activity in them. If the trees are treated this
season and look good in 2024, we could offer a warranty on future treatments.

As I said while we were out, the City has a large number of right of way ash trees. If the City decides to
take any action to preserve some of these trees, I can have our team inventory them over the winter and
make recommendations for future treatments.

Website - Staff has been working hard on reviewing the current website for new/outdated information for
transfer along with font consistency. A "mood" board incorporating colors from the City logo has been
submitted by CivicPlus and approved by staff.
Volunteer appreciation items have been received. Swag bag items have been received and staff will incorporate
all received items from local businesses this coming week for distribution at the July 12 MITP event.
