Home My WebLink About2022-03-02 P & R Minutes - Approved Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held their regularly scheduled meeting on March 2, 2022 in the Council Chambers at the Centerville City Hall, the meeting was available via Zoom and was live streamed by North Metro TV. Present: Committee Member Emem Akpan Committee Member Kathy Freiermuth Committee Member Jessica Kubat Committee Member Brian Peterson Acting Chair Suzanne Seeley Also Present: City Administrator Mark Statz Assistant City Administrator Athanasia Lewis City Clerk, Teresa Bender Council Liaison Michelle Lakso Absent: Chairperson Heidi Errickson-Grahek I. CALL TO ORDER Acting Chair Seeley called the March 2, 2022 meeting to order at 6:39 p.m. II. APPROVAL OF AGENDA Motion by Acting Chair Seeley, seconded by Committee Member Freiermuth to Approve the Agenda as Presented. All in favor. Motion carried. III. APPEARANCES 1. None IV. PUBLIC HEARINGS 1. None V. UNFINISHED BUSINESS Acting Chair Seeley recommended that V. Committee Business (Unfinished), Items #1 and VI. Committee Business (New), Item #4 be tabled and placed on the next Agenda allowing for needed items of action to be discussed/considered at the beginning of the meeting with the remainder of the meeting being designated for the aforementioned items. She stated that she felt that this would allow more dedicated discussion and understanding of the items. Discussion ensued regarding modifying the “Master” Trail Plan with a title more suitable (i.e., “All Park Goer Plan” or “Community Park Plan”), understanding of the plan and the Capital Improvement Project (CIP). Unfinished Business, 1. 19-013 Master Trail Plan & CIP and VI. New Business, 4. Draft Monument/Donation Policy to the beginning of the April 6, 2022 Committee Meeting. All in favor. Motion carried. 1. 19-013: Master Trail Plan and CIP Tabled 2. 22-001: Music in the Park - Musicians Committee Member Peterson stated that he is in the process of contacting/scheduling various performers. VI. NEW BUSINESS 1. Request for use of Trails – Shake Your Shamrock 5/7K, March 19, 2022 Midwest Multisport Races, LLC has submitted a request to utilize park trails for their annual “Shake Your Shamrock” 5/7 K runs. Motion by Committee Member Kubat, seconded by Committee Member Akpan to Recommend to the City Council to grant Approval of the use of Park Trails Associated with the Submitted Conditioned Upon: No Permanent Marks made on Trails, Sidewalks or City Property; no maintenance of said Trails or Sidewalks of Intended use will Receive Maintenance Above and Beyond that of Regular Maintenance of the City; if a Snow Event Occurs on the Weekend, Maintenance will not be Provided; and the Organizers are Responsible for Holding Conversations with the Centennial Lakes Police Department Alerting them of the Scheduled Event and Adhere to their Recommendations. All in favor. Motion carried. 2. Request for Use of Hidden Spring Park – Grad Party, June 5, 2022 (10 a.m. – 5 p.m.) Ms. Michelle Baland has submitted a request to utilize Hidden Springs Park for a graduation party. Motion by Committee Member Peterson, seconded by Committee Member Akpan to Recommend to the City Council to grant Approval of the use of Hidden Springs Park as Submitted Conditioned Upon: submission of the remaining user fee and required certificate of insurance naming the City as additionally insured. All in favor. Motion carried. 3. Laurie LaMotte Ballfields – Centerville Lions Request for Improvements The Centerville Lions have submitted a request for several items to be taken care of at Laurie LaMotte Memorial Park regarding the ballfields. Their concerns were: transitioning between the infield and outfield; filling in the irrigation lines due to exposed rock; anchoring and possession of the bases; and backstop fencing opening between the ground and fence. Page 2 of 4 City of Centerville Parks and Recreation Meeting Minutes March 2, 2022 The Committee reviewed Staff’s Request for Committee Action regarding the items and discussed the submitted quote for the purchase of ag. lime from Bryan Rock Products for $5,100 ($30.50/ton + $3.50/ton – 150 tons needed). Motion by Committee Member Seeley, seconded by Committee Member Kubat to Recommend to the City Council to Approve the Quote Submitted by Bryan Rock Products in an Amount Not to Exceed $5,100 to Improve the Transitioning Between the Infield/Outfield and that the Public Works Director be Provided with Discretion to Make All Necessary Repairs as Deemed Appropriate. All in favor. Motion carried. The Committee discussed forwarding a letter to the Lions discussing remedies to their requests and thanking them for their input regarding the condition of the field(s). 3. Draft Monument/Donation Policy Tabled. VII. APPROVAL OF FEBRUARY 2, 2021 P & R COMMITTEE MEETING MINUTES Motion by Committee Member Kubat, seconded by Committee Member Akpan to Approve the Minutes of the February 2, 2021 Meeting with the Following Corrections: delete “is” between “and” & “was” in the First Sentence of the Minutes and Change “suggesting” to “suggested” in the First Sentence under VIII. Updates #4 as Amended. All in favor. Motion carried. VIII. UPDATES 1. Staff Updates: a. 16-026: P & R Website Pages Assistant Administrator Lewis reviewed the Request for Committee Action Update as provided in the packet. b. 21-007: Eagle Park Tree Removal Staff reviewed the Request for Committee Action Update as provided in the packet. c. 19-022: ADA Equipment Staff reviewed the Request for Committee Action Update as provided in the packet. Discussion ensued regarding reviewing other parks for potential ideas for installation of ADA equipment. 2. Council Liaison Update – Council Member Lakso No report was given. Additional discussion ensued regarding electrical issues experienced at the event. IX. ACTION ITEMS UPDATES a. Lighting on Pleasure Rink – project completed, but there is interest to add decorative lights and also speakers on poles for sound for next winter. b. Prioritize safety of park amenities. Need to develop a plan for each additional park.
